to our shores to pursue their own measure of freedom,
hundreds of thousands arrived in chains. Through
centuries of struggle, and through the toil of
generations, African Americans have claimed rights long
denied. During National African American History Month,
we honor the men and women at the heart of this journey - from engineers of the Underground Railroad to educators
who answered a free people's call for a free mind, from
patriots who proved that valor knows no color to
demonstrators who gathered on the battlefields of justice
and marched our Nation toward a brighter day.
As we pay tribute to the heroes, sung and unsung, of
African-American history, we recall the inner strength
that sustained millions in bondage. We remember the
courage that led activists to defy lynch mobs and

register their neighbors to vote. And we carry forward


the unyielding hope that guided a movement as it bent the
arc of the moral universe toward justice. Even while we
seek to dull the scars of slavery and legalized
discrimination, we hold fast to the values gained through
centuries of trial and suffering.
Every American can draw strength from the story of hardwon progress, which not only defines the African-American
experience, but also lies at the heart of our Nation as a
whole. This story affirms that freedom is a gift from
God, but it must be secured by His people here on earth.
It inspires a new generation of leaders, and it teaches
us all that when we come together in common purpose, we
can right the wrongs of history and make our world anew.
NOW, THEREFORE, I, BARACK OBAMA, President of the United

Through centuries of struggle, and through the toil of
generations, African Americans have claimed rights long denied.
During National African American History Month, we honor the men
and women at the heart of this journey -- from engineers of the
Underground Railroad to educators who answered a free people's
call for a free mind, from patriots who proved that valor knows no
color to demonstrators who gathered on the battlefields of justice
and marched our Nation toward a brighter day.
As we pay tribute to the heroes, sung and unsung, of AfricanAmerican history, we recall the inner strength that sustained
millions in bondage. We remember the courage that led activists to
defy lynch mobs and register their neighbors to vote. And we carry
forward the unyielding hope that guided a movement as it bent the
arc of the moral universe toward justice. Even while we seek to
dull the scars of slavery and legalized discrimination, we hold
fast to the values gained through centuries of trial and
suffering.
Every American can draw strength from the story of hard-won
progress, which not only defines the African-American experience,
but also lies at the heart of our Nation as a whole. This story
affirms that freedom is a gift from God, but it must be secured by
His people here on earth. It inspires a new generation of leaders,

and it teaches us all that when we come together in common


purpose, we can right the wrongs of history and make our world
anew.
NOW, THEREFORE, I, BARACK OBAMA, President of the United States of
America, by virtue of the authority vested in me by the
Constitution and the laws of the United States, do hereby proclaim
February 2014 as National African American History Month. I call
upon public officials, educators, librarians, and all the people

pleased to announce that he was elected President of the National Conference of Black
Mayors (NCBM) for the coming year. Mayor Johnson and eleven fellow mayors were
unanimously elected at the 39th Annual NCBM conference in Atlanta, Georgia from May 29
to June 2, 2013 under the theme ?Restore, Rebuild, Renew: Leaving No City Behind.?

As President, Mayor Johnson will set the organization?s agenda, appoint committee and
task force chairs, and serve as national spokesman for the nation?s 650 Black mayors
representing some 48 million U.S. citizens.

?I am honored to assume this new position with the National Conference of Black Mayors,?
said Johnson. ?NCBM has a rich 40 year history that is important to preserve and build on.

The organization has faced some challenges, but we are going to address each one head on
with the appropriate corrective and rehabilitative action required. I have no doubt that the
new officers of the organization will restore it to preeminence and serve as an important

The election of new leadership led by Mayor Kevin Johnson marks the beginning of a new
chapter for the organization as a leading voice for African Americans across the country.

Elected in November 2008, Kevin Johnson is the 55 th mayor of Sacramento and the first
African American to serve in this office. He was reelected in 2012 to a second term. Johnson
also serves as 2 nd Vice President of the U.S. Conference of Mayors and is slated to become
President in June 2014. Mayor Johnson succeeds The Honorable Robert L. Bowser, the 12 th

As a follow up to the budget section update e-mail I just sent I wanted to provide you with the
language Angie prepared for the Mayor/Council budget relative to the transfer of 1.0 vacant FTE from
your Department to the Mayor.
Transfer: General Fund increase of $88,200 and the transfer of a 1.0 vacant FTE from the
Department of Public Works to the Mayors Office for two years.
Impact:

This position will assist the Mayor during his tenure as an officer with the United
States Conference of Mayors and the National Conference of Black Mayors
through FY2014/15.

I hope this helps in writing the transfer portion but you will need to determine the impact piece. Make
sure it states it is a 2-year transfer (we want to keep that in the public record).
Additionally, you will need to write up the 2 1.0 Parking Officers to 4 0.5 positions.

I just finished reviewing the Mayor?s schedule with him and unfortunately his schedule is such that

I hope you two are both doing well. I had some follow up questions regarding Mayor
Johnson's invitation to Mayor Sly James to join the Black Mayors for Education Reform
group.
First, there are several groups occupying the Mayor's education reform arena. How do you
already work with or not work with groups like NLC's Mayors' Task Force for Education
Reform, CEE-Trust, Student's First, or others?
Second, for the group that Mayor Johnson is proposing, would that be a formal sub

committee of the USMC? Who would staff the group? Would it be it's own organization or
a sub group of another organization like Stand Up?
Third, what kind of a time commitment would be expected from both the mayors invited to
participate and from their staff? Would there be regular meetings, conference calls, public
statements on a regular basis?
What would be the primary targets of the group? Federal, state, local community? Perhaps
all of the above but there may be priority early on and knowing those targets helps us.
I am copying two of my colleagues (Joni and Erin) since they also staff education related
items in our office.

Secretary Duncan during the USCM meeting in DC on January 17 at 3:45pm. Mayor James
has indicated that he would be able to make it.

Hi Stephanie & Shannon,
We finally were able to have a much needed internal discussion about this.
Mayor James wants to engage in the Education Reform conversation in a very
purposeful way. We will soon be engaging more directly at a local level in the
CEE-Trust network along with the Kauffman Foundation.
He is interested in being useful and supportive to Mayor Johnson's coalition. He
knows that he finds agreement with Mayor Johnson on many education reform
issues.
As staff, we'd like to discuss more details with you on another call sometime
soon. We want to make sure we are up front about how much time Mayor James
can commit and how he hopes to engage on policy. We want to make sure we
have an accurate understanding of each other's expectations. He's also interested
in what the response has been from other mayors that have been asked to take
part in this coalition.
FYI, I will be listening to the April 4 conference call with Sec Duncan and
Mayor Johnson. Mayor James will be occupied with Legislative Session at that
time with our City Council.

Yes. This is data that will be used for multiple purposes including informing him and
us to set the goal. I cautioned him that we don't want to set our goal too high
because not all of these cities in the states will be participating or are even
members. The numbers do start to make a case that the NCBM matters. See you in
