The founder Mr. Julian Yago Dar was born by both natives of Malacbang,
Paracale Camarines Norte. He originated from a middle class family and
struggled to finish education. In his quest to use his capabilities and impart
knowledge and technical skills, Manpower Advanced Studying in Technical
Training Center Inc., started its operation on 2001.
This institution shall continue its quests to discover ways to introduce innovative ideas for
advancements in order to cope with the modern technology and job market needs.
The founder envisioned that this institution will be recognized and ranked among the top providers of
the highest quality of technical education in the country.
The educational philosophy of MASTECH rest on its commitment to be of service to the Filipino people
through the provision of an environment where there would be opportunities to relate theories and
knowledge to practical training. We are focuses the students to a life and future already integrated with
the real working world.
With this theory in education, the President’s then dedicate itself to the molding of the Filipino people in
attaining a dream to take an active role in the education and training students through continuous
innovation in education program and evaluation of industry needs.

VISION
MASTECH believes that through technical education, the Filipino can be competitive and
productive citizen of his country
MISSION
ADMISSION REQUIREMENTS:
MASTECH SCHOLARS
Tuition fee support is awarded to student who will pass the scholarship examination which will
be given on the first day of classes. Student who got the average of 50% of correct score will be
given 50% discount on TUITION FEE.
Student who will be availing government scholarships program must submit the endorsement
letter coming from the respective agency. He/she MUST also submit the necessary
requirements for confirmation.
1. Official dropping of course and/or changing of schedule is allowed only up to the first
day of classes. Application of the abovementioned should be made using the form
available at the Registrar’s office, subject to the School Director’s approval.
2. A student may change his/her schedule of classes only when a conflict arises and only
upon approval of the School Director.
3. A student unofficially dropping the course after the given period will be given a failing
grade and he/she may be charged all the school fees in full.
1. From the first day of classes until the last day of classes of each batch, students are
expected to attend promptly and regularly their corresponding session.
2. Classes start promptly fifteen (15) minutes after time schedule. A student will be
marked late if he/she joins 5(five) minutes from the start of the class and will be
marked absent otherwise.
4. Three counts of absences can be tolerated otherwise student must justify the reason
of his/her absences.
5. All students are given three (3) maximum absences. In excess the students shall be
called by the administrative assistant for personal dialogue.
6. The above mentioned allowable absences cover both excused and unexcused
absences. However, absences due to prolonged illness may be given due
consideration by the faculty member/instructor upon approval of the school
director/directress.
NOTE: Students MUST pay for the amount covering the whole six (6) months tuition and
miscellaneous fees. No consideration will be given to any absences, excuses or any reasons so
as to exempt him/her from the above mentioned responsibility. This institution therefore,
imposed strict compliance to the above mentioned policy in attendance in order to acquire full
knowledge proposed for a competency based training program.
1. There are three (3) major examinations during the entire course: first prelim; second
mid-term and third finals.
2. The examination permit (admission slip) is a pre-requisite for taking the examination.
This shall be presented to the faculty on the examination day.
1. The grading system at Manpower Advanced Studying in Technical Training Center Inc. is
based on the quality of the students work. Analysis of the quality of performance takes
into consideration the recitation, quizzes, reports, attendance, laboratory (practical
works) and examination which generally are indicators of the mastery of the subject
matter. Attitude towards learning as indicated by classroom behavior is likewise taken
into consideration.
2. Grades are issued by the instructor to the admin office three days (3) after the
examination and it will be posted at the school bulletin board.
3. There are three (3) major examination during the whole six (6) months; Prelim, Mid-
term and Finals. No special exam will be given to the students who failed to attend the
class during the examination time. Those students who fail to pass their grades, the
admin will not be allowed to get their transcript of records and diploma.
Only those students who have successfully completed all courses required in their curriculum
and took the Assessment of TESDA are eligible for graduation.
GRADUATION HONORS
Recognition for academic achievements and awards shall be given to students who complete
their courses with the following cumulative averages, computed on the basis of subjects,
provided he/she has no grades lower than 2.00 in any subject.
Issuance of Transcript of Records and Diploma are made in accordance with Technical
Education and Skills Development Authority (TESDA).
1. The institution will only issue the Official Transcript of Records and Diploma for those
who will took and passed the assessment in their respective qualification given by the
Technical Education and Skills Development Authority (TESDA).
2. A request for Transcript of Records must be directed to the Registrar’s Office using the
proper form.
3. A transcript may be secured three (3) to four (4) weeks from the date of request.
Students of Manpower Advanced Studying in Technical Training Center Inc. will pay tuition fees
in forms of cash or in checks.
*Checks payment will be credited only after bank clearance. The students whose check has
been dishonored will continue to incur a surcharge until the account has been settled in cash.
The surcharge to be imposed is 5% of the amount of the check. Students whose checks have
been dishonored may no longer make subsequently payment using checks.
Students who pay cash/full will avail 10% discount on total assessed fee.
Installment basis
Only a portion of total assessed fee will be paid upon registration and balance will be divided
into the number of meetings prescribed by this institution. Outstanding balance at the end of
the season MUST be settled before the issuance of transcript of records and diploma.
Section X- REFUNDS
1. When a student’s registers in a school, it is understood that he/she is enrolling for the
entire course.
2. A student who transfer or otherwise withdraws in writing within twenty four (24) hours
may be charged 10% of the amount paid.
3. A student, who transfer or otherwise withdraws in writing after the beginning of classes,
may be charged 100% of the amount paid.
4. A student who transfer or otherwise withdraws in writing after the beginning of classes
and who has already paid the pertinent tuition fee and other fees in full or half or for a
length depends on a number of meetings regardless of whether or not he/she has
actually attended classes may be charged 100% of the amount paid.
The following forms of misconduct shall be subjected to disciplinary action following due
process. All students at Manpower Advanced Studying in Technical Training Center Inc. are
covered by the following rules to wit:
6. Cheating during test or examination. The following acts shall constitute cheating:
a. Possession of notes or any materials related to the exam
b. Deliberate looking at neighbor’s paper.
c. Copying from or allowing another to copy from the one’s answer sheet.
d. Talking to another without permission during the examination.
SANCTIONS
The following sanctions will be applied to erring students commensurate to the nature and
gravity of the offense:

Admonition or reprimand by the officer-in-charge.
3. Second Offense:
Payment of fines
Summon of parents or guardian
Probationary status of the students
4. Third Offense:
Summon of parents / guardian
Automatic suspension from classes (length will depend upon the gravity of the
offense)
Probationary status of students
5. Fourth Offense:
Dismissal from the training center with the approval of the school president and
or school director.
All students must show their IDs and must be in uniform within the school premises from the
beginning of classes up to the last day of classes. The general rule is “NO ID, NO UNIFORM, NO
ENTRY”. Signs to this effect are prominently displayed at the gates and other strategic places.
1. Students must wear the MASTECH uniform with standard approved design and logo
every time they enter the school premises from 7:00 am to 9:00 pm, Monday to Sunday.
2. Wearing of short and mini skirt is not allowed.
3. Proper wearing of footwear is strictly imposed.
IDENTIFICATION CARD
2. The ID should be worn properly at all times within the school premises.
3. A student who loses her/his ID must first present a certificate of loss, which may be
required from the Registrar’s office.
4. A request for new ID must be directed to the Registrar’s Office using the proper form.
ARTICLE FOUR- YOUR STUDENT RIGHTS AND RESPONSIBILITIES
Academic freedom is the primary principle from which all of the following rights and freedoms
proceed.
MASTECH recognizes that the primary right of the student is to exercise the freedom to learn.
Fundamentals to this freedom are the rights to free inquiry, free expression and right to
protest.
FREEDOM OF EXPRESSION
The student has the right to free expression of one’s opinion and beliefs.
RIGHT TO PROTEST
This right proceeds from the freedom of expression. In the exercise of this right, the student has
the responsibility to be reasonable and to refrain from using tactics which prevent the
expression of opposing views or which others to accept one’s point of view.
MASTECH believes that the best methods of settling grievances against any member of the
academic community are the openness, understanding and sincere dialogue. Only when all else
fail should one resort to taking formal procedures to settle such grievances.
If something goes wrong, those affected should not wait for a crisis situation to appear before
attempting to settle the matter as soon as possible. As long as grievance is made orally, it is
considered informal and is to be settled informally.
Only when a grievance is expressed in writing and duly signed does it become a formal
complaint requiring a formal procedure for settlement. Following procedures are:
1. Complaint against Faculty Member
Student must present his/her complaint to the faculty member concerned not later
than two weeks after the action complained about occurred. Complaints presented
after this period will no longer be entertained.
The school officials shall only accept complaint thru written communication, any oral/verbal
communication considered as informal complaint. Complaints should undergo into formal
proceeding, should there be a need to appeal further, this has to be addressed to the School
President not later than three (3) days after receipt of the decision. The decision of the
president is final and executory.
The Guidance, testing and Placement Services of MASTECH manages a comprehensive career
assistance program in career planning, job placement procedures and matching job
opportunities with qualifications of MASTECH graduates.
The school has a regular monthly medical consultation to students, faculty and staff.
With the institution’s enormous emphasis on proficiency, trainers are mandated to have
themselves updated with the recent criteria in terms of competency to conform with the
minimum required qualifications published by Technical Education and Skills Development
Authority. Through this, the institution can ensure that the teaching personnel are competent
in the respective program they are teaching. They are encouraged as well to attend seminars on
updates conducted by both government body and other private institutions so that they can
spread those they have learned to their students.
