LIFE LINE PROJECT:


JAMMU AND KASHMIR
The Mother Helpage Life
Line project has been set up
to deliver essential medical
care services in Jammu
and Kashmir by providing
much needed critical care
ambulances throughout the
state. One ambulance will be
stationed per one hundred
kilometre radius, so that the
population in need of urgent
medical care is tended to
quickly and lives will be saved.

A report published in 2013 on accidents, deaths


and suicides said 63.5% of deaths in the state of
Jammu & Kashmir are due to road traffic accidents,
making this state the most affected in any state
of India. The aim of Life Line Project is to reduce
death rates due to unnatural causes.
Despite the construction of 5 trauma centres
built in various locations, the situation has
not improved. Part of the problem is due to
inadequate transportation of the injured to the
trauma centres. The ill equipped ambulances,
dilapidated roads and heavy traffic means that the
injured often do not survive by the time they have
reached a medical centre.
The current system of transportation is highly risky
for trauma patients. Observers have described the

ambulances as acting like a courier service, often


not meeting the patients needs, due to lack of
equipment and expertise.
Mother Helpage is aiming to donate 20 critical
care ambulances to the state and have recently
negotiated a Memorandum of Understanding
(MoU) to deliver this with the support of the
Ministry of Health in Jammu and Kashmir.
In addition, a training programme will deliver CPR
procedures to schools, local community centres,
mosques, temples and churches as well as firemen
and policemen. The training programme will also
aim to turn trainees into trainers so that they can
empower communities to deliver basic medical
care. This is a tailor made programme so that the
community benefits holistically.

WHY ARE
AMBULANCES
IMPORTANT?

There are no emergency medical


response facilities available in the
state health department of Jammu and
Kashmir.

The state of Jammu and Kashmir tops


the list for the highest number of deaths
in road accidents.

There is a lack of properly equipped


transportation to take trauma victims to
referral service facilities in the state.

Local hospitals are not fully equipped


to cater for the needs of the target
population.

Medical experts need ambulances


equipped with life support systems and
skilled medical personnel.

The critical care ambulances will make


a difference and go a long way in saving
lives.

In Jammu & Kashmir 63.5% of deaths

road traffic accidents, the highest in any

timely fashion is critical.

Mother Helpage launched this project due


to the increasing and alarming death rate
caused by unnatural causes in Jammu and
Kashmir, which was uncovered through
research in 2013. It was identified that the
most essential and primary need for the
area is the provision of critical care support
in the valley, which is almost non-existent.
Through this programme, Mother Helpage
in addition to providing critical care
ambulances, will also start delivering training
to schools and colleges for critical care
first aid. This will enable the community
to gain the relevant skills while the health
infrastructure is improved.
The Life Line Project will provide immediate
medical care and will help to develop
community resilience through training.
This project is due to a unique partnership
with the government of Jammu and Kashmir in which
Mother Helpage will provide the ambulances and the
government will support the project by providing a doctor,
nurse and a driver per ambulance. The government will also
set up control centres to manage the ambulance service.

The cost of one fully equipped ambulance* including registration
and insurance is approximately 25,000.
Our first phase target is to provide, 10 ambulances in the most
vulnerable areas within the state of Jammu and Kashmir.
