In the recent past a rising number of projects,


both onshore and offshore, are targeting
capacities around 2 MTPA which might establish
a new class of mid-scale liquefaction plants in the
near future.
Such mid-scale plants still benefit from the
economy of scale e.g. for equipment and bulk
material compared to small-scale plants, however
not scratching the limits with regard to the
physical dimensions which ensures a sufficient
number of potential vendors and acceptable
delivery times.
The concept results in lower capital
requirements, shorter schedule and less complex
project execution compared to world-scale LNG
projects which would allow new players apart
from the big oil & gas majors to enter into the
LNG export market.

The transportation system for natural gas


consists of a complex network of pipelines,
compression stations, LNG storage, LNG
Terminals with liquefaction and regasification
systems. Meanwhile, strategic gas planning
requires a balance to be achieved between
successfully satisfying consumer gas demand,
whilst minimising costs both in terms of capital
and operational expenditure.
While the engineers have to assure the reliability,
availability and maintainability (RAM) of the
systems in a transparent and auditable way, they
must have the ability to handle complex transport
scenarios and simultaneously incorporate all
physical equipment RAM details and maintenance
strategy to assure the delivery to the consumer
continuously without failure. RAM analysis is an
unique methodology to provide a complete
overview of the systems performance as
designed and can further be used to evaluate
impact of future development and ensure your
ability to meet future supply contracts.

Hendra Jaya has been President Director and Director of PT Nusantara Regas since June 2011. Hendra has extensive experience of more than 20 years in many
aspect of upstream business with Pertamina E&P, including with joint companies in various positions.
The Arun LNG plant in Indonesia once served as the largest LNG liquefaction plant in the world. It has been operating for almost 34 years and had successfully
achieved its most production of 76,000 m3/day, equal to 224 cargoes in 1994. However, it recently became the first LNG export terminal converted into import
terminal. A project designed primarily to utilize the existing LNG storage and loading facilities as receiving and hub terminals by adding new facilities to vaporize LNG
send gas to customer.

2019.
Texas LNG recently announced that it had become the first LNG export facility proposed for the Brownsville, Texas area to initiate the U.S. Federal Energy Regulatory
Commission (FERC) pre-filing process. The Texas LNG project is expected to leverage modular concepts, proven technology, and optimal equipment sizing, as
project capex is expected to be competitive with other US Gulf Coast projects currently under construction.

Before joining the KVNR he had been employed
by the Ministry of Economic Affairs, and as such

The consequences of the 0.1% sulphur limit for
maritime fuels, is forcing shipowners to make the

Floating LNG (FLNG) production plants are
approximately the size of four football pitches.
As these vessels are set afloat deep offshore and
have to confront harsh weather conditions and
have people working in confined spaces it is
imperative to ensure these projects are safe and
environmentally sustainable.
Control of major hazards is of key importance,
and prevention of escalation from an initial
incident is critical. It is therefore imperative that a
clear philosophy should be set before design
starts, and that this should be based on a high
level of understanding of major hazards, their
potential consequences and the associated risks.

There was recently a symbolic ground-breaking
ceremony today to mark the official start of the
EUR76 million (USD82.5 million) LNG break-bulk
development at Gate Terminal.
The new breakbulk terminal will be adjacent to it
and the Port of Rotterdam, which helped design it,
will build a harbour basin and quay wall - planned
for delivery by the end of 2015.

Theo Agbonifo joined Nigeria LNG in 2003 where


he held various roles in the Maintenance
department and 3 years later was among the
pioneer team that set up the Reliability section in
Nigeria LNG. Theo went on to coordinate the
Global Asset Management Excellence program in
Nigeria LNG and established the Operational
Reliability, Asset Integrity, and Process Safety
framework currently in use in the company.
Compared to the general energy industry, the LNG
sector can boast of an enviable record in
reliability and safety. The more important note
however is that it is imperative for the industry to
learn from major hazard incidents which
unfortunately resulted in fatalities, asset damage
and environmental exceedances. The LNG
industry is also vulnerable to similar incidents if
the inherent hazards are not properly managed.
Theo will address operational, process safety,
reliability, availability, operating costs and
margins as NLNG took a decision to adopt a
framework for working towards Asset
Management excellence.

Cost information is a key issue for each part of a
LNG chain and all elements must add up to allow
viable feed gas costs and a regasified LNG prices
over the long term. Most important is the
liquefaction cost, followed by shipping and
regasification costs. Historical generalised
capital and operating cost indices can be useful
as a guide but real information from projects is
vital as is an understanding of the effects of
differing technologies, operating philosophies
and the many local factors that influence costs.
Also, operational and safety procedures need to
be fit for purpose.

project.
Yamal Trade and Fluxys LNG recently signed a
20-year contract for transshipment of up to 8
million tons of LNG per year at the port of
Zeebrugge, Belgium, to support year-round LNG
deliveries from the Yamal Peninsula to AsianPacific markets.

Tadas Matulionis has 16 years of large industrial


project management and international
commercial experience. At Klaipedos Nafta Mr.
Matulionis is a member of companys
management team and initially was focusing on
the development of an LNG import terminal
during project phase. Shortly after LNG terminal
was launched into operation in December 2014,
Mr. Matulionis was assigned as the head of the
LNG terminal.
Klaipedos Nafta started commercial operations of
their FSRU unit on January 1st 2015. It recently
announced that it had regasified and supplied 459
000 MWh of natural gas to Lithuanias natural gas
transmission system during April 2015. Klaipedos
Naftas total preliminary revenue for the first four
months of 2015 is 36.3 million compared to
11.9 million in the corresponding period of last
year.
