The Energy and Water Utilities Regulatory Authority (EWURA) is an independent,
world class regulatory authority responsible for licensing, tariff regulation and
quality of service regulation of the electricity, water, petroleum and natural gas
sectors. EWURA has the following vacancies for which suitably qualified Tanzanian

1. DIRECTOR GENERALS OFFICE

Stores Officer will be responsible for ensuring timely availability of office


supplies and efficient management of the store.
Main Duties and Responsibilities:
i) To coordinate requests for supplies across the Authority
ii) To Receive, inspect and record goods received;
iii) To issue goods to user departments;
iv) To manage the storeroom;
v) To advise on supply requirements;
vi) To Prepare list of unserviceable stores for disposal;

2. CORPORATE AFFAIRS DIVISION

To participate in overseeing proper attendance to staff welfare


issues;

To facilitate support and inputs in preparation of payroll, as and

Principal Revenue Accountant will be responsible for ensuring that the


Authoritys income is constantly maintained through proper revenue
collection mechanisms.

Main Duties and Responsibilities:
i)

To coordinate the monitoring and collection of all revenues of


the Authority on timely basis;

ii) To manage the follow-up of all Authority income on regular


basis and attend to queries from regulated suppliers revenue
transactions;
iii) To participate in the establishment and application of systems
and procedures in finance aimed at improving reporting and
efficiency;
iv) To ensure that all approved and normal operations pertaining to
finance are carried out on time and according to approved
budget;
v) To collaborate in overseeing prudent management of the
Authoritys resources, including keeping records on their
utilization;
vi) To coordinate preparation of time-based reports on financial
performance;

vii) To prepare, control and monitor the organizations revenue


budget in line with the strategic and operation plans of the
Authority;
viii) To collaborate in the preparation of operating, capital
expenditure and income budgets of the Authority;

x) To collaborate in controlling, applying and monitoring routine
financial functions;
xi) To supervise the monitoring and controlling all receivable
accounts including ensuring correctness of records;

Academic Qualifications and Experience

qualifications and experience:

Possession of University Degree/ Advanced diploma majoring


in accounting or finance from a recognized higher learning
institution;

ii) Possession of Masters Degree majoring in accounting or finance


or business administration;
iii) Certified Public Accountant, CPA (T) or ACCA and must be
registered with the National Board of Accountants and Auditors
(NBAA);

Zonal Manager

Assistant Accountant cum Administrator will be responsible for ensuring


that Zonal Office financial resources and assets are properly maintained
and other logistical functions are well managed.

Main Duties and Responsibilities:


i)

To ensure that offices are properly maintained and provided


with essential services and supplies including cleanness.

ii) To monitor and ensure that all fixed assets and other properties
are properly maintained and insured.
iii) To make follow up and ensure that travel arrangements are
made, booked and confirmed on time.
iv) To make sure that all official dispatches are done correctly and
promptly.
v) To facilitate and prepare for official meetings
vi) To ensure uninterrupted provision of transport services.
vii) To receive/Deposits in cash and cheques and ensure safe
custody of the same.

cash summary and maintains respective file containing those

that system records portrays true and updated financial
transaction of the zonal office on a daily basis.
xv) To maintain and reconcile all accounts receivable and payable
including amounts due from staff.

Transport Officer 1 Post

Transport Officer will be responsible for ensuring prudent utilization of the


Authority motor vehicles.
Main Duties and Responsibilities:
i) To oversee the operation of all vehicles being used in compliance
with the requirement of EWURA;.
ii) Ensure all drivers/operators are competent to drive Authority
vehicles and have a valid driving licenses;
iii) Ensure enter departmental activities are coordinated to achieve
the most efficient use of vehicles;
iv)

To supervise drivers and ensure uninterrupted provision of


transport services;

v) To coordinate and supervise all issues relating to fleet


management;
vi) Ensure correct maintenance of the vehicle register by making
regular vehicle inspections and recommending the appropriate
maintenance options;
vii) Ensure that all log sheets are accurately maintained for all
vehicles;
viii) Monitor expenditure on fuel, repair and maintenance to make
sure they are in line with the approved budgets;

Transport officer

Driver will be responsible for driving the Authoritys motor vehicles and
ensures that the vehicle is always in good condition.
Main Duties and Responsibilities:
i) To drive office vehicles as assigned.
ii) To ensure that vehicles are in good condition by making
periodic checkup and report any problem to Transport Officer
for further action;
iii) To maintain vehicle records and log sheets for all trips;
iv) To carry out cleanliness to the vehicle;
v) To carry out any job assigned apart from driving when the other
staff working in field;

vi) To be punctual and be conscious when assigned to a job;


vii) To safeguard the Authority vehicles by obeying all traffic laws.
viii) To operate the vehicle in a manner consistent with reasonable
practices that avoids abuse, theft, negligence or disrespect of the

Academic Qualifications and Experience

Possession of Form IV Certificated with Class C driving license;

a recognized institution is a required;

3. LEGAL SERVICES DIVISION

Principal Legal Officer Board Matters will be responsible for ensuring


that Board Meetings are efficiently and effectively conducted as well as to
provide legal services to the Authority.
Main Duties and Responsibilities:
i)
To arrange and ensure proper conduct of any business of the
Board;
ii)

To record all proceedings of the Board;

iii)

To represent the Authority in all administrative litigations


before the Fair Competition Tribunal, the High Court and Court
of Appeal;

iv)

To consistently review the Authority statute, regulations and


rules under EWURA ACT and make appropriate
recommendations for any required revisions;

v)

To advise the Authority on the proper interpretation and


application of laws and all agreements that have bearing on
regulated services;

vi)

To draft legal instruments, contracts, conveyance deeds;

vii) To arrange all meetings of the Board in consultation with the


Manager of Legal Services;
viii) To maintain a register of any conflict of interest pursuant to
EWURA Code of Conduct and carry out other functions relating
to the Code of Conduct as specified therein;
ix)

To assist the Directors in ensuring implementation of all


decisions and directives of the Board and preparing periodic
reports on the same; and

x) To undertake any other duties as assigned by the supervisor.


Academic Qualifications and Experience

Possession of University Degree in Laws (LL.B) from a


recognized university;

ii) Possession of Master degree in Law or any additional post


graduate qualifications in the field or others such as Business

Principal Legal Officer - Enforcement will be responsible for ensuring the


enforcement of the Authoritys regulatory decisions and providing legal
advice .
Main Duties and Responsibilities:
i)

ii) To assist in representing the Authority in matters of litigation;


iii) To coordinate drafting and updating concessions, lease and
license agreements in the regulated sectors;
iv) To coordinate the review and appeals procedure and enforce
legal actions;

contract, agreements and other legal instruments;

Main Duties and Responsibilities:

To participate in interpretation of all regulatory legislation and


other legal documents;

ii) To assist in preparing the Authoritys representation in matters


of litigation;
iii) To follow up on implementation of laws, regulations, rules,
contract, agreements and other legal instruments, including to
assist in providing legal advice on internal matters such as
Human Resources, procurement and contract for goods and
services entered into by the Authority;
iv) To provide inputs to research on legislation and other legal
aspects pertaining to regulated sectors and the role and
functions of the Authority;
v) To participate in provision of legal inputs and advice to and
settle consumer complaints as well as from regulated suppliers;
vi) To participate in consumer complaints hearing sessions;
vii) To participate in drafting various legal instruments;
viii) To effectively supervise and guide members of staff reporting
on the job; and
ix) To undertake any other duties as assigned by the supervisor.

Zonal Electricity Inspector will be responsible for monitoring all Electricity


sector performance at the respective zone.
Main Duties and Responsibilities:
i)

To participate in coordination of the process of overseeing


effective and efficient application of provisions of the Electricity
Act in order to ensure environmental and safety aspects of
electricity sector are in conformity with provision of the Act and
good industry practices;

ii)

To inspect electrical installations in buildings and any other


electricity supply infrastructure to ensure compliance with
applicable industry standards;

iii)

To review performance and ethics of contractors and wiremen to


identify malpractices in electrical installation activities;

iv)

To inspect various premises under construction and submit


inspection report for further recommendations to responsible
authorities for action;

v)

To participate in dispute resolutions of various customers


complaints;

vi)

To inspect premises damaged by electrical accidents;

vii) To respond to any reported electrical emergency event;


viii) To conduct pre and post installation inspections of standby and
own uses generators;

undertaken by the Directorate;

x)

To assist in coordinating and preparation of the Annual


Directorate report and Annual Sector report;

Academic Qualifications and Experience

5. WATER AND SANITATION DIVISION

Senior Water Engineer will be responsible for the coordination and
monitoring of technical matters of the regulated sector.
Main Duties and Responsibilities:
i)

To coordinate the process of overseeing effective and efficient


application of provisions of the Water Supply and Sanitation Act
in order to ensure technical aspects of water sector are in
conformity with provision of the Act and good industry practices.

ii) To coordinate, collate, analyze and store information for


regulatory reporting purpose in periodic basis
iii) To lead in carrying out technical analyses of conditions of water
and sewerage infrastructures and their utilization efficiency
iv) To initiate and lead inspection of water supply and sanitation
services

Water Resources Engineering, Municipal and Industrial
Services Engineering) from a recognized University;

and their utilization efficiency and report ant potential problems that
require attention;
iii) To participate inspection of water supply and sanitation services;

6. NATURAL GAS DIVISION

Principal Local Content Officer

Senior Local Content Officer will be responsible for monitoring the natural
gas industry by ensuring the development and maintenance of local
content.
Main Duties and Responsibilities:
i)

To Coordinate the development of local content;

ii) To Prepare guidelines for local content plans and reporting;


iii) To Make recommendations to the Authority for the formulation of
local content Regulations;
iv) To Set minimum requirements for local content in local content
plans;
v) To diseminate Public education and sensitization;
vi)To Undertake local content monitoring, audit and enforcement;and
vii) To undertake any other duties as assigned by the supervisor .
