TotakecareofenergyrequirementsofIndia,theCentralGovernmentofIndiadidanationalisationof
coalindustryinthe1970s.By1972,itacquiredmostofthecokingcoalminesinIndia(226cokingcoal
mines)throughBharatCokingCoalLimited(BCCL).Similarly,itacquiredall711noncokingcoal
minesinIndiathroughCoalMinesAuthorityLimited(CMAL).Toconsolidatethebusinessesofboth
cokingandnoncokingcoalunderoneentity,aformalholdingcompanyintheformofCoalIndia
LimitedwasformedinNovember1975tomanageboththecompanies.[10]GovernmentofIndiaheld
100%ofitssharesfrom1975till2010.
InitialPublicOffer(IPO):InOctober2010,GovernmentofIndiaoffered10%oftheequitysharesof
CIL(631.6millionequityshares)topublicforsaleatanofferpriceofINR245pershare(atfacevalue
ofINR10pershare).[11]TheIPOgotoversubscribedby14.17times.[11]AgainstanIPOissuesizeof
INR155billion(USD3.5billion)itreceivedbidsforINR2400billioncrores(USD53billion)making

environmentalclearance.[19][20]Theseminesincluded48opencast,170undergroundand21combined
mines.Initsreport,theCAGalsopointedoutthatofthe18sampleopencastandeightunderground
mines,tenmineshadundertakencapacityexpansionwithoutenvironmentalclearances.Thecompany,in
itsreply,saidthatapplicationsforclearancestotheprojectshavealreadybeensubmittedtotheMinistry
ofEnvironmentandForests.[19]
CoalminesnearTigerPreserves:InIndia,somecoalminesarelocatednear/belowthetigerpreserves.
Miningorconstructionofadministrativeofficesin/nearthesepreservesdisturbsthewildlife.Hence
environmentalorganisationslikeGreenpeacehavebeenopposingminingintheseareas.[21][22]Around
