memory of a beloved Redwood Shores resident
Pete Hughes. Pete passed away in September of
2013.
If you enjoy walking or exercising on our levees, or
spending time in our beautiful parks, you have Pete
Hughes to thank. Over 17 years ago, Pete conceived
the idea, arranged corporate sponsorship, worked
with the City, and almost single-handedly managed
RSCAs first Levee Clean-Up. The Levee Clean-Up,
where scores of conscientious volunteers pick up
trash along our levees and in many of the Shores
public areas, was always Petes Special Project and
quickly became an annual August Shores event.
Petes civic devotion and commitment to the
community was truly exceptional. He was active
with the Redwood City Police Activities League,
the Peninsula Celebration Association, and Casa
de Redwood Senior Housing. Pete and his wife
Ginny both served on the Board and were strong
supporters of the Kainos Home and Training
Center for developmentally challenged adults.
Petes wife, Ginny, and his family wanted to do
something special in his memory, and thought that
a park bench in the very park where he started the
Levee Clean-Up would be a loving remembrance
of Pete and his service to our community. Light
refreshments will be served after the short
dedication ceremony.

SVCW Commission Authorizes Next Steps for Recommended


Project for Critically Needed Conveyance System Improvements;
Reduces Impacts on Redwood Shores
The
Silicon
Valley
Clean Water (SVCW)
Commission
has
directed its staff to
proceed with additional
planning and environmental review of an option that
upon approval will continue the agencys critically
needed conveyance system improvements while
reducing impacts on Redwood Shores.
The SVCW conveyance system is a complex system
comprised of a nine-mile long reinforced concrete
forcemain pipeline, four pump stations, one for each
of the four SVCW member agencies, a wet weather
booster station located near the San Carlos Airport,
and a lift station located at the wastewater treatment
facility at southeastern Redwood Shores. Additionally,
SVCW leases a remote Flow Equalization Facility
from the West Bay Sanitary District in Menlo Park,
considered an integral part of the conveyance system.
The four member owners are the cities of Belmont,
Redwood City, and San Carlos, along with the West
Bay Sanitary District, which services Menlo Park,
Atherton, Portola Valley, and portions of East Palo
Alto.
The 45-year old force mains condition is poor with joint
leaks caused by moving young bay mud soil conditions.
The frequency of leaks continues to increase. SVCW
moved forward with fast-tracked implementation of
replacing the 48-inch section of force main in June
2013, a section of pipe that extends from the Redwood
City Pump Station to the San Carlos Pump Station and
represented nearly 75% of the leaks in the force main.
The bulk of work that impacted Maple Street, Bair
Island Road and Docktown was completed in March
2015. It is anticipated that the new pipeline across Bair
Island will be put into service by the end of 2015.

While this vital pipeline work was being done, staff was
undertaking preliminary planning for the remainder
of the conveyance system, including an alignment for
the 54-inch portion of force main, a segment extending
from the San Carlos Pump Station to the wastewater
treatment facility. This portion of pipe from the
San Carlos Pump Station to the treatment plant is
responsible for the other 25% of historical leaks and
has suffered a higher rate of failure in recent years.
Due to the hydraulic pressure placed on the pipe, more
than double its original design, this section of pipe is a
high priority to be replaced.
In March 2014, as a result of the public and regulatory
agency outreach, it became clear that four of the five
alignment alternatives developed to that point were
not feasible and that the fifth alternative (open cut
along Redwood Shores Parkway) posed significant
disruption to the community and, therefore, faced
strong community concerns about alignment options
and equally strong support for investigating optional
alternatives.
As a result, SVCW staff undertook reviewing a large
number of new conveyance system replacement
alternatives and, ultimately, 12 specific alternatives
with over 140 variations were identified for detailed
evaluation. The alternatives ranged in construction
techniques, including open-cut, micro-tunneling, and
tunnel boring machine options. The alternatives also
considered different conveyance system operating
modes, from force mains (pumped flows) to gravity
flow; each operating mode having a corresponding
number of required pump stations.
SVCW staff recommended and the Commission
accepted going forward with environmental review
and public review of an alternative known internally

Using Water Resources

everyone for
cutting back
on their water
use as we
head into the
summer of or
fourth
year
of
drought.
Residential use
of clean drinking water is down to less than 58 gallons/
day/resident! Hooray!
In an abundance of foresight, the Redwood City
Council made a bold step in the early 2000s to embark
on the path of producing, and distributing recycled
water for landscape irrigation, and industrial uses.
Homeowner Associations in Redwood Shores and
industrial users at the Port of Redwood City were
early adopters.
Now Redwood City is in the permitting stage with
CalTrans to extend the purple pipe system cross US
101 to the west side. If all goes well, recycled water
will start to flow in 2016 to major users for nonpotable uses (e.g. toilets) and landscape irrigation.
Many of the new projects that are being built are
dual-plumbed which means that they are ready to
tie into the recycled water system when it becomes
available. Major projects such as Kaiser Hospital,
Stanford in Redwood City and the major projects in
downtown are ready to use recycled water when it
becomes available.
So what is the next frontier? I attended a meeting
hosted by Sustainable Silicon Valley a few weeks ago,
and the next frontier is on-site graywater reclamation.

capture onsite water from air conditioning systems,


rainwater capture and restrooms, treating it on site
and reusing it for landscape irrigation and flushing of
toilets. San Francisco is already leading the way in this
innovative approach to using water more strategically
and wisely. A number of large office projects in San
Francisco have already made the commitment and
investment into these on-site systems.
No matter if the drought starts to end this winter, we
need to figure out ways to use our water resources
more wisely. The expansion of our recycled water
system, innovative on-site re-use systems, changing
our lush landscapes to more native landscapes and
more will make more clean, potable water for all of us.

In the Wake of the


Charleston Shootings
If Martin Luther King Jr. were alive today to respond
to the shooting deaths of nine people in the African
American AME church community in Charleston SC,
I am confident that he would continue to proclaim
his dream of the Beloved Community and the Six
Principles of Nonviolence that undergird that dream.
In his honor and in honor of all nine people who died,
here are the Six Principles:
Principle One: Nonviolence is a way of life for
courageous people
It is active nonviolent resistance to evil.
It is aggressive spiritually, mentally and emotionally.
It is always persuading the opponent of the
righteousness of your cause.
It is only passive in its non-aggression toward its
enemy.
Principle Two: Nonviolence seeks to win friendship
and understanding
The end of nonviolence is redemption and
reconciliation.
The purpose of nonviolence is the creation of the
Beloved Community.
Principle Three: Nonviolence seeks to defeat
injustice not people
Nonviolence recognizes that evil doers are also
victims, not evil people.
The nonviolent resister seeks to defeat evil, not
people.
Principle Four: Nonviolence holds that suffering
can educate and transform
Nonviolence accepts suffering without retaliation.
Nonviolence accepts violence if necessary, but will
never inflict it.
Nonviolence willingly accepts the consequences of
its act.
Unearned suffering is redemptive and has tremendous
education and transforming possibilities.

Suffering has the power to convert the enemy when


reason fails.
Principle Five: Nonviolence chooses love instead of
hate
Nonviolence resists violence of the spirit as well as
the body.
Nonviolent love is spontaneous, unmotivated,
unselfish and creative.
Nonviolent love gives willingly knowing that the
return might be hostility.
Nonviolent love is active, not passive.
Nonviolent love is un-ending in its ability to forgive
in order to restore community.
Nonviolent love does not sink to the level of the
hater.
Love for the enemy is how we demonstrate love for
ourselves.
Love restores community and resists injustice.
Nonviolence recognizes the fact that all life is
interrelated.
Principle Six: Nonviolence believes that the universe
is on the side of justice
The nonviolent resister has deep faith that justice
will eventually win.
Nonviolence believes that God is a God of justice.

OTR Band Rocks Marlin Park in Summer


Concert Series!

On the evening of Sunday, June 28th, Marlin Park


was the place to be! Hosted by RSCA, hundreds of
residents joined in the fun to hear OTR band rock
Redwood Shores as a part of the Sounds of the Shores
summer concert series.
Residents enjoyed a pleasant evening listening to OTR
play tunes from Huey Lewis to Journey. They use their

talents to make the songs their own, and a good time


was had by young and old! Residents brought food,
blankets, lawn chairs, and yes, their dancing shoes.
The Sounds of the Shores summer concert series takes
place in Marlin Park on select Sundays from 5 to 7
pm. We hope to see you at our next event on Sunday
August 9th when The Shanks comes to town to with
an evening of classic rock.

Yes, Im a therapist and I believe there are times in life


when seeing a therapist may be crucial to someones
well being. But, I also recognize that not everyone is
interested in it. This article is not about suffering from
a serious mental illness when it is obvious that some
sort of clinical intervention is necessary. Rather, it is
about staying healthy mentally healthy.
Open up any self-help guide about mental health
and some obvious topics surface very quickly: eat
right, get plenty of sleep, exercise, limit alcohol and
any recreational drug use, get outside and have a
community of friends and family. Yes, these are all
important, yet it is often surprising how many people
overlook these very basic needs. And, no, online
gaming friends who youll never, ever see in person
dont count. OK, so maybe the last sentence dates me a
little, but Ive seen enough in my line of work to know
that while the online world can be fun and exciting,
there truly isnt any substitute for the real thing.
Besides the obvious items above, there are also some
other factors to consider as we ponder the idea of
staying off of the therapists couch. As someone who
specializes in treating anxiety disorders, Ive learned
the importance of being able to express feelings instead
of bottling them up. Doing so can be part of the recipe
for panic attacks as can difficulties with setting limits.
Saying yes to someone when you really would
rather say no can create a tremendous amount of
unnecessary stress. Of course, sometimes we dont have
a choice and we do things we rather not. Im referring
to those times, however, when setting limits would be
perfectly reasonable and a decision to the contrary is
made anyway.
Forgiveness is another concept that often gets
overlooked. Its a complicated thing and sometimes
youre just not ready for it. Yet, nothing builds
resentment quite like the reluctance to forgive. I
find gratitude to also be especially important, yet
something that seems to elude many people. Do you
have something/someone for which you feel grateful?
Periodically reminding yourself of such is known to
contribute to be a better sense of well-being.
Lets also not forget the significance of learning
something new, hobbies and generally making fun a
priority. I think with living in the fast pace of the Bay

Disappearing Cats!
As a pet sitter one of the tasks we perform at each visit is
to make sure we locate all of the animals in our care to
ensure they are safe and sound.
For dogs, this is pretty easythere arent too many places
they can hide, and if they do try to hide, it is relatively
easy to find them.

Cats on the other hand can be a bit more difficult to


find. We know the usual hiding places such as under the
bed, behind the couch or in closets.

Very early in my pet sitting career I was meeting with a


client. The client had three cats and proceeded to tell me
I would never find one of the cats, Simba. At each visit
her other two cats would rush up to greet me. True to my
clients prediction, I never did see Simba. But pet sitter
par excellence that I was, I was bound and determined I
was going to find Simba and make sure he was OK.

The story below was released Friday, July 10. The


work has been postponed while we investigate options
related to the impact on the water fowl.

I checked in the usual suspect spots and checked again.


The client lived in a two bedroom apartment; how many
places are there for a cat to hide? No Simba. After two
visits of no Simba sightings, I called my client to tell her
I could not find Simba. She assured me I should not
worry and I should not waste my time looking for him
as she knew Simba was hiding somewhere.
The saying flatter than a pancake has new meaning
for me. At the next visit, I happened to move one of the
pillows on the bed a pillow I had moved on more than
one occasion, mind you. What? Did I detect movement?
I look again to find Simba under the pillow; somehow
he had managed to you guessed it make himself
flatter than a pancake! Simba was not amused I had
found him, however I had a new respect for the way he
outsmarted me!
Hopalong was another challenge. My client also told
me I would never see Hopalong. After my experience
with Simba, I started to believe clients a little more when
told I would never find kitty. I would arrive each day to
take Cleo, their dog, for a walk. Although I never saw
Hopalong, it was obvious Hopalong was around at
each visit his food had been eaten and he was using the
litter box.
One day I caught a glimpse of a grey blur out of the
corner of my eye. Was it my imagination, I wondered? I
walked over to where I thought I had seen the blur, and
peered up the dark chimney. Nothing. Adjacent to the

I want to inform you that in order to provide


adequate geotechnical data for our investigation of the
California Environmental Impact Act (CEQA) options
for our forcemain (the pipe that carries raw sewage
to the treatment plant) replacement project, it is
necessary for us to drain the Landscape Impoundment
Ornamental ponds in front of the plant (1400 Radio
Road in Redwood Shores) once again.
This is the area that is popular for bird-watching.
We are starting the process this weekend and expect
they will be dry enough to start the work in about a
month or so. Once the geotechnical investigation is
complete, we anticipate we will fill them again. The
exact timing of this is not known, but our best estimate
today is somewhere between 60 and 90 days of draining,
drying and work before we can bring water back.

(Or how a former Connecticut Yankee embraced
California Cuisine) Lynn Kathleen Adams

HOT AUGUST NIGHTS


When our summer weather turns hot and the evenings
are still warm, it seems our appetites languish. This
is a wonderful time for a light salad with fresh grilled
vegetables, stone fruit or a small piece of grilled salmon
or grilled chicken breast. By eating lightly, there is
room for a scrumptious, soothing dessert. There is
nothing better than a cool panna cotta to finish off a
summer meal. I fell in love with panna cotta the very
first time I tried it, and always look for it on the menu
when we are dining out. Panna cotta means cooked
cream and was originally from the Northern Italian
region of Piemonte. The desserts are softly set and
creamy, and are perfect for a dinner party or special
dessert because they can be made ahead of time and
kept refrigerated until ready to serve.

Directions
In a small bowl, sprinkle the gelatin on 1 Tablespoons
of cold water. Stir, and set aside for 10 minute to allow
gelatin to dissolve.
In a medium bowl, whisk together of the Heavy
Cream, the yogurt, vanilla extract, and vanilla bean
seeds. Heat the remaining Cup of Heavy Cream and
the 1/3 Cup of Sugar in a small saucepan and bring to
a simmer over medium heat. Remove from heat, and
add the softened gelatin to the hot cream mixture, and
stir to combine. Pour into 4 (6 0 8 ounce) ramekins
or custard cups and refrigerate uncovered until cold.
When the panna cottas are thoroughly chilled, cover
with plastic wrap and refrigerate overnight.
Combine the sliced strawberries, balsamic vinegar, 1
Tablespoon Sugar, and ground pepper 30 -45 minutes
before serving. Set aside a room temperature.

There are so many creative variations to flavor


the dessert - this recipe uses balsamic flavored
strawberries as an accompaniment, but you can use
fresh raspberries, blueberries, blackberries and even
other ripe stone fruits, such as cherries, peaches or
apricots just remove the pits and peels if necessary
and slice them into bite-sizes pieces.
PANNA COTTA WITH BALSAMIC
STRAWBERRIES
Makes 4 Servings
Ingredients
l Packet (1 teaspoon) unflavored Gelatin Powder
l 1 Tablespoons Cold Water
l 1 Cups Heavy Cream
l 1 Cup Plain Whole Milk Yogurt
l 1 Teaspoon Vanilla Extract
l Vanilla Bean, split and seeds scraped
l 1/3 Cup Sugar, plus 1 Tablespoon
l 2 Pints (4 Cups) Sliced Fresh Strawberries
l 2 Tablespoon Balsamic Vinegar
l 1 Tablespoon Sugar
l Teaspoon Freshly Grated Black Pepper
l Freshly Grated Lemon Zest, for serving

To serve, run a small knife around each dessert in the


ramekin, and dip the ramekin QUICKLY into a bowl
of hot tap water. Invert each ramekin onto a pretty
dessert plate, and surround the panna cotta with the
strawberries. Dust tops of panna cotta lightly with
freshly grated lemon zest, and serve.

Protect Your Skin from the Sun without Toxic


Chemicals
Are you slathering on the
sunscreen this summer
to protect yourself from
skin cancer and premature
aging? A step in the right
direction for sure, but
have you considered the
ingredient list on that
bottle of SPF?

for non-nano mineral sunscreens.

The active ingredients in


sunscreen are chemical filters that absorb UV light
and/or minerals that reflect this light, with the end
result of keeping it from damaging our skin. Lets start
with chemical sunscreens

Also consider that some of the best protection has


nothing to do with sunscreen. Wear a hat with a big
brim. Protect your eyes with quality UV-blocking
sunglasses. Cover your skin with clothing. Stay out
of the mid-day sun when rays are the strongest. Hang
out in the shade. And, whatever you do, dont get
burned!

According to the Environmental Working Group


(ewg.org), a non-profit organization dedicated to
protecting human health and the environment, the
most problematic and prevalent of the sunscreen
chemicals used in the U.S. is oxybenzone, but it is far
from the only one found to have negative implications
for human health.
The problem is that chemicals in sunscreens are
absorbed through our skin into our bloodstreams and
dispersed throughout our bodies, and many of them
are considered endocrine disruptors, meaning that
they can wreak havoc with our hormonal systems.
And, on top of that, we really dont know much about
the long-term effects.

Now if youre thinking, Oh no, youre telling me that


thick white paste is the only safe way to go, not to
worry newer zinc oxide products are transparent
and do a great job of protecting against UV radiation.
Im always trying new brands, and two I like are
Devita and 100% Pure.

And one last note Many of us end up with


extremely low levels of vitamin D through our efforts
to avoid damage from the suns rays. Vitamin D is
manufactured in the skin upon exposure to UV
light and crucial for the robust immune function
needed to protect us from many types of cancer, so
correcting low levels is a simple but important step
toward a strong immune defense. Since supplemental
vitamin D can be toxic if you take too much, get a
25-hydroxyvitamin D test and talk with a health
professional about supplementation if your levels are
low. Also, add vitamin D-rich foods, such as salmon
and other fatty fish, to your diet.

Some chemicals make us sick very quickly, so its easy


to determine their toxicity. Others substances, such
as lead, take longer to cause illness remember that
it was many years before the government took heed
and restricted use. I dont know about you, but Im
not interested in being a guinea pig for a study on the
long-term effects of chemicals in sunscreens!

Make sure your white jeans (or pants) are of a


thicker cotton than most of your other summer
pants. You dont want your undergarments (which
should be nude) to show through.
Ankle length jeans look great with flats, sandals or
cute sneakers. You can roll up your longer jeans to
get this look.
Virtually all colors look great with white jeans bright popsicle colors or neutrals. And of course,
the classic black and white always work.
Dress up your jeans with a fun pump or high
heeled sandal. Pop on a silk blazer or flowy blouse,
layer on some necklaces, and youre good to go.

as 4BE TBM. This involves a tunnel boring machine
with a launch shaft near the San Carlos Airport, ending
at the SVCW plant and at the north end of Bair Island.

It entails:

Tunnel from an open field on the north side of the


intersection of Holly Street/Shoreway Road to the
SVCW plant at the southeast end of Redwood Shores.
This tunnel route will generally follow SVCWs existing
force main easement beneath Redwood Shores
Parkway to the plant, with two minor excursions
near Sandpiper School. During construction of the
tunnel, there will be no roadway disruption, and
other than seeing the equipment at the open field,
passersby would not realize there was an active
tunneling project because proven technology from
comparable projects demonstrates that with the
tunnel depth and soils, noise and vibration from the
tunneling is not likely to be felt or heard from the
surface.
When the TBM reaches the plant, it will be removed
from the shaft and taken back to the launch shaft near
the Holly/ Shoreway Road intersection and from
there, the TBM will be re-inserted and the second
leg of the tunnel will follow the existing force main
to the north end of Bair Island and connect with the
48-inch improvement pipe that will be completed
later this year on Bair Island.
Slipline the existing pipeline from the Belmont Pump
Station on Shoreway Road at Cormorant Drive to
the tunnel near the San Carlos Pump Station site at
the end of Monte Vista Drive. This will require work
along Shoreway Road and while it is a trenchless
project, it will require surface digging and disruption
at about four sites that are being determined. Slipline
means putting a smaller pipe into an existing larger
pipe.
Install a drop shaft at San Carlos Pump Station at the

Rehabilitate the Belmont Pump Station and the


Menlo Park Pump Station (located on Haven Avenue
at the foot of Bedwell Bayfront Park).
Replace the Redwood City Pump Station, located at
the end of Maple Street behind the Redwood City
Police Station, with a new facility capable of handling
the combined flows from West Bay Sanitary District
OR Menlo Park Pump Station and Redwood City.
Build a Receiving Lift Station (RLS) at the treatment
plant site. The RLS will be constructed using the shaft
that will be built for removing the tunnel boring
machine; the project will launch the tunnel from the
open lot at Holly/Shoreway and tunnel towards the
treatment plant. Once at the plant, the TBM will be
removed using this shaft. Once the TBM is removed,
work to build out the pump station (RLS), using this
shaft, will be completed.
Construction of a Peak Flow Diversion Structure and
a Peak Flow Diversion Basin at the treatment plant
site.
Build a headworks (large debris and grit removal) at
the treatment plant site

The next step is for consultants to develop a detailed


project description for the California Environmental
Quality Act (CEQA) review of the recommended
alternative as well as other alternatives, a process that
could take up to mid-2016 to early-2017 to complete.
The environmental document will be used by regulatory
agencies in conjunction with the various approvals and
permits that will be required for the project. Pending
approvals after the CEQA review, construction is likely
to start in early to late 2017.
