Good work ethics and moral conduct need to be adapted in all our
work processes. It shows the values, principles, and an individuals
self-worth in performing their duties and responsibilities. The effectiveness of the principles of ethics depends on the individual themselves, where self-discipline and high mental strength will produce a
model educator and become the reference centre for the students.
Educators who are respected and honoured will give an impact to the

FOREWORD

In an organisation, the work community is the most important asset to


ensure the organisational objectives are achieved. A community that is
competent, ethical and practises noble values that are honest is an asset towards producing human resources that are competitive, trained,
ethical, innovative, and possess a first class mind.
In lieu of that, this book underlines the values to hold and the ethics to
follow by every KKTM and IKM lecturer who aspires to be an honourable educator in his teaching profesion. In addition to that, a list of duties
is provided to assist lecturers in recognising their responsibilities in carrying out their duties. This is due to the fact that education is the tool
required to produce the perfect human capital based on true human
qualities.
Educators play a big role in developing and determining the quality of
the students being produced. They also bear the responsibility of building a world class teaching profesion. With that, educators who possess
a variety of skills, noble values, with commendable attitudes and ethics
are the pillar towards making a world class educational world a reality.

An educator is a person responsible for conducting


educational activities, is aware of and serves the
community befitting his area of expertise and provides
guidance to students during the learning process.

An educator is also a manager in a learning process,


has a vast understanding, commands, emphatic, and
instils leadership characteristics in his students, other
educators, institution and community.

Values are important and lasting beliefs or ideals shared by the members of
a community about what is good or bad and desirable or undesirable. Values
have a major influence on a person's behavior and attitude and serve as
broad guidelines in all situations. So it is imperative that educators, while performing their duties, constantly observe and practise the noble values which are:
3.1 Loyalty

Focusing utmost loyalty to King, Country and Government as shown


through oath and deed. As evident in the second principle of our
Rukun Negara which is Loyalty to the King and Country along with
the General Decree Chapter D (Perintah Am Bab D) (1980)
pada setiap masa dan waktu menumpukan sepenuh taat setia yang
tak berbelah bahagi kepada Yang di-Pertuan Agong, Negara dan
Kerajaan.

An educator should also be loyal to his teaching profesion and not


taint the profesion with behaviours that will disrupt the credibility of
this noble profesion.

3.2 Fair and Just

Fair in the sense of deciding on an action for certain matters appropriately. Fair does not mean equal distribution without considering
other relevant factors.

Provide equal service to clients regardless of racial background,


religion and politics.

An educator must treat all his students equally without any prejudice
and personal gratification.

Allah says:
Indeed, Allah orders justice and good conduct and giving to relatives and forbids immorality and bad conduct and oppression.
(Surah al-Nahl, 16 : 90)

3.3 Trustworthy

Trustworthy is a trait that shows full responsibility in executing the


duties according to the rules and regulations without embezzlement
and disregard.

An educator must bear his responsibilities with utmost honesty without being unfair or careless. Consistently with an honest attitude
and loyal to self and MARA without abuse of power and position.

An educator must also protect the confidentiality of divisional information at all times and to monitor and control all resources under
his care.

Complete his work in the time given and not conduct his personel
matters during office hours.

Allah says:
Indeed, Allah commands you to render trusts to whom they are due and when
you judge between people to judge with justice.
(Surah al-Nisa, 4 : 58)

3.4 Sincere

An educator must be sincere in his duties as an educator. This


means that he needs to conduct his duties sincerely without any
coercion.

An educator must conduct his duties with the determination to serve


and provide service to religion, nationality and country without hoping for compensation.

The following are some of the sincerity traits that educators should
have within them:

Sincerely accept responsibilities without hypocrisy or shunning away from them.


Conducting their duties solely to achieve the organisational
goals, not for promotion, position nor to gain attention.
Willing to accept comments and constructive criticisms.
Giving opinions honestly, with well-chosen words and thinking before speaking.

Allah says:
And they were not commanded except to worship Allah , [being] sincere to Him in religion, inclining to truth, and to establish prayer and to give zakah.
(Surah al-Bayyinah, 98 : 5)

3.5 Intellectual

An educator has to be intelligent in doing his job and is able to
prioritise them. Every job and responsibility that has been executed has to be based on knowledge, skills and a high degree of
professionalism.
An educator has to be smart enough to put aside any personal
interest in any action that he takes. Undertaking his duties honestly and wisely using whatever resources available to reach the
objectives and generating quality products.
With that, every educator must always:
Be equipped with the necessary knowledge and skills to
effectively execute every task and responsibilities.
Able to think positively, be creative, innovative and proactive in executing his duties.
Have an open mind and be responsive to new ideas,
knowledge and skills and be willing to accept comments
and constructive criticisms.
Carefully consider all possibilities and think everything
through before taking action or making any decision.
Implementing the final decision made by the higher authorities even though he may not agree with the decision
personally.

Mindful of students physical, emotional, spiritual, intellectual and social (JERIS) needs.

Educators have an important role in educating and guiding students to develop them into successful holistic individuals in the intellectual and spiritual
sense. Among their roles are:

As an educator and facilitator.

As a KKTM and IKM work force.

Perform duties relating to teaching and learning.
Conduct assessments to gauge students achievement.
Be a member of an academic committee or involve in
activities relating to the developments of teaching and
learning.

3.6 True

Every time an educator makes a statement, whether orally or in


written form, it must be based on what was witnessed without any
misconstrued manipulation of facts. It can be regarded as doing
the right thing in the right way and in every sense with true intentions, true to the word and true in every action.

An educator must have a true and sincere intention in doing whatever duties given to him just for Allah. Teaching based on accurate and true facts and making claims based on real facts and actualities.
With that, every educator must always:

Speak truthfully and keep promises.

Maintain truth and question mistakes amicably.

Educate and instruct clearly using accurate facts or


information.

knowledge, skills and virtuous conduct.
b. Develop the potential in students so that they will develop into successful individuals.
c. Assist the students in understanding their strengths and
weaknesses so that they are able to adapt accordingly
and also to choose and plan their future more effectively.

Allah says:

By time, indeed, mankind is in loss, except for those who have believed and done
righteous deeds and advised each other to truth and advised each other to patience.

Surah al-Asr, 103 : 1-3)

3.7 Patience
4.2.7 Honest

An educator should be patient and have the tenacity to do his


job along with a high tolerance towards stress and external
pressure.

Able to think through and make a decision calmly when faced


with a problem, never giving up and never become defensive
when criticised or commented on.

An educator must also understand that students come from various backgrounds and orientation and will require different approaches to learning, thus, the educator needs to be more prepared and resilient.

Allah says:

By time, indeed, mankind is in loss, except for those who have believed and done
righteous deeds and advised each other to truth and advised each other to patience.

An educator, clearly and transparently, without any hidden agenda, must provide through his actions to the
people who has the right.

Every action and decision that will be made must be


through a transparent process whereas the information
must be delivered to the appropriate people as long as
it is not against the rules and regulations nor the societys norm.

An educator is not allowed to hold back any provision


that needs to be or can be delivered to the mass especially when it pertains to his duty as an educator.

To ensure the right action is taken, an educator must


always:

Practise having meetings and discussion sessions in whatever action or decision that needs
to be made.

Be open minded in providing opinions to people


who need to know, regarding duties that have
been completed and be confident in upholding
the truth.

Inform the relevant people of the action and


decision that have been taken to complete the
tasks, regardless of them being a part of the
organisation or not.

(Surah al-Asr, 103 : 1-3)

3.8 Humility (Tawaddu)

Committed means focussing fully and thoroughly on what a


person is trying to do or achieve while dedicated means persistently doing his job efficiently, quickly, effectively and perfectly regardless of time and energy spent.
Here are some of the things to be practised:
Completing your task with tenacity, accountably,
patiently, cautiously and positively.
Produce students of quality.
Readily and sincerely accept responsibilities.
Prepared to sacrifice to complete a task.
Prepared to accept duties without justifications
or complaints and carrying out a great job.

Humility is the feeling of being humble, down to earth, respecting instead of underrating other peoples values or dignity.

Below is a list of humility traits that should be in an educator:


Positive thinker, open minded and able to listen and
accept other peoples opinions.
Respect the superior, colleagues and supporting staffs.
Polite, humble and approachable.
Moderate, honest and gracious.
Abide by the order or decision made in agreement.
Open to remarks and constructive criticism.
Being careful with words and always think before talking.

In truth Allah does not look at your appearance nor your wealth, but Allah
looks at your heart and your deeds.
Allah says,
(Hadis Riwayat Muslim)

And do not walk upon the earth exultantly. Indeed, you will never tear the
earth [apart], and you will never reach the mountains in height.
(Surah al-Isra, 17 :37)

And (remember) Allah dislikes people who are full of arrogance, boastful
and vain
(Hadis Riwayat Ahmad)

3.9 Thankful

Being thankful is the aftermath of a job well done after all the
hard work put on it. Success is the pleasure granted by Allah
SWT.
An educator needs to have a feeling of gratefulness for all the
pleasures and favours that are received, sincerely accept fate
and never feel disheartened when something is not achieved.
Some of the values of being thankful are:
Feeling of gratitude for all the reward and pleasures received.
Accommodating trials patiently and accepting failures
calmly and passively.
Acknowledge those who have succeeded.
Be thankful to the superior.

Allah says,
And [remember] when your Lord proclaimed, 'If you are grateful, I will surely
increase you [in favor]; but if you deny, indeed, My punishment is severe.
(Surah Ibrahim 14 : 7)

Allah says,
So remember Me; I will remember you. And be grateful to Me and do not
deny Me.

4.2.5 Continuous Improvement (Kaizen)

Continuous improvement is the upgrading or improving of


our work process with the aim of enhancing our productivity and the quality of our service relations.

Here are some of the best practices for continued improvement (Kaizan):

Upgrading your skill and expertise from time to time.

Proactively improve your work process and service


quality.

Putting students interest, their parents, colleagues,


community and country before anything else.

Increase productivity and quality.

Learn from mistakes and be prepared to change.

Improve on the quality of service relations, particularly


relations with students.

Of all the good deeds for Allah SWT are the deeds that are continuous no
matter how small.

(Surah al-Baqarah 2 : 152)

4.2.4 Discipline

4.1 Definition of Work Ethics

Having inner self-control and conduct in accordance to the principles that has been set and agreed upon plus not breaking any
rules or regulations even when no one is watching.
Some of the disciplinary conduct are:

Abiding by the rules that have been set.

In control of conduct, etiquette, dressing and defending


your reputation.

Refering to the Human Resource Division General


Circular Letter No 4/2005, the use of Malaysian Batik Attire by Government Personnel every Thursday.

Always uses the correct procedures and guidelines in


conducting his tasks and duties.

Uphold and improve the image of KKTM and IKM

In general ethics are moral principles, standards of behaviour, or


set of values that govern a person's or group's behaviour. Moral
principles and civic consciousness would not be obtained without
social interaction (Shukri & Razali, 2001).
In the context of a government service workplace, ethics would
also then be responsibilities and consequences of an individuals
behaviour or profesion towards the community. A government employee must understand fully his responsibility towards his role and
proper conduct in government (INTAN, 1991)

Each and every one of you is a leader, and every one of you will be questioned on your responsibilities.

4.2.3 Time Management

4.2.1 Excellent Work Quality

An educator has to consistently produce quality work and


strive to improve ones self by gaining knowledge and
skills as referred to in Paragraph 50, General Decree
Chapter A (Perintah Am Bab D) (1973).
To achieve excellence, an educator must possess a high
degree of self-discipline because with self-discipline
comes commitment that is needed to do the job required
in whatever situation.

CHAPTER 4: ETHICS

Committed and responsible in doing his job and is ready


to face any enquiry as why a job is not performed successfully according to the procedures that have been set.
Constantly uphold his responsibility and avoids any personal interest that might interrupt his duties. This is in
accordance to General Decree Chapter D (1980), and
Public Service Ethics (1979).

Managing time efficiently, effectively and performing duties according to priority without compromising quality.

Efficient time management will assist in reducing the workload


along with making job process easier.

Listed below are time saving practises:

Manage time well.

Abide by the MARA Administrative Circular Letter No


4/2007 dated May 3rd 2007. Office Hours Punch Card
System Procedures.

Use the break time sensibly.

Be punctual for each activity and duty that has been


given according to the time set.

Implementing the responsibility given according to plan


and importance.

Performing the tasks and completing the job with urgency.

Setting a deadline to complete the task given.

Allah says:
By time, indeed, mankind is in loss, except for those who have believed
and done righteous deeds and advised each other to truth and advised
each other to patience.
(Surah al-Asr, 103 : 1-3)
