February 15, 2011:Vice President Joseph Biden and Dr. Jill Biden welcomed over 120
elected African American officials and their guests to their official residence at the U.S.
Naval Observatory February 15 in honor of Black History Month.
The Vice President who had just returned from a trip to Ft. Campbell Kentucky was in a
very reflective mood, as his wife Dr. Jill Biden welcomed several distinguished members
of the Congressional Black Caucus, Mayors, State Legislators, County Officials, and
former elected leaders. Dr. Biden welcomed the guests, introduced her husband and
excused herself as she had to attend a special event for community colleges.
Vice President Biden talked about the importance of Black History Month as he reflected
on everything from his recent meeting with young pre-teen African American football
players at Ft. Campbell (who are the offspring of deployed Afghanistan and Iraq military
warriors), to his becoming an attorney in 1968 just after the death of Dr. King (and the
subsequent riots), and finally to his train ride with President-elect Barack Obama in
January 2009 as the newly elected Vice President-elect to the nation's first ever Black
President.
In prepared remarks that lasted approximately eight minutes, Vice President Biden stayed
mostly clear of the politics of the day, except for noting at the outset that many of his
friends in the Congressional Black Caucus could not attend because they were preparing
for votes on the Continuing Resolution to keep the government from shutting down, and
that "they were fighting for some key things important to the Black community."
He alluded to the fact that if the Republican controlled House of Representatives has its
way, the next 18 months will be a "rough ride" and that they seek to cut many programs
that are critical to Mayors, state and county officials nationwide who represent struggling
communities, which are mostly of color. He joked, "My Recovery Act doesn't look so bad
now, does it?" Everyone laughed and nodded in agreement.
The Vice President opened his substantive remarks for the evening by talking about the
importance of community colleges, particularly to the sustainability of upwardly mobile,

educated Blacks in America. He pointed out that his longtime friend from Wilmington,
Delaware, Mayor James Baker (who was in attendance at the reception) stood side by side
with him on the train platform at Wilmington station in 1968 as they watched the City of
Wilmington lay in ruins from the riots in the aftermath of Dr. King's death.
He movingly reflected on how some 40 years later, he stood on that same platform waiting
to board a train that carried in its cars the newly elected Black President of the United
States, Barack Obama. Biden said that he had a moment standing at that station where he
remembered the riots and said to himself, "We may have a lot more to do, but damn,
we've come a long way." He closed his remarks by saying that "the best way to celebrate
history is to make it."
He offered pointed tribute to the strength of the Black men and women who were standing
in the room, and who work tirelessly for their communities. And he also remembered
those who had come before. He talked about Frederick Douglass and the freed slaves who
in 1862 became Union soldiers, and how out of 35,000 who died during the Civil War, 16
of that number were honored with the Congressional Medal of Honor. He talked about
how his first case as public defender was representing two Black Panther Party members
accused of causing the riots in 1968.
The most poignant and moving line of the night was offered by the Vice President as he
was talking about the sacrifices of all of those who had come before this present
generation of accomplished African Americans. The Vice President spoke of the sacrifice,
the struggle (quoting Fredrick Douglass-"no struggle, no progress"), he spoke about the
"halting" but continuous struggle for equality in America, and he called on us all to
remember that "Sometimes the people most burdened in life have to add more burdens
upon themselves so that others can have their burdens lifted from them."
Very fitting words on a day where we all witnessed Congressman John Lewis (D-GA)
receive the Presidential Medal of Freedom for his dedication and sacrifice in the Civil
Rights Movement of the 1960s, some 40 years later at the hands of the nation's first Black
President of the United States.

1. The time for the Education Session has been updated. It will now be from

education session with two component parts.

education policy resolutions that will be brought forth for adoption at the NCBM
meeting next week, and at the USCM meeting in June. The Mayor will have
presented on the resolutions prior to the education sessions, so we will know
whether the NCBM membership has adopted them going into the sessions. The

Adam, when we spoke last week, you mentioned that Dave Whitman of the
Secretary?s speech writing staff would be drafting talking points for the
Secretary. Will it be possible to get a copy of those when they are completed?
Also, did you say that the Secretary will be at Boyd Elementary School earlier
that day with Governor Deal & Mayor Reed?

Mayors (NCBM) for the coming year. Mayor Johnson and eleven fellow mayors were
unanimously elected at the 39th Annual NCBM conference in Atlanta, Georgia from May 29
to June 2, 2013 under the theme Restore, Rebuild, Renew: Leaving No City Behind.
As President, Mayor Johnson will set the organizations agenda, appoint committee and task
force chairs, and serve as national spokesman for the nations 650 Black mayors
representing some 48 million U.S. citizens.
I am honored to assume this new position with the National Conference of Black Mayors,
said Johnson. NCBM has a rich 40 year history that is important to preserve and build on.
The organization has faced some challenges, but we are going to address each one head on
with the appropriate corrective and rehabilitative action required. I have no doubt that the
new officers of the organization will restore it to preeminence and serve as an important
voice on the national stage.
The election of new leadership led by Mayor Kevin Johnson marks the beginning of a new
chapter for the organization as a leading voice for African Americans across the country.
Elected in November 2008, Kevin Johnson is the 55 th mayor of Sacramento and the first
African American to serve in this office. He was reelected in 2012 to a second term. Johnson
also serves as 2 nd Vice President of the U.S. Conference of Mayors and is slated to become
President in June 2014. Mayor Johnson succeeds The Honorable Robert L. Bowser, the 12 th
Mayor of East Orange, New Jersey as President of the NCBM.

REMARKS BY THE PRESIDENT
ON THE AFFORDABLE CARE ACT

THE PRESIDENT: Thanks to Monica, thanks to everybody standing behind me, and thanks for everybody out there who
cares deeply about this issue. Monicas story is important because for all the day-to-day fights here in Washington
around the Affordable Care Act, its stories like hers that should remind us why we took on this reform in the first
place.
And for too long, few things left working families more vulnerable to the anxieties and insecurities of todays
economy than a broken health care system. So we took up the fight because we believe that, in America, nobody should
have to worry about going broke just because somebody in their family or they get sick. We believe that nobody
should have to choose between putting food on their kids table or taking them to see a doctor. We believe were a
better country than a country where we allow, every day, 14,000 Americans to lose their health coverage; or where
every year, tens of thousands of Americans died because they didnt have health care; or where out-of-pocket costs
drove millions of citizens into poverty in the wealthiest nation on Earth. We thought we were better than that, and
thats why we took this on.
And thats whats gotten lost a little bit over the last couple of months. And our focus, rightly, had to
shift towards working 24/7 to fix the website, healthcare.gov, for the new marketplaces where people can buy
affordable insurance plans. And today, the website is working well for the vast majority of users. More problems may
pop up, as they always do when youre launching something new. And when they do, well fix those, too. But what we
also know is that after just the first month, despite all the problems in the rollout, about half a million people
across the country are poised to gain health care coverage through marketplaces and Medicaid beginning on January 1st
-- some for the very first time. We know that -- half a million people. And that number is increasing every day and
it is going to keep growing and growing and growing, because we know that there are 41 million people out there
without health insurance. And we know there are a whole bunch of folks out there who are underinsured or dont have
a good deal. And we know the demand is there and we know that the product on these marketplaces is good and it
provides choice and competition for people that allow them, in some cases for the very first time, to have the
security that health insurance can provide.
The bottom line is this law is working and will work

law to fail -- thats not my opinion, by the way, they say it pretty explicitly. Some have already convinced
themselves that the law has failed, regardless of the evidence. But I would advise them to check with the people who
are here today and the people that they represent all across the country whose lives have been changed for the better
by the Affordable Care Act.
The other day I got a letter from Julia Walsh in California. Earlier this year, Julia was diagnosed with
leukemia and lymphoma. I have a lot of things to worry about, she wrote. But thanks to the [Affordable Care
Act], there are lots of things I do not have to worry about, likewhether there will be a lifetime cap on benefits,
[or] whether my treatment will bankrupt my familyI cant begin to tell you how much that peace of mind means...
Thats what the Affordable Care Act means to Julia. She already had insurance, by the way, but because this law
banned lifetime limits on the care you or your family can receive, shes never going to have to choose between
providing for her kids or getting herself well -- she can do both.
Sam Weir, a doctor in North Carolina, emailed me the other day. The coming years will be challenging for all
of us in family medicine, he wrote. But my colleagues and I draw strength from knowing that beginning with the
new year the preventive care many of our current patients have been putting off will be covered and the patients we
have not yet seen will finally be able to get the care that they have long needed. Thats the difference that the
Affordable Care Act will make for many of Dr. Weirs patients. Because more than 100 million Americans with
insurance have gained access to recommended preventive care like mammograms, or colonoscopies, or flu shots, or
contraception to help them stay healthy -- at no out-of-pocket cost.
At the young age of 23, Justine Ula is battling cancer for the second time. And the other day, her mom, Joann,
emailed me from Cleveland University Hospital where Justine is undergoing treatment. She told me she stopped by the
pharmacy to pick up Justines medicine. If Justine were uninsured, it would have cost her $4,500. But she is
insured -- because the Affordable Care Act has let her and three million other young people like Monica gain coverage
by staying on their parents plan until theyre 26. (Applause.) And that means Justines mom, all she had to
cover was the $25 co-pay.
Because of the Affordable Care Act, more than 7 million seniors and Americans with disabilities have saved an
average of $1,200 on their prescription medicine. This year alone, 8.5 million families have actually gotten an
average of $100 back from their insurance company -- you dont hear that very often -- because it spent too much on
things like overhead, and not enough on their care. And, by the way, health care costs are rising at the slowest rate
in 50 years. So were actually bending the cost of health care overall, which benefits everybody.
So thats what this law means to millions of Americans. And my main message today is: Were not going back.
Were not going to betray Monica, or Julia, or Sam, or Justine, or Joann. I mean, that seems to be the only
alternative that Obamacares critics have is, well, lets just go back to the status quo -- because they sure
havent presented an alternative. If you ask many of the opponents of this law what exactly theyd do differently,
their answer seems to be, well, lets go back to the way things used to be.
Just the other day, the Republican Leader in the Senate was asked what benefits people without health care might
see from this law. And he refused to answer, even though there are dozens in this room and tens of thousands in his
own state who are already on track to benefit from it. He just repeated repeal over and over and over again. And
obviously weve heard that from a lot of folks on that side of the aisle.
Look, Ive always said I will work with anybody to implement and improve this law effectively. If youve got
good ideas, bring them to me. Lets go. But were not repealing it as long as Im President and I want everybody
to be clear about that.
We will make it work for all Americans. If you dont like this law -- so, if despite all the millions of people
who are benefitting from it, you still think this law is a bad idea then youve got to tell us specifically what
youd do differently to cut costs, cover more people, make insurance more secure. You cant just say that the
system was working with 41 million people without health insurance. You cant just say that the system is working
when youve got a whole bunch of folks who thought they had decent insurance and then when they got sick, it turned
out it wasnt there for them or they were left with tens of thousands of dollars in out-of-pocket costs that were
impossible for them to pay.
Right now, what that law is doing -- (baby talks.) Yes, you agree with me. Right now, what this law is doing
is helping folks and were just getting started with the exchanges, just getting started with the marketplaces. So
were not going to walk away from it. If Ive got to fight another three years to make sure this law works, then
thats what Ill do. Thats what well do.
But whats important for everybody to remember is not only that the law has already helped millions of people
but that there are millions more who stand to be helped. And weve got to make sure they know that. And Ive said
very clearly that our poor execution in the first couple months on the website clouded the fact that there are a whole
bunch of people who stand to benefit. Now that the website is working for the vast majority of people, we need to
make sure that folks refocus on whats at stake here, which is the capacity for you or your families to be able to
have the security of decent health insurance at a reasonable cost through choice and competition on this marketplace
and tax credits that you may be eligible for that can save you hundreds of dollars in premium costs every month,
potentially.
So we just need people to -- now that we are getting the technology fixed -- we need you to go back, take a look
at whats actually going on, because it can make a difference in your lives and the lives of your families. And
maybe it wont make a difference right now if youre feeling healthy, but I promise you, if somebody in your family
-- heaven forbid -- gets sick, youll see the difference. And it will make all the difference for you and your
families.
So Im going to need some help in spreading the word -- Im going to need some help in spreading the word. I
need you to spread the word about the law, about its benefits, about its protections, about how folks can sign up.
Tell your friends. Tell your family. Do not let the initial problems with the website discourage you because its
working better now and its just going to keep on working better over time. Every day I check to make sure that
its working better. And weve learned not to make wild promises about how perfectly smooth its going to be at
all time, but if you really want health insurance through the marketplaces, youre going to be able to get on and
find the information that you need for your families at healthcare.gov.
So if youve already got health insurance or youve already taken advantage of the Affordable Care Act, youve
got to tell your friends, youve got to tell your family. Tell your coworkers. Tell your neighbors. Lets help
our fellow Americans get covered. Lets give every American a fighting chance in todays economy.

Supports The Continued Implementation of the
Affordable Care Act
Every 12 minutes, someone in America dies from a lack of insurance. The high cost of
health care in our country is one of the primary roots of this inexcusable reality. The
Affordable Care Act passed in March 2010 is one of the most sweeping and
comprehensive reforms of our tangibly broken health care system. Yet, despite the
documented progress and impact of the implementation the Affordable Care Act in less
than a year of its passage, the 112 th Congress is now set to vote on H.R.2, a bill
proposing its full repeal.
The National Conference of Black Mayors supports the continuation of the
implementation of the Affordable Care Act and opposes H.R.2 which calls for the Act to
be overturned. Repeal of any portion of this critical legislation will weaken its capacity to
protect Americans from discriminatory practices and ensure Americans are provided with
more choices for affordable care options. Key provisions in the law extend coverage to
32 million Americans, including 8 million African Americans currently uninsured.
Repeal of the Affordable Care Act will make it legal again for insurance companies to
deny coverage to patients they classify with preexisting conditions such as children born
with disabilities and women who become pregnant; raise prescription drug costs for
seniors; eliminate expansions of dependent care that allows older children to remain on
their parents' health plans longer; reinstate cancellations on coverage when patients
become sick and lifetime coverage limits for patients battling some of the most
debilitating diseases; strip the freedom from co-pays for an array of vital preventive
services such as mammograms and colonoscopies; and return hundreds of billions of
taxpayer dollars in subsidies to insurance companies that would otherwise benefit
Americans, particularly low to middle income families, purchasing their own insurance
through state-based exchanges.
Estimates from the nonpartisan Congressional Budget Office indicate that the Affordable
Care Act will cut over $130 billion from the deficit in this decade-and more than a trillion
dollars by the next decade-while slowing the growth of health care costs in our cities and
towns. It is also estimated that more than 300,000 new jobs will be created as a result
of the law reducing the health care costs of employers for their workers and providing
employers with over $40 billion worth of tax credits, allowing businesses to invest in job
growth.
The Affordable Care Act brings redress to the health care disparities, fraud and abuse
that have existed for far too long in our health care system and left the most vulnerable
in our communities excluded from quality, affordable care. The National Conference of
Black Mayors urges Congress to collectively focus on strengthening, not repealing, this
landmark legislation.

It is unfortunate that an organization such as NCBM has been allowed to

deteriorate to the current state. As you may be aware, I resigned from the
Board of Directors in 2009 after 20 years due to the obvious corruption, lack
of communication from the "staff"and lack of proper management controls
exerted by the Board of Directors.
I am hopeful that you along with a reformed Board of Directors dedicated to

the true mission of the NCBM will be able to returnthe NCBM to an
