Mayors (May 29 - June 1) - which essentially lays out generic talking points for the

The Exchange & Engage: Mayors and HIV Prevention program, funded through a cooperative
agreement with the Centers for Disease Control and Prevention (CDC), supports U.S. mayors in HIV
prevention efforts to improve their community's health and to influence other leaders nationwide. In
cities where HIV disproportionately impacts communities of color, HealthHIV facilitates the active
engagement of mayors, their administrations, and municipal leaders on HIV prevention by:
Exchanging information on policies, best practices, and model programs.
Engaging leaders through capacity building to create sustainable community programs.
To achieve this goal, HealthHIV:
Recruits mayors/municipal leaders and educates them on HIV policies, practices, and leadership
strategies.
Creates a mechanism for receiving feedback from and assessing the needs of municipalities.
Provides municipalities with capacity building to facilitate the active engagement of leaders.
Supports municipal efforts to monitor and evaluate their HIV prevention programs.

Engaging Mayors

Mayors nationwide are invited to participate in the program through HealthHIV's information exchange.
HealthHIV provides mayors with breaking news, key information, and model programs to address HIV in
their communities. HealthHIV also connects mayors with their peers to create a network for mayors to
engage and learn from each other. HealthHIV offers direct engagement which incorporates capacity
building and other resources to support mayoral efforts. Activities include assessing ways in which the
mayors can impact HIV prevention and developing a strategic plan. Engagement will include these key
stakeholders:
State and local health departments
Community-based organizations (CBOs)
AIDS service organizations (ASOs)
Faith-based organizations
Healthcare providers

It would be in Bowser?s best interest to (1) stop objecting to validity of election and
(2) persuade Vanessa Williams to immediately resign for the following reasons:
a. ??? The legal issues are mounting
b. ??? The forensic audit is underway and has already disclosed misuse of funds
that will surely lead to a criminal investigation.? Please note the bank has
recently frozen the NCBM bank account due to suspicion of embezzlement.
c. ??? Vanessa Williams claims that the Board allowed her to use the business
account for personal expenditures during Mayor Bowser?s tenure as President
and Chairman of the Board.
d. ??? The legitimate board clearly supports new leadership.
e. ??? The reputation of this organization is tainted and continues to be tainted
because new leadership is not allowed to implement the vision.?
f.???? There has been major employee attrition in past months because Vanessa
has failed to pay employees, although it appears that Vanessa has been
paying herself.? Staff has dwindled to one employee in addition to Vanessa.
LEGAL
? ?? Forced to file a? temporary restraining order to access NCBM
documents?that all members were rightfully entitled to.
? ?? Won court ruling mandating surrender of documents?and defendants
(Vanessa Williams and Mayor Bowser) were held in bad faith and ordered to
pay all legal fees.
? ?? The Affidavit for Fees will be served on Bowser next week and will
be in excess of $100,000.
? ?? Although unanimous vote from all present members at Annual Board
Meeting,?filed Preliminary Injunction with the court to validate?lawful?Board
elections.?? Hearing?to validate lawful election is?anticipated on August 27,
2013
? ?? Today filed ?Contempt of Court? because defendants?did not comply?with
court order to produce documents.
? ?? This contempt order mandates that Defendants (Vanessa and

Bowser) be fined, incur fees per day for failure to produce documents,
be incarcerated, and pay addition fees (in additional to the $100,000) for
Plaintiff?s attorneys.
? ?? There are additional lawsuits threated against NCBM / Vanessa from
creditors.

? ?? Initiated forensic audit (fiscal, operations, and governance)?and
immediately discovered mismanagement, multiple cash withdrawals, and use
of business assets for personal use.? For example:
VW using credit card to pay for her children?s tuition at private school

$5,000 each two weeks in salary to Vanessa
Charges to expensive clothing stores (Tiffany?s, Nordstrom, St. John ?

Other retail expenditures such as: Toys R Us, Lexus, , Best Buy, Dicks
Sports, Stub Hub
Weekly manicures

This does not include the items discovered prior to the audit such as loss of
501c3, eviction for office, multiple lawsuits, Liens in excess of $500,000 to the
IRS, etc.

Description

The DOT pre-application system opened on June 23, 2010 to allow prospective
applicants to submit pre-applications.

Access to the pre-application system is made available through the TIGER II website
(www.dot.gov/recovery/ost/tigerii). Subsequently, the Grants.gov Apply function
will open on July 30, 2010, allowing applicants to submit final applications.

Final applications will only be accepted from those project sponsors that have submitted a preapplication. Access to the Apply function on www.grants.gov will be made available on July 30,
2010. Final applications must be submitted to www.grants.gov no later than August 23, 2010.

State of Good Repair:Improving the condition of existing transportation facilities and


systems, with particular emphasis on projects that minimize life-cycle costs.

Economic Competitiveness:Contributing to the economic competitiveness of the United


States over the medium- to long-term.


Livability:Fostering livable communities through place-based policies and investments that
increase transportation choices and access to transportation services for people in

communities across the United States.

Environmental Sustainability:Improving energy efficiency, reducing dependence on oil,


reducing greenhouse gas emissions and benefitting the environment.

Job Creation & Economic Stimulus: While the TIGER II Discretionary Grant program is not a
Recovery Act program, job creation and economic stimulus remain a top priority of this
Administration; therefore, DOT will give priority (as it did for the TIGER Discretionary Grant
program) to projects that are expected to quickly create and preserve jobs and stimulate
rapid increases in economic activity, particularly jobs and activity that benefit economically
distressed areas.

Good Morning,
I hope we can get a chance to talk soon. I wanted to provide you with more updated information on
what's happening with NCBM. It involves some very disturbing information. It includes Tyfanny, Saks,
Nordstrom, St John's knits, private school tuition and more. The bank has now frozen the account.
A significant group of mayors has recommended a letter to ask for the CEO's resignation. Will Mayor
Jones agree to sign on with other Mayors to request VW to resign? It is in the best interest of the
organization.
On another note, the ACA call went well on Monday. I hope you will pledge your commitment to take
actions to get the word out to educate and engage your citizens and to enroll them in health care.

This pass week has been very informative and invigorating for me. I had the opportunity to
attend the Maryland Black Caucus meetings in Annapolis where the Maryland Black Mayors
hosted representatives from the White House, the Department of Labor and the
Department of Agriculture.
I have attached for Mayor Johnson an information packet that was given out by A'shanti
Gholar, Special Assistant to the Secretary of Labor illustrating some of the exciting things
that are going on within the DOL.

Also I had the chance to speak afterward with Malcom Shorter, Deputy Assistant Secretary
for Administration for the USDA, he and I talked about the importance of the getting the
Farm Bill passedand how it will impact those in urban and rural communities alike. What
he could not say, but we can is that we need to have our leaders and citizens to begin to
write to their representatives on Capital Hill to support the new Farm Bill, if not we can see
further cuts in SNAP (Food Stamp Program) and other programs that are vital to our country

He also told me about the education grants and opportunities that USDA offers that I
believe that the NCBM would be interested in sharing with our members

generally do not think of the USDA in terms of education. We spoke about how as an urban
mayor we can utilize their services in helping with our Farmers Market, Community Garden
Technical Assistance, the Farmto School programand grants for various projects, i.e. our

Heather Foster, Associate Director, White House Office of Public Engagement gave us an
update on the Affordable Care Act program and how the President is fully engaged and they
are working through some of the unforeseen programmatic problems, but overall they are
getting good responses despite the challenges. While she could not say what it will be, she
announced that President Obama will be speaking in the next few weeks about a new
program.

In late OctoberI had an opportunity to attend a meeting with Congresswomen Donna


Edwards, Nancy Pelosi and Senator (MD) Barbara Milkulski regarding issues that should be
