Cover Letter
Dear Chabot College,
The college of Chabot is designed to function as an environment where people learn, study,
and eventually go out and use the many tools theyve acquired in life; however the design lacks
a few things that may help students stay in college, enjoy college, or even attempt college. The
first important action to take is to address the issues, which are the absence of incentive, the
lack of involvement and interactions between students and professors in an out of class, and the
inadequacy of overall sense of direction. In order to fix these issues, incentives should be
presented, everyone who attends college including the teachers should be more socially
involved and influential, forming network after network and working as a team, and with one
anothers help; establishing an overall sense of direction.
The PHASE Project will plug the holes that are preventing many students from passing
college or even having any desires to get into college. Our Project will come in phases that will
drastically change the way education is structured, resulting in many more students attending
college and graduating. Funding will be done through all year round fundraisers and events held
inside and outside the college that will also gradually establish social relationships and
supportive environments for students to blossom their interest in college and create a sense of
belonging and support among one another.
We hope to enter into a long-lasting and mutually beneficial partnership with your school. We
look forward to working with students, teachers, and counselors to help create a supportive
environment and a solid social infrastructure within the educational structure. Our PHASE
program will encourage students and teachers to transcend their current standards and overall
establish a much more successful educational structure within Chabot College. Please contact

Executive Summary
The Problem
There are three empty holes in the structure of education that when plugged, should be much
more effective and successful. These three problems consist of the overall lack of direction,
incentive, and social involvement. Current and future college students lack a good sense of
direction of where they want to go from where they are currently in life; they lack the proper
guidance of teachers, counselors and experienced colleagues. They also lack proper incentive
to go to college due to the very intimidating process of signing up for college, the tedious
process of getting grants and fee waivers, and the overall lack of reward for completing courses
or even finishing college. Social involvement is also a huge factor that college students and staff
fail to establish, and this creates such an unwelcoming atmosphere especially for something
students end up having to pay for.
The Solution
This is where PHASE project comes in; we as a group will work together with students,
teachers, and counselors to help establish a proper sense of direction for future and current
college students so that they have a much more clearer and faster path to take within the
educational structure. We will provide both monetary and celebratory incentives for students
that will empower them to perform above their normal capacity and empower their overall
capability in college. Social Interaction is very important to the PHASE project and we will
heavily encourage a networked governance to give a chance for students to behave in an active
and collaborative way and eventually to achieve far reaching transformations at both the local
and larger scale.

The Proposal
PHASE Projects mission is to empower students and extend their capabilities to the highest
point possible using monetary and celebratory incentives, a sense of guidance, and a heavy
encouragement to work together as a network of individuals. This project will come in a
repeating cycle of phases that will drastically change the structure of education.
PHASE 1 in improving college is to enforce an asset that has already been presented before us;
clubs and extracurricular activities. By joining a club or attending events on campus, social
connections and proper networking can be formed, solidifying the foundation that an individual
needs to build on. Clubs together can perform various social activities with one another whether

it is festivals, volunteer service, or fundraisers, and college can definitely be promoted through
these mediums. Not only does it properly set up your web of networks, but it establishes a
sense of belonging amongst the other students and teachers. It can be used to spread
awareness about college through hosting public activities outside of college. Despite
independence being sought after by many individuals, humans are the most dependent
creatures in the world, and we need to work together to get to where we need to be. The
PHASE Project will partner up with many professors in college to promote social involvement
and to create a supportive environment on campus.
PHASE 2 being One of the most important phases that should be taken to improve college is to
provide as much guidance and sense of direction as possible. Many individuals may feel lost,
like they have no direction in life. Many individuals never figure out what they really want to do
with their lives, what career path to follow, or what to even really study and major in. Many
individuals are not aware on how college even works. There is a lack of guidance not only in
Chabot, but in every college in general. Professors should establish an unbiased social
connection with students; be more involved with students even outside of class, providing
assistance, being a good influence, and even encouraging students to be more socially
involved. Experienced students should make connections with newly applied and struggling
students to help properly guide them through college. Going to see a counselor for guidance is
a viable method that should be heavily encouraged or even enforced, however having other
students and teachers there as an alternative or additional option would be a great idea.
Guidance can be applied through many different means and should be spread out as much as
possible, to the point where highschool students will know exactly what college is all about. A
sense of direction can be provided through many means such as a mandatory class during
highschool, or through speeches, activities, presentations. These speeches and presentations
can be performed by popular social icons at many venues such as conventions, festivals,
concerts. Clubs, teachers, and students can work together to promote college in many creative
ways, and at the same time provide a great sense of direction for newcomers and an overall
sense of belonging, enjoyment, and pride in attending college. Students and teachers as
members of the PHASE Program will be encouraged to help guide their colleagues and provide
professional advice based on experience. We will hold counselor and alumni meetings during
some events and especially during orientation. Events will also be held annually at local
highschools to promote college and our program. We will create a networked governance
throughout the campus so that everyone in college can collaborate to help one another achieve
their goals.
PHASE 3 is to present students with proper incentives, because as shown on the marshmallow
challenge; theres a popular concept that incentives always improve performance. There are

many ways in which incentives can be presented to students to improve their overall
performance in school. One of which can be a financial incentive; with the example of a
promoting free books, enrollment, parking passes, and public transportation to campus.
Students struggle with fees regularly, theres a fee for everything and it adds unnecessary stress
that stops students from working and thinking at the highest possible capacity. Another
incentive would be the overall sense of belonging and enjoyment in college. Going to school is a
chore, and its not looked at as something thats enjoyable at all; it has its function, but its
aesthetically flawed and lacks the pull factor that makes you want to go rather than making you
need to go to college. Clubs and social activities can be the first step to fixing this issue, and it
can evolve into bigger things like festivals, parties, gatherings, celebrity endorsements, and
other big social events. Incentives can also act as a pull factor towards people who dont go to
college. Doing something big, completely different or crazy like throwing a concert exclusive to
Chabot students will establish a sense of pride as a network of students, and will make other
people want to jump in. The PHASE Project with the combination of base budget and
fundraisers will present students with many financial benefits such as free books, registration,
and parking for the first semester enrolled. Students with a GPA of 3.5 or higher will be
compensated 75% of their college payments by graduation. We will also hold many social
activities in and out of campus promoted on various social media platforms, and an annual big
surprise event such as a music festival, concert, or a performance at the end of the year. This
will establish a sense of celebratory incentive and a sense of achievement among students who
have achieved a milestone in education. This creates the same feeling sports teams get when
they win the world series, the world cup, finals, or a superbowl. It gives students something to
look forward to, and something to want to work towards, extending their range of capability
through incentive.
Timeline
1 - Weekly or Monthly Fundraisers all year round Hosted by various clubs at Chabot (carshows,
carwash, clothing resales, cook-offs, etc.) and expanding outside of Chabot and into various
highschools & libraries near the end of the year ~All Phases Heavily Promoted on Social

-Clubs can help promote Chabot and their own clubs within the school.
-Develop social connections with people from Chabot / Bring Chabot students together as a
group
-Clubs work together to make enough money from the fundraiser to start something big

(possibly with the help of popular Youtubers and other social icons), fun activities provided by
various clubs of Chabot , Teachers who volunteer to come can talk to students & newcomers

-Party atmosphere, food, activities, friends, idols, establishing a sense of partnership,

3 - Orientation, promoting and presenting financial benefits: 1st semester at Chabot = Free
Books, Free Enrollment, Free Bus Pass, Campus Tour, 1 on 1 with counselors, Celebrity
Endorsement
-Support from counselors, teachers & students who volunteer to come
-Celeb endorsements, financial benefits = Incentives & inspiration
-Overall presentation of the school, campus, and its people establishes a sense of belonging
4 - Club Rush, Promotions, Etc. During the semester, students are heavily encouraged &
promoted through teachers and social connections to join a club
-Enforcing better social connections & proper networking by joining a club
-Take part in weekly or monthly fundraisers with your club
-Keeping PHASE 0 alive by recruiting more members and expanding
5 - Annual Big Event before summer, exclusive to Chabot Students who are either already
enrolled, or students who have applied. Surprise Concert, Free Food & Drinks, Stand Up
Comedy Performances, etc. etc.
-The big moment that makes students proud that they are part of something so big. Makes them
want to stay for the next one, and further establishes the sense of friendship, belonging, and
inspiration amongst everyone who goes to Chabot. The big moment where students will be
congratulated for getting here, establishing a sense of dedication and accomplishment. The big
moment that will wow anyone who doesnt go to Chabot.

Terms and Conditions


This agreement between PHASE Project and Chabot Community College shall commence on
7/21/2015 and remain valid until 10/18/2015.
By signing this contract, you give PHASE Project the right and responsibility to identify,
formulate and execute PR campaigns that contribute towards building a good public image of
Chabot Community College.
This agreement is terminable from both sides with an interim notice period to facilitate any
incomplete projects or financial settlements for either of the parties.
The PHASE Project shall not agree to represent any other company within the clients sector

whose interests are in conflict with the Chabot Community Colleges business.
The Chabot Community College will not hire any other company to either represent or partially
undertake the tasks that the PHASE Project has already agreed with the Chabot Community
College to handle.
The Chabot Community College shall offer full support to the PHASE Project keeping them
abreast of developments in the company in advance like the launch of a new product/service or
any other information that may be useful in promoting the clients public image.
The PHASE Project is responsible to keep all such information secret until an appropriate time
identified in consultation with the Chabot Community College.
