Grievances of Baluchistan

The Baluchistan province has a long history of grievances. Before its annexion to Pakistan, the
people fought several battles with British Empire. When participation was near to materialize
and 3rd june plan was planned to be implemented in letter and spirit, the future of the states was
also defined. They were given the right to join either of the country or remain independent. The
khanate of Kallat (present Baluchistan) did not want his state to be swallowed by the incumbent
country. He tabled a pact with Mr.Jinnah, the hallmark of which was the autonomy of the
province as a whole except the currency, foreign policy and defense that were to be done by
federation. He also weighed Mr.Jinnah with gold and donated it to the newborn country. But
soon after that the policy handlers launched a hostile approach. The state was annexed. The pact
was ripped apart and the palace of Khan was bombarded. This was the same palace and same
room where Quaid-e-Azam was served and showered with gifts along with the gold of his
weight. After a brief democratic era, a long term martial law regime came. A bloody operation
was launched against Baloch who were demanding their rights. They were forced to leave the
settled areas and ascend to the mountains along with their rifles. The old rebellious Baloch
chieftain Sardar Nawroz khan along with his comrades laid their arms after several pleas and
oaths on Quran done by Gen.Ayub not to jeopardize them further. But they were betrayed and
hanged at Haiderabad Cental Jail. The bodies of the martyrs were received by Mir. Rasool
BuxTalpur who then handed them over to the bereaved families. The 3rd overt and covert
operation was done by Gen. Takka Khan that shed blood of innocent baloch mercilessly. It was
the then chief minister Sardar Atta ullah Mengal who in 1973 in Lahore said that if Pakistan was
disintegrated, they would replace the name of their own province with Pakistan. His government
was dissolved by Bhuto and again hundreds of thousands of baloch were forced to flee and they
were subjected to a crushing operation. His son Asad ullah Mengal was kidnaped by security
agencies and still he is missing. He was the 2nd missing person of Pakistan. The first one was
Lecturer Ashoke Kumar of Jamhoro Engineering Colledge who was abducted under the chief
minister ship of Mumtaz Bhuto. The fifth operation was done by Gen. Pervaiz Musharraf by
killing Nawab Akbar Bugti. He is still bragging of killing such Balochs in future. The present kill
and dump operation is the severest and the most paralyzing one. General people and party
activists are abducted. They are kept in death squad by torturing their living bodies with extreme
barbarity leaving far behind all the records of dungeon torture cells of Abu Gharib, Gwantanamo
Bay, Dasht-e-Laila, India and Israel. Their bodies are humiliated and riddled with bullet then
engraved with venomous knives with the shibboleth of Pakistan Zindabad and then thrown in
the streets. This has created a situation of chaos in the province. The old, the youth and the kids
all have harsh and hateful feelings about rest of the country. Army, FC and intelligence agencies
are considered vicious intruders among local population. Army had left no chance crushing
them. FC has been ripping apart the typical Baloch shalwars and has zero respect to the culture
and tradition of the people. Spy agencies are collaborating military and paramilitary personals
and showering the gifts of barely recognizable drilled bodies of teenagers to the Baloch people.
In provincial assembly lotacracy is ruling. Among 65 MPAs, 64 are ministers. They have no

interest to handle the situation of the province within the desirous premises of the people of the
province. They broke all the records of corruption. They are the puppeteering tools of Federal
Government and criminal spy agencies. The nationalist forces had boycotted the 2008 election
because of possible fraud; prolong military operation, anarchy and martial regime. Sense of
leadership vacuum from the last decade had left the province on the mercy of exploiters and
looters. The politicians who have respectable street power were either forced to exile or they
were banned from political activities. The current democratic government also failed to meet the
grievances of the province. Yes the phraseology of political government is quite friendly and
humble but the actual power who is running the province behind the screen is still violent and
proud. Military operation is still on the way, target killing and abduction of the people are still on
the way, the killing and dumping of political activists are proceeding in the same way,
construction of cantonments and pickets have observed no halts. The language of army echelon
and FC commanders is still rude and harsh. They are in no apologize mood. The arrival of
former chief minister of Balochistan to Supreme court is considered a best breakthrough. He
likened his six points to the six point of Sheikh Mujeeb but there was no similarity between the
two. The points were 1) the murderers of Bugti and other missing persons should be executed. 2)
death squads and torture cells in the province should be diminished. 3) all the operations should
be abruptly stopped. 4) the perpetrators of the killing and dumping should be executed. 5) allow
all the political parties to perpetuate their propaganda for upcoming election. 6) the
functionaries of intelligence agencies like ISI and MI should be stopped. His language was quite
harsh. He declared it as his last strive to see an integrated Pakistan before a bloody divorce. But
with the passage of time his tune became softened and it was clear from the crease of his brow
that he was more intrigued in upcoming election than the case of death squad and missing
persons. He was not here from the last few years when the province was a boiling cauldron. Now
he is claiming that he came here to safeguard the rights of his sisters. Along with other Baloch
leaders he knocked the black doors of supreme state powers multiple times but each time they
received betrayal response. Now again he is groveling at the feet of dictated judges. What does it
means???. At the ring of court he gave reference of a book of Z.A. Bhutto about the tragic death
of his brother but on the same day late at night he chastised Mr. Bhutto about his brothers death
report. He said that he had seen a ray of hope from supreme court but he was hundred percent
ambiguous about implementation. What does it means. On first day he likened his six points to
Mujeeb but after two days he slough off the skin of harsh comments and denied the comparison.
The very second day the meeting of top bross was conveined which annoyed the presence of
death squad and the drama of missing persons. This was a clear cut indication that the military
intelligence is in no mood to ward off the hostile policy. It became clear that Mr. Mengal was not
called in by military establishment. He was reluctant to cash the card of sacrifices of Baloch
people and he was here to fill the vacuum of leadership. If he really wanted the the peaceful
solutoion of the province there were several other ways irrespective of shaking and wringing
hands with Nawaz and Imran over seat adjustment and coalition government in upcoming
election in the chaos riddled province.

According to 1981 census record the population of the province was 6500000. In area wise it is
the largest province of country. It is rich in natural resources. It has warm water coast of
500km2. Federal govt has failed to meet the demand of the people which are few in number.
There is no industry, no medical university and no welfare trust in the province. Federal govt was
keen to supply Sui gas to all the districts of Punjab no matter how far apart they were but fell ill
with pathetic amnesia in supplying a narrow pipe to the villages of even Bugti and Sui districts.
Sui Southern Gas Company (SSGC) has no quota for Balochistan. Only in regional offices traces
of Baloch can be found below clerical range. There is no quota in WAPDA, CAA, industries of
Pakistan, steel mill, HMC, federal health institues, secretariats, CDA and capital police
departments. There is zero quota of the province in total pool for working abroad while in Punjab
from Lahore to Kashmir and from Kashmir to Rawalpindi a member of almost each family has
gone abroad on Pakistani quota. Traces of government organizations have just 3% quota which is
almost filled by the students and employees of other provinces having dual domicile certificates.
The jobs of civil superior services are enjoyed by those who are either multiple domicile holders
or the sons of all seasoned rich sardars born with golden spoons in their mouths and whose
schooling took place either abroad or in the elitists institutes of the country. They have just read
the situation through books and media. They have never sensed the ground realities. They give
more preference to personal relations over the provincial public miseries. They are not the
brothers of those who are fighting at mountains with empty bellies, dried lips and creased faces
against the tyranny of the regime. They are not the brothers of those who have been being found
in the streets and blind ended deluge channels with their humiliated bodies and bullet riddled
heads. They are not the sons of those who have been victimized with severe chronicle disease by
the tragedies of their beloved. They are not the brothers of those sisters who reached bare footed
to the press clubs of Karachi and Islamabad and who have celebrated their Eids in hunger camps
along with the footage of their missing brothers. They are not the sons of those mothers who
have been seen weeping, crying, kneeling and groveling in courts, police stations, FC check
posts, internment centres and trial squads to vindicate the innocence of their sons. It is the middle
Baloch class who is fighting and it is the middle class who is facing the thunderous brutalities
from one of the best army of the world. They are all educated, well aware and the true
representatives of the uprising Baloch. Even in present scenario except Mengal and Marri, all
sardars are enjoying playing naive politics in the lap of supreme state power. Mengal is now in a
position to succumb to the black doors so that he may be made the chief minister of the province.
Nawab Khair Bux Marri is an actagenarian old man. He has said a good bye to the politics a long
ago. Inspite of all these favourable measures, the government is facing tough difficulties in
normalizing law and order situation. The chaos is at its peak and the uprising is at its full swing.
Target killing, shooting, grenade attacks, kidnapping, ethnic riots all are the usual routines of the
day. Security men, petrolling in the streets of Quetta city are more than the customers and
wayfarers but still the enraged violence has made the security personals punch drunk. The root
cause of the problem lies in crushing the middle class. If the state agencies and political powers
are sincere and they want the real and absolute solution of the problems of the province, they

must ward off their policy of hammering the disgruntled. Dialogue is the best tool to harmonize
the situation and the situation will be harmonized only when a direct talk is made with those
shoulders that have guns and rockets. Their demands should be met and a 67 years sense of
deprievation should be eradicated only when sincere efforts are being made from all the corners
steering authorities.
