MESSAGE
It gives me immense pleasure to take note that the Gujarat is one of the leading states
contributing noticeable share in national livestock sector. The contribution of livestock
sector in State GDP during the year 2010-11 is 4.76% and its contribution to agriculture &
allied sector is 27.41 %. Total 42.66 lacs families keeps livestock as primary or secondary
source of income and contributed total ` 20434 crores in the state GDP during the year
2010-11.
I am proud to put on record that by collective effort of GLDB team we have got provision
of ` 5970.80 lakh in the state budget for year 2012-13 which is very signiicant increase of
1043.83% as compared to previous year (` 522.00 Lakh). The budget includes provision
for number of new schemes likes establishment of new frozen semen station in Saurashtra
region, establishment of breed-wise nucleus stock breeding farm, embryo transfer laboratory
for Gir and kankrej breed and Rural & Large Scale fodder development schemes.
In our state, 11.21 Lakh animal keeping families are from tribal area (27% of total). Source
of their income is animal husbandry. As the Animal husbandry is most important tool of
poverty elevation, State Government has decided to improve genetic makeup of animal in
tribal area and ultimately to increase milk production and socio-economic status of tribal
families. State Government with the help of Central Government is going to implement the
livestock breed improvement programme in tribal area under One Time Additional Central
Assistance worth ` 10631.00 lakh.
There is noticeable increase (78%) in Artiicial Insemination centers in the State after
establishment of GLDB (in last 10 Years). As per guidelines of NPCBB, state has fairly well
established A.I network and breeding infrastructure. Despite having concerted efforts, we
have been able to cover only 35-40% of breedable population under Artiicial Insemination.
However, GLDB has planned to double the A.I coverage in three years with co-operation
of all stakeholders involved in animal breeding services. GLDB had received ` 1122.95
Lakh under NPCBB Phase I and ` 2400.00 Lakh under NPCBB Phase II for strengthening
breeding infrastructure in the State. A plan has already been chalked out to establish
2000 A.I centers under NPCBBII to strengthen A.I network, particularly in the Kutchh,
Saurashtra and tribal districts of the state.
Having all these efforts harnessed, our aim is to make Gujarat fountain head among milk
producing states of the India. Last but not least, I would like to appreciate and congratulate
all the concerned oficers and employees of Gujarat Livestock Development Board for their
sincere efforts in preparation of annual report 2011-12.

PREFACE
Animal Husbandry Sector plays key role in National economy. Focus on breeding,
health care and production performance of the indigenous animals is the demand of the
time. Gujarat is home tract of promising indigenous Cattle and Buffalo breeds such as Gir
and Kankrej Cattle, Mehsani, Jafrabadi, Surti and Banni breeds of buffalo.
Since the time of establishment, the Gujarat Livestock Development Board is thriving
to achieve its prime objective of promoting scientiic breeding of Cattle and Buffalo in the
remote area of the State.
The Gujarat Livestock Development Board is State Implementing Agency (SIA) for
implementation of National Project for Cattle Buffalo Breeding (NPCBB). Under which GLDB
has established eficient breeding network through door step A.I. services, supply of pedigree
& disease free bulls and semen breeding services and implementation of embryo transfer
technique in various parts of the State.
In resent future GLDB is going to implement new schemes like 1) Establishment of
Frozen semen station in Saurashtra region for production of quality semen of local breeds of
animals and to meet the increasing demand of high genetic merit, disease free semen in the
state. 2) E.T. lab in Saurashtra region to reap the beneits of technological advancement in
animal breeding. 3) Bull Mother Farms of indigenous breeds in their home tract for continuous
improvement and conservation of indigenous breeds. And 4) Breed improvement programe
in tribal area to increase productivity of domestic animals reared by tribal household as
major source of their livelihood and thereby increasing family income and rural economy of
the whole area.
GLDB is also implementing livestock insurance scheme for assured protection of the
animals of livestock owners against eventual losses.
The Gujarat Livestock Development Board looking forward for development of animal
husbandry sector in the state via implementation of various state and centrally sponsored
projects.

GLDB, GANDHINAGAR

The Gujarat Livestock Development Board was established in the year 2002, with prime
objective to promote scientiic breeding of Cattle and Buffalo in the remote area of the
State.
Since 2002, GLDB is a State Implementing Agency (SIA) for implementation of National
Project for Cattle Buffalo Breeding (NPCBB). Under which GLDB has established
eficient breeding network through door step A.I. services, supply of pedigree & disease free
bulls for natural services and implementation of embryo transfer technique in various parts
of the State.
Providing door step A.I. services to the animal owners, being the prime objective, the Board
provides required inputs for development of infrastructural facilities for eficient A.I. services.
It also provides assistance in distribution of frozen semen doses, LN2 transport and related
ancillary facilities. GLDB extends A.I. services through more than 370 Gopalmitra centers
throughout the State. For strengthening breeding infrastructural facilities in the State, the
GLDB is going to implement new scheme sanctioned under state budget like establishing
new frozen semen station, E.T. lab in Saurashtra region, Bull Mother Farms and Breed
improvement programe in Tribal area.
GLDB plays key role in conservation, breeding and improvement of indigenous breeds like
Gir & Kankrej Cows at Cattle Breeding farms Bhutvad (Rajkot), Mandavi (Surat), Thara
(Banaskantha) and Bhuj (Kutch). The Board also plays vital role in conservation and
maintenance of Banni buffalo, recently identiied as independent buffalo breed by Government
of India, at Cattle Breeding farm Bhuj (Kutch).
The State Frozen Semen Production and Training Institute-Patan, being equipped with world
class modern technology and state of the art infrastructure, the semen doses are produced
and supplied under stringent quality norms. The Frozen Semen Production Station, Patan
has been accredited as Grade A institute by Central Monitoring Unit of Government of
India. The Frozen Semen Production Station, Patan has achieved substantial growth in
production and sale of high quality frozen semen doses during 2011-12. It has also supplied
semen doses to various state and national agencies for breeding programme.
The Training Institutes are instrumental in providing manpower development training under
NPCBB. It has also organized various training programes for employees of Departments of
Animal Husbandry, Gujarat and Central Herd Registration Scheme of Government of India.
GLDB is also implementing livestock insurance scheme for assured protection of the animals
of livestock owners against eventual losses.
Lastly, National Dairy Plan1 which is being executed by NDDBAnand is also being
implemented by GLDB for strengthening of breeding activities and development fodder
resources in the state.

OUR ACTIVITIES & ACHIEVEMENTS

(I) National Project on Cattle and Buffalo Breeding :


With the sole objective of providing eficient breeding infrastructure for maintaining and
improving milk production of dairy animals in India, the National Project on Cattle and
Buffalo Breeding launched by Government of India. As per the project requirement GLDB
was established as State Implementing Agency (SIA) in year 2002.
NPCBB PHASE-I
During NPCBB Phase-I (2001-2005) GLDB had received total ` 1122.92 lakh from the
Government of India for development of infrastructure related to breeding services in the
State. In Gujarat the project initiated in year 2002 with establishment of GLDB and activities
extended up to year 2006-07. The fund was utilized for establishment of eficient breeding
network through door step A.I. services, supply of pedigree & disease free bulls for natural
services, strengthening of frozen semen production and distribution facilities and manpower
development in the area of breeding services.
NPCBB PHASE-II
Central government had extended the project activity as NPCBB Phase II (year 2008 to
2013) The Central Government had sanctioned `3711.50 lakh for the implementation of
phase II activities in the Gujarat. Against total fund sanctioned ` 700 lakh allocated during
the years 2011-12.
The major activities covered under Phase II are, establishment of centralized semen
production facilities, mobile AI centers, bull production programe, conservation of indigenous
breeds in addition to activities of phase I.

(A) Strengthening LN2 Transport and Distribution System


Uninterrupted supply of liquid nitrogen is the key to the success of any AI programe. The Board
has developed an eficient Liquid Nitrogen Bulk Storage and Transport system. The system,
consist of semen banks located at Mahesana, Haripura (Surat), Himmatnagar, Rajkot and
LN2 storage facilities at Vadodara, Junaghadh and Bhuj are ensuring uninterrupted delivery
of inputs to artiicial insemination centers of the State.

The liquid nitrogen is sourced from Gujarat Co-operative Milk Marketing Federation. The
board is ensuring timely delivery of liquid nitrogen, semen doses and consumables to all
Artiicial Insemination Centers of the State through hired vehicles. Bulk LN2 storage tanks
are established at ICDP-Junagadh, ICDP-Bhuj and central semen storage centre-Pedok,
Rajkot.

(B) Bull Production Programe


The main aim of bull production programme is to improve the availability of indigenous
cattle and buffalo bull in the state. Under this component about 30,000 breedable female will
be brought under Bull Production Programe for time period of ive years. (3000 breedable
buffalo and 3000 breedable cows for selection of 300 buffalo bulls and 300 bulls per year)
About 1500 buffalo bulls and 1500 bulls of different indigenous cattle breeds will be produced
during the project period of ive years. 250 buffalo bulls and 250 cow bulls were selected
during the year 2011-12 with grant utilization of ` 130.00 lakhs.

(C) Procurement of Breeding Bulls For Natural Service


For providing natural service in the interior villages of the state where A.I services are not
available, GLDB has provided fund of rs. 12.50 lakh for procurement of 50 Banni and 50
Kankrej breeding bulls to the Saundarva trust Bhuj.
(D) Strengthening A.I Network
During year 2011-12 total 15 bulls were purchased at the cost of ` 5.84 lakh for State Frozen
Semen Production and Training Institute Patan.
(E) Strengthening Field A.I Network
Under NPCBB-II portable LN2 containers are provided to strengthen the A.I network to
convert static AI centers to mobile AI centers, making them non functional to functional,
for opening of new centers or for replacement of old or damaged containers. The process
of procurement of four hundred portable containers at the cost of ` 64.00 lakh has been
completed.

GLDB has two training centers viz: (1) State Frozen Semen Production and Training
InstitutePatan (2) Technical Training CenterMorbi, Dist. Rajkot working under National
Project for Cattle and Buffalo Breeding project. Both the training centers are having modern
facilities to impart training to the participants on all aspects of Animal Husbandry and
allied topics. The centers are organizing in house training on different subjects as per the
requirement. The skill enhancement of professionals and para-workers in the delivery of
animal breeding services in one of the key components of the project. The professionals
have to be trained on treatment of infertility, frozen semen Technology, breeding soundness
of bulls etc. While for Para-workers/Private A.I workers (Gopalmitra) and Livestock Inspectors
the training was primarily intended to refresh the skills and upgrade knowledge of artiicial
insemination. The training for professionals aimed at upgrading the technical skill in different
disciplines of bovine breeding.

(G) Sexual Health Control Programe


The infertility problems in breedable bovines have emerged as one of the major concern for
which necessary solutions have to be sought. The board took steps towards alleviating the
infertility problems by organizing Infertility Management Camps (IMC) in the State.
The board assigned a physical target of 638 camps in the year 2011-12 to different institute
viz. Veterinary Polyclinics, Intensive Cattle Development Programme centers, Veterinary
Colleges and Co-operative Dairies. Besides, breeding tracts of indigenous breeds have also
been adequately represented. The GLDB had targeted 638 camps by organization of fertility
camps with active participation of Dept. of Animal Husbandry and Dairy Co-operatives.

(II) LIVESTOCK INSURANCE SCHEME


The scheme was launched by central Government with 100% central assistance in year
2005-06. With objective to safe guard animal owners against economic loss due to death of
their productive animals. In Gujarat, the scheme was launched in 2006-07, initially covering
6 districts of the state. At present, total 15 Districts are covered under the scheme.

Salient feature of the scheme are 50% subsidy on the cost of premium, one time insurance
subsidy for maximum 2 milch animals for one year or three years insurance coverage.

(III) Cattle/Buffalo Breeding Farms


For conservation and providing good quality breeding animals in the state, ive different
farms for indigenous animals were established in different regions of the state. The objective
of the cattle/buffalo breeding farm is to provide good quality breeding bull at token prices to
village panchayat and other institutions.
GLDB is providing technical support and taking care of operational activity of the farm.
At present there are four cattle breeding farms and one buffalo breeding farm under the
Gujarat Livestock Development Board, 1. Cattle Breeding Farm-Thara, Dist. Banaskantha,
2. Cattle Breeding Farm-Bhuj, Dist. Kachchh, 3. Cattle Breeding Farm-Mandvi, Dist. Surat
and 4. Cattle Breeding Farm-Bhutwad, Dist. Rajkot, 5. Buffalo Breeding Farm- Bhuj,
Dist. Kachchh.

(IV) Frozen Semen Station Patan


Preface :
The State Frozen Semen Production & Training Institute, Patan was inaugurated on
23rd June, 2010 at Patan. The whole project was funded by Government of India under
National Project on cattle & Buffalo Breeding (NPCBB Phase I).

This is the only semen processing laboratory in India with clean room technology (HVAC), to
produce & supply Frozen Semen Doses for Artiicial Insemination to various institutes under
Department of Animal Husbandry and Dairy Cooperatives of the State. The institute has
been classiied by Central Monitoring Unit of government of India as A grade Institute.

Infrastructure Facility :
The institute is possessing about 91.23 hectares of revenue land which is covered by Green
Wire mash fencing. The institute is facilitated with Administrative Building which is provided
with Auditorium, Conference Hall, Computer Training Room, two training halls and ofice for
the staff. Hostel Building, Security room and Bio-security Change Room are other structures
existing outside Bio-security zone.

(V) State Assistance for Expansion of GLDB


State has sanctioned assistance under state plan for expansion of GLDB activities as
mentioned below for the Year 2011-2012.
1.

An incentive to Gopalmitra :
Under the scheme each Gopalmitra gets monthly incentive of ` 1500. This incentive

is provided by Government of India and rest of sustenance allowance of 32 months is


provided by Government of Gujarat. State government has allocated ` 183 lakh for the
year 2011-12 toward the contribution of sustenance allowance.
2.

Liquid nitrogen, semen doses and A.I. instruments supply :


All Gopalmitra centers are provided with LN2, semen doses and consumables for A.I.
services throughout the State, provision of Rs 176.70 lakh was made for the scheme.

3.

Publicity and seminars :


Technical seminars were organized at different places throughout the State. The
problems pertaining to animal breeding, management, animal health, production were
discussed and relevant literatures were distributed. The experts from various ields
were also invited from outside the state. The meet helped in generating awareness
among various categories of participants which include veterinarians, dairy personnels,
farmers etc. A provision of ` 5.00 lakh was made during year.

Establishment of Banni farm :


To preserve high valued breed - Banni buffalo farm was established under state
assistance during 2008-09. For maintenance of Banni farm, provision of Rs 8.00 lakh
was made for year 2011-12.

5.

Maintenance of frozen semen station :


For maintenance of State Frozen Semen Production and Training Institute Patan,
provision of rupees 121.50 lakh was made.

6.

Manpower Development by Training Institutes :


GLDB has two training centers viz: (1) State Frozen Semen Production and Training
Institute - Patan (2) Technical Training Center Morbi, Dist. Rajkot. The facility utilized
to train private A.I workers, existing A.I workers, professionals, fodder development,
administrative and account personnel in addition to manpower development training
under NPCBB. For the year 2011-12 ` 1.00 lakh grant was utilized for the training of 34
trainees.

2. Establishment of new Frozen Semen Station in Saurashtra Region (Amreli).


` 1600 Lakh Sanctioned by State Government.
To mitigate the production loss due to natural calamities and disease out break

at only facility in Gujarat of semen production at FSS Patan.


To produce Frozen Semen Doses from high pedigree Bulls of various native

breeds.
To supply Frozen Semen doses to Semen Bank as per requirement.

3. Embryo Transfer Programme in the State for Gir & Kankrej Cow. (Amreli)
` 140 lakh Sanctioned by State Govt. and ` 200 lakh Sanctioned by Central Govt.
under NPCBB Phase II. Total provision ` 340 Lakh
To get maximum number of high pedigreed animals from high yielding cow/buffalo

mothers.
To reduce birth of low pedigreed calves by conventional breeding practices

adapted by farmers.
To conserve indigenous germplasm in form of embryo.

4. Fodder Development Programe in rural area.


` 480.00 lakh Sanctioned by State Govt.
To establish Production of green fodder in Gauchar Land of 4 Districts and supply

green fodder to animal owner at reasonable rates.


B. Name of the Project Sanctioned by Central Government under OTACA
1. Breed Improvement Project In Tribal Belt
Financial Provision : ` 106.31 Crore (` 74.42 Crore Sanctioned by State Govt. and
` 31.89 Crore Sanctioned by Central Government under OTACA)
The main objectives of the project are :
To increase breedable livestock coverage from 30 % to 60 % under AI.
To establish infrastructure for breeding services.
To enhance the productivity at least @1.50% per year in Cattle and 1.0% in
buffaloes.
To allocate better resources for livestock rearing.
