SAFETY OF CONTRACTORS
A. PURPOSE :
This procedure is to be provided to ensure all contractors and their employees who are working
with or involve in PT. H&H Utama International operation activity know and follow the
Safety Program of PT. H&H Utama International :
- For incident prevention to protect all workers, Equipment /Client Properties, Process Loss
and Environmental from the Risks of the operation activities.
- It is also as the guidance to the supervisor and all workers concerned for performing the
work safely
B. RESPONSIBLE PERSONS :
1. Operation Manager/ Authority.
He is responsible for :
Ensuring that all procedures and requirements are fully implemented by
Contractor
Ensuring that personnel engaged on the project are adequately qualified,
experienced, and trained to carry out their task safely.
Ensuring all Persons act in accordance with these procedures.
Ensuring all persons attend the pre job Safety Briefing that conducted by Safety
Dept.
2. Safety Manager / Authority.
He is responsible for :
Providing Hazard Identification & Risk assessment for the job that will be done.
Conduct a safety briefing to the workers before sending to the client
Ensuring that all safety equipment/PPE & instructions stated on the Risk
Assessment & Preventive measures are available at the work site and used
correctly
3. Contractor/Project ; Manager/Supervisor/ Foreman (Performing Authority).
He is responsible for :
Obtaining the Work Permit & following the instructions in Work Permit.
Ensuring that all personnel under their control act, and the task is carried out in
accordance with the procedures
Conducting daily Safety Toolbox meeting to the workers prior the work.

Ensuring that all safety equipment/PPE & instructions stated on the work
Permit or on Risk assessment & Preventive Measure is at hand and is used
correctly.
Reporting any problem or any incident at Project directly to Batakan Base HH.
Safety Manager.
Providing Weekly Report of Safety performance, statistic etc. and send the
Report to HH Safety Manager.

PROCEDURES / PROSEDUR
Introduction.
It is the policy of PT. H & H UTAMA INTERNATIONAL that the Safety of Contractors
employees working for us on our sites should be of the same high standard as that of our own
people.
Every Contractor that will do business with PT. H&H Utama International must fill in the
Pre qualification questionnaire form in Attachment 1.
All employees involved on the job must attend the Safety & environmental Induction
Training.
The following observation suggest some ways and means to monitor the safety performance
of contractor.
1.
SELECTION OF CONTRACTOR
When selecting a contractor do not only look at his price, his job record, his technical
competence and his efficiency but also ask for his safety record.

The least that an enquire into the contractors safety record will do is to make him aware of
the increasing importance of the matter.
2.
The Contract.
A number of safeties related items are best laid down or paper and agreed between
yourselves and the contractor before the work starts. If new or more stringent safety
measures are introduced during the work (while these measures are not specified in
the contract), this may cause delays and the contractor may use it as a lever to either
increase his price or as an excuse for late completion.
Note that the following is meant for consideration in respect of the many contracts
concluded with local contractors e.g . for maintenance , plant change on shutdown,
grass cutting, cleaning , etc.

This is not always possible e . g . in the case of the supervisor resigning. The
contractor, however, should be obliged to consult you if he wishes to change
his supervision during the contract. The need for this clause is obvious.
Continuity is essential in order to attain supervision with adequate
understanding of typical petroleum / Contruction industry safe practice
especially in relation to a specific job.
3.
PERMITS
The work permit system is probably the most effective single method for monitoring
the contractors safety performance.
a. General.
The rules and regulations regarding permits are the same for our own and for
contractors personnel. But in the case of the later we have to be more precise
and thorough to cater for any possible ignorance of safe practice in the
petroleum industry and any failure to understand safety instructions etc. (
Defects of Persons ).
The basic types of permits we use should be explained e.g. Cold work, entry,
hot work, and Electrical permit.
It should be explained that an application for permit is required how and when
permits can be obtained and who should keep the permits and where.

D. EVALUATION
Evaluation Team consist of all Safety Staffs, Safety Manager assigns one staff as a
Coordinator and other Department concerned will act as Evaluation Team.
Contractor Evaluation Team will evaluate :
1. Company Profile & data
2. Other reference
3. Answering of Pre qualification Questionnaire
If necessary the team will visit to Contractors Place or Work Shop
Result of evaluation will be reported to HH General Manager for approval that Contractor
meet or not meet to HH Safety requirements.
