Arlyn "Butch" and Lois Fossum of Waterville were honored with the Bernie Heffern
Memorial 4-H Family Award by members of the Bob and Bernie Heffern family before
the 4-H/FFA Livestock Auction Sunday, July 19 at the Allamakee County Fair. The
award was created by the Heffern family in memory of Bernie Heffern, a long-time 4-H
leader and supporter who passed away in 2008. Each year, the Allamakee County
Fair Board selects a family who emulates the Heffern family attitude of helping others,
working well with each other, and going above and beyond for the fair. Participation in
4-H has been a long tradition for the Fossum family, and Butch and Lois have remained
strong supporters of 4-H throughout the careers of their children and grandchildren.

Conservation Board
to meet August 4
The Allamakee County Conservation Board will
hold its monthly public meeting at 4 p.m. Tuesday, August
4 at the Conservation Board

First Street in Harpers Ferry.
Twelve-year-old Krysta White of Fort Worth, TX displays the two banners that hold
the nearly 300 Junior Ranger badges she has earned after completing requirements
at various park units throughout the U.S. National Park system. White recently paid
a visit to Efgy Mounds National Monument while vacationing with her parents, collecting her 287th Junior Ranger badge after completing Junior Ranger certication

Obituaries
Ethel Easton
Ethel M. Easton, 89, of
Waukon died Friday, July
24, 2015 at Good Samaritan
Center in Waukon. Funeral
services were held Tuesday,
July 28 at Martin Funeral
Home in Waukon, with Pastor
Josh Miller officiating. Burial
was at Oakland Cemetery,
Waukon.
Ethel Marie Easton was
born September 13, 1925
in Lansing, the daughter
of Theodore Henry and
Mayme Elizabeth (Waters)
Haerer. She was baptized
and confirmed in Lansing
and attended Lansing area
country schools, which she
rode to on horseback.
September 9, 1943, Ethel
married Milton Osro Russell
in Lansing. The couple moved
to Waukon and Ethel spent
many years as a nurses aide,
including 25 years at Good
Samaritan Center and five
years at Makee Manor. Milton
died in 1961, and October 6,
1962, Ethel married Edward
LeRoy Tuck Easton at
the Little Brown Church in
Nashua. Tuck died in 1993.
Besides being busy with
work, Ethel also raised 11
children. Her family was
the most important thing to
her and they will remember
her as being a loving, kindhearted and very nurturing
woman. She was a generous
hostess and always made
sure to have food ready for
whoever came over, whether
they wanted to be fed or
not. She loved baking and
cooking and made delicious
homemade breads, buns,
noodles and dumplings. She
also gardened and canned.
Ethel liked to crochet and
enjoyed singing and dancing
as well.
Ethel is survived by her
11 children: Vicky Easton
of Waukon, Susan Easton
of Waukon, Bonnie (Kevin)

peacefully July 18, 2015 at
her home in Cle Elum, WA
following a lengthy illness.
Wendy was a member of the
Church of the Resurrection
(Episcopal) in Rosyln, WA,
where a memorial celebration
of life service was held
Saturday, July 25.
Wendy was born July 2,
1954 to Benjamin and Joan
(Helming) Kruger in Waukon.
She
married
Gregory
A. Northcutt in Waukon
December 10, 1977, and he
survives. She was preceded
in death by her parents. Also
surviving are her brothers,
Ken of DeWitt and Dave
of Waukon, as well as five
nieces and two nephews.
A graduate of Waukon
Senior High School and St.
Lukes School of Nursing
in Cedar Rapids, Wendy
worked as a registered nurse
for 25 years. During that
time, she served as a neonatal
intensive care staff nurse
and department manager
and earned a Bachelor of
Science Nursing degree from
Montana State University and
a Master of Science Nursing
degree from the University
of Washington. She also
established and supervised a
home-care follow-up clinic
for newborns in Seattle, WA
and developed and managed
a public health nursing
program for at-risk mothers
and infants in Bremerton,
WA.
After leaving the field of
nursing, Wendy earned a
degree in culinary arts from
the Art Institute of Seattle.
She was a professional baker
for 10 years. For the past five
years she was executive chef
for Chicken Soup Brigade, a
non-profit organization that
delivers nutritious, medicallyappropriate meals weekly to
the homes of several thousand
low-income individuals in the
Seattle, WA area living with
chronic illness.
Her interests ranged from
cooking, baking, reading,
sewing and cross-stitching
to kayaking, skiing, camping
and walking with her dogs.
Memorials may be made
to Chicken Soup Brigade
(Seattle) or Hospice Friends
(Ellensburg, WA).
Weekend burglary in
Harpers Ferry results
in pair of arrests
Early Saturday morning, at approximately 2:22 a.m., the
Allamakee County Sheriffs Office received a report of a
burglary in progress at a residence located on Park Drive
in Harpers Ferry. A description of the involved vehicle was
given by a witness, and that vehicle was later stopped on
State Highway 18 in Clayton County by Clayton County
Sheriffs Deputies. Allamakee County Sheriffs Deputies
then arrested two individuals in connection with multiple
burglaries in Harpers Ferry.
As a result of the arrests, Shane Arnold Christopher,
age 29, and Taylor Anne Frickson, age 20, both of Jesup,
have each been charged with two counts of Third Degree
Burglary, one count of Third Degree Burglary (unoccupied
motor vehicle), one count of Second Degree Theft, one
count of Possession of Drug Paraphernalia and one count
of Possession of Burglars Tools. Christopher and Frickson
are both being held in the Allamakee County Jail.

Dorothy E. Brown Wuennecke, 91, of Ankeny, formerly of Waukon, died
Wednesday, July 22, 2015
at Mercy Medical Center in
Des Moines. Funeral services
were held Monday, July 27 at
Zion United Church of Christ
in Waukon with Pastor Paul
Burgess officiating. Burial
was at Oakland Cemetery,
Waukon.
Dorothy Elizabeth Brown
Wuennecke was born January 3, 1924 in rural New
Albin, the daughter of Henry and Caroline (Koenig)
Beneke. She grew up in the
Sleepy Hollow area of rural New Albin, was baptized
and confirmed at St. Johns
Wheatland United Church
of Christ, and attended the
rural New Albin Wheatland
School. Later in 1976, along
with two of her sisters, Dorothy received her GED.
October 14, 1941, she
married Donald S. Brown at
St. Johns Wheatland United
Church of Christ. Dorothy
and Donald lived in Minnesota and Wisconsin from 1942
until 1951, when they moved
to the Waukon area. Dorothy
worked as a lab assistant for
Impro Products, Inc. in Waukon for 26 years. She was
also a cook for the Waukon
schools for five years, and she
and Donald operated Browns
66 Caf in Waukon for five
years.
Donald died in 1981, and
April 16, 1983, Dorothy married Armin Wuennecke at
St. Johns Wheatland United
Church of Christ in rural New
Albin. She and Armin lived in
Waukon until moving to Cedar Rapids in 2003. In 2013,
Dorothy moved to Ankeny.
Dorothy was a 50-year
member of Zion United
Church of Christ in Waukon, where she was active
in Womens Fellowship and
Prayer Circle. While living in
Cedar Rapids, she had been
a member of First Congregational United Church of
Christ. She enjoyed dancing,
square dancing and being a
member of five card clubs.
She also loved to travel and
took numerous driving trips
with Don and annual bus trips
across most of the country
with Armin. She was an excellent cook and baker and
loved to host family events
and get-togethers.
Dorothy is survived by
her children: Donald (Norma) Brown of Ballwin, MO,
Darryl (Rosalie) Brown of
Marion, Darlene (John) Van
Pelt of Waterloo, Dennis
(Julie) Brown of Ames, and
Daniel (Wanda) Brown of
Madrid; 16 grandchildren;
30 great-grandchildren; eight
great-great-grandchildren;
and a sister, Irma Ashbacher
of Caledonia, MN.
She was preceded in death
by her first husband, Donald
Brown, in 1981; her second

Austyn Roger Seitz was
born December 14, 2007 to
Tony and Rebecca Seitz in
La Crosse, WI. He had just
finished first grade at New
Albin Elementary School.
Austyn was a sweet, loving
and colorful little boy whose
smile could light up a room.
He adored his big sister,
Ashlyn. He loved fishing,
hunting, being outdoors and
being on the river. He was
also very passionate about
his tractors and could often
be found playing farm.
Austyn played T-ball with
the Lansing Mudcats and
enjoyed all sports. Austyn's
smile and the twinkle in his
eye captured the heart of
everyone he met.

his older sister, Ashlyn Seitz
of Lansing; his paternal
grandparents, Diane Seitz

maternal great-grandparents,

especially OB, Myers said.
The hospital will have
another ALICE training
event, in which staff will
learn how to react in the event
of an active shooter scenario
in the hospital. Myers also
noted that terms for board
members Dennis Lyons,
Kevin Hanson and Matt
Goltz will be expiring, and he
anticipated all three will run
again for re-election.
Myers also gave some
statistics in the number of
MRIs done at the hospital.
He noted that with the
convenience of having the
MRI machine permanently
located at the hospital,
patients dont have to wait
very long when the need for
an MRI is determined. VMH
averages 40 MRIs a month
now, where they used to
only do 27 a month when the
machine was not permanently
located at the hospital.

At the Wisconsin Veterans of Foreign Wars (VFW) State Convention held June 6 in Wausau, WI, Jerry Halverson
of Waukon, who serves as Commander of VFW Post 8123 in DeSoto, WI, and Robert Kolsrud of Waterville, who
serves as Quartermaster of VFW Post 8123 in De Soto, WI, were honored as one of ve VFW Commander and
Quartermaster teams in Wisconsin to have their VFW Posts earn All-State recognition for the 2014-2015 program
year. All-State honors are earned by outstanding achievement in membership, VFW programs and other accomplishments within the community at large. The De Soto VFW Post 8123 has achieved a signicant increase in membership and has donated funding to various community projects as well as to scholarships for local graduating high
school students. Halverson has been the VFW Post 8123 Commander in De Soto, WI for two years and is pictured
above receiving his All-State Post Commander White Hat from VFW Past Commander-in-Chief John Moon. Pictured

The Upper Mississippi
River National Wildlife and
Fish Refuge, McGregor District office has temporarily
closed the Winneshiek Landing between Lansing and
De Soto, WI as of Monday,
July 27 while the parking
areas, landing and ramp are
rehabilitated. The project is
being completed by the Federal Highway Administration,
Eastern Federal Lands Highway Division and the U.S.
Fish and Wildlife Service,
and is expected to be completed by September 30.

Students encouraged to sign up now for final Summer Session, August 3-14
During the 21st Century Community Connections
Learning Center (CCLC)
Summer
Program,
also
known as 10th Hour in the
Allamakee
Community
School District (ACSD), students in sixth-12th grades
were given the opportunity to
become involved in a variety
of hands-on clubs, including
Gardening, Chess, Construction, Weight Training, Cooking, Euchre, Archery and
Ping Pong.
In the Gardening Club this
past session, students planted, nurtured and harvested
a variety of vegetables. In
addition, they designed and
constructed a walkway in
the garden area, painted the
raised garden beds with original artwork, and utilized the
harvested foods in Cooking
Club recipes. Students also
received an academic boost
using the A+ Learning System, which is a computer program that tailors lessons to
each individual student based
on their strengths and weaknesses.
Students embraced learning opportunities with experiential learning trips. These
trips allowed students exposure and experiences outside
of their immediate community. They traveled to Fort
Crawford and Villa Louis
Museums in Prairie du Chien,
WI, The National Eagle Center in Wabasha, MN, The
Minnesota Marine Art Museum in Winona, MN, The
National Mississippi River
Museum in Dubuque and The
Field Museum and Museum
of Science and Industry in
Chicago, IL.

for the 10th Hour program
will be starting up August
3 and will run through August 14. For the first week
of the program, all students
are encouraged to attend and
become familiar with their
Northeast
Iowa
Community College (NICC)
has received a Success
Model Expansion Grant to
support a college initiative
that provides individualized
coaching services for students
from recruitment through
job placement in familysustaining careers.
The two-year grant to
NICC, in the amount of
$300,000, was provided
by an anonymous donor.
Stipulations of the grant
require that 80 percent of
the students served by the
additional funding be under
the age of 30 or a parent,
as well as economically
disadvantaged.
The Success Model at
NICC is a five-step process
that
guides
individual
students
through
the
following steps: recruitment
and
intake;
assessment;
advising and career coaching;
education and training; and
job placement or continuing
education.
The grant supports the
Colleges efforts to maximize
partnerships
with
state,
federal and local funding
partners to ensure students
can seamlessly transition
along their selected career
pathway, accessing services
and resources as they
progress.
At
NICC,
students
may enter career pathway
certificate programs offered
through
Business
and
Community Solutions in
advanced
manufacturing,
healthcare,
information
technology and transportation,
then enter the workforce or
apply credits earned toward
an NICC diploma or degree
program. The Success Model
also provides individualized
career facilitation and success
coaching for students who
begin at the College.
The
Success
Model
Expansion Grant funding will
allow NICC to hire additional
Success Coach professionals
in the colleges district, as
well as to expand tutoring
services available to students.

with Luther Assistant Professor of Music Andrew Last,
will conduct the final reunion

Noble Alumni Choir formed
in the summer of 2006. Myron Heaton, a 1968 Luther
graduate and director of the
Myron Heaton Chorale of
Las Vegas, invited Noble to
serve as guest conductor for
his group's concert tour of
Europe. To augment Heaton's
ensemble, the two conductors invited Luther College
Nordic Choir alumni to join
the tour. The Luther singers
returned with a pledge to organize a larger alumni event,
which has taken place each
summer since 2007, including a return to Europe in 2010
and a California tour in 2012.

available in

The Iowa Department of
Transportation is now distributing the 2015-2016 Iowa Bicycle Map.
This publication has been
updated to show new fourfoot or wider paved shoulders and recreational trails
completed since the 2012
version was published. As in
past versions, the map highlights bike-friendly routes
when traveling on two wheels
through Iowa by identifying
bike trails and traffic levels
on all paved roads. The map
also includes insets of Iowa's
16 largest cities.
A person riding a bicycle on a public road has all
the rights, and is required to
know and obey all traffic laws
and rules of the road, applicable to the driver of a motor
vehicle. To assist bicyclists
in understanding their rights
and responsibilities, a section of the map is dedicated
to highlighting rules of the
road for bicyclists. Bicyclists
are urged to wear helmets,
use lights at night, and watch
out for road hazards, including parallel-slat sewer grates,

Board Member, asked the Board
if they had any concerns or questions for him. He then asked Patrick Heiderscheit, Keystone Administrator, to update the Board
on the many services available
to schools through the AEA. Mr.
Heiderscheit showed a brief video testimonial of the progress a
student made with speech therapy provided by the AEA. He continued by reviewing the services
and supports provided to schools
by the AEA, explained the different sectors and stafng of those
sectors within the AEA, the percentage of students served in
each sector and the funnding of
AEAs. The Board thanked Dr.
Withers and Mr. Heiderscheit for
their presentation.

-Dave Herold, Superintendent, reported the summer
projects are almost complete
and reviewed the impact of the
Governors veto of the one-time
funding. He also said before the
meeting on August 17th anyone
interested should meet at 6:00
p.m. to view some of the summer
projects and at 6:30 p.m. a meet
and greet would be held for the
new building administrators and
teachers in the library.
-Bill Hennessy, Buildings and
Grounds Director, reported the
booster pump replacement and
roof repair over the ofces have
been completed.
-Shawn Gordon, Technology
Director, reported Dell sent the
wrong computers to the District in
June. Shawn contacted the vendors immediately when this was
discovered. The vendors (Dell
and Sterling) have apologized
for the error and have placed the
order for the correct computers.
Both Dell and Sterling representatives will be on-site to pick up
the wrong computers and inventory and image all the new computers the rst week in August.
He also reported the bandwidth
was updated on July 1st, the
elementary computer labs have
been readied for next school
year and the ber installation to
the press box will be completed
next week.

This might seem to be advice for children, but it really applies to anyone who still has parents who are alive and well enough to give them advice or correction. Parents are naturally, and probably
instinctively, motivated to give their children helpful instructions, advice and corrections about life. They have been around a lot longer than their children and so they ought to have some advice worth
imparting. Parents talking to their children, and the children listening, should start young. There is solid research going back decades demonstrating that parents who talk more to their children have
smarter kids who do better in school and avoid problems in life. So, this advice to heed the instructions of your parents is actually advice to parents to make sure you start engaging your children early on,
and not just with corrections and instructions, but by reading to them and talking with them as much as possible. Parents should be having an ongoing dialogue with their children, and should realize that
what they say, and how they say it matters greatly to the reception of their message. Christopher Simon

La Crosse, Wis., July 22,
(AP) The 240-ton steamboat Bob Thesler, pushing 4
empty barges from Minneapolis to Cincinnati, struck
a stump in the Mississippi
river between Stoddard and
Genoa last night and sank in
six feet of water. Just outside
the 20-foot deep channel, the
3-deck, 135 foot boat was
flooded within 3 inches of
the main deck. It was the first
sinking of a steamboat in this
section in many years.
Baltimore, Md., (AP)
Judge J. Abner Sayler knows
his herbs. Joseph Garcia, a
Puerto Rican, contended that
police seized herbs which
he had used to soak his feet.
This was the judges message to Garcia: Theyre
marijuana; three years in the
penitentiary.
4 Youths To Yellowstone
Four Waukon youths,
namely, Keith Mason, Neal
Wiedeman, Walter Zimmerman and James Baxter Jr.,
departed yesterday in a 1928
model sedan for Yellowstone
National Park in Wyoming
and to Twin Falls, Idaho, for
a visit with Mr. Wiedemans
relatives. The boys will camp
out at night, preparing their
own meals, and are pulling
a trailer behind the car to accommodate their equipment.
The three weeks vacation
will be enjoyed at a cost of
only $75 for all according to
the boys budget as planned
before their departure. The
same group, with the exception of Walter Zimmerman,
went on a similar tour in the
car into Canada last year.

Patricia Stroh of New
Bern, North Carolina, has
strong advice for parents
of children with disabilities: You know your child
better than anyone. If you
feel doctors are wrong or
lackadaisical in diagnosing
(your child), go somewhere
else. Demand results.
Her son, Derek, was
born in 1989 in upstate
New York. Within months,
he was having trouble
sucking, sleeping, and was
crying constantly. Doctors
found one, then two hernias, and operated. As he
aged, one physician after
another misdiagnosed Derek, a total of half a dozen
times. His correct diagnosis wasnt discovered until
an autopsy after his death
at 18, which likely could
have been prevented had
any doctor along the way
diagnosed him correctly.
One doctor said early on
nothing was wrong. Another diagnosed Derek at
five with a form of cerebral
palsy, and another with attention deficit hyperactivity
disorder when Derek was
seven. Then came a mild
autism diagnosis at 12 and
later a professional decided
on pervasive developmental delay.
They were all wrong.
Stroh said Derek had
speech, balance, vision,
and cognitive problems
growing up. And socially,
he had difficulties, such
as inappropriate behavior
in class, said 62-year-old
Stroh. He had difficulty
with peers. He didnt understand personal space. He
thought it was hysterical,

PROTECTING FARM
WORKERS DURING THE
HOT DAYS OF SUMMER
Farm operators and their
employees can expect to work
in extreme heat and humidity
during summers in Iowa.
While we certainly need to
protect our livestock during
these hot days, it is also a
good time to be conscious of
how to protect ourselves and
our farm workers during these
stressful weather conditions.
Heat can cause illness
and sometimes even death.
Several years ago OSHA
established a Heat Illness
Prevention Campaign to
raise awareness and provide
education and resources
for farm employers and
employees, www.osha.gov/
SLTC/heatillness/index.html.
In our modern farm
operations,
many
farm
employees work in conditions
where shade, ventilation and
perhaps even air conditioning
are
regularly
provided.
Nevertheless, during hot and
humid weather, farm workers
move in and out of conditions
that can cause heat illness
if those conditions are not
monitored. Feeding calves,
moving cows, participating
in hay and silage-chopping
operations
all
require
physical labor where risks of
heat illness exist in the right
conditions.
Its also important to
remember that many farm
employees may lack previous
farm or other outdoor
employment
experience,
so dealing with weatherrelated conditions may be
new to them, not to mention
the
difference
among
individuals who may or may
not be acclimatized to high
heat conditions. Particular
employees - older workers,
those who are overweight or
have heart-related medical
conditions - may have an
even
lower-than-average
sensitivity to heat and require
additional monitoring.
In general, your farm
workers
can
become
overheated in one of two
ways - either the heat from
the environmental conditions
in which they work; or by an
individual generating internal
heat by physical labor.
Less serious forms of heatrelated illness include heat
exhaustion, fainting, heat
cramps and heat rash. These
conditions should be taken
seriously as they can quickly
progress to heat stroke.
Heat stroke can cause death
or permanent disability. Heat
stroke occurs when the body
becomes unable to control its
internal temperature, the body
temperature rises rapidly,
the sweating mechanism

Waukon softball team battles through 7-19 campaign under new head coach
The Waukon softball team
played to a season record of
7-19 during its 2015 campaign, coming within a handful of runs of playing to an
overall even record for the
season, as half a dozen of the
Indians losses came by three
runs or fewer. More than half
of this seasons losses featured one decisive inning in
which the softball Tribe allowed enough runs to turn an
otherwise competitive contest
into a loss or one by a more
decisive margin, proving the
Indians were competitive
more often than not, no matter who the opponent.
At times during the year
we showed signs of being
a very good softball team,
Waukon softball first-year
head coach Joe ONeill
said. We had a great win at
Charles City early in the year
and played a tough Waverly
team that was a State qualifier to a one-run game at their
place late in the season. We
played very well in the two
Saturday tournaments that
we were in. We just could not
get all of our parts clicking at
the same time for an extended period of time. We need to
have the confidence that we
can play with great teams and
bring that type of softball every night.
That overall season record
included a mark of 2-13 in
Northeast Iowa Conference
play that placed the Indians sixth in the final league
standings. That conference
race typically includes seven
teams, but Oelwein was unable to field a varsity team
this season. The strength of
this years Northeast Iowa
Conference was further evident in the fact that a pair
of NEIC teams qualified for
the State Tournament in their
respective classes, Waverly-Shell Rock making the
Class 4A field and Crestwood
playing its way to a Class 3A
berth.
Coach ONeill shouldered
much of the responsibility
for this seasons end result,
knowing full well that a
change in the helm doesnt
always mean the ship stays
directly on the preferred
course. One challenge was
being the new head coach for
the first year, he said. We
did some things differently
this year than we have done
in the past and I think with
any kind of change it will

posting team-leading totals of

Four Indians were named
to this seasons All-Conference team for their efforts on
the diamond, with Schwartz
garnering First Team honors
as an infielder and also earning Academic All-State honors for her combined efforts
on the diamond and in the

The 2015 Waukon softball team battled through a
7-19 season, with a half dozen of those losses coming
by a margin of just three runs or less. That overall
season record included a 2-13 mark in Northeast Iowa
Conference (NEIC) play to place the Indians sixth
in a league that qualified two teams, Crestwood and
Waverly-Shell Rock, for the State Tournament in their
respective classes. Half of this seasons narrow losses
came by two or fewer runs in NEIC play, including just
a 5-4 loss to nearly undefeated NEIC Champion and
Class 4A 10th-rated Waverly-Shell Rock. The softball

Z-93-LaCrosse; KVIK-Decorah; KWWL Ch 7- Waterloo; KCRG Ch 9 - Cedar Rapids;
KGAN Ch 2 - Cedar Rapids or WKBT Ch 8 - LaCrosse.
Perimeter busing of Waukon Students will again be for Pre-K through Grade 3.
The tentative pick up time will be 8:00 a.m.
The Five designated pick up points are:
1. Parkview Trailer Courts (bus enters of William Rd. and departs on Jean Rd.)
2. Hahns Addition - Fifth Avenue and Seventh Street S.W.
3. Second Street and First Avenue N.E.
4. Sweeney Park, 4th Street N.W.
5. Corner of 4th Street S.E. and 3rd Avenue S.E. (East of Golf Course)
The students at the pick up points will be transported by regular route buses going by
the locations. A specific attempt has been made to stay away from designation pick up boundary
lines. However, should the number of Pre-K-3 students at the pick up points exceed the bus
capacities, boundary lines will be established. Pre-K-2 students choosing to do so may use a
shuttle bus between East & West Elementary Schools. Children attending St. Patricks school will
ride buses as in the past, and will start school at the same time as the public school.
EMERGENCY ROUTES
During the 2015-2016 school year the Allamakee Community School District will be operating on
emergency routes when the weather is such that we cannot travel on the rural roads but at the
same time feel that we will not be jeopardizing the students.
The emergency stops have been established on hard surface roads only.
With everyones help and cooperation we will be able to operate these special routes.

meeting of the Allamakee
County Board of Supervisors
Monday,
August
26,
Allamakee County Planning
and Zoning Administrator
Tom Blake updated the
Board on the Planning
and Zoning Commission's
progress with developing
appropriate ordinances and
regulations for frac sand
mining operations. Blake
said that the Commission has
scheduled six public forums
(see schedule in shaded box
below), one of which has
already been held, to receive
public input on the various
aspects of the issue, such
as air quality/quantity, road
wear, dust, economic impact,
etc.
Blake said that the
Commission
is
also
examining ordinances from
other jurisdictions and is
compiling information in
order to draft recommended
ordinances and possibly an
addendum to the County
Comprehensive Plan. The
Commission's goal, he said,
is to draft regulations that are
not "overly burdensome" but
will protect the public. He
added that the Commission
is on track to complete its
work on the issue within
the 18-month moratorium
period, but that extending
the moratorium remains an
option if the process can't be
completed within that time.
The Board then turned its
attention to Makee Manor,
having learned last week
that the renovations to the
facility for use as a jail or
for another purpose for
which it was not designed
would
be
prohibitively
expensive. Chairman Larry
Schellhammer said that
the cost of maintaining the
facility as it sits empty would

that the Board welcomes

Farmers Coop to provide
LP gas for several County
departments. He said that
Kistler had advised him that
the Board could resolve the
tie in any way it choses, but
recommended that the Board
follow the Iowa Department of
Transportation policy, which
is to award the contract to the
bidder that was awarded the
contract in the previous year,
which in this case was Fauser.

recommendation and award
the contract to Fauser.
