HISTORICAL BACK-GROUND
1.
The growth of a viable national shipping industry depends upon the availability of trained and qualified manpower.
This is only possible, through a planned and well-organized training policy.
2.
Towards this end, an ADULT EDUCATION CENTRE FOR SEAMEN was established in 1960 under the aegis of
the Central Ministry of Labour. In 1962, it was transferred to the Directorate General of Ports and Shipping, and the
Organization was renamed as SEAMEN TRAINING CENTRE (STC). In 1972, the STC was re-organized and its training
facilities were up-graded in order to keep pace with the fast changing technology of Marine Industry. In order to make
optimum use of training facilities available at the Pakistan Marine Academy, such as Engineering Workshop, Swimming
Pool, Boat Jetty, Mosque, Bank, Post Office, etc., the STC was shifted in 1978 to its present location. It was renamed as
Seamen Training Wing (STW) in 2002.

MISSION
To train fresh high school graduates for a career in sea faring as General Purpose Rating (GP-III) for employment on
Merchant Marine Ships.
To conduct up-gradation and conversion courses for serving ratings to enhance their knowledge for promotion and
change of trade.
To conduct post sea ancillary courses under the International Maritime Organizations (IMOs) Conventions on
Standards of Training Certification and Watch-Keeping (STCW-1978 as amended by the 1995 Convention/code) for
both Officers and Ratings of the Merchant Navy.
To conduct other short Courses as and when required by the National Administration or Shipping Industry, for enhancing
the professional knowledge of both Officers and Ratings of the Merchant Navy.

ADMISSION
Procedure:

Applications are invited through advertisements in the National and Local Newspapers in February
and August every year. The last date of receiving application forms and commencing of the course is given in the
advertisement.

How to Apply:

Applications for admission should be made on the prescribed Application Form which can be obtained
from Seamen Training Wing, Karachi, on payment of requisite fee by means of a Pay Order/Bank Draft, drawn in the
name of the Officer Incharge, Seamen Training Wing, Karachi. The Application Form, duly completed in all respects,
must be returned to the Officer Incharge, Seamen Training Wing, Karachi, on or before the due date, and must be
accompanied by the documents listed below:
a.

Photographs; passport size, 6 in No.

b.

Matriculation or equivalent certificate; Original or Provisional from respective Board of Education (attested

photocopy). School Certificate is unacceptable and shall result in cancellation of the application form.
c.

Attested photocopy of Marks Sheet of Matriculation, O. Level or Equivalent (i.e. Marks Sheet).

d.

Attested photocopy of the Certificate/Diploma of any other examination that the applicant may have passed.

e.

Attested photocopy Domicile Certificate.

f.

Two Character Certificates from persons not related to the applicant and not below the rank of Officer

(BPS-17) in the Government (Originals to be submitted on demand).


g.

In case of sons of Seamen; a photocopy of CDC/SSB of applicants father duly attested by the Shipping

Master, Karachi.
h.

Attested photocopy of National Identity Card.

Note:

Eligibility:

All documents, except (g) above, must be attested by a Government Officer (BPS-17) or above.

Incomplete applications or those not accompanied by any of the documents listed above, or received
after due date, shall be rejected.

Submission of bogus or tampered forged documents will render an applicant liable to legal action and
will be debarred from all future selections in the Merchant Navy.

Candidates must fulfill the following conditions of eligibility:

Applicants should have passed their Secondary School Certificate or equivalent (O level GCE, etc.)

The age of the candidate must be 18 to 25 years by the date given in the advertisement. Relaxation upto
maximum 30 years age for bonafide seamen, who can produce evidence of sea service equivalent to the
relaxation sought.

He must be a citizen of Pakistan. Valid passport and NIC would be required.

The institute may take pre-entry suitability test of the candidate to ensure his fitness for the requested course.

The candidate must be medically fit as per fitness criteria given by the International Maritime Organization
(IMO), and/or Ports & Shipping Wing. In case of bonafide seaman, certificate from Mercantile Marine
Department (MMD) will be required.

Applicants will be notified the date and place of medical examination. Medical examination will be held at the
expense of the candidates in a hospital designated by the Seamen Training Wing. During the medical
examination, which may extend over 3 to 4 days, the candidates will arrange their own boarding and lodging.
The candidates will travel at their own expense to and from the place of medical examination. No TA/DA
will be admissible. Only short-listed candidates will be called for medical examination.

Method of Selection:

Candidates will be selected purely on merit, based on the aggregate of marks obtained by them
at the Matriculation or equivalent examination. Provincial/Regional quota as prescribed by the Government from time to
time, will be strictly observed. Presently the laid down quota is as under:

Sons of Seafarers Quota:

Certain number of seats are reserved for sons of seafarers (i.e. CDC/SSB holders). The
conditions of eligibility as mentioned earlier will also apply to the sons of seafarers and the method of selection will also be
the same.

TRAINING
Course Duration:

The duration of GP-III COURSE is five months; i.e. from


January to June and from July to December inclusive of mandatory courses and examination.

Facilities:

The training facilities are available for 200 day scholars, out of which 100 can
be accommodated as resident trainees in the STW dormitory at a time. STW has modern
training aids and equipment. The training facilities available are constantly reviewed and upgraded, in order to keep pace with the technological changes in the Merchant Navy and to
meet the training requirements laid down by the IMO.

Discipline:

Seamen Training Wing places the highest importance on discipline,


morals and spirit-de-corps. Discipline, an essential ingredient of all organized activities, is
the hallmark of a good Seafarer. Hence, great importance is attached to this aspect and a high
standard of discipline is maintained. Further, in order to inculcate discipline, comradeship,

devotion to duty and love for profession, trainees are required to abide by certain rules. Therefore selected candidates will be
sent a copy of Code of Conduct, for strict compliance during the course. The Officer Incharge or Commandant will award
necessary punishment for maintaining and enforcing discipline. Serious violation of any article of the Code of Conduct may
result in expulsion from the course.

WARNING:
During the 1st week of joining, Trainees will be given a written test in English and Maths of Matric level.
Any trainee having a total of more than 8 days absence during the course due to any reason will be expelled
immediately.
Secondary School Certificates of all the trainees will be sent to their respective Boards of Education for verification.
Certificate of GP-III will only be issued after verification. Also trainees whose verification is received as
bogus/incorrect will be expelled from training immediately.

Boarding and Lodging:

The trainees have the option to stay inside the complex on the terms and conditions
decided by the Officer Incharge/Commandant and shall bear the expenses mentioned under the heading BOARDING
AND LODGING CHARGES; or they may make their own arrangement, privately outside Pakistan Marine Academy.
Trainees opting to stay outside, must ensure punctuality.

Those who wish to reside inside the academy will be provided dormitory type, furnished residential accommodation and
served with meals. Following extra charges will be paid by the in living trainees.

In addition to the above charges, candidates are required to bring sufficient extra money to meet their own private expenses
for maintaining themselves. However just to safeguard their interest, the in living trainees will not be allowed to keep more
than Rs.200/- with them at any time and rest of the money will be deposited in the PMA branch of National Bank and STW
authorities will facilitate opening of personal Accounts of the trainees in the said branch.

Mode of Payment:

All the above charges will be payable in advance at the time of admission, by means of a pay
order/demand draft in favor of the Officer Incharge STW payable at the National Bank of Pakistan, PMA Branch, Karachi.
All charges are subject to change due to unforeseen circumstances and without any notice. Any increase in expenses will
have to be paid prior to clearance from the STW. The selected candidates are required to bring these training charges in the
form of pay orders/demand drafts of Rs.20000/- in the name of Officer Incharge Seamen Training Wing.

IMPORTANT NOTE:
Trainees desiring to stay within the campus, (i.e. the STW dormitory) shall also bring in addition, another pay
order/demand draft of Rs.18000/- to bear the boarding and lodging charges mentioned in the foregoing paragraph.

Uniform:

During training the trainees are required to wear the prescribed uniform which will be provided by the Seamen
Training Wing.

The trainees will be required to replace the items of uniform at

their own expense, if they are spoilt/worn out prematurely.

AWARD OF CERTIFICATES
On successful completion of training, the following Certificates will be awarded to the trainees:

Certificate of Training as GP-III & GS.

Certificate in Basic Fire Fighting at Sea

Certificate in Elementary First Aid at Sea.

Certificate in Personal Survival Techniques.

Certificate in Personal Safety and Social Responsibilities

Certificate in Tanker Familiarization

Issuance of SSB:

Successful trainees, after passing out from the Seamen Training Wing, will be eligible to obtain
a SSB from the Government Shipping Office, provided they fulfill the requirements of the Shipping Office such as Medical
Fitness and other formalities, etc.

Job Opportunities:

Seafaring is an international profession where employment opportunities fluctuate depending


upon many factors, such as knowledge & skills to work on special trade ships, health & fitness of the seafarer, market
activities and updating of knowledge according to STCW Conventions, requirements and industry demands. Personal
qualities of individuals such as adaptability to mix up and work with expatriates, integrity, sincerity and willingness to work
etc.
Seamen Training Wing/Pakistan Marine Academy does not guarantee employment after successful completion of the
training. However, with increase in world-wide trading and shipping, and consequent increase in the number of ships
throughout the world, prospects for ship board employment are likely to increase in future.
