The Institute with a Mission

The Institute of Rural Management, Anand (IRMA)


was established in 1979 at Anand, Gujarat with the
support of the Swiss Agency for Development and
Co-operation (SDC), the Government of India, the
Government of Gujarat, the erstwhile Indian Dairy
Corporation and the National Dairy Development
Board (NDDB) to provide management education,
training, research and consultancy support to cooperatives and rural development organisations in
India. Based on the successful experience of the
dairy farmers of Gujarat, milk producers in many
other states were being organised into dairy cooperatives, known as Anand Pattern Co-operatives
(APCs). Over the years, as some of the basic
principles of APCs began to be applied to other
commodity sectors, such as oilseeds, fruits and
vegetables, forestry, and fisheries, IRMAs clientele
and activities also diversified to include other
forms of organisations and other sub sectors. In
this process, IRMA has brought within its ambit
several non-governmental development
organisations, government development
programmes, international development
organisations, and funding agencies which address
the issues of rural development.
IRMAs mission is to promote sustainable, ecofriendly and equitable socio-economic
development of rural people through professional
management of their institutions. The core of
IRMAs operating philosophy is to build and
sustain a partnership between rural people and
committed professional managers. Through this,
IRMA strives to contribute to the processes of
promoting sustainable development and social

justice in Indias rural society. IRMA strives to


achieve this mission by
 Educating a new breed of professional rural
managers having appropriate values and ethos
to help rural organisations and institutions in
professionalising their management and
empower rural people through self-sustaining
processes;
 Training policy makers, directors, general
managers, and those in charge of specific
managerial functions in such enterprises and
projects;
 Building new rural management knowledge
and theories through action-oriented and
problem-solving research and consultancy; and
 Influencing public policies through policy
oriented research and consultancy.

There is need for professional management
education in sectors of applied rural management,
which is currently not fully met. This need is to be
seen against the heightened interest of state, market
and civil society organisations in reaching and
serving rural people as producers. There is an
increasing demand from organisations for workready candidates who can hit the ground
running. This calls for a mix of work experience
as well as specialized and sector specific
managerial capabilities.
The dairy sector in India has shown remarkable
development in the past decade and India has now
become one of the largest producers of milk and
value-added milk products in the world. The dairy
sector has developed through co-operatives in
many parts of India. Indias modern dairy sector
has expanded rapidly. From an insignificant
200,000 litres per day (lpd) of milk being processed
in 1951, the organized sector is presently handling
some 20 million lpd through over 400 dairy plants.
So, there is an immediate need for professionally
qualified dairy mangers in the sector. National
Dairy Development Board(NDDB) is launching
New Generation Cooperatives Initiatives across
states and Cooperative Milk Marketing Federations
and their member Unions in Gujarat, Karnataka,
Kerala, Rajasthan, Punjab, Haryana, Uttar Pradesh,
Bihar, Maharashtra and Madhya Pradesh etc., are
also looking for such managers.
Keeping in view such scenario, IRMA is launching
a Certificate Programme in Dairy Management
(CPDM) of six months duration beginning
December 2008 to cater to managerial manpower

needs of the dairy sector. This is for sponsored


candidates from dairy promoting agencies like
NDDB, Federations and their member Unions
like Gujarat Co-operative Milk Marketing
Federation (GCMMF) and Amul etc., This
programme consists of classroom segment having
three terms of eight weeks duration each followed
by a six months Apprenticeship / Internship. For
details of courses, see Table-1.
For the first programme, IRMA in association with
GCMMF has already initiated the process of
identifying the candidates. These candidates either
have been identified through the IRMA admission
test or through a similar online test administered
by the sponsored organisation. They will be invited
for a personal interview at IRMA. Selection of
candidates will be jointly done by IRMA and the
sponsored organisation based on performance in
the written and interview. Similar initiative will
be taken up with few other Federations for
identifying some more candidates from the first
programme itself.
Programme will be managed by a committee of 5
faculty members from IRMA, who will also be
responsible for curriculum development,
engagement of faculty from external and internal
sources apart from developing such rules,
regulations, norms and guidelines for effective
conduct of the programme.

Overview of Certificate Programme in Dairy Management (CPDM)


Objective:

To train new recruits or existing employees of dairy development promoting organizations


like NDDB, Federations like GCMMF, Unions like AMUL and Producer Companies for Dairy
Management Services in all functional areas.
Programme:
Programme will be of six -month duration comprising of three classroom terms of eightweek duration. Successful completion of classroom terms will be followed by six months onthe-job apprenticeship / internship.
Eligibility:
Any graduate with 50% marks in aggregate selected through processes of written test and
interview jointly conducted by IRMA and the sponsoring organization either from among
existing employees or newly recruited persons.
Sponsorship:
The candidates should be sponsored by any one of the organizations mentioned in the
objective. Sponsoring organizations may offer stipend during the programme.
Total Intake:
40 60 participants.
Design:
The programme is designed around 3 classroom terms. Each classroom term will have about
equivalent of 6 credit of workload. The programme also involves apprenticeship/ internship
of six months duration. (1 credit = 24 sessions of 90 minutes duration each and requires
about equivalent time for preparation)
Tuition Fee:
The fee for the programme will be Rs. 1, 50,000/- per participant. The tuition fee will include
the cost of teaching materials generated by faculty.
Expenses:
At present, sponsoring organizations have to arrange for the lodging and boarding of the
participants which is expected to cost approximately Rs 6000 per month. This is expected to
be borne out of the stipend amount the sponsoring organization provides.
In addition each participant is expected to possess a PC/Laptop costing about Rs 25,000/-.
