ChesapeakeBayFoundationPA
Wednesdayissuedthefollowingstatementfrom
PennsylvaniaAssistantExecutiveDirectorLeeAnnMurray,explainingitsconditionalsupport
ofaseverancetaxonnaturalgasextractionintheCommonwealth.
AslegislatorsandGovernorWolfcontinuetonegotiatethe201516budget,nowalmost
fourweeksbeyondthedeadline,CBFwouldliketoexpressitssupportforareasonable
severancetaxonnaturalgasextraction,withmodifications,ifoneispassed.GovernorWolf
proposesthatseverancetaxrevenuebededicatedtoeducation.CBFbelievesaportionofthe
proceedsfromnaturalgasdrillingshouldbeusedtoreducewaterpollutionandrestore
Pennsylvaniasriversandstreams.
Rep.KevinSchreiber(DYork)saidthatadealonaseverancetaxcouldbeawatershed
moment,formovingthespendingplanforward.CBFhopessuchadealisthemomentintime
thatprovidesthefundingtogetPennsylvaniaandtheentireChesapeakeBaywatershedbackon
tracktoachievingtheircleanwatercommitments.
Pennsylvaniaissignificantlyofftracktoreachingitsgoalstoreducepollutionfrom
nitrogenandsedimentrunoff,particularlyfromagriculture.
TheCommonwealthmustaccelerateprogressifitistohave60percentofthepollution
reductionpracticesinplaceby2017and100percentby2025asitcommittedtoinits

WaterBlueprint
.Todothat,Pennsylvaniamustmakeagreaterinvestmentoffinancialand
technicalresources,sothatfarmersandmunicipalitiescanimplementconservationpracticesthat
reducepollution,andstateagenciescanensurecompliance.Revenuefromanewnaturalgas
severancetaxcanhelpaccomplishthat.
CBFsupportsportionsoftheGovernorsbudgetthatalreadyproposetoincrease
fundingforrenewableenergyinitiativesandforstateagenciessuchastheDepartmentof
EnvironmentalProtection(DEP).TheDEPisonthefrontlinesoffarminspectionsandfor
fosteringthecultureofcompliancethatPennsylvaniasorelyneeds.
Dedicatingaportionofanewnaturalgasseverancetaxtowardcleaningupourpolluted
waterwaysimprovesandprotectsthehealthandeconomicwellbeingofeveryPennsylvanian.
Achievingpollutionreductiongoalswouldresultinanadditional$6billionannuallyto
Pennsylvaniaseconomy.
Ensuringthatfuturegenerationshavecleanwaterisalegacyworthleaving.

ChesapeakeBay
WatershedAgreement
,advancingtherestoration,conservationandprotectionoftheBay,its
tributariesandthelandsthatsurroundthem.
DEPSecretaryJohnQuigleyandAgricultureSecretaryRussellRedding
represented
Gov.WolfattheExecutiveCouncilmeeting.
MembersoftheExecutiveCouncilwhichrepresentsthesevenwatershedjurisdictions,
atristatelegislativecommissionandfederalagenciesmettoreviewthestateoftheBay
Programandfinalizethestrategiesattheirannualmeeting,heldattheNationalArboretumin
Washington,D.C.
Inadditiontoannouncingthestrategies,theExecutiveCouncilpassedtwo
resolutionsfirst,endorsingtherecommendationsofthe
StateRiparianForestBufferTask
Force
andcommittingtocollaborativeeffortsthatwillincreasethemilesofforestson
agriculturallands,andsecond,thattheBayProgramholdasymposiumonfinancing

environmentalrestorationefforts.
Membersalsoagreedtotwojointletters,onesupporting
programstokeeplivestockout
ofstreams
andanothersupportingfundinginthe
Presidents2016budgetfortheLandandWater
ConservationFund
,whichincludesmorethan$33millionfortheRiversoftheChesapeake
collaborativeproposal.
OurpartnershiptorestoretheBaycontinuestomoveforward,saidVirginiaGov.Terry

faceandlookforwardtomeetingthemheadontoensuretherestorationofourecologicand

EachmanagementstrategyaddressesoneormoreoftheWatershedAgreements
thirtyonemeasurable,timeboundoutcomesthatwillhelpcreateahealthywatershed.
Theywillreducenutrientandsedimentpollutionensureourwatersarefreeoftheeffects
oftoxiccontaminantssustainbluecrabs,oystersandforagefishrestorewetlands,underwater
grassbedsandotherhabitatsconservefarmlandandforestsfosterengagedanddiversecitizen
stewardsthroughincreasedpublicaccessandeducationandincreasetheclimateresiliencyof
thewatershedsresources,habitatsandhumancommunities.
Considerablepublicinputwassoughtandreceivedwhichhadasubstantialimpactonthe
contentofthemanagementstrategies,representingacollaborativeeffortbetweenBayProgram
partners,academicinstitutions,localgovernments,nongovernmentalorganizations,businesses
andcitizens.
Stakeholdersthroughouttheregionparticipatedinthedevelopmentofthestrategiesand
submittedhundredsofcommentsduringthepublicreviewperiod.Inthecontinuedworktoward
accomplishingthegoalsoftheWatershedAgreement,BayProgrampartnersarecurrently
draftingtwoyearworkplansthatsummarizethespecificcommitments,shorttermactionsand
resourcesrequiredforsuccess.

The
ChesapeakeBayFoundationPA
applaudstheSomersetCountycommissioners,foradopting
a
CleanWaterCounts!
resolution,callingonstateofficialstomakecleanwateratoppriorityfor
theCommonwealth.
Somersetisthe16thcountytoadoptaCleanWaterCountsresolution,meaningtheeffort
nowrepresentsonethirdofPennsylvaniaspopulation.Theother15countiestosignonare
Berks,Cumberland,Erie,Fayette,Greene,Jefferson,Luzerne,Northumberland,Philadelphia,
Schuylkill,Venango,Washington,Westmoreland,Wyoming,andYork.
Waterisourgreatestnaturalresource,onethatwecannottakeforgranted,saidJohn
Vatavuk,chairoftheSomersetCountyBoardofCommissioners.Supportingthiscampaign
supportsourfamilies,ourfarmers,ourchildren,andourcommunities.Cleanwaterisalegacy
wemustleavebehindforallfuturegenerations.

PAGrowingGreenerCoalition
launchedtheCleanWaterCountscampaign
lastsummer,urginglocalgovernmentsacrosstheCommonwealthtopassresolutionsandjoinin
callingonHarrisburgtoinvestinlocalcleanwaterprogramsandpractices.
About19,000milesofPennsylvaniawatersareimpaired.Agricultureisthelargestsource
ofpollutiontotheCommonwealthsstreamsandrivers.
Thatpollutionoccurswhennitrogen,phosphorus,andsedimentrunofffarmfieldsinto
localwaterwaysandultimatelytheChesapeakeBay.Thesecondleadingcauseofpollutionin
Pennsylvaniaisacidminedrainagefromthelegacyofcoalmininginpartsofthestate.
AccordingtotheDepartmentofEnvironmentalProtection,thereare462milesof
impairedwaterwaysinSomersetCounty.About260ofthosemilesarepollutedbyabandoned
minedrainage.Justover100additionalmilesofwaterwaysinSomersetCountyaredegradedby
agriculture.
Healthyfamilies,strongcommunitiesandathrivingPennsylvaniaeconomydependon
cleanwater,saidHarryCampbell,CBFsPennsylvaniaexecutivedirector.Weapplaudand
thankthecommissionersinSomersetandtheothercounties,forpubliclyvoicingtheirsupport
forcleanwaterintheKeystoneState.Voicesforcleanwatercontinuetogrowstronger.
WehopeCleanWaterCountscontinuestobuildmomentum,GrowingGreener
CoalitionExecutiveDirectorAndrewHeathadded.Thesouthwesternregionisextremely
importanttomotivatinggreaterleadershipfromHarrisburgoncleanwaterissuesandwelook

TheresolutionwouldcreateaJointSenateHouseSelectCommitteeonthe
ImplementationofEPAsGreenhouseGasRegulationtoexamine,investigateandcompletea
reportonthemostappropriatemannerinwhichtocomplywiththefederalcarbondioxiderule.
Inaddition,theresolutionsays,ItistheintentionofthisSelectCommitteetofurther
directtheDepartmentofEnvironmentalProtectioninthedevelopmentoftheState
ImplementationPlanthatwillultimatelybesubmittedtotheHouseofRepresentativesandthe
Senateforapproval.

accountallthevariousreviewsrequiredofthatplananditsrelatedregulationsunderstatelaw
withinthetimeframesestablishedbyEPAinthefinalrule.

withaPennsylvaniasolutiontotheissuethatrespectstherolecoalplaysinthestate.

lineofcredittotidethemselvesoveruntilthebudgetissettled.

talks,thistimeawayfromHarrisburg.
Whilehestillremainspositivesayingthereisprogress,preciouslittleactualagreement
isevidentfromtheirdiscussions.
ThebudgetimpassedoesnotaffecttheWestNileVirussurveillanceormosquito
sprayingoperations,butitdidmeananendtosprayingforBlackFliesonJune30,those

annoyinggnats.

AndIcanthankmanyofyoufolkshereforthat.Thereisapassionherethatyoubring
tothejobdailythatissodifferentfromotherstateemployeesinotherdepartments.Itisthis
commitmentthatmakesDCNRthefinestconservationorganizationintheUnitedStates.

OnJuly6,1995,thenGov.TomRidgenominatedOliver,longtimepresidentofthe
WesternPennsylvaniaConservancy,tobethefirstsecretaryofthenewdepartmentcreatedjust
fivedaysearlier.

Onthatdate,abillwassignedintolawrestructuringtheformerDepartmentof
EnvironmentalResourcesintotwocabinetlevelagenciesConservationandNaturalResources
andEnvironmentalProtection.
JohnOliverisoneofPennsylvania'smostrespectedconservationists,"Gov.Ridgesaid
inannouncingtheappointment.Icanthinkofnoonemorequalifiedtomanagetheparksand
woodlandsthataresoprecioustoallofusandwhich,infact,giveourstateitsveryname.
Justabout20yearslater,Gov.TomWolfusedsimilarwordstodescribeDunnashe
sworeinhisnomineetobecomeDCNRssixthsecretary.
Theofficialceremonycamejusthoursbeforeananniversarygatheringthatwasmarked
byalargescaleturnoutofretireesandnotedguestsaspecial,celebratorycakeandanaddress
bythenewestdepartmentsecretary.
DunncalleduponherlistenerstolikenDCNRs20yearmarktotheperegrinefalcons
takingflightfromthebuildingsnearbynest,orviewitasastudentgraduatingcollege:The

visitPennsylvaniaspubliclands.
Thenewdepartmentbroughtnewfocus,Dunnsaid:Althoughwehadalonghistoryof
stewardshipthroughourbureaus,themovemadeconservationandmanagementofournatural

TheDepartmentofEnvironmentalProtectionTuesdaysaiditisacceptingpubliccommentona
proposedsettlementfornaturalresourcedamages
withTalenGeneration,LLC,formerlyknown
asPPLGeneration,LLC,andMartinsCreek,LLC,formerlyknownasPPLMartinsCreek,LLC.
ThesettlementisassociatedwiththeAugust2005ashspillattheMartinsCreekSteam
ElectricStationinLowerMountBethelTownship,NorthamptonCounty.
ThespilloccurredafterawoodenstoplogintheAshBasinNo.4dischargestructure
failed,causinganestimated100milliongallonsofashmaterialtospreadacrosslocalfieldsand
intotheOughoughtonCreekandtheDelawareRiver.
DEPwouldliketohearfromthepubliconthisimportantandfinalpieceinthe
resolutionofthismatter.Asignificantamountoftimeandefforthasbeenspentonassessing
impactsfromthespillandcraftingthissettlement.Webelievethisisasoundandwelldeveloped
approachtoaddressingtheDepartmentsclaimsfordamagestothenaturalresourcesofthe
region,saidMikeBedrin,DirectorofDEPsNortheastRegionalOfficeinWilkesBarre.Any
commentstheDepartmentreceiveswillbeconsideredinthefinaldeterminationofsettlement.
Theproposedsettlementcallsforthepaymentof$1,325,200tofunddamremovaland
musselrestorationprojectsontributariestotheDelawareRiverintheareaofthespill.Fromthat
amount,$373,050willbepaidtotheNewJerseyDepartmentofEnvironmentalProtectionfor
NewJerseybasedrestorationprojectsunderaseparateagreementwiththatagency.
InMay2008,DEPreachedaseparatesettlementwithPPLthatrequiredpaymentofa
$1,500,000civilpenaltyandcorrectiveactionforviolationsofvariousstatestatutesassociated
withtheashspill.ThatsettlementpreservedtheDepartmentsclaimsfornaturalresource
damages,whicharenowbeingresolvedinthisactionandrequirespubliccomment.
Naturalresourcedamagesmayoccuratsitessuchasriversorstreamsasaresultof
releasesofhazardoussubstances,suchasash,oroil.Statesandstateagencies,includingthe
DEP,canactastrusteesonbehalfofcitizenstopursueclaimsfornaturalresourcedamages.
DEPisworkinginconjunctionwithmembersofaNaturalResourceDamageAssessment
Team,whichincludesrepresentativesoftheNewJerseyDepartmentofEnvironmental
Protection,theFishandBoatCommission,andtheDelawareRiverBasinCommission.
DEPstaff,workinginconjunctionwithmembersoftheNaturalResourceDamage
Assessmentteam,hadextensiveinvolvementinoverseeingandpermittingcleanupofthespill.
Thisincludedreviewingandcommentingonthreephasesofcleanup,aswellasPPLsPhaseIV

CompletionReportthataddressedresidentialpropertyandshorelineinspections,sedimentand
surfacewatersampling,andecologicalinvestigations,suchasdamagetomussels.

issuesaffectingourstate.
Persistingissuesincludeprovidingmunicipalstormwatermanagementeducationand
trainingopportunities,providingregulatoryandpolicyrecommendations,andadvocatingfor
innovationinfinancinggreenstormwaterinfrastructureprojects.
Oneofmyrolesaswatershedsprogramdirectoristodevelopandimplementprograms
thathelpourmunicipalitiesinSoutheastPennsylvaniameetthepubliceducation,community
outreach,andmunicipalgoodhousekeepingobjectivesspecifiedintheirmunicipalseparate
stormsewersystem(MS4)permits.
Thesepermitsrequireastormwatermanagementprogramthataddresssixminimum
controlmeasuresdesignedtoreducepollutedrunoffandillegaldischarges.Thesixinclude:

GreenInfrastructure:StatusReport
,describestechnologiesthat
simultaneouslyfilterandslowstormwaters,preventingflooding,erosionandthepollutionof
waterways.
Currentstormwaterinfrastructurefocusesonmovingwateralongasquicklyaspossible,
butwhenthesystemisoverwhelmed,environmentalproblemsareexacerbated.
Forexample,waterwaysaresubjectedtomorepollutantswhenexcessiverainfallwashes
contaminantsfromtopsoilandpavementintorivers,lakesandotherbodiesofwater.
TheCommonwealthscurrentsolutiontotheseproblemsareknownasgray
infrastructure.Theseconsistofpipes,storagetanks,conveyancelinesandsewers.Thereport
pointstohowexpensivethesemethodscanbe,andhoweasilytheycanbeoverwhelmedby
excessiverainfall.
Floodingstilloccursregularly,andgiventhatPennsylvaniaishometoalmost7,000
impairedwaterways,thereportarguesadditionalmeasuresneedtobetaken.
Thereportdiscusseseighttechnologiesthatfocusoncontaining,filteringorguidingthe
stormwatertowardsplantlifeorsoil.
Thefirstispermeablepavement.Currentlyroads,sidewalks,andparkinglotsalldeflect

waterandkeepitfromenteringtheground.Ifthiswaterwasabletoreachthesoilbeneaththe
pavement,therewouldbelessofaburdenonthestormdrains,andcontaminantsfromtheroad
surfacewouldnotbesweptintowaterwaysbioswales,raingardens,greenroofs,retentionponds
andtreegrovesalldealwithmakingspacemoreefficientatholdingandfilteringwaterusing
vegetationandsoilfiltration.
Plantsimprovewaterretentionviaabsorption,andtheyalsoslowthemovementofwater,
meaningthatsoilhasmoreopportunitiestofilterandneutralizepollutants.Thesetechnologies
alsohelprechargegroundwatersourcesandreducetheamountofcontaminantsthatreachthem.
Anotheroptionisrainwaterharvesting,whichkeepsexcesswaterfromenteringstorm
watersystems.Itcanalsolessenapropertysdependenceontreatedwater,asthecollected
rainfallcanbeusedfornonpotableapplications.
Thefinalstrategydetailedinthereportiscalledstreamdaylighting,whichresuscitates
streamsthathavebeenburiedorenclosed.Enclosedstreamsacceleratetheflowofwaterand
contributetotheoverflowofgrayinfrastructure.
Thereportconcedesthattheseprojectswillprobablynotreplacegrayinfrastructure
entirely,butcanreducetheburdenonexistingsystemsanddecreasetheneedforexpensive
updates.
Thehighcostofupgradinggrayinfrastructureiswellillustratedintheexampleofthe
2013WetWeatherPlan
developedbytheAlleghenyCountySanitaryAuthority.Theirplanwas
toexpandtheirgrayinfrastructureinordertocomplywiththeCleanWaterAct,howeverithad
tobeabandonedduetohighcosts.
Thereportpointsoutthattheircurrentplan,whichagainfeaturesgrayinfrastructure
updates,willshiftanundueburdentoratepayers.
Greeninfrastructureprojectstendtobesmallerinscale,andlessexpensivetoimplement.
Manyofthemalsohaveaddedbenefits.Forexample,greenroofscanimprovetheairqualityand
temperatureregulationincities,andaddinggreeninfrastructurealongroadwayscansafeguard
nearbyresidentsfromvehicleemissions.
Greeninfrastructuretechnologiesarestillnew,andtheyarefacedwithspecific
developmentalchallenges.Forexample,designersarestilllearningtocopewiththeclaysoils
andharshwintersfoundinPennsylvania.
Tohelpmovegreeninfrastructuretowardshealthydevelopmentandusage,thereport
emphasizestheneedforleadershipandcoordinationofresearchandimplementation.

implementedmorethan2,500projectstoimprovewaterquality,cleanupcontaminated
shoreline,protectandrestorenativehabitatandspeciesandpreventandcontrolinvasivespecies
intheGreatLakes,includingLakeErieinPennsylvania.
Thatwork,whichbeganin2010,issummarizedinanewReporttoCongressandthe
President.
TheGreatLakesRestorationInitiativeismakingtheGreatLakeshealthierandlocal
economiesstronger,saidEPAAdministratorandGreatLakesInteragencyTaskForceChair
GinaMcCarthy.WithcontinuedcommitmentfromGLRIpartners,wewillcontinuetoimprove
thehealthoftheGreatLakesecosystemandthecommunitiesthatdependonthatecosystemfor

DuringthefirstfiveyearsoftheGLRI,federalagenciesandtheirpartnerscompletedall
cleanupactionsrequiredtodelistfiveGreatLakesAreasofConcernandtoformallydelistthe
PresqueIsleBayAreaofConcerninPennsylvaniaamajorchangefromthe25yearsbefore
theInitiative,duringwhichonlyoneAreaofConcernwascleanedupanddelisted.
TheUnitedStatesandCanadadesignated43heavilycontaminatedsitesaroundtheGreat
LakesasAreasofConcernunderthe1987GreatLakesWaterQualityAgreement.
DuringthefirstfiveyearsoftheInitiative,federalagenciesandtheirpartnersalso
workedtoreducethelargestnonpointsourceofphosphorusrunoffagriculturallands
whichcontributestoharmfulalgalbloomsinwesternLakeErie,SaginawBayinLakeHuron
andGreenBayinLakeMichigan.
FederalagenciesusedGLRIfundingtoincreasethenumberofacresoffarmlandenrolled
inagriculturalconservationprogramsintheseprioritywatershedsbymorethan70percent.In
thesummerof2014,EPAalsoprovidedalmost12milliondollarsthroughtheInitiativeto
protectpublichealthbytargetingharmfulalgalbloomsinWesternLakeErie.
Since2010,GLRIhasfundedeffortstopreventnewintroductionsofinvasivespeciesand
tosupporttheworkoftheAsianCarpRegionalCoordinatingcommitteetoprevent
establishmentofbigheadandsilvercarpintheGreatLakesecosystem.
GLRIhasalsofundedeffortstocontrolterrestrialinvasivespeciesonmorethan84,000
acresandtoprotectandrestoreapproximately150,000acresofcoastal,uplandandislandhabitat
intheGreatLakesbasin.
TheEPAleadstheGreatLakesInteragencyTaskForceandtheRegionalWorkingGroup
thatcoordinatetheworkof16federalagenciestoimplementtheGLRI.Lastyear,GLRI
developeda
newfiveyearplan
toguideits20152019actionsandstrategicallytargetthebiggest
threatstotheGreatLakesecosystem.

TheU.S.EnvironmentalProtectionAgencyWednesdayannouncedthreebrownfieldsgrantsfor
atotalof$600,000$400,000tothe
PhiladelphiaAuthorityforIndustrialDevelopment
and
$200,000tothe
PhiladelphiaRedevelopmentAuthority
.
Thegrantswillsupporteffortsunderwayinassessingbrownfieldssitesthatare
potentiallycontaminatedwithpetroleumandhazardoussubstancessotheycanbecleanedupand
redevelopedintobeneficialspaces.

Brownfieldsarepropertieswhererealorsuspectedenvironmentalcontaminationhas
preventedproductivereuse.
IwanttocongratulatePhiladelphiaAuthorityforIndustrialDevelopmentandthe
PhiladelphiaRedevelopmentAuthorityontheirsuccessinredevelopingbrownfieldssites,said
EPARegionalAdministratorShawnM.Garvin.Thesefundswillnotonlybeusedtoassess
contamination,butwillalsofacilitatethesitesbeingreturnedtoamoreproductiveusethatwill

oftenleftbehind.AsPhiladelphialookstothefuture,greenspace,urbanagricultureand
stormwaterinfrastructurewillbekeytocommunityrevitalization,saidPhiladelphia
RedevelopmentAuthorityDirectorBrianAbernathy.WeappreciatetheEPAshelpandsupport
asweworktoidentify,assessandredevelopsomeofourvacantparcelsintocommunityassets.
EPAhasbeenalongtimepartnerinPhiladelphiasredevelopmentefforts.Including
todaysannouncement,EPAhasprovided17grantstotaling$5.6million.
Withthesefunds,thecityhasassessedmorethan320properties.In1997,a$650,000
brownfieldsrevolvingloanledtothecleanupoftheFrankfordArsenal.EPAisalsosupporting
twoareawideplanningeffortsunderwaythatareengagingresidentsandplanningfor
brownfieldsrevitalizationinBridesburgandinKensington.
Thesethreegrantswereselectedthroughanationalcompetitiveprocess,nationally147
communitieswerechosentoreceive243grantstotaling$54.3millionin2015forassessment

WestNileVirus
infectionin2015hasbeendetected.AVenangocountywomanwas
hospitalizedduetoWNV.Shehassincebeenreleasedfromthehospitalandisrecoveringat
home.
ThedepartmentsofHealthandEnvironmentalProtectionstronglyrecommendthatall
residentsminimizetheirexposuretomosquitoes.
DetectingthefirsthumancaseservesasagreatreminderforPennsylvanianstotakethe
properprecautionswhentheyareoutsideornearareaswheremosquitoesareprevalent,
SecretaryofHealthKarenMurphysaid.Therearesomesimplestepsyoucantaketoprotect
yourselfandyourlovedonesfrommosquitorelateddiseases.
Althoughmosquitoescanbiteatanytimeofdayornight,theyaremostactiveatdawn
anddusk.Whenoutdoors,peoplecanavoidmosquitobitesbyproperlyandconsistentlyusing
DEETcontaininginsectrepellantsandcoveringexposedskinwithlightweightclothing.Tokeep
mosquitoesfromenteringahome,makesurewindowanddoorscreensareinplaceandarein
goodcondition.
TheDepartmentofEnvironmentalProtectionconductsregularsurveillanceandcontrolto
managemosquitopopulationsaroundthestate.Sofar,DEPhasdetected
WNVinfected
mosquitoesin25counties
.
DEPmonitorsthemosquitopopulationacrossPennsylvania,saidDEPSecretaryJohn
Quigley.TodaysannouncementservesasareminderthatallPennsylvaniansshouldtake
precautionstoprotectagainstmosquitoes.Usingapersonalinsectrepellantorstayingindoors
duringdawnandduskwillhelppreventexposuretomosquitoes.

LakeAtCowansGapStateParkReopeningToSwimmingInFultonCounty

ThedepartmentsofHealthandConservationandNaturalResourcesFridayannounced,effective
August1,swimmingwillagainbepermittedinthelakeat
CowansGapStatePark
,Fulton
County.ThelakehadbeenclosedtoswimmingsinceJuly22.
Thedecisiontoclosethebeachcameaftermultiplereportsofgastrointestinalillness
suspectedofbeing
norovirus
.
TheDepartmentofHealthinvestigationrevealedatleast95personsweresickenedwith
symptomsconsistentwithnorovirus.Threeofthosecaseswereconfirmedasnorovirus,
demonstratingtheoutbreakwasduetothatvirus.
"Wehaveconfidencethatthiswasashorttermincident,"saidSecretaryofHealthKaren
Murphy."Inadditiontothelatesttesting,wefoundthatamongthosewhobecameill,thevast
majorityreportedhavingvisitedthebeachnearlytwoweeksago."
Theillnesswasassociatedwithswimming,especiallyamongyoungerchildrenwhomay
haveaccidentallyswallowedcontaminatedlakewater.Asiscommoninnorovirusoutbreaks,a
fewofthosesickenedmayhaveacquiredtheirinfectionfromcontactwithanillfamilymember
whoswaminthelake.
Norovirusisanextremelycontagiousvirusthatispassedfromthevomitorstoolofan
infectedperson,orthroughcontaminatedfoodorwater.Itcanalsobetransmittedbytouchinga
contaminatedsurfaceandtheneatingordrinkingwithoutwashingyourhands.Symptomscan

includestomachpain,nausea,vomitinganddiarrhea.
Thebeachwasclosedfora10dayperiodasaprecautionarymeasuretoprotectthe
public'shealthandsafetyuntilathoroughinvestigationcouldbecompleted.The1,085acrepark
hasremainedopentofishing,boating,hikingandotherparkactivities.
"Safetyofourparkvisitorsalwaysisourtopconcern,"saidDCNRSecretaryCindy
AdamsDunn."Weknowlakeswimming,especiallyduringthishotweather,isaverypopular
activityatCowansGap,butthewelfareofswimmersjustifiedtheclosure."
Thesecretarynotedthelake'swaterhasbeentestedregularlytwiceaweeksince
swimmingbeganthissummer.Inaddition,theBureauofStateParksisrampingupeffortsto
promotesafe,hygienicswimmingpracticesbyparkvisitorsthroughsocialmedia,andincreased
signageandfactsheetsaimedatpreventinghealthissuesinthefuture.
Healthandparkofficialsaskforthepublic'shelptopreventthespreadofnorovirusand
otherdiseases.Personswithnausea,vomitingordiarrheashouldstayoutofthewater.Itis
preferablethatsmallchildrenindiapers,whetherornottheyhavediarrhea,bekeptoutofthe
water.And,asgeneraladvice,swimmersandotherlakeusersareadvisednottoswallowlake
water.
