Detroit Wastewater Treatment Plant

A Public Meeting with the Michigan Department of Natural Resources and Environment (MDNRE) is being
held to seek additional public input on the proposed modification of the Detroit Wastewater Treatment
Plant’s National Pollutant Discharge Elimination System (NPDES) Permit No. MI0022802. This meeting will
be held on February 24, 2010, at 7:00 p.m. at the University of Michigan-Dearborn, Environmental
Interpretive Center, 4901 Evergreen Road, Dearborn, Michigan 48128. Public comments will be accepted
through February 26, 2010.

The MDNRE proposes to modify the NPDES permit issued for the City of Detroit Wastewater Treatment
Plant on September 28, 2007: The proposed modifications include removing the proposed new Detroit
River Outfall (DRO-2), which is to be replaced with a relocated Rouge River Outfall (RRO-2) that will likely
be less costly to construct. The relocated Rouge River Outfall includes provisions for disinfection and
de-chlorination of excess wet weather primary-treated discharges to the Rouge River. Current wet weather
discharges to the Rouge River from Outfall 050 are not disinfected.

The draft permit includes limitations for fecal coliform bacteria and Total Residual Chlorine for the proposed
RRO-2 Outfall, as well as limitations and monitoring for other pollutant parameters, and additional permit
conditions to ensure protection of water quality standards. The detailed schedule of compliance for
construction of the RRO-2 will be submitted with the plans and specifications and will be incorporated into
the NPDES permit once approved by the MDNRE.

The modification also includes language which requires the City to submit a report evaluating various
Combined Sewer Overflow (CSO) control alternatives to the Upper Rouge Tunnel (URT) CSO Project that
the City hopes will be less costly, but that must still comply with Michigan CSO requirements to provide
adequate treatment to meet water quality standards at the times of discharge. This permit modification
eliminates the schedule of compliance for the originally-approved URT Project and replaces it with the
alternative evaluation process that includes submitting a recommended alternative and proposed schedule
for completion. The permit will be modified to reflect the alternative and schedule of compliance determined
to be acceptable to the MDNRE and will be public noticed.

The proposed modified permit was on public notice from November 9, 2009, through December 9, 2009.
During the public notice period, various parties requested a public hearing on the proposed modifications
based on water quality concerns.

All interested parties are invited to present comments on the proposed NPDES permit. Persons unable to
attend the public meeting and hearing may submit comments through February 26, 2010. This information
