Great, I?ll work on getting a call in number. If you can wait on his email, I could
probably have a call-in and password number for you by mid-morning, east coast,
tomorrow. In case you want to include the call-in number in the save the date.
And happy to touch base next week about the call. I will actually be out of the office
on vacation the 13-16, so talking Monday the 12 th would be best.

Thanks for the tool kit. I will review it when I return to the office. In response to your
points raised below:
1. Cover Letter- We have drafted a cover letter from the Mayor and will send you a
copy for your input. We are also going through the internal review as well.
2. We have also drafted an email for Mayor Johnson to send out today or tomorrow
announcing the meeting and inviting all to hold the date and plan to participate. This
will be the initial invitation from the Mayor and then we will follow up with more
details, call-in information and the toolkit.
3. Yes, the Mayor will send the actual invitation.
4. Conference call- We would appreciate your assistance with the conference call line.
5. Estimate- I will try to get a more accurate estimate of participants later. For now I
we estimate on the low end 20-30 mayors.
6. I think it would be good to touch base early next week to go over Agenda and the
overall plan.

our Affordable Care Act outreach and African American outreach week.
During the week of December 9th African American organizations have committed to
educating the African American community on the Affordable Care Act and hosting
enrollment events in the key FFM cities. We have major commitments from
organizations to host conference calls, webinars, and community events. African
American leaders will participate in a radio push, publish op-eds on their own
healthcare experience and host a media call on the benefits of the Affordable Care Act.
It would be great if we could make it an NCBM week of action and have members
tweet, write op-eds and if possible, host enrollment events.
In addition, we plan to host a press call on Monday at 4:45 pm EST / 1:45 pm PST with
Valerie Jarrett and an Af-Am Member of Congress to higlight the importance of the
ACA. If Mayor Johnson is willing and available, we would love to have him join the call
to talk about the work black mayors are doing to spur enrollment and how it affects
the community.

In response to your comment regarding lead, after we spent several hours on Tuesday and Wednesday
on design and content, here is the kind of work that Adrianna produced in which she:
1. analyzed the Let's Move Model that David Agnew mentioned in our last call and the applicability for
ACA tracking
2. Made a recommendation
3. Made several revisions to produce a great draft cover letter
4. Revised the commitment form and categorized the actions. And
5. Created an on line enrollment and tracking system.
I will work with Adrianne to schedule time for us to go over the entire packet with you on Monday or
Tuesday. The team has a meeting with the WH and HHS to discuss our draft Agenda, materials and roll
out strategy.

I hope the service this morning was a powerful celebration of your sister-in-law's life.
Commitment form & cover letter: I kept the Educate, Engage, and Enroll wording from
the Toolkit. I think this it is best to keep this consistent across all 3 documents in order not
to confuse Mayors.
Metrics & tracking: Ideas:
-track in the categories of "actions", "events", and "partnerships". I think when Mayors go
out and actually speak at a media event, that is more significant than just putting a link on a
website. I think it is also significant to track how many partnerships with community
organizations who commit to assist with outreach and/or enrollment
-bronze, silver, gold: Corina explained Let's Move as a little more complicated than we
imagined. There are distinct categories cities can earn medals in, with very specific tasks. I
think it is far easier to track and report numbers. If we want to go this route, I don't know
how many of each thing we should require, but I recommend something like: Bronze=5
actions/events, Silver=8 actions/events, 1 of which must be an event (so Mayors don't just
train their staff and put links on websites), Gold = 12 actions/events, 1 of which must be a
partnership formed.
-track pre-enrollment & post-enrollment actions. We can send out a survey on October 1 to
ask what "education" and "engagement" Mayors have done prior to Marketplace launch.
Then, an additional survey on March 31 (or 2 surveys, 1 on January 1 and 1 on March 31,
that's a 6 month time period after all) can be sent out to track how Mayors have participated
during the enrollment phase. I think it is important to do multiple check ins to keep
reminding Mayors to participate, and also because it's hard to log everything Mayors have
done only on March 31--they might forget what they did 7 months prior.
-I have created sample Google Forms that Mayors or staff could fill out. These would
populate an excel doc that can be used to create a running total of each tracked category. I
can certainly set up a how-to on this for whoever is assigned this project later this year. I
could also create a paper version that Mayors can fill out if they prefer to fax, and then
Mayor's staff would enter that info manually.

A summary of our "March Madness" Activities in the City of Compton are detailed below:
We're launching a social media campaign tomorrow that will connect constituents to enrollment events throughout
the City and within our immediate area.
We have a total of 10 events that are scheduled and/or ongoing activities including the following:
10 Scheduled (& confirmed) Enrollment Eventsfor the month of March ("March Madness") will be held at
local St. John's Medical clinics, schools, and churches located within our city on a weekly basis targeting the

Black Mayors Rally to Reclaim Their Organization
(NNPA) ? With some embarrassing internal issues addressed and its sights set firmly on expanding its global
impact, the National Conference of Black Mayors (NCBM) kicks off its 39th annual convention in Atlanta this
Thursday.
The theme of this year?s conference is ?Restore, Rebuild, Renew.? And perhaps no one can appreciate the
need for those three Rs more than Vanessa R. Williams, the association?s executive director and CEO.
Williams, who supervises NCBM?s day-to-day operations, received a telephone call three years ago that caught
her by surprise. On the other end of the telephone was an FBI agent. And more surprising than his call was what
he was calling about.
?The FBI agent was very pleasant,? Williams recounted in an interview. ?He identified himself as being with the
FBI and asked if the organization had any accounts in the state of Louisiana. I told him ?No,? He said, ?Are you
certain of that?? I said, ?I am absolutely positive of that.? As the CEO of the organization, there?s no way the
board would allow that happen. We secured all accounts out of the national office [in Atlanta].
?He re-stated who he was and said there was an ongoing investigation against Mayor Grace and that this was an
investigation that had gone on for over two or three years.?
Grace was mayor of St. Gabriel, La., a town of 6,777 people about 12 miles south of Baton Rouge. He was also
president of the National Conference of Black Mayors. He was such a beloved and respected member of the
organization that instead of being called Mayor Grace, he was known as Daddy Grace. But the FBI discovered
that Daddy Grace had become a total disgrace ? to his city, to the NCBM and to himself.
The FBI discovered that unknown to his fellow mayors, Grace had secretly registered the organization as a
Louisiana non-profit corporation in 2005 and renewed the application on Nov. 25, 2009, listing himself as the sole
officer. He also opened an unauthorized bank account in the organization?s name.
According to those familiar with the investigation, Grace would contact sponsors, tell them that Williams was
about to lose her job in the national office and they should send money directly to him in Louisiana. Because
Grace was so trusted and held three keys position ? president, treasurer and chairman of the fianance committee
? he was able to dupe NCBM for a decade.
Grace was also siphoning off money from his city. He and four other small town mayors in Louisiana were
ensnarled in an FBI sting operation. ?Grace, 69, was sentenced last year to 22 years in prison, fined $50,000
and forfeited $22, 000 after being convicted of violating the Racketeer Influenced and Corrupt Organizations ACT
(RICO), bribery, obstruction of justice, mail fraud, wire fraud, making false statements, and use of an interstate
facility in the aid of racketeering. In addition to illegally diverting money from NCBM, he was found guilty of
extorting businessmen seeking to do business with the city and required kickbacks from operators setting up
temporary housing in his city for victims of Hurricane Katrina.
The most remarkable thing about the organization is how a key group of leaders, placing their personal reputation
on the line, rallied to stabilize and then revive the National Conference of Black Mayors.
Leading the charge was Mayor Robert Bowser of East Orange, N.J., its former ? and ?soon to be future ?
president.
?Mayor Bowser was the president before, he got the organization in the black and then had to come back and
rescue it again,? CEO Vanessa Williams said. ?When everything happened with Mayor Grace, we needed
someone who knew the organization. He was the one who preceded Mayor Grace.?
Also in the forefront to reclaim the NCBM was Kevin Johnson, mayor of Sacramento, Calif. and first vice
president. Johnson, who is expected to be elected president of the group in Atlanta, told Williams, ?I am here and
I am going to be here for you.? And he was.
Surprisingly, about a half dozen long-time corporate sponsors ? including Coca Cola, John Deere, Comcast,
AT&T and United Water ? did not abandon the Black mayors in their time of need. Some reduced their funding,
waiting to see how the organization would rebound, but at least one increased its sponsorship dollars.
In a statement issued last week, the mayors said: ?The Board of Directors of the NCBM realizes that these
unfortunate events have not only unfairly harmed the organization, they have also created financial hardships for
some of our valued friends and vendors. Like many Fortune 500 companies have done, we could have sought
the protection of U.S. bankruptcy laws, thus drastically limiting our financial obligations. However, that is not the
path we have chosen to take. All vendors who have done properly authorized work with or for us will be paid in
full. We deeply apologize for the inconvenience and thank you for your forbearance thus far.
?We are on target to repay at least 80 percent of all outstanding debts within the next 30 days and the remainder
by the end of this year. Because the diverted money went to Mayor Grace and not to the NCBM, our legal
counsel is working closely with the IRS to determine the extent of our financial liability under the U.S. tax code.
Once that issue has been resolved, we anticipate entering an agreement with the IRS to make sure that every
cent owed by NCBM is paid.?
After failing to hold a national convention for three years, the Black mayors resumed having national conventions
last year. In those struggling? three years, the group expanded its international presence, which may hold the key
to its future success. Williams has seen the organization grow from ?682 Black mayors in the U.S. to more than
26,0000 worldwide. At least 300 mayors are expected to attend the convention from abroad, most of them from
Nigeria, Senegal, Uganda, Columbia and throughout the Caribbean.
For the first time in months, Williams, who agreed to work?pro bono?during the toughest financial stretch, is
upbeat and smiling.
?You can?t prove the folks who left right,? she said. ?We?re going to fight through this and say, ?With God?s
help, this, too, shall pass.??

Community was ready to take action. Began Virtual Learning School; which focused on
the ?home school market? and how technology has helped these home school
students receive diplomas.
In fact, several have now graduated from school system.
Took a crisis situation and are finding solutions through technology.
Will also recognize Internet Essentials and speak to how this fits in to the crisis
situation solutions and allows students, who could not afford internet, computers, etc.,
the opportunity to make learning possible and allows schools and communities to keep
the playing field level.
Bailey Mitchell, Chief Technology and Information Director for Forsyth County
Schools (Video ? 2 ? minutes + discussion 5-8 minutes)
As the Chief Technology and Information Director, looked beyond the school to extend
learning.
Created, ?Bring Your Own Technology? which focused on how to leverage devices that
each child may have in their own homes, (iPad, iPod, laptops, tablets, notebooks, even
Nintendo), a usable device for learning. This program works to create and integrate by
using Communication, Collaboration, and Creativity, (there was a fourth ?C? too, but I
can?t remember for the life of me what it was!!). Discuss multiple ways to offer
projects and responsible use of each product. This greatly expanded opportunities.
How this too goes hand in hand with the M.O.R.E. initiative and Internet Essentials.

Will speak on workforce development and the budget pressures from the state.
Discuss how these types of programs (M.O.R.E. Internet Essentials, Virtual Learning
School, and ?BYOT? will help with budget pressures from the state, as well as inspire

addition to the panel)
Hopefully this will fit in with the Run of Show you created and Mayor Johnson?s idea of
what direction the panel will be going.
Also, if you could please send me anything from your standpoint that would help to
clarify your perspective, I would appreciate it.
An aside: Do you know if there is availability to link up PowerPoint and a Video? I?ve
been trying to contact someone at NCBM, but of course they are all very busy!
Unfortunately, I will not be at the conference, but I look forward to speaking with you
after the panel, to see how it went!

I hope you had a good day today. Hopefully you aren?t working as late as you were yesterday evening!
Below you?ll find our layout for the education session. As you can see, we?re putting the Comcast
portion in the beginning so that it can get the attention of everyone right at the onset of the session. It
will also help bring the M.O.R.E. Initiative out front and center, as the vehicle for NCBM?s commitment
to literacy by third grade. The Mayoral Leadership Spectrum referred to is from the Mayoral Leadership
and Involvement Action Guide (attached), put out by us this year. It has been shared with Secretary
Duncan of the US Department of Education as well as numerous mayors who find it to be tremendously
useful to understand how and why mayors should become more involved in education. It will be a
critical learning tool for this session.
One thing that would be very helpful in our planning is to have a list of registered mayors. My staff has
asked Wynona for this already, but anything you can do to help expedite this request would be
appreciated.
Mayor Johnson is looking forward to putting together an engaging, informative session for the mayors.

been a practice of the organization to not give out the registration list of the conference per the
request of the board. I believe we had a security breech as a result of sharing the list, prior to my

I hope you had a good day today. Hopefully you aren?t working as late as you were yesterday evening!
Below you?ll find our layout for the education session. As you can see, we?re putting the Comcast
portion in the beginning so that it can get the attention of everyone right at the onset of the session. It
will also help bring the M.O.R.E. Initiative out front and center, as the vehicle for NCBM?s commitment
to literacy by third grade. The Mayoral Leadership Spectrum referred to is from the Mayoral Leadership
and Involvement Action Guide (attached), put out by us this year. It has been shared with Secretary
Duncan of the US Department of Education as well as numerous mayors who find it to be tremendously
useful to understand how and why mayors should become more involved in education. It will be a
critical learning tool for this session.
One thing that would be very helpful in our planning is to have a list of registered mayors. My staff has
asked Wynona for this already, but anything you can do to help expedite this request would be
appreciated.
Mayor Johnson is looking forward to putting together an engaging, informative session for the mayors.
