Ramadan Unites Community


The Indonesian Embassy in Suva hosted
members of the Indonesian community
and some members the Fiji Muslim
League in celebrating Ramadan.
The Ambassador, Gary Jusuf, said it
was a tradition at the embassy to invite
members of the Muslim community to
celebrate Ramadan.
It is celebrated around the world, Mr
Jusuf said.
We have invited members of the Fiji
Muslim League, the seamen who are
working here in Fiji and also Indonesian
people who are working in other places
in Fiji.
The intention is to have a close
relationship with our Muslim friends.
We pray together and observe our fast
together.
Muslims in Fiji joined millions around
the world in observing Ramadan.
I convey my heartfelt congratulation to
all our Muslim brothers for observing
the fast on the Ramadan month. Since it

is our holy month, we do not eat food


and drink water from 5am to 6pm in the
evening. Its very challenging, he said.
The Ramadan is a period of selfpurification when Muslims strictly follow

the commandment of God and to ask for


Gods mercy, forgiveness and blessing.
It is also a time of self-examination,
sacrifice, love and consideration for

Lowering Of Entry Marks Proposal


Minister for Education, Mahendra
Reddy has written to the vicechancellors of the three Fijian
universities in Fiji to reconsider
lowering of entry marks for higher
Education programmes.
The proposal targets students completing
Year 13 examination.
He confirmed this while responding to
a question raised by National Federal
Party (NFP) leader, Biman Prasad.
Mr Prasad asked for confirmation if Mr
Reddy had already written to the Vice
Chancellor of Fiji National University,
University of Fiji and University of the

South Pacific to reconsider the lowering


of entry marks and why.
The rise of entry marks was adopted by
the universities in light of the view that
students obtaining a pass in English and
three other subjects with an aggregate
mark of 200 would not have been able to
perform well in University studies at that
time, Mr Reddy said.
He added that now that they had
removed mark scaling, the basis for
raising the entry mark from 200 to 250
no longer held and this was the basis for
his request.
Opposition MP, Prem Singh then

questioned Mr Reddy if he expected a


decrease in pass rates this year.
My expectation is that the pass rates
using raw marks should increase this
year that is our target. The response
received from the universities has also
been positive, he said.
Opposition MP, Aseri Radrodro
also asked whether the universities
would have sufficient resources to
accommodate the expected influx of
students at the universities.
Mr Reddy said there were three large
universities campuses around the
country and he did not foresee problems.

Former Police ASP Jailed For 18 Months


For A Bribe

Former Assistant Superintendent of


Police Rehana Sen will spend the next 18
months in prison after she was convicted
of Asking for a Bribe.
While sentencing Sen, Chief Magistrate
Usaia Ratuvili told the court that he finds
no exceptional circumstances in which
to suspend this sentence.
He says the court will not condone these
types of offences.

The court heard that between 30th


September to 3rd October 2012 while
being employed in the public service
as an Assistant Superintendent of
Police, Sen without lawful authority or
reasonable excuse, asked for a benefit of

$3,000 for herself.


It was also heard that she asked for the
benefit with the intention of fostering
or sustaining a belief that the exercise
of her duties as a public official will be
influenced.

of a survey conducted by the leading
travel industry luxury network, Virtuoso,
which is represented in over 26 countries
and has over 9,000 travel advisors.
Virtuoso has been conducting a Travel
Dreams survey for the past nine years,
where some of the worlds wealthiest
travellers share their bucket list of travel
destinations and activities.
5,800 Virtuoso travellers took part in
its 2015 Travel Dreams survey and Fiji
made the list of the Top 10 Dream
Destinations. The list also includes
destinations like Australia, New Zealand,
Italy, France, Greece, Ireland, the
Caribbean, England and the Antarctica.
According to Virtuoso, the breath-taking sea
life and luxurious accommodations of Fiji
drive it onto the Top 10 list year after year.
Tourism Fiji Executive Chairman,
Mr Truman Bradley welcomed the
announcement by Virtuoso as it places
Fiji amongst the best travel destinations

The Fiji Hotel and Tourism Association
celebrated its 50th annual general
meeting.
Re-appointed President of the Association
Dixon Seeto said the industry had grown
and so has the Association.

Reserve Bank Of Fiji Records $28.5M Profit


The Reserve Bank of Fiji recorded
a $28.5 million profit for the 2014
financial year, slightly lower than the
$31.9 million 2013 result.
And the central bank transferred a total of
$35.2 million to the Government, which
included the entire profit of $28.5 million
and one-fifth of the balance of revaluation
reserves account of $6.7 million.
Historically low global interest rates,
a factor beyond the Banks control,
affected the RBFs foreign reserves
income stream in 2014.
While releasing the Annual Report for
2014 which was tabled by the Minister
of Finance, Aiyaz Sayed-Khaiyum
in Parliament, RBF Governor Barry
Whiteside said the Fijian economy
recorded its fifth consecutive year of
growth in 2014 of 4.5 percent, notably
above the 4.0 percent for the second
successive time during this period.
And this growth was achieved against
moderate global economic activity.
He stated that robust financial
intermediation, increased manufacturing
and service-related activities, strong private
and public sector construction and final
demand, on the back of governments
continued expansionary fiscal stance and
the RBFs accommodative monetary policy
underpinned the 2014 growth outcome.
Equally important, the 2014 Annual
Report revealed that the Reserve Bank of

Fiji successfully met its core objectives


and statutory functions throughout 2014.
He said during the year, the Banks
twin monetary policy objectives of
maintaining an adequate level of foreign
reserves and low inflation remained
intact.
Satisfactory capital positions and
earnings on both the banking and
insurance fronts ensured the continued
soundness and stability of Fijis financial
system in 2014.
Guided by its role in the development
of the economy, the Reserve Bank
continued with financial inclusion

initiatives and its use of unconventional


policy tools.
Other notable developments included
the establishment of a new Risk
Management and Communications
Group and the issuance of the improved
$2 coin to ensure better differentiation
from the$1 coin, as the Bank continued
to promote efficiency and effectiveness
in its own operations and the RBFs
service to the public.
Consistent with its core values, Governor
Whiteside stressed that the Reserve Bank
of Fiji will strive to consistently meet its
objectives into the future.

PM To Visit Canada

A huge preparation is in the works in


Surrey, BC, to welcome Fijian Prime
Minister Voreqe Bainimarama when he
arrives on a visit next month.
The leader of the FijiFirst party will be
the honorary guest during the Fiji Day
Celebrations event at Surreys Newton
Athletic Park.
The PM will be our chief guest for the
FDC in August, he said.
This will be an unofficial visit, but the
Canadian civic, provincial and federal
members of parliament and local MLA will
be on hand to meet the Prime Minister.
Mr Gucake said this would be a historic
event in many ways because it would
be the first visit from a sitting prime
minister ever to Canada.

seen as a hero in Fiji and abroad, Mr
Gucake said.

330 Receive Business Grant


330 recipients of the Fijian Governments
grant for micro and small business grant
programme were presented with $1000
cheques by Prime Minister Voreqe
Bainimarama.
While handing out to cheques worth
$330,000 at Albert Park in Suva, the
Prime Minister appealed to the recipients
not to waste the opportunity given to
them and to use the grants wisely and
responsibly to either start their own
business venture or to grow their existing
business.
It is a vote of confidence in you
personally on the part of every Fijian
taxpayer. It is an act of trust. So we are
counting on you to uphold that trust and
behave with honesty and integrity.
We are not just giving you the money
and forgetting about you. Through the
Ministry of Industry, Trade and Tourism
and the Fiji Development Bank, we can

The Ministry of Agriculture, Ministry of
Industry Trade and Tourism and the Fiji
Development Bank worked together to
make the grant disbursement possible.
The micro, small and medium sector
contributes roughly 12 percent of our
GDP, or $800million.

The Fijian Government has granted


a 12-month amnesty on outstanding
registration charges to vehicle owners
who have had their vehicles off the road
for extended periods.
Transport Minister, Praveen Kumar said
this will benefit low-income earners who
could not afford to pay back charges
when they were finally able to get their
vehicles back on the road.
This will be wonderful news for
thousands of Fijian families who own

vehicles but have not been able to use


them because of the back charges that
have accumulated during their period off
the road, he said.
Under the regulation change, Fijians will

be given a 12 month amnesty in which


to register their vehicles without having
to pay the outstanding amount for the
period in which their vehicle was not
being used.

Bus Driver Flees


A bus driver who tried to flee the scene
of a Navua accident was chased by angry
bystanders but rescued just in time by
Police.
The crowd took their frustration out
on him after he allegedly caused the
death of Bimal Kumari, while driving
his Maharaj Transport bus. The 75year old victim, according to witnesses,
was a passenger in the bus that killed
her. According to reports, she had just
disembarked when she was hit.
Family members were still trying to put
pieces together on details of the accident
at Vakabalea, Navua.
Son, Subhash Chand was still coming to
terms with the fact that his mother had
died right in front of her home.
Mr Chand, a farmer said: I actually
dont know how the accident happened.
I was in my farm when, I heard everyone
screaming and by the time I came the
accident had happened.
According to the family, Ms Kumari was
trying to cross the road when she was
hit by the bus. It was the same bus she
boarded and returned on every morning
after buying kava in Navua Town.
Every morning my mother would go to
town and buy the grog which, she then
sold from home, Mr Chand said.
Her daughter Roshni Kumar confirmed
eyewitness reports of the tragedy: After
the accident, the driver got off the bus
and he was running away from the crowd
to save his life.
Luckily, the Police got him. Otherwise,
the crowd would have killed him. I then
told my brother to let the Police handle
the matter because we now cannot do
much as accident has already happened,
she said.
Ms Kumar fought back tears as she
described her mother as a caring and
hardworking person.
She was 75 years yet she used to do all
the house chores and cooked food for
us, she said.
We see our driveway every day, and from
today it will be very difficult for us to see
our driveway, because it will now remind
us of what happened to our mother.
Staff at the Maharaj Buses Company
Limited office in Navua were evasive
when approached. They pointed the
Fiji Sun news team in the direction
of the family home, but youngest son
Ravinendra Maharaj denied his father
was in the premises.
My father is not at home, he said.

The bus driver was taken into Police
custody.

Parliament Decides And Passes New Laws


Speaker to Parliament Dr Jiko Luveni
says she is only a referee in Parliament.
She said it was Parliament that made the
decisions and passes new laws.
Dr Luveni was commenting on growing
speculation that the Opposition was
about to mount a legal challenge against
her over the two-year suspension of MP
Ratu Naiqama Lalabalavu.
The decision to suspend Ratu Naiqama
was made by Parliament, not me, she
said.
Ratu Naiqama is in the United States and
could not be reached to comment.
The Opposition offices Mick Beddoes
has publicly stated its policy not to
respond to the Fiji Sun.
But it is understood that a team of
lawyers have been looking at grounds on
which to challenge the suspension and
the Speaker.
One of the grounds is whether the
jurisdiction of Parliament extends
outside of its precincts.
According to sources, two prominent
lawyers, Richard Naidu and Jon Apted,
are drawing up the legal papers for the
challenge.
When Fiji Sun visited their respective
residences in Suva, they both declined to
comment.

Section 73 of the Constitution on powers,


privileges, immunities and discipline
says: Parliament may prescribe the
powers and privileges and immunities of
members of Parliament and may make
rules and orders for the discipline of
members of Parliament.
Ratu Naiqama was suspended for
derogatory remarks he made against Dr
Luveni in a SODELPA meeting in Makoi.
The Opposition has maintained that the
penalty was too harsh.
It is believed that Ratu Naiqama was

reluctant to pursue a legal recourse


but the pressure came from within the
Opposition ranks. He wanted to close the
issue after he apologised to Dr Luveni
in a letter. However, the letter, written
from the Opposition office, included a
legal option. It put Ratu Naiqama in a
precarious position because it questioned
the sincerity of his apology.
If it goes to court, it will be a test case because
it could challenge parliamentary privilege
and immunity in respect of anything said in
Parliament or its committees.

It was a proud moment for the Fijians in


Darwin, Australia, on Tuesday as they
witnessed the official naming and unveiling
of Nuku Road named after a Fijian, the late
Pauliasi Nuku also known as Paul Nuku.
Mr Nuku was Darwins longest-serving
prison officer and a boxing fanatic and
his work with prisoners at the Darwin
Correctional Centre and young people
involved in boxing and martial arts made
him a popular figure.
His commitment, dignity and courage
were such that it was not only fitting, but
right, to name the road after him.
Mr Nukus good friend Brett Schroeder
remembers his mate as a passionate and
caring man who left a lasting impression.
Paul did a lot for the kids from the rural
area by giving them a real aim in life
and teaching them the arts of boxing and
martial arts, Mr Schroeder said.
Boxing was his real passion after
arriving here from Fiji and he carried
that over to his lifes work.
We are really proud of this son of
Fiji and he really deserves the honour

bestowed on him.
Mr Schroeder shares this joy with Mr
Nukus wife, Sarah Nuku, daughters
Amelia and Anita and son Paul Nuku
Junior and their family and friends in Fiji.
Mr Nukus dad is from Komo, Lau, and
mum from Waitabu, Lakeba.
The family lived at Nadonumai,

Delainavesi in Suva.
Mr Nuku left for Australia in the 1970s
to study and did not return. He died aged
59 in January last year.
He was a former Head Boy of Queen
Victoria School made his mark and his
contribution in the Northern Territory
Government was duly recognised.

Scholarship For Shivam Gounder


A high school students dream of
studying abroad came true after he was
presented with air tickets to study for
three years in India.
Shivam Gounder, 18, a Year 13 student
of Labasa Sangam College was given a
three-year scholarship to study Bachelor
in Commerce at the Bangalore University
in India.
Mr Gounder was among the four
students who were presented air tickets
by the Indian Cultural Centre to study
in India.
I am happy and excited about this
chance. I first saw the advertisement in
the Fiji Sun before applying online,
Gounder said.
I hope to do all these for my parents
because my dad is a taxi driver and
my mother stays home. I have always
wanted to one day study abroad.
Today, I finally have the chance and Im
ready.
He plans to become an accountant.

9 Year Old, Victim Of Sex Attack

Fearful Nakasi residents are in lockdown


mode after a nine-year-old girl was
allegedly grabbed and raped by two men
while walking home from school.
The girl is a Year Four student of
Bhawani Dayal Memorial Primary
School in Nakasi, near Nausori.
She is in serious condition in the
intensive care unit (ICU) at Colonial
War Memorial Hospital (CWM) in Suva.
A Police team of 30 officers combed
the area between Nakasi and Nausori
looking for two men who allegedly
committed the crime Tuesday afternoon.
Farmer Jagdish Prasad, 41, said in Hindi:
I was sitting on the porch of my house
when I saw two men walking on the
road. Ten minutes later, I saw the victim
walking home from school on the same
road on Tuesday afternoon.
Things must have happened so quickly.
On my way to tend to my cattle, I saw

two men running away from the bush not


far from my house.
I didnt know then that they were the
men who did this.
I know their faces and I have been
helping the Police to identify suspects,
Mr Prasad said.
We are scared that the men might attack
us because my brother and I know what
they look like. We are helping the Police
to give this little girl justice, he said.
Everyone is living in fear and today
the Police van dropped children to their
homes after school.
Meanwhile, his brother, taxi driver
Kamlesh Prasad, 34, said in Hindi: The
men asked me for the lift but since I
was in a rush I ignored them, I also saw
the girl walking towards her home after
school.
Middle-aged resident of Nakasi, Navin
Kumar, speaking in Hindi, said: I have

been living in this area all my life. I was


born and raised here. This is the first time
that this heinous crime has happened.
The residents are shocked and they are
scared to go out. The children are scared
to go to school, he said.
Neighbours of the victims family said
the mother, who was alone at home, saw
her daughter from a distance walking
home at 3.15pm.
She then went to the kitchen to prepare
some food. One her way back from the
kitchen, she could not see the girl.
She was worried when her daughter
failed to arrive home at the usual time
of 3.30pm.
She went to investigate and walked on
the road. She saw her crawling, in pain
and covered in blood. According to
neighbours the girls face was puffed
up from severe beating, her body badly
bruised and she was crying. Her mother
embraced her and screamed for help.
The victim was rushed to hospital where
she remained critical condition.
Police confirmed that the girl was
allegedly raped and brutalised.
The farmer who saw them run away
might have disturbed them and saved
the girl. Items found at the crime scene
included a tablet phone, the victims
school bag, paraquat (a poison) and
building tools like spanner and hammer.
Many residents were too scared to talk.
Those who spoke did so on the condition
of anonymity.
One resident said: We have all locked
up, scared to go out as long the culprits
are still on the run. The young families
are protecting their little ones and
making sure they get security when they
go to school.

Fijian Troops Safe Despite ISIS Attacks


Despite an escalation of clashes in the
Sinai, Fijian troops serving under the
Multi-national Force Observer group are
safe.
In the past two days, the Egyptian army
faced one of largest co-ordinated attacks
by ISs local affiliate, Sinai Province.
As reported the Egyptian army will
continue an offensive in the Sinai
Peninsula, after clashes with the militants
left more than 100 dead.
The peninsula has been under a state of
emergency and a curfew since October.

forces and the anti-government elements
had been ongoing for years now.
There are contingency plans in place

Mahendra Chaudhry The Survivor


There is one word to describe Mahendra
Chaudhry Survivor.
The Fiji Labour Party leader and one of
its founders is about to relinquish the
leadership reins in the annual delegates
conference in Lautoka next month.
It will bring the curtain down on a career
in politics and the labour movement,
spanning more than 35 years.
He holds the distinction as the first IndoFijian Prime Minister and he did it at a
time when racial tension was high in this
country.
Mr Chaudhrys Labour Government
lasted one year, its term cut short when
the tension exploded in riots, burning
and looting in downtown Suva and the
coup led by George Speight in 2000.
This was the second time he became a
victim of a coup. The first was in 1987
when Sitiveni Rabuka and his band
of soldiers stormed Parliament and
deposed the Fiji Labour Party-National
Federation coalition. He was Minister
for Finance in Dr Timoci Bavadras
Cabinet.
After he became Labour leader following
Adi Kuini Bavadras death, he overcame
a revolt. Party stalwarts like Dr Tupeni
Baba and Krishna Datt left the party
disillusioned with his leadership style.
In 1992, Mr Chaudhry entered the
general election race late. He had
protested vehemently against the 1990
Constitution that was weighted heavily
in favour of the iTaukei and at one
point was contemplating boycotting the
election.
Labour only won 13 of the 27 Indo Fijian

seats in Parliament.
Rabukas SVT Government lost the
Budget vote and necessitated a new
general election in 1994.
Mr Chaudhry misread the public mood
and decided to go into coalition with
Rabuka as a political compromise to
amend the Constitution so that it was fair
to all races, particularly the Indo-Fijians.
SVT won the election, but Labour got
decimated winning no seat. The IndoFijians voted with their feet and the
message was that they had not forgotten
1987.
Mr Chaudhry bounced back in 1999
and won that historic election. In the
2001 election, NFP failed to learn
from the Labour experience in the
previous election and teamed up with
the SVT. None of them won a seat.
SDL led by Laisenia Qarase formed
the new Government and was returned

in 2006. The same year the Republic


of Fiji Military Forces under Voreqe
Bainimarama took over government
to stop endemic corruption and build
an inclusive Fiji that opposes racial
discrimination.
Mr Chaudhry raised eyebrows when he
and his then Labour colleagues, trade
unionists Felix Anthony and Daniel Urai
joined the Bainimarama government.
They later left Mr Bainimaramas
government and became vocal critics.
Mr Chaudhrys career was not without
blemish.
Perhaps one of the most significant
events that tarnished his early career
was his conviction of manslaughter for
his involvement in a fatal car accident.
He was sentenced to nine-month
imprisonment for failing to stop after
the accident. After serving only three
days of the sentence, however, he was
released on a Compulsory Supervision
Order. Mr Chaudhry contested that case.
Mr Chaudhry was fined $2million last
year after he was convicted of violating
the Exchange Control Act for retaining
1.5 million Australian dollars in a bank
outside of Fiji, without the consent of the
Governor of the Reserve Bank of Fiji.
He was sentenced to pay the fine by June
30, 2014, or serve a 15-month jail term.
He paid the fine.
The
conviction
disqualified
Mr
Chaudhry from contesting last years
general election.
Any other politician would have
disappeared from the scene a long time
ago. But not Mr Chaudhry.

Fiji Government Partners With ANZ To


Help Investors

An agreement was signed between the


Government and ANZ Bank to set up an
e-payment website.
The website will facilitate payments
from foreign investors.
The bank successfully won a tender to
facilitate incoming payments via Visa or
Master card.
The announcement was made at the
Grand Pacific Hotel in Suva.
ANZ Chief Executive Vishnu Mohan
said there was a high interest for
workshop in New Zealand last week, a
lot of foreign investors were wishing to
come to Fiji. He said there had been a
demand in making Fiji the heart of the
Pacific in terms of by

week the one-page window application
for foreign investors that would allow

Police Officer Suspended


For Aiding Escapees
The Fiji Police Force has suspended
an officer based at the Lautoka Police
Station for allegedly aiding the escape of
three prisoners under police custody.

says he will not tolerate acts of
dishonesty that will bring disrepute

to the organization and criminal and


departmental investigations are being
conducted for possible charges of fraud
and corruption.
One of the escapees has been caught

Bringing Down The Big Black Economy


The term black economy, for most
laypeople, conjures images of illicit alcohol
sales in infamous corners of Toorak, Raiwai,
Vatuwaqa and Nadonumai in Suva.
In fact, its more sophisticated than that
and the Bainimarama Government has
put in measures to deal with the causes
and the effects of these unregistered
activities.
According to the World Bank, the black
or shadow economy is all currently
unregistered economic activities that
contribute to the officially calculated (or
observed) Gross National Product.
Another definition is the market-based
production of goods and services, whether
legal or illegal, that escapes detection in
the official estimates of GDP.
Another definition suggested by the World
Bank is those economic activities
and the income derived from them that
circumvent or otherwise avoid government
regulation, taxation or observation.
In Parliament, Attorney-General and
Minister for Finance Aiyaz SayedKhaiyum referred to the 2010 Report
by the World Bank titled Shadow
Economies of the World: New Estimates
for 162 countries from 1999 to 2007.
The report estimated that the size of the
Fijian shadow economy was 32.4 per
cent of GDP. This, Mr Sayed-Khaiyum
said resulted in $2.8 billion dollars not
being accounted for during this period.
He was responding to a question from
Government MP Sanjit Patel on whether
there was a black economy in Fiji and
how extensive it was.
In response to a supplementary question
from Government MP Lorna Eden on
possible remedies, he said the Government
had worked on several fronts to reduce
the Fijian black (shadow) economy:
Tougher punitive measures against
offenders like increased fines
Declaration of assets by political

parties and members


A new Companys Act strengthening
enforcement
Simplication of tax laws and
decision-making process
Deregulation of sectors like rental
car services
In the 2010 World Bank report, the driving
forces of most shadow economies were:
Increased burden of taxation
Labour market regulations
The quality of public goods and
services
The state of the official economy.
Mr Sayed-Khaiyum also pointed some
of the reasons why businesses resorted
to the shadow economy. These were
detailed in the 2010 World Bank Report.
To avoid payment of income, value
added or other taxes,
To avoid payment of social security
contributions,
To avoid having to meet certain legal
labor market standards, such as minimum
wages, maximum working hours, safety
standards, etc., and
To avoid complying with certain

administrative procedures, such as


completing statistical questionnaires or
other administrative forms.
In response to Mr Sayed-Khaiyums
explanation, NFP leader Biman Prasad
requested more scrutiny by the relevant
authorities for unexplained wealth. Mr
Sayed-Khaiyum said declaration of assets
off-shore would also come under a new tax
regime, more compliance from companies
and individuals would be enforced and
FIRCA was also using special audit teams
to expose illegal activity.
Other questions on the issue were
from SODELPA Semesa Karavaki
who asked if there was any disparity
between Ministers salaries that were
recorded and those that were actually
received. Mr Sayed-Khaiyum said that
all salaries for the President, Speaker
of Parliament, Prime Minister and
all parliamentarians were governed
by law. He said the salaries would
soon be under the scrutiny of the new
Parliamentary Emoluments Committee,
that was endorsed on Monday by both
sides of Parliament.

again hold talks with President Xi and hold
separate bilateral talks with the Chinese
Premier, HE Li Keqiang. Agreements
relating to trade and cooperation will be
signed during this visit.
He will visit a number of other cities
and meet with potential investors as
well as those that already have business
operations in Fiji.

The visit to China will also be an


opportunity to begin preparations for
this year's 40th anniversary celebrations
marking diplomatic relations between
the two countries.

accompanied by senior Government
Officials and senior officials from
the private sectors who will hold
separate talks with their Chinese
counterparts.

Four In Custody
Four people are in Police custody for
allegedly stealing fish and fish products
from Solander Pacific Fish Company in
Suva.
The fish, believed to be Tuna and its
products, was alleged to cost about
$7700.

action by Police in recovering the fish
products allegedly stolen last Wednesday
morning.
Police chief of intelligence and
investigations, Assistant Commissioner
of Police (ACP) Henry Brown said fish
products which consisted of uncut fish,
fish heads, and fillets were seized from a
restaurant in Nakasi, Nasinu, following
an early morning raid.
The theft of the products are alleged
to have taken place on the first of this
month whereby three of the suspects
had colluded to steal the products before
disposing them to the fourth suspect
who owns a restaurant in Nakasi, ACP

Brown said.
Two of three suspects are security
personnel while one is an employee of
Solander Fishing Company, he said.
ACP Brown said this particular case was
also a concern because of the involvement
of security personnel. He said they were
supposed to be safeguarding properties
and assets of their employers.

Suva Lawyer Appointed To LTA Board


Prominent Suva lawyer, Vijay Maharaj
has been appointed the new chairman
of the Land Transport Authority (LTA)
board.
The announcement of the new fivemember board was made by the Minister
for Infrastructure and Transport Parveen
Kumar.
The other members are the LTAs
former General Manager of Operations,
Aptinko Vaurasi, Businessman, Ashok
Patel, Chief Financial Controller of
Vodafone Fiji Limited, Divik Deo, and
RFMF Land Force Commander, Colonel

Sitiveni Qiliho.
The
Permanent
Secretary
for
Infrastructure and Transport is also a
member of the LTA Board under the
relevant legislation and LTA chief
executive is an ex-officio member.
They will all take up a two-year term
with immediate effect.
While making the announcement,
Minister Kumar said he was delighted
that the LTA now has a Board capable
of presiding over the reform of the
organisation.
Each of these distinguished individuals

bring a particular set of skills to the table


and I am confident that the LTA is now
in good hands. I also want to thank them
for their contribution to the nation on
behalf of every Fijian.
The appointments were made in the
wake of the recent LTA inquiry and the
removal of the previous Board.
A report compiled by the Attorney
Generals office after nation-wide
consultations recommended the removal
of the board and appointment of a new one
to enhance the performance, operations
and service delivery of the LTA.

The 2016 Fijian national budget will be


announced on November 06, as confirmed
by Finance Minister and Attorney
General, Aiyaz Sayed-Khaiyum.
Speaking in Parliament, Sayed-Khaiyum
said they had initially planned to
announce the budget in December but
the date has been shifted forward to

allow a robust debate in Parliament.


The 2015 national budget was passed in
Parliament last year without the presence

of the Opposition as members opted to


walk out and did not participate in the

Boy Beaten Over Birthday Cake Dies


Police say a 9-year-old boy has died
after he was allegedly handcuffed and

Late-Night Swimmer's Remains Found


Inside Dead Alligator
An Alligator that ate a late-night swimmer has itself been killed shot dead at a Texas marina.

An alligator that attacked and killed a


Texas man who ignored warnings about
the reptile and went for a late night swim
in a creek, has been found dead.
The body of Tommie Woodward, 28,
was found last Friday, floating half a
mile from the bayou in southeast Texas
where he was last seen swimming.
The 400lb, 11ft creature that attacked
him was shot dead by a customer at the
same marina, it was reported on Tuesday.
A man identified by local media as
"Bear" claimed to have shot the alligator
and local game wardens found some of
Woodward's remains inside it.

"He had to go," Bear told the Houston


Chronicle. "That's what happens when
you kill someone."
Woodward went swimming with a
companion at around 2:30 am Friday
when the pair spotted an 11-foot-long
gator.
Judge Rodney Price told local news
channel KFDM that the man had ignored
signs about alligators in the water.
He "made the ill-considered decision to
go into the water," Mr Price said.
"Someone shouted a warning, and he
said 'f--- the alligators,' and thereupon
jumped into the water and almost

immediately yelled for help."


A witness who came running when she
heard screams said she saw the huge
reptile attack Woodward.
"I asked him please do not go swimming,
there's a bigger alligator out here, please
stay out of the water," a tearful Michelle
Wright told KFDM.
"The next thing I know, this girl is
screaming: 'An alligator has got him, an
alligator has got him.'"
Woodward's body later was found with
puncture wounds to his upper chest
and left arm. Police said an autopsy is
pending.

Bill Cosby's Accusers Claim Vindication

of sexually abusing them claim they
are vindicated by court documents that
show the comedian testified to giving
sedatives to a young woman before sex.
The previously sealed documents from
2005 revealed the comedian admitted

with the intention of using them to

who accused Cosby of raping her in
1979, told CNN the revelation was a
"complete validation across the board"
for all of his accusers.
Ms Masten said she "woke up in bed,
naked, bruised and battered" after
taking "two sips" of a drink he had fixed
her.

Cammarata, who has filed a defamation
lawsuit against Cosby, also said the
admission would benefit his clients if the
court agreed to take the case.
"This is a very, very important admission

attempting to hide from the public for
many, many years."
Grammy-winning singer-songwriter Jill
Scott, who publicly supported the star,
has turned her back on Cosby, saying the
latest revelations left her "completely
disgusted".
"Sadly his own testimony offers proof of
terrible deeds," she wrote on Twitter.
"I stood by a man I respected and loved.
I was wrong."
But experts say Cosby faces no prospect
of criminal liability because the statute
of limitations has expired.
"My best guess is other than bad publicity
and detrimental impact on his legacy, I
don't think he's going to suffer any legal
injury," New York Law School professor

U Of A Hospital Unveils Canada's 1St


Stroke Ambulance
1st CT-scanner-equipped mobile unit in the world to offer stroke patient care beyond city limits

It's billed as Canada's first stroke


ambulance, a mobile unit "complete
with a CT scanner, clot-busting drugs
and the potential to cure a stroke before
the patient even reaches hospital."
The University of Alberta Hospital and
the University Hospital Foundation
unveiled the $3.3-million mobile
treatment centre Wednesday.
"Rather than waiting for the patient to go
to the stroke centre, we send the stroke
centre out to the patient," said Dr. Ashfaq
Shuaib, director of the stroke program at
the hospital, in a news release.
"We can scan the patient's brain and start clot
busting drugs right there in the ambulance.
"Reducing the door-to-treatment time
is critical in saving the patient's life and
limiting their disability. We can actually
cure them of the stroke."
The ambulance, custom-designed for
Edmonton and area, will be the "first CT
mobile stroke unit in the world to provide
stroke patient care beyond the limits of a
major urban centre," the hospital said.

Nearly one in four stroke patients who


received care at the University Hospital
in 2014 came from rural areas beyond
the Edmonton zone.
Researchers will study the impact of the

ambulance on patients' treatment and


recovery, as well as savings to health
care and the community over three years.
The total cost of the stroke ambulance is
funded by donations.

An Indian national who killed an


Australian man in a hit-and-run incident
in Melbourne seven years ago has
appeared at an extradition hearing in

His lawyer, Kanhaiya Singhal, said his


client's appearance in court showed he
was willing to face justice.
"Puneet's health as you have seen is not
good. He is getting the treatment. By the
next date he will be OK," Mr Singhal
said.
Australian authorities have asked for
him to be extradited, but his lawyer has
said he should be tried in India.
The case has been adjourned until
October.

Mira Rajput tied the knot on Tuesday
in a low-key ceremony at a farmhouse
on the capital's outskirts after months of
speculation surrounding their nuptials.
The wedding ceremony was attended
only by close relatives and friends, and
a grand celebration is yet to happen in
Mumbai.
The 34-year-old star, son of veteran
actor Pankaj Kapur and his former
wife Neelima Azim, married 21-yearold Mira, according to the traditions of
the Radha Soami sect, a philosophical
organisation based on the spiritual
teachings of all religions. Both the
families are followers of the group.
Mira, whose is said to have first met the
"Haider" star at a 'satsang' of the group,
pursued a bachelor's degree in English
from Delhi University's Lady Shri Ram
College.
The much-guarded wedding was
attended by around 40 to 50 guests,
according to sources.
Shahid opted for a white kurta-pyjama
and a safa (turban) for the marriage,
while his bride donned a green and pink
salwar-kurta with a dupatta wrapped
around her head. She completed her look

to be lodged at the Presidential Suite
of The Oberoi in Gurgaon, arrived in

Member Chuck Blazer From Football For Life

FIFA has banned its former executive


committee member Chuck Blazer from
all football activities for life following
its scandal over alleged corruption.
Blazer, who was also general secretary
of CONCACAF, which governs the
sport in North and Central America and
the Caribbean, was banned by FIFA's
ethics committee, which said its decision
was based on investigations in response
to facts presented by US prosecutors.
Blazer secretly pleaded guilty in 2013
to various bribery and financial offences
and is cooperating with authorities,
according to a plea deal unsealed by US
prosecutors last month.
"Mr Blazer committed many and various
acts of misconduct continuously and
repeatedly during his time as an official
in different high-ranking and influential
positions at FIFA and CONCACAF,"
FIFA said in a statement.
"In his positions as a football official, he
was a key player in schemes involving
the offer, acceptance, payment and
receipt of undisclosed and illegal
payments, bribes and kickbacks as well
as other money-making schemes."
Blazer was found to have breached FIFA
rules on loyalty, confidentiality, duty of
disclosure, conflicts of interest, offering
and accepting gifts and bribery and
corruption.
FIFA president shifts blame
Embattled FIFA President Sepp Blatter
has told a Swiss newspaper that
continental confederations, rather than
soccer's world governing body, were
to blame for the corruption scandal
engulfing the game.
In a wide-ranging interview with the
right-wing weekly Weltwoche, published
today, Blatter maintained his view that
FIFA had done nothing wrong and could
not be held responsible for the actions of
individuals from continental federations.
"There is no wangling under the direct
influence of FIFA," he was quoted as

"But our influence over contracts
concluded by the confederations is

Asked whether he bore any responsibility
as the head of FIFA, Blatter replied that

Swiss police in a dawn raid on a luxury
Zurich hotel two days before the FIFA
congress, where Blatter was re-elected
for a fifth term as president.
They are in custody awaiting extradition
to the US.
US prosecutors have not accused Blatter
of any wrongdoing, but his stewardship
of FIFA is under scrutiny, sources
familiar with investigations in the US
and Switzerland have said.
In a shock announcement four days
after the May arrests in Zurich, Blatter
said he would lay down his mandate at
an extraordinary FIFA congress which
will take place between December and
February, but he would not be candidate.
The Swiss reiterated to Weltwoche that

he would not stand, saying it was "in


principle not" possible that he would
remain as head of FIFA.
Criticism 'rooted in envy'
Blatter he said he would leave FIFA
even if the extraordinary congress asked
him to stay, adding that he thought the
criticism against him was rooted in envy.
"This envy has been festering for years.
Envy is a predicate to jealousy. And
jealousy is rooted in love. This can
however turn to hate. And that's what
happened when this tsunami hit us two
days before the congress," he said.
Quizzed about why he did not do more
to prevent any wrongdoing within his
organisation, Blatter gave a sarcastic
explanation, and likened the ongoing
crisis to a football tournament he was
confident of winning.
"I not only see everything, I'm
responsible for everything, even for the
English women's own goal at the World
Cup recently," Blatter said.
"Am I responsible for climate change
too?"
