IDENTIFICATION AND INTRODUCING OF TENDERER


The Civil Engineering Faculty is a higher-education institution that has existed in continuity
since 1949. Besides its fundamental role in the education of future engineers and geodes, the
faculty also engages in the scientific-research field, and has the expertise to carry out projects
in the demanding fields of civil engineering and geodesy.
Professors and the faculty carry out all their expert and specialized work, as well as scientific
research in the framework of the below listed institutes that comprise the Faculty of Civil
Engineering, University of Sarajevo:

All the above institutes are functional units of the Faculty and, only as such, (individually or
as a group comprising all or a number of these institutes), do they compete on the market.
The Faculty has at its disposal the following equipment and resources to carry a variety of
projects in a safe and expert manner: test labs for stone, concrete and other construction
materials, as well as a separate lab for geomechanics. It also has field equipment for
geophysical and geomechanical metering, and machinery to carry out research TEST
SAMPLE drilling, five COMPLETE sets of GPS receivers (Trimble 4000SSI), three fullyequipped stations with varying precision (TC 1800, LEICA 2002,), an electronic surveyors
leveler, as well as traditional geodesic equipment.
The Faculty has licenses to use the following software applications: TOPCAD, SCOPE,
LEICA GPS, AutoCAD, ARC VIEW, ARC INFO, PLATEIA, SEWER, VIA 2002, STRESS,
SAP 2002, PANEL PRO, TOWER, ARMCAD.
Besides this, the Faculty has all the appropriate accompanying equipment and devices needed
to carry out technical processing, the completion of project books and development plans, as
well as the binding and presentation of technical documentation.
Currently, the Faculty has 75 employees, of which 80% are expert and highly qualified
individuals in their fields of work. The potential of this workforce, that has experience gained
over the past few decades in the fields of engineering, is immense. This immense experience,
coupled with a modern workspace and technical preconditions, superior management and
stable financial basis, enables the Faculty to undertake and successfully resolve even the most
complex of projects in the fields of research, feasibility, design and construction of various
objects.

Below is an overview of all the institutes that comprise the Faculty of Civil Engineering,
including their specific activities.
INSTITUTE FOR STRUCTURES AND MATERIALS
Description of activities

Static and dynamic analyses, experimental research and quality control of materials
installed in energy and industrial sector structures, including hydroelectric stations
(HE) Capljina, HE Trebisnjica, HE Salakovac, HE Grabovica, and so on;
Drafting project documentation for industrial and residential structures, hotels,
monuments, reservoirs and other;
Testing of road and rail bridges, power-transmission lines, construction cranes,
prefabricated roofing beams and panels;
Vibration testing of structures;
Test and quality control in steel manufacturing and erection of steel structures,
reinforced concrete and the construction of laminated and glued wood products;
Analysis of three dimensional construction systems using methods such as Final
Analysis Method, Numerical Modeling of Construction Systems;
Resolving problems occurring during ground-foundation inter-action;
Construction research tied to the design and erection of objects in all civil engineering
fields (design in high- and low-raise structures, construction of apartments, factories,
bridges and other);
Standard and specialized testing of construction materials;
Testing of completed structures using test load weight, as well as the drafting of
studies on the completed testing, including conclusions and recommendations;
Testing of structurally-damaged objects and design of rehabilitation projects for
structural repair;
Examining the level of war damage in structures with appropriate conclusions,
recommendations for the design of rehabilitation projects, determining load-bearing
capacity of structural elements and the design of rehabilitation projects;
Control and inspection of the execution of rehabilitation works on the structural part of
the object;
Test and quality control over the execution and reconstruction of structures with a
significant national value.

INSTITUTE FOR GEOTECHNIC ENGINEERING

Description of activities

Analyzing behavior of constructed structures (point building, earthfill dam, tunnels and
others) on the basis of field monitoring and measurement taking. The main goal of this
kind of analysis is to assess the design method (especially by using the Final Elements
Method, which is a simple application to use), as well as assessments on the behavior of
similar structures;
Application of statistical models to analyze the results of tests on the physical and
mechanical characteristics of rock and soil. Researching the possibilities of finding
correlation between parameters from varying types of tests;
Developing procedures for model research of rock masses;
Geotechnical research of physical-mechanical characteristics and quality of materials, in
the geotechnical sense, needed for the construction of embankment and earthfill (soil and
rock) dams, including quality control in construction phase of project;
Researching geotechnical intricacies during the construction of intersections, canals, river
regulation, pipelines and similar projects (determining conditions for cutting, digging,
filling, stability, slope inclination and similar);
Conditions and methods for making foundations of high-rise structures, industrial
facilities, hydro- and thermal-power stations;
Geotechnical conditions for the construction of underground structures transportation
routes and hydrotechnical tunnels, and other underground facilities for a variety of
purposes and uses;
Special geotechnical design of projects for the repair of landslide sites, and the appropriate
support structures, embankment and earthfill dams, complex structures foundations,
implementation of works on foundation construction, and excavation in complex
geotechnical conditions;
Expertise for bearing capacity of foundations when adding floors to high-rise buildings;

Description of activities

Hydrodynamic aspects of ecological problems concerning water resources, their use,


management and protection;
Perfecting (Improving) mathematical models to simulate transport processes in water
accumulations;
Hydraulics of detritus (bed-load) and river hydrotechnics;
Environmental engineering, management and development policy;
Design of hydroelectric stations (HE), including valuation studies of HE station
impact on environment;
Energy and economic analysis of hydrotechnical structures (buildings);
Hydraulic testing and dimensioning of hydro-technical structures;
Measuring in hydrotechnics;
Measuring, monitoring and model-making of runoff from urban areas;
Standard hydrometrical measuring of surface water;
Measuring the quantity of water and reporting on its other characteristics in the frame
of hydro-technical structures and systems;
Hydrodynamic analysis of underground water currents, as well as mathematical
modeling of these currents to achieve the following: define their regime and how they
transport pollution, to determine safety zones for water sources, and protect aquifers
from pollution;
Designing and erecting structures in field of water supply, collecting and evacuating
refuse water, including rehabilitation projects and reconstruction of water supply and
sewerage systems, as well as planning, optimizing and making simulation models of
urban and regional systems of water supply and sewerage;
Consulting and management of international projects;

Description of activities

Carrying out work on scientific-research projects in the field of transportation


planning and systems, characteristics of asphalted zones, thermal characteristics and
other;
Researching indicators of transportation on road network in BiH;
Designing roadways in BiH;
Designing transportation projects;
Researching effects of road transportation on environment, and optimizing
transportation systems;
Legal regulations in the field of civil engineering (construction);
Researching developments in transport sphere, including monitoring, expansion and
prognosis of transport on roads;
Researching freak and en mass occurrences in nature, such as depth of frost
penetration, causes of traffic accidents, road-surface wear, generation and attractions
in movement;
Researching priority repair works on road network, taking into account cost
projections for construction of over- and underpasses using specially developed model
to calculate cost per unit;
Researching highway cross-sections in harmony with demands placed on these
thoroughfares; for example, the Sarajevo city highway, or Svilaj-Opuzen highway, and
other;
Researching the cost effectiveness of constructing costly road thoroughfares, such as
superhighways, highways, and other;
Developing models for designing road hubs through the use of specially-developed
model, so-called the Concentric Curves Model;
Selecting optimal method of transport between most significant industrial centers in
BiH;
Designing roadways, including new sections of road and repair of existing roads in
urban and rural areas;
Designing road intersections and crossroads;
Design of urgent repair projects for road network, according to World Bank
methodology;

Description of activities

Carrying out works on the geodetic networks to secure mathematical basis for land
surveying: surveyors level, polygonal and trigonometric geodetic networks.
Designing, establishment, measuring and leveling the geodetic network for a variety of
needs;
Membership of the BiH trigonometric network of geodetic lands surveying to the
European geodetic network EUREF. Testing and monitoring of deformation of terrain
and structures using geodetic methods;
Global Positioning Satellite Systems: GPS geodetic network;
Land surveying of state property: city surveyors level, polygonal network and
decoding;
Application of geodesy in other fields (high- and low-rise construction, civil aviation,
military and other);
Designing, establishment, measurement and leveling of the geodetic network in the
sector of land surveying;
Field surveying and tachometric surveying;
Auscultation of structures;
Auscultation of terrain and landslide areas;
Photogrammetric observation of landslide areas;
Photogrammetric surveying of moments of cultural heritage, as well as architectural
structures (building facades);
Photogrammetric field surveying with a variety of goals (in engineering);

GENERAL EXPERIENCE OF THE TENDERER IN THE SPHERE OF THE WORKS


REQUIRED IN THE TENDER (SIMILAR ASSIGNMENTS)
Planning and design of highways represents an exceptional complicated assignment, both in
terms of research and creativity. Besides the obvious engineering-technical aspect of this
assignment, it also encompasses undertaking very significant studies concerning socialeconomic aspects, and spatial planning and environmental aspects as well.
In general, all engineering specialties, mainly construction and geodesy, but others such as
environmental, transport and electrical engineers are essential to design and build a highway.
The Civil Engineering Faculty has at its disposal the essential cadres, who are professionals in
the field of teaching and project design in a large number of the fields of specialty needed in
the construction of a highway. A key Faculty advantage is in its individuals and institutes that
all belong to the same collective organization. Other advantages include an integrated
approach to problem-solving, homogeneity and a well-established method of cooperation.
This would all enable and ensure that the given assignment be completed successfully.
A specific number of key experts, especially those in the field of surveying (pegging out),
would be engaged by the Faculty from partner companies to carry out these works. Even if
the Facultys cadres have the needed expertise in this field, they currently lack the appropriate
references to tender for a project of this magnitude.

Competence and experience in similar projects

The Civil Engineering Faculty in Sarajevo, as a whole, has not had the opportunity to
do a similar project in BiH. The reason behind this is wellknown: the lack of funds for
planning and building highways in BiH.
In the previous tender opened by the same organization, also in the sector of roadway
design, the Faculty did not participate due to the lateness of its preparations.
However, a number of institutes in the Facultys frame (Institute for Geology and
Institute for Geotechnical Engineering) participated in the process of designing the
principal project for the completion the road section Josanica-Podlugovi. They also
made a sizeable contribution in the projects execution by resolving problems related
to ground stability, which appeared while construction works were in progress.
If we take the complexities of designing a highway and break them into their component
parts, with good reason of course, we can see the evident significance of the activities of those
experts working in their respective institutes at the Faculty of Civil Engineering.
In the continuation of this tender, we will present an overview of the most significant studies,
expertise and projects, categorized according to field of specialty and institutes-executors, that
was been carried out in the past five years.
