Building Regulation requirements and The Code for Sustainable Homes

England and Wales Approved Document L1A (2006) new dwellings

Elemental U-values indicative only
For regulation compliance, new dwellings
must achieve a CO2 Target Emissions Rate (TER).
This is unique to each dwelling design and is
calculated using Standard Assessment Procedure
(SAP) 2005.
The TER is more easily achieved by specifying
high standards of fabric insulation, resulting in
low U-values.
The U-values shown indicate the standard of
insulation required to meet typical dwelling TERs
and are given for guidance purposes only.

England and Wales Approved Document L1B (2006) work in existing dwellings
Elemental U-values

UK building regulations require buildings to be

reasonably efficient in their use of energy to
reduce carbon dioxide (CO2) emissions. CO2 has
been identified as the main greenhouse gas
responsible for global warming and climate
change. Compliance with the regulations can be
achieved by following the guidance in the
following documents:

This minimises the overall thickness of the

building fabric allowing maximum utilisation of
internal space for a given building footprint.

England and Wales: Approved Document L

Introduced in 2007, The Code for Sustainable

Homes provides an all round measure of the
sustainability of new homes, ensuring that
sustainable homes deliver real improvements in
key areas such as CO2 emissions. The code uses a
sustainability rating system to communicate the
overall sustainability performance of a home.
The code aims to reduce further greenhouse
gas emissions and ensure that all future
housing stock has fewer negative impacts on
the environment.

Scotland: Technical Handbook Section 6: Energy

Northern Ireland: Technical Booklet F
An essential requirement of the regulations is to
ensure that the building fabric is well insulated
to prevent excessive heat loss. This reduces the
amount of energy required to provide space
heating. CO2 emissions are reduced as less fossil
fuel (e.g. gas, oil, coal) is burnt to provide the
energy.

Buildings are also required to be more airtight

and for thermal bridging to be reduced. When
applied as a continuous sealed layer, Celotex
insulation completely eliminates the thermal
bridging and provides an effective barrier.

The very low thermal conductivity of Celotex PIR

insulation boards enables low fabric U-values to
be achieved with the minimum of thickness.

Under the new regulations existing dwellings

do not have to meet a TER. Instead, they have to
meet so called elemental U-values which refers
to target figures for individual floor, wall and
roof elements of the building.
These values are shown in the illustration to
the right.

Scotland Domestic Technical Handbook Section 6: Energy

Elemental U-values
Under the Scottish regulations dwellings do not
have to meet a target TER (unless requested by
local authority). Instead they have to meet so
called elemental U-values which refers to target
figures for individual floor, wall and roof
elements of the building.
These values are shown in the illustration to
the right.
Note: These values assume a minimum SEDBUK
boiler efficiency of 78% and the total area of
doors, windows and rooflights <25%
of the dwellings total floor area.

Celotex insulation clip

Introduction
The Celotex insulation clip has been designed to enable
insulation boards to be installed between timber joists or
rafters quickly and without the need for nails, screws or
battens. They provide a permanent way of securing the
Celotex insulation with as little fuss as possible.

fig.1

The clip should be used in situations where the insulation is

being installed from above or below, for example when
fitting between joists in a suspended timber floor.
Using the clip ensures that the insulation will be held firmly
in place once installed in the correct manner.
fig.2

Installation guidelines
The joists should be installed in the conventional manner
in accordance with the Building Regulations.

Cut the Celotex insulation boards to the width of the space

between the joists or rafters ensuring a straight edge to the
board to enable a tight interference fit.

fig.3

Push the insulation clips into the board at 1000mm

intervals with the two prongs piercing the exposed foam
down the long edge of the board (see fig.1).

Start the clips in between the joists and push the board
into place (see fig.2). This should be a tight fit to minimise
heat loss through gaps between the joist and insulation
board.

fig.4

Push the board fully home so that the base of the

insulation clip is level with the face of the joist (see fig.3).

Where additional insulation or plasterboard is required

below the joists, continue as in the Celotex literature for that
application (see fig.4).

If additional board security is required, for example where

there is no lining below the joists or rafters, nail through the base
of the clip directly into the joist (see fig.5).

Insulation solutions for flat roofs

Built-up flat roofing applications

Flat roof insulating deck

Insulation between joists

Insulation between and under joists

Celotex Energy-Lok EL3 is a purpose designed

insulation board for use in built-up flat roofing
applications, including hot-applied bituminous
and mastic asphalt waterproofing systems
and fully adhered single-ply membranes.
Energy-Lok EL3 features a perforated facer for
use in bitumen-based built-up applications
whilst the coated glass tissue reverse facer is
suitable for fully adhered single-ply applications.

Celotex Tempchek Deck TD3000 is designed as

a combined deck and insulation board for flat
roofs, supported by timber joists. This creates a
warm roof construction, eliminating the need
for insulation between the joists, and avoids the
difficulty of providing ventilation through the
roof void. All flat roofs should be laid to falls to
ensure proper drainage without ponding. With
the exception of fixing, the installation of a
waterproofing system incorporating Celotex
Tempchek Deck TD3000 may be treated in the
same way as a normal plywood-decked roof.

Depending on age, many existing timber joisted

flat roofs incorporate little or no insulation.
However, they can be effectively upgraded to
current building regulation insulation
requirements without the need to remove the
existing weatherproofing covering. This is
especially relevant where buildings are being
renovated or converted for new uses.

Celotex rigid PIR insulation board can be

installed between joists in both existing and new
constructions. The position of the insulation will
create a cold roof construction and a minimum
50mm ventilated air space must be provided
between the deck and the cold side of the
insulation in order to minimise the risk of
condensation formation.

Single-ply flat roofing applications

Celotex Tempchek TA3 is a purpose designed
high performance polyisocyanurate foil faced
insulation board suitable for flat roofing systems
for use with mechanically fixed single-ply
membranes.
Celotex Tempchek TA3 boards are compatible
with most mechanically fixed single-ply
weathering systems i.e. synthetic polymer, PVC
and EDPM.
Celotex Tempchek TA3 boards are ideal for fast
construction schedules.

Built-up flat roofing applications

Use Celotex Energy-Lok EL3 high performance
insulation in built-up flat roofing applications,
including hot-applied bituminous and mastic asphalt
waterproofing systems and fully adhered single-ply
membranes. The perforated facer is suitable for
bonding in mastic asphalt applications and hot
applied bituminous built-up roofing systems .
The unperforated reverse facer is suitable for singleply, fully adhered roof systems, self-adhesive
membranes and liquid-applied membranes.
When designing a flat roof using Celotex
Energy-Lok EL3 boards, three basic principles apply:
1. Design to a fall of 1:80, 1:60 or 1:40 as appropriate to
the weathering system, type of deck and construction
tolerances.
2.Have due regard for the use and design of the
building and the need to ensure that the design
will not allow a build up of moisture below the

waterproofing membrane.
3. Provide adequate protection for both insulation
and waterproofing if significant foot traffic is expected
either during or after the completion of the roof.

Installation guidelines
Hot-applied systems
The felt vapour control layer (VCL) in accordance with
BS 6229 should be fully sealed at all laps prior to applying
the insulation. At perimeters and abutments the VCL
should be turned up around the insulation board edges
and a flap of approximately 300mm should be bonded
to the top surface of the insulation board. The VCL should
be fully bonded to concrete decks using hot bitumen
adhesive, strip-bonded to the ribs of metal decks and
partially bonded to timber decks. On timber decks the
VCL may be nailed to the deck, but laps should be sealed
with the appropriate adhesive.

When used on metal decks, Celotex Energy-Lok EL3

boards should be laid with the perforated facer uppermost
and the long sides at right angles to the corrugations and
bonded in a full mop of hot bitumen to the VCL.Torch-on
technique is suitable only when there is no direct contact
between the flame and the board. Energy-Lok EL3 is not
suitable for use with the standard torch-on technique.

Cold-applied systems
For single-ply membranes, the VCL should be either
polythene or reinforced aluminium foil. The VCL should
be loose-laid immediately prior to installation of the roof
board and detailed at edges and abutments as
previously described.
The VCL should be sealed and taped to the top surface of
the board.

Mechanical fastening
The boards should be laid, with all joints tightly butted
together, over the VCL and then mechanically secured
through to the deck. When used on metal decks, these
roof boards should be laid with the long sides at right
angles to the corrugations. When mechanical fasteners are
utilised, they should be selected to suit the type of deck
used. A plate washer with a surface area of not less than
45cm must be used with each fastener, with no less than
four fasteners used per board. Fasteners should be
installed between 50150mm from the edges and corners
of the board.

Installation of weathering systems

Different types of weathering systems require different
installation instructions and guidelines. Advice on the
installation of these weathering systems should be
sought from the manufacturer or provider of the
weathering system type.

Celotex Energy-Lok EL3

over timber deck perforated facer uppermost

Laying pattern
It is recommended that boards are laid with joints
break-bonded.

Supporting deck
The supporting deck must provide adequate support for
the VCL and insulation board with joints being
supported by the ridges of the deck. It must be capable
of supporting the static and dynamic design loads and
the loads associated with the construction activity
without deflection in excess of the limits defined in BS
6399:Part1. The deck must be structurally sound, dry,
clean and where necessary, primed before application of
the weathering and insulating system.

Trafficking
Boards are capable of withstanding the trafficking
associated with normal roof laying work. However, roofs
are generally designed for only occasional lightweight
foot traffic or maintenance access. Where more frequent
or heavier access is required, protected walkways should
be provided. Under no circumstances should the roof be
used as a working platform, either during or after the
construction programme. Extra care should be taken to
protect the insulation and weathering when ballasting.

Use of adhesives
When using adhesives, the installer should take care not
to use products that contain chemicals likely to attack
the insulating foam such as ketonic solvents.
Energy-Lok EL3 contains no chemicals or solvents likely
to damage the PVC membrane. When using adhesives,
the installer should check the compatibility of the
adhesive with the adhesive manufacturer.

Single-ply membrane flat roofing applications

Use Celotex Tempchek TA3 high performance
insulation in mechanically fixed, single-ply flat roofing
systems where the higher compressive strength of
the board gives improved resistance to site traffic
during installation.
When designing a flat roof using Celotex Tempchek
TA3 boards, three basic principles apply:

Celotex Tempchek TA3

over concrete deck

1. Design to a fall of 1:80, 1:60 or 1:40 as appropriate to

the weathering system, type of deck and construction
tolerances.

Installation guidelines

2. Have due regard for the use and design of the

building and the need to ensure that the design will
not allow a build up of moisture below the
waterproofing membrane.

It is recommended that Celotex Tempchek TA3

boards are laid with joints break-bonded. When used
on metal decks, the Celotex Tempchek TA3 boards
should be laid with the long sides at right angles to the
corrugations.

3. Provide adequate protection for both insulation

and waterproofing if significant foot traffic is
expected either during or after the completion of the
roof.

installation of these weathering systems should be

sought from the manufacturer or provider of the
weathering system type.

Mechanical fastening
Except where the roof system is to be retained by ballast,
the insulation board must be mechanically fixed to the
deck. The Celotex TempchekTA3 board should be laid
with all joints tightly butted over the vapour control layer
(VCL) and then mechanically secured through to the deck.
The standard board size of 2400 x 1200mm is the
optimum size suitable for the mechanical attachment.
When used on metal decks, joints parallel to the deck
corrugations should be positioned over the crown of the
profile not over the trough. To satisfy this requirement,
non-standard board lengths are available to special order.
It is important that the securing of the Celotex
Tempchek TA3 insulation be considered independently
of the waterproofing system and only where positioning
of membrane fasteners coincides with the insulation
fasteners can the latter be omitted. Fasteners should be
laid out with a minimum of 11 fixings per 1200 x
2400mm board. An average of 5 fixings per square metre
is required for smaller boards.

maintenance access. Where more frequent or heavier

access is required, protected walkways should be
provided. Under no circumstances should the roof be
used as a working platform, either during or after the
construction programme. Extra care should be taken to
protect the insulation and weathering when ballasting.

Vapour control layer (VCL)

The VCL should be minimum 1000 gauge polythene or
reinforced aluminium foil. This should be fully sealed at all
laps, prior to applying the insulation, using self-adhesive
tape appropriate to the type of VCL used.
At perimeters and abutments, the VCL should be turned
up around the insulation board edges and a flap of
approximately 300mm should be sealed and taped to
the top face of the board. The VCL should be loose laid
immediately prior to the installation of the roof insulation
board.

Supporting deck
The supporting deck must provide adequate support for
the VCL and insulation board, with joints supported by
the ridges of the deck. The deck must be structurally
sound, dry, clean and, where necessary, primed before
application of the weathering and insulating system.

Fasteners should be installed between 50-150mm from

the edge and corners of the board. Suitable fasteners
should comprise a screw type suitable for the deck into
which it is to be driven, combined with a circular or
rectangular plate washer having a surface area of not less
than 45cm.

Trafficking
Celotex Tempchek TA3 boards are capable of
withstanding the trafficking associated with normal
roof-laying work. However, flat roofs are generally only

Deck stability
Celotex Tempchek Deck TD3000 incorporates
exterior grade WBP plywood to BS 1203, laminated to
the surface. This gives the product excellent strength.
Boards can span up to 600mm joist centres to provide
a suitable substrate for a variety of weathering
systems.

Vapour control layer

Celotex Tempchek Deck TD3000 has a built-in VCL
due to the foil facers but this is discontinuous at the
board joints. In some applications no further attention
to moisture control may be necessary. Celotex would
generally recommend the application of a vapour
sealant between the tops of the boards at all edges.
This is essential in areas of potentially high humidity.

Ensure that fixings are no less than 10mm in from the

board edge or 50mm from each corner. They should be

equally spaced along the supporting joists. Fixings
should be long enough to penetrate at least 38mm into
the supporting timber.

Insulation between and under joists

Use a combination of Celotex Extra-R XR3000, Celotex
Tuff-R GA3000 and Celotex T-Break TB3000
high performance thermal insulation in flat roof
between and under joist applications to
minimise insulation thickness and give
the following benefits:

the edge of the insulation (as described on page 12).

Easy to minimise any loss of internal headroom

Push the boards into the void between the joists

until they are tight up to the underside of the stop

battens, ensuring the lateral joints are tightly butted.

Composite systems can be used to combine Celotex

insulation under joist lining with a quilt type insulant
between the joists which will provide acoustic, as well
as thermal insulation.
This option is particularly useful when upgrading to
modern acoustic insulation standards.
When updating an existing ceiling, the Celotex
insulation can be fitted directly underneath the ceiling,
providing there is no vapour check layer present such
as gloss paint or foil backed plasterboard.
Always ensure that there is a 50mm minimum
ventilation gap above any original insulation.
Ventilation must be provided above an insulated
ceiling directly though the cold void.
Failure to do so could result in serious condensation
problems that may lead to decay and possible failure.

Secure the second layer of Celotex insulation to the

under-side of the joists with broad-headed clout nails.

Commercial and industrial applications

Over purlin construction
Design considerations

Use Celotex Double-R LG3 insulating lining board in commercial,

agricultural and industrial roofing applications. Offered with a white
painted stucco embossed foil face, Celotex Double-R LG3 gives the
following benefits:

Industrial buildings generally need to be insulated, even

when only used for storage. To be effective, the insulation
must be efficient, lightweight and safe in a fire situation.
Most insulation materials come in quilt form and are not
self-supporting. Therefore they normally require support
from a steel liner tray. Celotex Double-R LG3 lining
sheets, however, are self-supporting and do not require a
liner tray.

The roof sheeting must be secured to the purlins using

self-spacing screw fasteners. Fastener spacings should be
determined in accordance with the recommendations of
the cladding and fastener manufacturers. The use of
ordinary self-tapping screws is not recommended.

Installation guidelines
Each board should be supported by three purlins and by
a galvanized steel tee section along both edges to give a
maximum span of 2400mm and a standard width of
1200mm. Mineral wool is loosely laid above the LG3 to
achieve required U-value.
The external cladding sheets should be laid directly onto
the top surface of the mineral wool and fixed with selfspacing screw fasteners in accordance with the
manufacturers recommendations.This applies to all
cladding sheets except fibre cement. In this case, treated
timber or fibre cement battens should be laid over the
Celotex Double-R boards. When using battens, always
leave regular gaps to allow condensation or wind-driven
moisture to drain to the eaves.
In all cases, the cladding should be installed in accordance
with the manufacturers recommended side and end lap
details to ensure full weather protection. It is also
important to ensure that the cladding is sealed off at both
ridges and eaves, in accordance with the manufacturers
recommendations, whilst allowing free drainage of any
condensation at the eaves.

Vapour sealing/air-tightness
Bed all board edges in a vapour-resistant sealant, applied
to the table of the tee bars and to the top surface before
the boards are set in position. All longitudinal and lateral
joints must be vapour-sealed, using self-adhesive
aluminium foil. Celotex recommends tapes with acrylic
adhesives, which have been shown to give excellent
adhesion to the foil facings of the boards. The surface of

the Celotex Double-R LG3 board must be clean and free

from dirt, grit and grease before any tape is applied.
Application of vapour control adhesive tape will contribute
further to energy conservation by eliminating air leakage
losses at joints.

Rooflights
Where rooflights are required, the lining boards directly
beneath the external rooflights should be replaced with
vacuum formed box-type translucent panels. These
should be sealed into the grid, by the same method as
the insulation boards, to maintain the integrity of the
vapour seal.

Ridge detailing
A simple arrangement at the ridge is to use a short
length of board to span between the uppermost purlins
on either side of the ridge, with the exposed edges
supported by tee bars. All joints must be fully sealed as
described above.

Gutters
The insulation board should be installed to sail over the
lowest purlin. The exposed cut edge should be taped. The
cladding sheet must project beyond the end of the lining
board by a minimum of 25mm. If a flashing is fixed
directly over the board, the lap must be sealed with tape.

Wall lining
Insulating wall lining placed outside the sheeting rails
may be fixed as described above for over purlin roof
lining. Alternatively, treated timber battens may be
placed outside the insulation and the lining board
secured to the sheeting rails by self-tapping screws
passing through the batten and the insulation into the
sheeting rails. The sheet cladding may then be secured
directly to the battens or through the complete system
to the sheeting rails.

Compartment walls
Celotex Double-R LG3 PIR products, designated AA
when tested to BS 476: Part 3, may be used without
interruption over fire-resisting compartment walls and
partitions, in compliance with the Building Regulations
Approved Document B, providing that appropriate fire
stopping is inserted between the lining board and the
top of the wall.

Commercial and industrial applications

Under purlin construction
Design considerations

Use Celotex Double-R LG3 insulating lining board in commercial,

agricultural and industrial roofing applications. Offered with a white
painted stucco embossed foil face, Celotex Double-R LG3 gives the
following benefits:

Under purlin is a technique that is widely used for

upgrading roofs of existing industrial buildings. There are
four primary considerations:

1. The condensation risk needs to be assessed on a case Approval from the Loss Prevention Certification

by-case basis. Achieving an effective vapour seal around

the board edges requires very careful installation and it
should be assumed that the system will not be 100%
vapour-tight. Care should be taken to provide ventilation
across the void above the ceiling or lining to disperse any
moisture vapour.

2. Most older buildings were not designed for the

additional weight of a suspended ceiling. A Celotex

Double-R LG3 lining is inherently the best option to use
for upgrading because of the low weight of the board.
Designers are still advised to check the loadings of the
roof before proceeding.

Mineral wool is loosely laid above the LG3 to achieve

required U-value.

Clipping
All boards must be securely retained using hold down
clips to suit the board thickness. Clips should be installed
at maximum 600mm centres. Closer clip centres will be
required if the lining is subject to wind uplift caused by
significant internal pressure changes.
The last board in the system cannot be clipped, therefore
plasterboard or a similar dense material should be cut,
just undersize to clear the suspension grid and laid onto
Celotex Double-R LG3 to act as a weight to hold down
the lining board evenly.

Cross tees are designed to accommodate standard

2400mm x 1200mm Celotex Double-R LG3 boards.

Main tees are installed at board width (maximum

1200mm centres) and are joined together by connectors
or splices. Main tees are suspended from the hanger straps
or 2mm twist-straightened suspension wire at a maximum
of 2 metre centres (depending on the weight of the lining
board and the spanning performance of the tee). Refer to
the tee manufacturers guidelines for further information.
Rigid hangers are generally preferred and are essential if
the area to be insulated is subject to sudden changes in
air pressure, which might cause the finished lining or
ceiling to lift. The use of diagonal bracing within the
supporting gridwork, especially where the lining is fixed
well below the purlins, may also be required to counteract
the diaphragm effect of changes in air pressure.

Industrial lining grids may also be used to secure Celotex

boards when used as wall linings inside sheeting rails.
The technique required is as previously described. At low
levels, protection from traffic damage will be required.
Installation of Celotex Double-R LG3 lining boards
creates a large temperature differential between the cold
void above the ceiling and the internal environment of
the building. This type of application is known as cold
roof design. Full and efficient ventilation of the void
should be provided. Vapour sealing the board joists
cannot be relied upon solely to reduce the risk of
condensation.

Rooflights and lighting

Where natural daylight is to be retained, the opaque
lining boards should be omitted from the grid to coincide
with the profiled roof lights within the weathering sheets.
To maintain the integrity of the vapour seal, box-type
translucent panels can be used to replace the lining
boards within the grid. The box light can then be sealed
into the grid using mastic within the tee bars.
Light fittings fitted to the underside of the lining may
result in an uneven surface appearance to the Celotex
Double-R LG3 lining boards. For best appearance,
lights should be suspended at least 500mm below the
finished ceiling.

reinforcement in many of our boards, is made up
almost entirely from recycled waste glass,
originating from double glazing. The majority of
our boards are packed in glued and stapled
cardboard boards. This element is recyclable and
means other methods of packaging such as
shrink wrapping are avoided.

Product and application development is priority
