QUESTION 1

Nowadays, we have all heard about the rise in motor vehicle theft in Malaysia. A study by ACP
Amar Singh Sidhu showed that motor vehicle theft is high and rising. This graph shows the main
trends in motor vehicle theft in Malaysia and by examining the trends; I did some mathematical
estimations to show the main trends of this statistics.
According to the line graph, in 1980, motor vehicle theft comprised only 22% of the total crime
cases. But this has increased to 49% in 2004. I estimate that motor vehicle theft would now make
up about 74% of the total crime cases in 2009. This means that today three quarters of the crime
in Malaysia would be due to vehicle theft. And motorcycle theft is a huge percentage of the type
of total motor vehicles stolen. In 2004, for example, motorcycles comprised 68% of the total
motor vehicle theft, whereas private cars were 27%. The proportion of motorcycle theft shows an
increasing trend. In the 2005-2009 periods, motorcycles are estimated to make up 80% of all the
motor vehicles stolen, and private cars 15%. As a private car owner, what concerns me more is
the statistics on stolen private cars. Surprisingly, the number of private cars stolen generally fell
every year from 1980 to 1995, after which this trend reversed. Especially after 2000, the number
of stolen private cars increased sharply. In 1980-1995, the average number of stolen private cars
2

OUMH1203

is 5,958 a year, but in 2005-2009, this figure increased by more than 3.5 times to 21,501 private
cars stolen a year. In the honeymoon period of 1980-1995, the number of stolen private cars
fell an average of 3.2% every year, but in 2005-2009, the number of stolen private cars instead
increased by an average of about 6.4% every year. This translates to a private car stolen every 24
minutes in Malaysia since 2005.
There are various methods of prevention that can be taken on the part of the owners. Firstly, stop
the opportunist which is always shut the doors, windows, sunroof and lock the car. The obvious
extension of this is to never leave the car running and always remove the keys from the ignition.
Next is securing the keys. With increasing levels of security on new cars, getting hold of the
keys may be the only way a thief may be able to steal the car, and breaking into houses to steal
car keys is becoming more commonplace. Make sure that the keys are in a hidden location and
not on display visible through a window or door. Lastly is parking strategy. If you have to park,
use a well lit secure car park, preferably one with monitored or barrier entry and exits. If you
have to park on the street, find a well lit public area rather than a private pathway.
Overall, the number of motor vehicle theft in Malaysia is going up and as the owners, they
should know how to prevent the vehicle getting stolen.

QUESTION 2
3

OUMH1203

In the beginning of the month, FNK Can Food Company had announced that there will be a large
sized factory built for the companys can manufacturing near our housing area. We as the
community in this area must show our concern and attention to this matter. After conducting
researches regarding this matter, I, as one of the members of the local committee, would like to
share my opinion on the disadvantages of building the proposed factory at our community in this
paper.
For several reasons, I think that a new factory will not be a good addition to our community. The
main disadvantage of building this factory is pollution. Use of machine for manufacturing cans
and tins will create waste products such as ashes, dirt, smoke, and some chemical wastes. The
factory has to put in great effort in order to manage these wastes well. If this is not done, it will
create a hazy environment to the community and harm our people. In addition, factory wastes
that are not managed well will also bring water pollution to the community. Issues about
factories that did not dispose their chemical wastes in the correct way are very common in these
days. Unused chemical substances were disposed into the rivers illegally; this had eventually
endangered the water species in the river and destroyed the drinking water sources of the people.
Based on the Article Click, factory related pollution is the number one source of pollution in the
United States. Factory pollution accounts for more than half the volume of all water pollution, as
well as for the most deadly of pollutants. More than 365,000 manufacturing factories consume
vast quantities of fresh water to carry away wastes of several different types.1
Sound pollution is also one of the disadvantages can be brought to the community. People can be
getting annoyed easily by the loud noises from the factory. Studies show that one who lives in a
noisy condition for a long period has greater chance of developing health problems. Another
disadvantage of constructing factory nearby the community is that peoples health can be
affected easily if the factory is not managed well. Toxic chemical substances that are found in the
polluted water and air can be transferred to the body when the water was drunk or the dirty air
was inhaled by the people. Factory pollution also includes chlorofluorocarbons, which have been
shown to destroy the ozone layer. Hydrocarbon gases and nitrogen oxides are also frequently
emitted by industrial factories. Another important aspect of building a new factory nearby is that

OUMH1203

it will make the local traffic heavy. As a result of this, the amount of traffic congestions will
increase. So, all these obviously will not make our life happier and healthier in my community.
From my point of view, to set up a factory must be built far from the people communities
because they can be really harmful for peoples health. If the factory cannot manage the wastes,
it can bring much pollution to the environment.

QUESTION 3
Plagiarism has become an issue of growing concern across universities in Malaysia and
internationally. One of the primary reasons for the rapid growth in plagiarism as an issue is that
students have increasingly ready access to downloadable information from the Internet. What is
5

OUMH1203

plagiarism? Plagiarism is using the words or ideas of others and presenting them as your own.
Plagiarism is a type of intellectual theft. It can take many forms, from deliberate cheating to
accidentally copying from a source without acknowledgement. Whenever you use the words or
ideas of another person in your work, you must acknowledge where they came from. There are
many reasons people plagiarize. Sometimes, when they are in school, they are in a big rush to
finish a paper or story that they didn't take the proper time to write. Out of desperation, they will
use somebody else's work just to get done. Some people plagiarize to make themselves look
better than their talents.
The main cause of plagiarism is that in this era of specialization getting admission in reputable
institution of learning especially higher learning is getting difficult and tough. The students once
admitted are under constant and great pressure from parents, peer and even their own teachers to
get excellent grades so that they can compete for jobs in the fields of their choice. Besides, the
easy access to the internet and the knowhow of its use has spread plagiarism to alarming levels.
Copying and pasting has gained popularity for it is the easy way out. Even the most articulate of
lecturers are confused as how to control this growing trend. For instance sometimes the work of
a student or person may not be identical to the original to be considered plagiarized but it is so
similar to the source that it has obviously been copied. On the other hand plagiarism does not
include taking of general plots, if writing a novel, short story or some other article, adoption of
characters of character types and ideas from existing works. If it is scrutinized closely nearly all
writers and artists borrow ideas from some recent or past work, but they express and present
ideas in new and unique ways.
If a student is caught in the act and it is proved that his work is plagiarized he is often expelled
from his institution of learning. Unfortunately in most cases the students are just issued warnings
and they simply get away with it. In this scenario, it is getting harder and harder in fact almost
seemingly impossible to catch plagiarism and a plagiarist. As there are hundreds of online paper
mills, articles sites, quick fix home work and term paper solutions, all providing thousands of
papers on a wide variety of topics. Thus, in the midst of all this flood of easy reach papers and
solution.

OUMH1203

As a conclusion, The Ministry of Education and Higher Education both need to shoulder some of
the blame of plagiarists in the system. Besides, government should come with new ways in equip
the student with the right skills to avoid the student from committing plagiarism.

QUESTION 7
Getting a Driving License in Malaysia
Malaysian who have attained the age of 16 can obtain a B2 (motorcycle) or 17 for D (car)
license. Those wanting to get an E license (lorry) must be 21 years or above. For starters, getting
a license, no matter for riding or driving, you'd have to contact a 'known' instructor who's
certified and has experience in teaching how to ride or drive before. Contacting the instructor can
just simply be a call or a visit to the only few driving school you can find around your region.
10

OUMH1203

The first step is to attend a safety course, something that would take anything between 4 to 5
hours. Enroll in a driving school, and the school would help place you in a session of these
courses, and once you have completed the course, you would then be given a booklet that you
could use to study for your written test. The test is not hard it consists of 50 multiple choice
questions of which you can only get 8 wrongs. You need to get a minimum score of 42 on your
written test, thus ensure that you go through the booklet properly. The exam can be taken in both
English and Bahasa Malaysia, thus ensure that you are comfortable with the language before you
commit. For the record, if you fail, you can re-sit for the written test as many times as you want
until you pass and can continue to the next stages.
Next comes the practical part. Once you get past the written test stage, you would then qualify as
a Learner which is you would aptly be given an L license for 3 months during your lessons. Your
driving school would assign you with a driving instructor, who would then proceed to teach you
on how to drive properly. Your minimum hours of driving lessons are capped at 16 hours, though
you could request for more hours if you want to. You would usually learn driving in a manual
Kancil or Viva, and your lessons would not only include effective driving but also parking. The
instructor would also train you on the major items that would be tested by the JPJ tester on your
actual test date side parking, three-point turn, as well as hill-climbing. Normally, the instructor
would teach 8 -10 lessons varying in hours of you driving. Besides, the instructor would also
expose you to actual road conditions, this would prepare you well for your test day when the
authorities drop by to determine whether you are fit to drive or not.
On your test day, you would be tested on all the items mentioned above, as well as a road test by
the JPJ tester. Once you manage to convince your tester to provide you with your passing papers.
You will get a 'P' license which is your license for the next 2 years. If you fail either part of the
test, you now have the opportunity to re-take your exam the following next week.
