We are finalizing the FY2014/15 Proposed Budget and have included the
following information in the Manager s letter/overview:

Reinstate $392,000 previously approved as one-time funding as ongoing


funding for community support for the Mayor and City Council and provide
funding for the Mayors increased travel requirements associated with his
presidency of the U.S. Conference of Mayors and National Conference of
Black Mayors

To ensure we had the Mayors title correct for these organizations we


checked the websites and were able to verify the U.S. Conference of Mayors.
However, the NCBM doesnt reference the Mayor. Can you please confirm
that the above is correct? We re thinking it might just be a timing issue based
on when he will take office.

Just wanted to do a quick follow-up from our call on Friday.

We are looking to set up a meeting with Mayor Johnson and David L. Cohen during the US
Conference of Mayors meeting this week in Orlando.

The goal of the meeting would be for Mayor Johnson to share with DLC his priorities locally and
what he has been doing on the education front. While David would look to share with the Mayor
how Comcast is doing both locally in Sacramento and from a national perspective and to discuss our
commitment to education through the Internet Essentials program. Although we are just beginning
to have discussions about it, they may also want to talk about how Comcast is looking to help with
the Mayors push at NCBM.

We have proposed the following times available for a 10 to 15 minute meeting:

Friday, June 15 th

Anytime between 5:30-7

Saturday, June 16 th

Anytime between 10:30-11:30

players association?

outside non-profit organizations?

This is the follow up from the White House. I will review the notes from Mariah and Frances while I
am traveling. I know there are several action items however there are a couple of things we should
get on right away. First of all we will need to provide our input on the toolkit immediately. Mariah,
would you like to follow up with Kellyn on that. It sounds like they are trying to finalize next week.
Secondly, need to get a date. Thirdly, Frances, can you draft the Mayors cover letter based on our
discussion and update our plan.

the choices they will have and the opportunity to create healthier communities
Some ways elected officials can get involved in this important effort include

o Educating themselves and their staff about the options that will be available in the
Health Insurance Marketplaces
o Providing access to printed materials and computer portals at city hall or in other
government offices & adding information to city websites
o Hosting an information session (or multiple sessions) about the Health Insurance
Marketplace before October 1
o Hosting enrollment sessions where constituents can sign up in the Marketplace
between October 1 and March 31.

Affordable Care Act (ACA), hosted by the White House and to be led by Secretary of Health
and Human Services, Kathleen Sebelius. This will be a general meeting for all NCBM

Thanks for calling to follow up yesterday ? and thanks for your patience. I wanted to pull together a
bunch of background, below, that I hope helps give you a clearer sense of what the White House?s
role is, and how we work with HHS and outside stakeholders and how all the pieces fit into place.

next step, to get a sense of what you are thinking of writing. I know you?re working through that
piece on your end.

Background explaining our role and how the pieces fit together:

? The White House helps oversee the larger efforts to help get Americans access to quality,
affordable insurance to ensure that they live up to the vision and promise of the Affordable
Care Act. In those efforts, we work closely with HHS, which is responsible for implementing
the law as you know, and outside stakeholders who are working on health care outreach
and enrollment and share our interest in ensuring that every American who wants access to

their new insurance options is able to get it.

We coordinate all of our outreach with HHS. HHS has Regional Directors throughout the
country who work with stakeholders on the ground with enrollment efforts. We work with
HHS on those efforts, and talk with their Regional Directors who have the best ear on what is
happening at the local level. Then we figure out how to support their efforts by adding
additional resources, etc.

With groups, we help amplify their work (identify celebrities or athletes for events) and also
work with them to share best practices on the work they are doing.

As far as Medicaid and how that interacts with the health care law, under the ACA states
had the option of expanding Medicaid, and a number of them already have. So in states that
have expanded Medicaid, more consumers may be eligible for insurance through Medicaid,
and when they apply for insurance through the Marketplaces may be told that they are
eligible for Medicaid and can enroll for that program, or that they qualify for tax credits
through the Marketplaces and can sign up for private plans. Whether or not a state has
expanded Medicaid, people of course can continue to enroll for and re-enroll for Medicaid.
Let me know if that all clears it up ? but we have been of course calling on all states to
expand Medicaid and here is more info on those efforts.

Background on specific examples of targeted outreach to African Americans, both by us and outside
stakeholders:

? The President has met with both African American clergy in summer of 2013 to request
their partnership on educating the community on healthcare.

The President met with civil rights leaders on February 19 th to as for their partnership to do
something each week to educate and increase enrollment?this has led to op-eds, radio and
tv segments with civil rights leaders and enrollment activities from the major civil rights
organizations like National Action Network, NUL, NAACP to drive enrollment on the ground.

POTUS also has spent time on major African American radio programs that are widely
syndicated across the country like the Steve Harvey Morning Show, Yolanda Adams and
most recently Rickey Smiley who is targeted towards a younger audience.

African American, Greek and civic organizations hosting webinars, enrollment summits,
twitter storms and increased presence on social media encouraging people to sign up.

The administration has also worked in partnership with BET to increase awareness around
healthcare?the First Lady will speak today at their Leading Women Defined Conference with
the top leading women in various industries and they included PSA on enrollment during

their annual Honors Awards Show aired on February 24 th .

Examples of work the faith community is doing:

? One district within the African Methodist Episcopal (AME) Church out of 20 districts has
made presentations to almost 4,000 people with an estimated reach of more than 60,000
through respective church networks.

? In the hard to serve area of Mississippi, the National Baptist Church (NBC) received the grant
as a Navigator and has been working through its network of churches to help the
community enroll in health care. They are taking lessons learned from those efforts and
expanding nationally through target cities.

? An independent megachurch in Texas (Brentwood Baptist) reaches 2,000 people per a


service where they talk about the importance of getting enrolled in health insurance.

Background on CMS and their paid ad spending:

For the second half of open enrollment (January ? March), CMS is spending approximately $52
million on paid media.

On background:
The campaign uses a range of communications tactics, with an emphasis on paid media and
digital outreach. This is part of our wide-ranging outreach efforts to encourage the uninsured
to explore their coverage options and enroll in a plan that meets their needs and fits their
budget.
General market paid media programming highlights include targeted outreach to young
adults on social media and entertainment websites such as Facebook, Twitter, Hulu, Pandora,
and ESPN.com. Television programming examples include networks such as ESPN and shows
such as Family Guy, Revolution, Arrow, Vampire Diaries, the X Factor and other high profile
sports programming and across other regional sports networks.
CMS has also shifted its creative ad rotation to mostly testimonial-style 30-second ads
featuring the real stories of consumers who have enrolled in a health insurance plan via
Healthcare.gov. CMS qualitative research has shown this style of creative resonates strongly
with the target audience.
CMS is also shifting some paid media budget to CBS? March Madness inventory in our local
targets to capitalize on increased viewership of the first several rounds of the NCAA Men?s
Division I College Basketball Tournament.
Because normal primetime and sports programming tends to take a ratings hit during the
Olympics, CMS shifted some paid media budget to the NBC Olympic inventory in our local
target markets to capitalize on this increased viewership.
Education and outreach is targeted to uninsured people and their families with a specific

focus on young adults.

MR. MALEY: Thank you, everybody, for taking the time to join us today on this call to discuss
the importance of enrollment in health coverage. As a reminder, this call is on the record without
embargo. And we?re lucky to be joined today White House Senior Advisor Valerie Jarrett; Mayor
Kevin Johnson of Sacramento, California; Mayor Michael Nutter of Philadelphia, Pennsylvania; and
Mayor A C Wharton of Memphis, Tennessee.
So after some brief remarks from each of our participants, the mayors will remain on the line to
take some questions, and we?ll also be joined by Principal Deputy Press Secretary Josh Earnest, who
is also on the line from the White House side.
And with that, I?ll turn it over to Valerie.
MS. JARRETT: Thank you very much. And good afternoon, everyone. Thanks for joining our call
today and for your interest in the critical partnerships and collaborative efforts underway to help
more Americans gain health insurance, particularly African Americans and communities of color

who face a disproportionately low rate of coverage in so many of our nation?s cities.
I want to especially thank Mayor Johnson, Nutter and Wharton for their outstanding outreach to
enroll their citizens in Sacramento, Philadelphia and Memphis, respectively. Their work represents
yet another example of the outstanding partnership and shared goals of President Obama?s
administration with cities in every part of our country.
Across the United States, millions of Americans are seeing already the benefits of the health care
law. And, in fact, by the end of January nearly 3.3 million Americans have signed up for private plans
to the federal and state marketplaces. But we still have a long way to go and we want to make sure
that we have used every opportunity for outreach.
African American communities and cities such as Sacramento and Philadelphia and Memphis
have already seen the real benefits from the health care law. Through the health insurance
marketplaces, 6.8 million uninsured African Americans have new opportunities for affordable health
insurance coverage; 7.3 million African Americans with private insurance now have access to
expanded preventive services with no cost-sharing. And we know for women that can include
everything from mammograms and Pap smears and contraception -- all without a co-pay. It also
includes colonoscopies for screening of colon cancer; well child visits and flu shots for all children
and adults -- because the goal is to keep America healthier with very important preventive services
without people having to choose between paying for those preventive services and putting food on
their table or paying for their rent.
Starting in 2014, over 390,000 African American women, who are currently buying coverage
in the individual market, will gain maternity coverage as a part of the Affordable Care Act
requirements for plans to cover essential health benefits. And 4.5 million elderly and disabled
African Americans who receive health coverage from Medicare will also have access to many
preventive services with no cost sharing, including annual wellness visits with personalized
preventive plans, diabetes and colorectal cancer screenings, bone mass measurements and
mammograms.
And about 10.4 million African Americans no longer have lifetime limits on their health
insurance plans thanks to the Affordable Care Act. And of course, insurance companies are now
prohibited from discriminating against anyone with a preexisting condition, which is an enormous
relief to every single American. A preexisting condition can be anything from colon cancer, any kind
of cancer; it can be asthma. It some cases, just being a woman was considered a preexisting
condition. And so now insurance companies are prohibited from discriminating at all. And of
course, now young people are able to stay on their parents? insurance until they reach the age of
26.
But as I said earlier, we still have hard work left to do. Six in ten uninsured African
Americans may be eligible for premium tax credits in the marketplace. Medicaid, or the Children?s
Health Insurance Program called CHIP -- if all states took advantage of the new opportunities to
expand Medicaid coverage, 95 percent of eligible uninsured African Americans might qualify for
Medicaid, CHIP or tax credits to help with the cost of their premiums. And this is so important
because most people will be able to get coverage for $100 or less a month, and that?s just so
important to know that this is affordable for everyone.
With just over a month of open enrollment left, our top priority is reaching every American
who needs access to quality, affordable insurance to help them sign up. And we?re enlisting the
help of mayors across the country and other trusted messengers in these efforts to target the top
markets where we know the uninsured live, such as Sacramento, Philadelphia and Memphis.


Youth organizers and stakeholders who are part of the White House?s Youth Summit back in
December just organized a national youth enrollment day last Saturday, and they?ll continue to hold
organizing and enrollment events over the coming weeks. And athletes and celebrities and other
key influencers with strong platforms that reach the youth and African American consumers are
working hard to get the word out for us.

We?re turning to folks who we know have the power to reach millions through their fans
and their followers. Magic Johnson and Alonzo Mourning are shooting PSAs for us, both who have
been getting the message out across the country. Other athletes are engaged as well. We have
celebrities and household names, and everyone from Aisha Tyler to Kerry Washington, Pharrell
Williams, all who are using social media to help us reach their fans and followers with this critical
important message.

Now, everyone knows I?m partial to the Mayor, as one of the offices I oversee is the Office
of Intergovernmental Affairs. And as the President said in his State of the Union, we?re going to
work with Congress where we can, but we?re also going to strengthen our partnerships across the
country with mayors and governors and state legislators.

And so we know that our best allies in getting the word out had been our state and local
elected officials across the country, and I?m so delighted because today Mayor Johnson will be
releasing a video emphasizing the importance of enrolling in coverage and letting folks know that
the marketplace is open for business. And Mayors Nutter and Wharton have been instrumental in
pushing folks in their cities to enroll as well, and educating them about the benefits of the
Affordable Care Act, and encouraging them to go on healthcare.gov and look at the plans that are
available in their areas and select the one that works best for them.

So now I would like to turn the call over to Mayor Johnson, where he can talk a little bit
more about what he?s doing in Sacramento. Mayor Johnson.

MAYOR JOHNSON: All right. Thank you very much, Ms. Jarrett. We appreciate your
leadership. I want to also thank all the representatives from the White House who are on this call,
and a special shout-out to my two mayor colleagues, Mayor Nutter and Mayor Wharton, for the
great work that you folks are doing in your communities.

I have two perspectives. The first is just being a mayor of the capital of California. And
before ACA, there were 7 million uninsured in California. In the Sacramento region, my area, nearly
300,000 adults lack health insurance. It is estimated that ACA will cut that rate by two-thirds.
Accordingly, California was the first state to pass the enabling legislation to allow the ACA to be
implemented in the state of California, and to establish the first health exchange known as Covered
California. There are about -- we got about 5 million hits for Covered California, the website, in the
first day.

Thanks to ACA, over 12 million Californians who had lifetime caps on their insurance have
now been removed. 640,000 Californians have gained access to health care through county-run,

federally funded, low-income health programs. All of these people were transferred from Medi-Cal,
California?s Medicaid program, at the beginning of the year. 21,000 Californians who were denied
coverage by insurers due to preexisting conditions now have coverage.

So we?re very proud of what?s going on in California. Furthermore, in California,


adolescents of color are more likely than their white counterparts to be uninsured. Therefore, in
California and in Sacramento in particular, we are focused on working with Covered California?s
education and outreach grantees. Through this collaborative effort, we?re reaching out to our faithbased enrollment, having faith-based enrollment day. We?re working with elected officials to
conduct events in their districts. And we?re partnered with a broad spectrum of our communitybased organizations to not only educate but to enroll the eligible for our exchange.

So, again, I?m proud of the work that we?re doing in California, and I?m proud that
California is leading the way.

My second hat, as president of the National Conference of Black Mayors, we recognize the
importance of ACA. We represent over 600 black mayors in the U.S.; represent 48 million people -16 percent of the population. We know our outreach efforts can make a huge difference in this
law. So in August, we launched the Affordable Care Act Outreach and Enrollment initiative, with a
member-wide call, and we were proud that Secretary Sebelius joined our call. We had a number of
mayors on the call, and our goal was to enroll at least 10 percent of the estimated uninsured
individuals in each city who participate in the state marketplace. And our total goal was 100,000
folks represented.

To reach that goal, we were asking every mayor to commit to at least 10 online and offline
actions. They hosted education events, they trained their staff, they shared their links and
information on websites and social media platforms like some of the other entertainers and highprofile individuals.

So in closing, I?m very proud of the work that the African American mayors have done and
the success that they?ve had to enroll the uninsured. And I?m very proud of California, the hard
work that we?ve been doing in our state. We are not done. This enrollment deadline is March 31st,
and we?re going to be competitive and do all we can to get folks insured.

So I want to thank everybody for the opportunity. And I would love to turn it over to the
one and only mayor of Philadelphia, Michael Nutter.

MAYOR NUTTER: Mayor Johnson, thank you very, very much. Mayor Wharton, thanks for being
on the call. Ms. Jarrett, thank you for your leadership again in this regard. And, Keith and Josh,
thank you as well.
The Affordable Care Act clearly is doing something quite incredible, ensuring that millions of
uninsured Americans have access to affordable, high-quality health care plans. Let me get to
Philadelphia though. Right here in our great city, that means more than 210,000 uninsured people
will be able to purchase affordable health care plans in the marketplace. And across Pennsylvania,
that?s more than 1 million people.

We?ve aligned our city departments and agencies. We?re working in partnership with our city
council. And we?ve also developed a partnership with Enroll America, and that of course is the
nonpartisan, nonprofit organization that aims to help uninsured Americans enroll in the new health
care plans under ACA. And we certainly know that the Affordable Care Act is a rather complex law,
and so you need accurate and readily available information provided by a trusted source. And
certainly, we utilize again our city departments and our own Philadelphia city council.
And so through those partnerships we?re getting out the information, and I think that?s been
critical to our success. We?ve had a number of people sign up in Philadelphia, but we still have
much more work to do. And that?s why we?re committing to this partnership and doubling our
efforts, participated in last Saturday?s rollout, and we?re continuing to do any number of things.
Philadelphians need to know what?s available to them and how they can access it. I literally just
finished a meeting about a half hour ago, a presentation by our own health commissioner talking
about the overall health here in Philadelphia. We find that half of African Americans in Philadelphia
have hypertension or high blood pressure. And so many, regardless of race, are experiencing
increases in diabetes, heart disease, asthma and a variety of other challenges. People want to be
healthy. They need health care. We need to get folks signed up. And so the information is available
through the health department?s website. That?s, of course, www.healthcare.gov.
We want to encourage people to check out the GetCoveredAmerica.org for enrolling in this health
coverage. And that information is available by phone and in person as well because of the
navigators on the ground. It is my focus and my goal to make sure that uninsured Philadelphians
have the health information that they need, they can make healthy choices, but also that they
prioritize their health and well-being, and enroll in the health care marketplace.
With that, I?m very pleased to turn things over to Memphis?s mayor, A C Wharton.
MR. WHARTON: Thank you, Mayor Nutter, Ms. Jarrett and Mayor Johnson. Thank you all so
much not only for participating in the call, but what you?re doing out here -- on this. It?s of critical
importance.
We?ve got a lot going on down here in Memphis. First of all, we?re engaging our faithbased leaders; we have regular meetings with them. As a matter of fact, they have a faith-based
council, which has adopted the enrollment process as its number-one priority.
We?re also fortunate to have Seedco here, which is working to consolidate the Affordable Care
Act outreach events on its calendar. And I?ve asked my office of governmental affairs, of
community affairs to work with all the faith leaders to announce within their churches and -- all the
events that they have and to get them all on one calendar. We?re also working with one of our
leading hospitals here, the Methodist LeBonheur network, to work with an operation they have
known as Congregational Health Network, in which they have folks from the various congregations
who actually work in the church and help folks through the health care process. They have a lot of
credibility when it comes to seeking that folks enroll.
And we?re preparing now for a profound, coordinated push in which we will pull together
navigators and certified application counselors from across the city. Seedco will convene these
people for a meeting on February 26th, just a couple days from now, to focus on coordinating a final
push around the ACA. And Seedco is also engaging in its own public relations effort. They?re hiring
a specialist which will just come out and make this last push, just as you would in a political election.
And also, just a couple of weeks ago, I managed to get representatives of all of our major
hospitals. Memphis is a major health center with some of the largest hospitals in the region located
here. I managed to get them all in my office and talk with the emergency room workers -- keep in

mind that the emergency room unfortunately now serves as the primary care physician for far too
many folks here in Memphis and throughout the nation.
So we see that as a teachable, reachable moment not from the standpoint of frightening
anybody, but they?re there. And when you get to the point of asking questions as to who is going to
be the responsible party, that?s a good time. Or if not then, as they receive their discharge papers,
make sure that you get the information. And one of our hospitals has gone so far as to actually have
a station right there. Once an individual indicates that they?re not covered, they can just step right
across the hallway. So we?re going to really amplify those efforts.
And finally, since Memphis is the Soul Capital of the World, we could not do it that?s better
than a video, Mayor Johnson. We have our own recording. Mayor Nutter, we borrowed a
Philadelphia native, Teddy Pendergrass, the song ?Come Go With Me.? And we now have -- it?s
going to be a hit -- it?s called ?The Marketplace,? and it?ll be released real soon, and we?ve shared
it with the White House. Memphis Music Foundation is reaching out to all the local musicians, many
of whom are uninsured. We found that we really have to target some of these subpopulations, and
our lead will be with the musician community with our hit song, ?The Marketplace,? which we?ll
work with our local TV, radio, and social media outlets to push the focal component to the Memphis
campaign.
So, again, thanks for letting me participate. And I?ll stand by.

MR. MALEY: Thank you very much, Mayor. And at this point we?re happy to take some questions
you may have for the mayors and as well as Josh Earnest, who has joined the call from the White
House side as well.

Q Good afternoon, and thank you so much for doing this call. Mayors, I would like to know -and, Josh, if you could also fill in the missing pieces -- how many African Americans do you think that
you have enrolled for ACA since October? Because we?re looking to kind of quantify because we
know that many of the uninsured are from the urban minority component, and I?m particularly
looking for the African American numbers to quantify what you think that you?ve enrolled thus far.
And, Josh, if you can give me the overarching umbrella of African Americans that you believe that
are enrolled or will enroll by March 31st?

MR. EARNEST: April, thanks for the question. I don?t actually know whether or not CMS has data
that is broken down by ethnic group or by race. So we?ll have to check with CMS and see if that data
is available to you. I just don?t know -- I don?t know how and whether that data is collected.

Q Well, would the mayors have kind of a gauge somewhat on the populations that have at least
started to enroll in the marketplace?

MAYOR JOHNSON: This is Mayor Johnson. I?ll make the first just general comment in terms of
NCBM. As I said earlier, we represent 600 black mayors, and they represent 48 million people, 16
percent of the population. In many cases, the majority of the folks that they represent are African
American. And when you look at any indicator, the propensity and the degree that we?re uninsured
is very high, when you think about young people that have preexisting conditions it?s high. So we
don?t have the actual numbers, but we know that the mark that we?re hitting for outreach and
target has been very, very successful. And we, too, are looking forward to getting those numbers at

the end of the day.

Q This is a question for Mayor Nutter. There?s been a lot of coverage about the ?Medicaid gap?
-- the people who make too much money to qualify for Medicaid in certain states because they
haven?t expanded, but aren?t qualifying for these subsidies either. Is your staff or are you meeting
all these people? Are they asking you all -- are they concerned particularly because your state has
not expanded Medicaid yet? How big of a problem are you finding that to be for people right now?

MAYOR NUTTER: Well, this is a significant problem. There are 90,000 people in Philadelphia who
will not be able to take advantage of the Affordable Care Act without the expansion of Medicaid.
And I?ve been very clear and very strong on this particular issue.

We?ve seen states all across the country, some headed by Democrats, some headed by
Republicans, that have expanded Medicaid. And of course, with the -- in essence, they guarantee
that a significant -- 90-plus percent of the costs -- 100 percent, I believe, covered for the first three
years and no less than 90 percent after year three. I mean, that is an incredible infusion not only of
dollars to the state but also expanded coverage.

So there is a great amount of concern about the lack of expanded Medicare -- Medicaid, rather,
in Philadelphia and Pennsylvania. And it?s an issue that we continue to press very hard.

MAYOR WHARTON: This is Mayor Wharton from here in Memphis. Tennessee is one of those
states that has not expanded. Of course, the governor is still in negotiations with CMS and I?m
pushing him almost daily -- we?ll be on the phone with his office right after I get off this call here.
We have right here in the city of Memphis 88,000 folks who are uninsured, and Memphis has a high
poverty rate so it?s really an acute problem right here in Memphis. So it is a big, big problem and
we?re going to continue working with our governor as he works with CMS to try to get the
expansion.

Q I was particularly happy to hear Mayor Johnson and Mayor Wharton from Memphis and
Sacramento mention faith-based outreach and the fact that those efforts seem to be working. Do
you guys know, will there be a report, whether quantitative or qualitative, that would sort of
aggregate all of the outcome of those efforts just so we can know? And then also, generally,
because I?ll let you know that this, anecdotally and personally, I?m still encountering a lot of people
in the African American community who are just ignorant still of the law and they?re stuck on some
of the talking points that they?re hearing coming out from opponents of it in the media. And so
there?s still a good number of those people. So will there be some sort of report released soon,
maybe before or after the deadline, just so we can know what the outcomes were of those efforts?

MAYOR JOHNSON: Hey, this is Mayor Johnson. I?ll go first, because Mayor Wharton is really
competitive and he?ll one-up me so I?ve got to get my point out before he does.

So from our standpoint in California, we?re working with the Black Health Network and through
Covered California. We feel very strongly that we?re trying to look at all the qualitative data and the
anecdotal, because we need to learn from it, we want to know how successful we are. We have a

rockstar lady named Darcel who runs it, and it is something that we?re working toward.

MAYOR WHARTON: Let me talk to you on the qualitative side also -- Mayor Wharton, Memphis.
One of the things that is proving to be quite a hurdle is that many of the folks who would benefit
look back in the past and they say, we?ve heard this before but we?ve always been able to get into
an emergency room or the public hospital. Reality just does not seek an end as readily as it should.

And this is where the faith-based communities come in. They have a way, a persuasiveness
of saying, listen, things are going to change, you need to do it, you need to go ahead and get
enrolled; don?t count on the days of old when you could always just show up at the emergency
room, and forcing them with that. They have been able to get care, but things are changing. With
the discontinuation of your DSH payments and access payments things will be much more difficult.
That?s where the faith-based community comes in. You?re dealing with a skeptical public who in
many instances don't trust government. That's the role that the faith-based community can really
play such a pivotal role.

MAYOR NUTTER: I agree with my colleagues and certainly did not mean to neglect to mention the
great work of the faith-based community. And we?re experiencing much of the same response and
reaction. I think the message that they communicate in many instances is that much more powerful
sometimes than those of us who are elected.

Q Hi, this is Sheila Burke with the AP. I wanted to know from I guess from all of you what you
think -- and Mayor Wharton sort of touched on it -- what are the big challenges with actually getting
people to sign up? Is it because they don't trust government? Is it because there?s not enough
information out there? No offense to any of you all, I know you?re trying to get this information
out. And what do you think? Or is it just because Medicaid has not been expanded? What do you
think the big problem is?

And also, Mayor Wharton, I guess since I?m in Tennessee, I was wondering if you could just
confirm, is that Teddy -- you?re going to be using a Teddy Pendergrass song to help people enroll?
And I?m wondering if you could expand a little bit about your efforts through the emergency room
to get people to sign up.

MAYOR WHARTON: Let me take the emergency room because it touches on a part of your
question. I really grilled the emergency room managers when they were in the office. And they said
the cost factor, the sticker shock -- many folks, their minds are shut down immediately because
when you have such a high poverty rate as we do here in Memphis, many of them say that's still out
of my reach.

And you lose them because they're not going to keep their minds open long enough to say, but
you?ll get this back, or there?s help that you can get here. So it?s just -- it?s going to take -- we?re
not going to be able to do this all at once. There?s the sticker shock at any price, keep in mind,
because these are folks who never -- in the past they said, I?ll show up at the emergency room, so
you don't worry about any price. So it?s going to take a persistent, a sustained effort to work
through this with particularly those who are way, way, way below the poverty line.


We have a 27-percent poverty rate here in the city of Memphis. That's been one of the biggest
stickers when the emergency room counselors would say, look, here?s this factor, here?s this, here?
s this; if they just shut down on it and say, no, no, no, I?m not going for that. So we?re going back
and trying to come up with a new curricula, or some other way to deal with that.

Also, the lack of Medicaid expansion has been a big, big barrier here, and that's why we?re still
working with our governor. We?re going to keep pushing and asking him to keep working with CMS
to come up with something that will benefit particularly cities like Memphis and Shelby County,
where 122,000 total are uninsured.

MAYOR NUTTER: I think I?d only add one other thing. You can't deny the impact of the intensity
of the vitriol in the debate around moving toward the Affordable Care Act; all the politics and the
strategy and tactics that were utilized; talking heads on TV -- no disrespect to anybody on the call;
the 24/7 news cycle; the inane at times debates in Congress; the 40- plus attempts to repeal the
act; the lack of expansion in some of the states; and the confusing array of information that's out
there.

The general public, they have real lives, they have real problems, and they don't have as much
time to sit around for esoteric debates about these kinds of issues. So putting all that aside, we?re
going to continue to do our job. We?re going to utilize every partnership, every strategy, every
technique. Obviously, those of you in the media on the call can help just get the information out.
We?re not asking you to take a position on the issue. But an informed America is a better America,
and Americans then will make their own choices about what they want to do.

But how you fight against people getting affordable health care, I?ve never understood that, but
apparently some people engage in those kind of tactics.

MAYOR JOHNSON: This is Mayor Johnson. I?ll just add a couple of just really simple points.

From our standpoint in Sacramento, in California, this is a process. People have to learn about
their options before they're ready to sign up. And again, Covered California did a great job with its
website and getting off the ground the right way.

We?ve had a number of events that we?ve conducted, and people come back-to-back, they come
to each event. And it?s like the scaffolding approach -- the more they learn, they come back, they?
re more excited. So it?s been the process of the information and the outreach that has been very
helpful.

And then the last thing that's been surprising for us is a lot of people are like, is this really going to
happen? Do you mean that we really can go from uninsured and be covered? That law called
Obamacare, it applies to me, like, really? Like it?s almost too good to be true. So for us, to kind of
dispel some of the issues that normal people have in their community has also been enlightening.
So that's kind of the other side of the equation.

Q Yes, mayors, how are you trying to reach out to immigrants in your community, immigrants
from Africa, the Caribbean, Latin America, particularly the black immigrants?

MAYOR JOHNSON: Mayor Johnson -- I?ll go first. I think, again, we?ve had a very comprehensive
strategy in California. And in Sacramento, my community through Covered California, we looked at
education and outreach grantees, so collaborating with every organization that you could imagine.
So it wasn?t just the African American community, or poverty-stricken communities. It was
immigrants and everybody included. So we used the faith-based community and we?ve had
enrollment days. We?ve worked with elected officials and their district offices to put on events,
certainly social media and websites.

So we?ve had kind of a broad spectrum in working with community-based organizations to not
only educate, but to take it to the next step, which is enrolling those folks who are eligible for the
exchange.

MAYOR WHARTON: And A C Wharton, in Memphis. I have regular meetings. I have a


multicultural coalition where leaders -- we have so many immigrant communities here in Memphis,
and this the number-one item event. So our outreach is for every subpopulation also.

MAYOR NUTTER: We are broad-based in Philadelphia, one of the most diverse communities in
the country. And we?re reaching out to all of our constituency groups, our immigrant groups,
multicultural organizations, and our multicultural affairs office and faith-based office are actively
engaged in this effort, something that we talk about on a regular basis.

Planning for USCM Meeting in Dallas (June 2014):


Climate Change and Resilience Summit:Josh is doing mayoral outreach to discuss the
Summit this week. He will circulate a one-pager with a proposed agenda/speakers based on our
call today, and I propose a call next week with Josh, myself, Rohan, and USCM to discuss
logistics.
Preschool: We're excited about incorporating a strong WH push for mayoral action around PreK
with our existing conversations with the Clinton Global Initiative around mayoral Commitments to
Action. We are planning to do a plenary session on PreK, and it would be great to understand
from your end:

What are the ideal outcomes? (Ex: 25 mayors make commitments to expand PreK in their
cities)
What resources (grants, partners, etc.) are available for mayors to make commitments?
National Council of Dem Mayors: If you'd like, I can circle up with Virginia Mayer to discuss
the two items we were considering to discuss at the NCDM meeting in Dallas - ACA and Federal
Minimum Wage. Just let me know.
My Brother's Keeper
Let me know if there are any specific programs or initiatives that we should be aware of for both
the NCBM and USCM. As Mayor Johnson shared on the call, he would like to make this a push
for both organizations if it makes sense.

States would make the determination of what projects are most needed using objective criteria, such as
the fiscal capacity of districts, the percentage of children who are from low-income families, and the
needs of districts for assistance. The needs of districts for assistance might entail factors such as the
condition of their school facilities. The states criteria would have to be included in their application
to the Department.

HI Mariah. To ensure that public schools in the most disrepair will be able to make necessary
enhancements, almost 40% of the funds will be directed toward the 100 largest high-need districts.
Each of the 100 districts with the largest numbers of children living in poverty would receive a formula
amount proportionate to its Elementary and Secondary Education Act (ESEA) Title I, Part A allocation
within 60 days of enactment. The remaining roughly 60% will be awarded to states based on their Title
I shares. States would direct half the funding to districts on a formula basis and half through a TBD
application process in the most high-need districts, with a priority for rural districts.

HI Mariah. To ensure that public schools in the most disrepair will be able to make necessary
enhancements, almost 40% of the funds will be directed toward the 100 largest high-need districts.
Each of the 100 districts with the largest numbers of children living in poverty would receive a
formula amount proportionate to its Elementary and Secondary Education Act (ESEA) Title I, Part A
allocation within 60 days of enactment. The remaining roughly 60% will be awarded to states based
on their Title I shares. States would direct half the funding to districts on a formula basis and half

Some additional detail on the half of funds going to States that would be distributed to support projects most
needed:

States would make the determination of what projects are most needed using objective criteria, such as the
fiscal capacity of districts, the percentage of children who are from low-income families, and the needs of
districts for assistance. The needs of districts for assistance might entail factors such as the condition of their
school facilities. The states criteria would have to be included in their application to the Department.

He wanted to know if we knew of Partner America who is trying to do business in his area and listing
that they are doing business with the Conference of Mayors. Apparently the person is dropping the
Mayors name and/ or the organization.

In my voice mail message I let him know that I was not aware of any relationship with Partner
America. I also asked if they were doing business with the USCM or NCBM. I asked him to email me
any additional information he may have or call the USCM directly if that was the organization being
referenced.

Please feel free to follow up if you have additional information.
