Introduction
Purpose
TheStatisticalReportofCrimesAgainstVolunteers2011providessummarystatisticsofreportedcrimeincidentsand
Volunteerdeathsforcalendaryear2011.Inaddition,italsoprovidesaglobaltrendanalysisofcrimeincidentsoverthe
last10years.Theobjectiveofthispublicationistoprovideinformationregardingthenumberandtypesofcrimeinci
dentsreportedbyPeaceCorpsVolunteers.

Measuring the Volunteer Population


The Volunteer population fluctuates throughout the year as new trainees arrive and seasoned Volunteers complete
theirservice(normally27months).NewPeaceCorpspostsareopening,whileotherpostsmaybesuspendingorclos
ing operations. To more accurately compare crime data across posts, Volunteer/trainee years (VT years) are used in
calculating crime incidence rates because this measurement provides a more accurate count of the actual length of
timeVolunteersareatriskofexperiencinganincident.Whiletherewere9,095Volunteersandtraineesservingasof
September30,2011,therewereonly8,717VTyearsincalendaryear2011.

Overseas Post Changes


Incalendaryear2011,Volunteersservedin70PeaceCorpspostsin76countries.Programsthatcloseoropenwithina
calendaryearonlyprovidedataforthosemonthsinwhichVolunteersactuallyserved(seeAppendixC).

Data Source
ThedatausedtopreparethisreportwascollectedthroughtheCrimeIncidentReportingForm(CIRF)andtheConsoli
datedIncidentReportingSystem(CIRS).TheCIRS,aninhousedevelopedapplicationbuiltusingwebservices,wasre
leasedinApril2008andupdatedinAugust2011.

Incident Classification
CrimeincidentsarerankedonaseverityhierarchyrangingfromVandalism(leastsevere)toDeath(mostsevere).Ap
pendix A contains an overview of this hierarchy, including all definitions used to classify incidents. Information col
lectedintheupdatedCIRSfallsintooneofeightcategories,thefirstfiveofwhicharecoveredinthisreport:

SexualAssaults(rape/attemptedrape,majorsexualassault,andothersexualassault);

PhysicalAssaults(kidnapping,aggravatedassault,majorphysicalassault,andotherphysicalassault);

PropertyCrimes(robbery,burglary,theft,andvandalism);

Threats(includingintimidationanddeaththreat);

Death(duetohomicide,suicide,accident,naturalcause,andindeterminatecause);and

Othersecurityincidents(includingharassmentandcrimesinaVolunteerscommunity);

Worldwide,PeaceCorpsVolunteersreported1,700crimesduring2011,oranoverallincidencerateof19.50incidents
per100VTyears(Figure1).Propertycrimescontinuetobethemostprevalentincidentsreported(82percentofall
reportedincidents),withtheftsaccountingfor50percentoftheoveralltotal,burglaries20percentandrobberies11
percent.Ofthemoreseriouscrimesreported,therewere17aggravatedassaults,39rapes/attemptedrapesand17
majorsexualassaults.

Definitions

Rape:Penetrationofthevaginaoranuswithapenis,tongue,fingerorobjectwithouttheconsentand/oragainstthe
willoftheVolunteer.Thisincludeswhenavictimisunabletoconsentbecauseofingestionofdrugsand/oralcohol.
Rapealsoincludesforcedoralsex,where:

1. thevictim'smouthcontactstheoffender'sgenitalsoranus,OR
2. theoffender'smouthcontactsthevictim'sgenitalsoranus,OR
3. thevictimisforcedtoperformoralsexonanotherperson.

Anyunsuccessfulattemptstopenetratethevaginaoranusarealsoclassifiedasrape.

Majorsexualassault:Intentionalorforcedcontactwiththevictimsbreasts,genitals,mouth,buttocks,oranusOR
disrobingoftheVolunteeroroffenderwithoutcontactoftheVolunteersaforementionedbodyparts,forsexualgrati
ficationANDanyofthefollowing:

1. theuseofaweaponbytheoffender,OR
2. physicalinjurytothevictim,OR
3. whenthevictimhastousesubstantialforcetodisengagetheoffender.

Thefollowingsectionprovidesaglobalanalysisofsexual
assault incidents. Incidence of sexual assault is ex
pressedasincidentsreportedbyfemalesper100female
VTyearsbecausewomenareatamuchgreaterriskfor
sexualassaultsthanmen.In2011,93percentofthesex
ual assaults reported worldwide were against female
Volunteers.Useoffemalespecificincidenceratesbetter
characterizes the risk of sexual assault. In comparing
yeartoyear data for rapes/attempted rapes and major
sexual assaults, incidence rates should be interpreted
with caution due to the relatively small number of re
ported incidents perpetrated annually against Peace
CorpsVolunteers.

There were 37 rapes/attempted rapes reported by fe


male Peace Corps Volunteers worldwide during 2011,
resulting in an incidence rate of 0.70 incidents per 100
femaleVTyears.Theincidencerateforrapes/attempted
rapesremainedrelativelyunchangedfrom20022008.In
2009, a substantially lower number were reported,
thoughin2010thisnumberreturnedtothelevelprevi
ouslyseen.In2011,thenumberandrateclimbedtothe
highest level seen since 2003, potentially as a result of
increased media coverage and/or new reporting and
response procedures and additional training instituted
throughouttheyear(Figure2).MalePeaceCorpsVolun

There were 89 other sexual assaults reported by Peace


CorpsVolunteersworldwideduring2011,resultinginan
incidencerateof1.68incidentsper100femaleVTyears.
This number is slightly higher than the previous year,
though an increase in Volunteer population means the
ratehasdecreasedslightly.Overthelast10yearperiod,
theincidencerateofothersexualassaultshasfluctuated
around an average of 1.70 incidents per 100 female VT
years (Figure 4). Male Peace Corps Volunteers reported
5othersexualassaultsworldwidein2011,resultinginan
incidencerateof0.15per100maleVTyears.

Kidnapping: The unlawfulseizure,transportation,and/ordetentionofavictimagainsther/hiswillforransomorre
ward.Thiscategoryincludeshostagetaking.

Aggravatedassault:Attackorthreatofattackwithaweaponinamannercapableofinflictingseverebodilyinjuryor
death.Attackwithoutaweaponorobjectwhenseverebodilyinjuryresults.Severebodilyinjuryincludesbroken
bones,lostteeth,internalinjuries,severelaceration,lossofconsciousness,oranyinjuryrequiringtwoormoredays
ofhospitalization.Attemptedmurdershouldbereportedasaggravatedassault.

Majorphysicalassault:AggressivecontactthatrequirestheVolunteertousesubstantialforcetodisengagetheof
fenderORthatresultsinmajorbodilyinjury,includinganyofthefollowing:injuryrequiringlessthantwodaysofhos
pitalization;ordiagnosticXraystoruleoutbrokenbones(andnofractureisfound);orsurgicalintervention(including
stitches).

Other physical assault:AggressivecontactthatdoesnotrequiretheVolunteertousesubstantialforcetodisengage


theoffenderandresultsinnoinjuryoronlyminorinjury.Minorinjurydoesnotrequirehospitalization,Xrayorsurgi
calintervention(includingstitches).

Physical Assaults
The following section provides a global analysis of all
physicalassaultincidents.Incidenceofphysicalassaults
isexpressedper100VTyears.
Physical assault definitions have undergone several
changes in the past few years which make longterm
trend monitoring difficult. Prior to 2006, robbery was
defined as an incident devoid of violence or threat of
violenceinwhichpropertyorcashistakendirectlyfrom
aVolunteer.Iftherobberywasaccompaniedbyanat
tack,therobberywouldhavebeenreportedasaphysi
calassault.Someincidentsthatwouldhavebeenclassi
fied as aggravated assaults, major physical assaults, or
other physical assaults prior to 2006 are now classified
asrobberies,leadingtoageneraldeclineinthephysical
assaultratesandanincreaseinrobberyratesfrom2006.
The next change involved only physical assaults. Inci
dents involving any type of weapon use or threat are
classifiedasaggravatedassaultspriorto2009,including
childrenthrowingsmallrocksorthreatsmadewithplas
tic bottles. Since that time, assaults involving weapons
areclassifiedonthebasisofthepotentialoftheweapon
to cause severe bodily injury or death (aggravated as
saults),majorbodilyinjury(majorphysicalassault),orno
injurytominorinjury(otherphysicalassault).

There were 17 aggravated assaults reported by Peace


CorpsVolunteersworldwideduring2011,resultinginan
incidence rate of 0.20 incidents per 100 VT years. The
aggravated assault number and rate increased 16 per
cent from 2010 but has decreased by 63 percent since
2006.
The sharp decline in aggravated assaults from 2005 to
2006reflectsthedefinitionchange.Aggravatedassault
rates continued to decline from 2006 to 2009, and
dropped substantially in 2010, perhaps as a result of
changestothedefinitions(Figure5).

Therewere6majorphysicalassaultsreportedbyPeace
CorpsVolunteersworldwideduring2011,resultinginan
incidence rate of 0.07 incidents per 100 VT years. The
major physical assault rate decreased 62 percent com
pared to 2010, which is also a decrease of 47 percent
from2006.

Therewere80otherphysicalassaultincidentsreported
by Peace Corps Volunteers worldwide during 2011, re
sultinginarateof0.92incidentsper100VTyears.The
other physical assault rate experienced a large increase
between 2006 and 2011 (59 percent), though the rate
hasincreasedonlyslightlysince2010(4percent).

Thedeclineinmajorphysicalassaultsfrom2005to2006
reflectsthedefinitionchange.Between2006and2009,
therateformajorphysicalassaultsshowednocleardi
rectional trend, though in 2009, the rate increased
slightly,perhapsasaresultofthesecondchangeindefi
nition(Figure6).

Thedeclineinotherphysicalassaultsin2006reflectsthe
definition change. Since 2006, the incidence rate for
other physical assaults shows an upward trend. This
trendcontinuedin2010,likelyasaresultofthesecond
definition change, which classified previous aggravated
assaultsasotherphysicalassaultswhenthelikelihoodof
severebodilyinjuryfromuseofaweaponislow(Figure
7).

Threat: A threat is made without physical contact or injury to the Volunteer. Threat occurs when the Volunteer is
placedinreasonablefearofbodilyharmthroughtheuseofthreateningwordsand/orotherconduct.Thisoffensein

0.59 incidents per 100 VT years. The threat rate de
creasedslightlyfrom2010,andhasdecreasedby31per
centsince2006.
It is important to note that prior to 2006, only death
threats were a reportable category; therefore, some of
theincreasesince2006maybetheresultofincludinga
newclassofincidentsintimidation.Duetothischange
inreportingpractice,thetrendgraphshowsonlythe6
yearperiodcoveredinthisreport(Figure46).Theinci
dencerateforthreatshasbeenhighlyvariable,reaching
its peak in 2008, followed by its lowest point in 2011
(Figure8).

BurglaryNo Assault: Unlawful or forcible entry of a Volunteers residence. This incident type usually, but not al
ways,involvestheft.Aslongasthepersonenteringhasnolegalrighttobepresentintheresidence,aburglaryhas
occurred.Alsoincludesillegalentryofahotelroom.
Theft:Thetakingawayoforattempttotakeawaypropertyorcashwithoutinvolvingforceorillegalentry.Includes
pickpocketing,stolenpurses,andtheftsfromaresidencethatdonotinvolveanillegalentry.
Vandalism:Mischievousormaliciousdefacement,destruction,ordamageofproperty.

There were 858 thefts reported by Peace Corps Volun


teersworldwideduring2011,resultinginarateof9.84
incidents per 100 VT years. The theft rate decreased
one percent compared to 2010. Reported thefts have
generallyincreasedoverthepast10years,andbetween
2002and2011,therate oftheftsincreasedby31 per
cent.(Figure11).Althoughitisdifficulttosaywithcer
tainty,thetheftincidencerateappearstobestabilizing
following many years of steady increase. While the
causesforthisareasyetunknown,possiblereasonsin
clude saturation of knowledge regarding the reporting
process among Volunteers and growing confidence and
trust in staff, particularly safety and security staff, at
post.

Data Analysis
The Crime Statistics and Analysis Unit with the Office of Safety and Security conducts a multistep qualityassurance
processtomitigateerrorsinherenttothedatacollectionprocess(i.e.,respondenterrors,nonresponseerrors,misclas
sifications,etc.).Eachreportreceivedatheadquartersisreviewedfor:1)appropriatecrimeclassification;and2)dis
crepancies between the summary and the closedended questions (i.e., questions with multiple choice responses).
Dataarerevieweddailyformisclassification,inconsistencies,errorsormissingdataandaresentbacktothesubmitter
forcorrectionorclarification.
TheStatisticalReportofCrimesAgainstVolunteers2011displaysdatafromfivecategoriesofreportedincidentsoccur
ringtoVolunteers:sexualassaults,physicalassaults,threats,propertycrimes,andVolunteerdeaths.Incidencerates
andglobaltrendanalysesareprovidedineachofthefourlargestcategories.Thisreportincludesthreeperiodsofdata
collectionandanalysis:the2011calendaryear,the6yearperiodfrom20062011,andthe10yearperiodfrom2002
2011.Analyzingmultipletimeperiodsprovidesabetterunderstandingofareasoffluctuationandlongstandingcrime
trends.DataforthisreportarecurrentasofJuly20,2012.Longitudinaldataarerepresentedinscatterplotsthatpro
videcrimeincidenceratesforeachyear.Withineachscatterplot,atrendlineapproximatesthebestfitlinethrough
thedatapoints.

Volunteersservinginagivenpostovertime),moremeaningfulcomparisonscanbemadeacrossPeaceCorpspostsor
regionsthathavedifferingnumbersofVolunteers.Forexample,25reportedincidentsofaggravatedassaultaffecta
higherpercentageofVolunteersatapostwith100Volunteersthanapostwith200Volunteers.
Furthermore,incidenceratesarecalculatedusingVTyears,whicharemoreaccuratethanusingthenumberofVolun
teersinthedenominator.TheVTyearcalculationconsidersthelengthoftimeVolunteerswereatrisk;or,thelengthof
timeservedbyVolunteers.AVTyearencompassestheamountoftimeaVolunteer/traineeservedduringagivenyear
betweenthestartofdomestictraining(staging)throughtheendofservice.Forexample,ifaVolunteerleavesafter

Data Limitations
Therearethreelimitationstointerpretingthedatainthisreportthatthereadershouldbearinmind.
ThefirstlimitationrelatestotheselectivereportingofsecurityincidentsbyVolunteers.Inreviewingthefrequencyof
incidents,thereadershouldkeepinmindthatthesearethenumbersforreportedincidents.VictimizationandVolun
teersurveyfindingsconsistentlyshowthatunderreportingofcrimesdoesoccur.Relatedtotheselfreportednatureof
the incident reporting process is the potential for misclassification of incidents. Incidents are classified solely on the
informationprovidedbytheVolunteer,whichcouldleadtoinaccurateclassificationifaVolunteerdoesnotprovideall

While the use of incidence rates does allow for comparisons across posts, caution should be used when comparing
crimeratesforpostswithlimitedVTyears,suchasColombia(23VTyears),becausetheyappeardramaticallyhigher
whencomparedtoratesforpostswithgreaterVTyears,suchasUkraine(464VTyears),evenwhenthenumberofinci
dentsissmall.Toillustrate,anincreasefromonethefttotwotheftsatapostwith25VTyearsresultsinthetheftinci
dencerateincreasingfrom4.0to8.0 incidentsper100VTyears.Whereas,withalarge postwith175VTyears,the
theftincidenceratewouldincreasefrom0.6to1.1per100VTyears.In2010,therewere21posts(30percent)with
fewerthan50VTyears.Inaddition,ratesbasedonasmallnumberofincidents(fewerthan30),suchasaggravated
