Comelec Faces PCOS Dilemmas

I.

Summary
--------The Commission on Elections (Comelec) faces the challenge of how
to deal with modern campaign methods and media that are not covered by
practically obsolete election laws. This challenges lead to dilemma to
refurbish the Optical Scan (PCOS) or shelve them as the said machine
continue to its unnecessary functions.
--------In a press conference on Tuesday, Comelec spokesperson James
Jimenez said the commission was deliberating on the choice between
continuing with refurbishment or not continuing with refurbishment.
--------He added that the other option, should the comelec decide not to
use the PCOS machines, is to lease some 70,000 optical mark reader
(OMR) machines at a cost of P 6.29 billion.

Reaction/Opinion
-------Comelec is one of the three constitutional commissions of the
Philippines. Its principal role is to enforce all laws and regulations relative
to the conduct of elections, initiatives, referendums, and recall elections.
-------We all know that elections happened every three years, we all noted
that in our calendar, it is more predictable than any typhoon coming or any
earthquake that will happened, let me get this straight. My point is there so
many days before the said election but the comelec former chairman Sixto
Brillantes Jr. Let that days passed without preparing the PCOS machines
sitting idle in the bodega. Now the poll body is under time pressure to
acquire pronto 94,000 new PCOS machines just to stay on schedule.
-------Now the new chairman, Andres Bautista was doomed by this
problem left by Brillantes. How we supposed to conduct elections if we let
this problem hanging on air, government should not agree and signed the
resignation letter of Brillantes at a very first knowing that he have some
task to do. Now the whole country not only Comelec is under time
pressure to acquire the given schedule. Then, they will said, Vote Wisely
how you supposed to vote wisely if theres no voting machine.
