criticisms of the Sirleafs
administration
has
been the governments
inability to revitalize the Roberts
International Airport, viewed by
many as the gateway to Liberia.
The poor condition of the runway
is believed to have been a driving
force behind Air Frances abrupt
pullout last year while many
departing and arriving visitors
and Liberians have not hidden
their distaste for the unimpressive
terminal which many say does not
represent Africas oldest republic.
The French carrier, Air France,
in 2014 ended its flying route to
Liberia after poor and dilapidated
runaway conditions at the RIA
inflicted serious damage on the
airlines AF752 jet, forcing the
plane into rugged landing leading
to almost half a million dollars
in damage. The forced landing
ruined the planes bottom right,
main landing gear, hydraulic holes,
brakes, and right main landing
gear axle assembly.
The airport suffered severe
damage during the civil war in
1990. The runway was bombed
and the main terminal building
burned down. Both the runway
and the terminal building became
inoperable and the airport was
shut down. Commercial operations
at the airport started again in 1997
by converting a cargo building to a
terminal.

AIRPORT CITY ON HOLD FOR

In recent months, speculations have surfaced that the


government has been toying with the idea of constructing an
airport city but sources tell FrontPageAfrica that those plans
have been shelved for now, replaced with a more realistic plan
to revamp the old terminal which was ruined during the civil
war.
Government sources say the funding for an airport city is
costly and would take years to raise funding which is why the
administration has settled on revamping the ruined terminal
building and leave room to incorporate an airport city in the
future.
Dr. Clarence Moniba, head of the Presidents Program Delivery
Unit at the Executive Mansion, speaking to FrontPageAfrica
recently, confirmed that the plans for both the runway and
terminal are in the works.
Moniba explains that the President, in her efforts to continue
to modernize Liberias lone international airport, has decided
to approach its reconstruction and development in two related,
yet separate phases. The first decision, Moniba says, focuses on
the building of a modern terminal within the next two years. In
consultation with the Cabinet, it has been decided that several
companies will provided financial, as well as an architectural
rendering of a proposed terminal. One of the key requirements
for their submission, is that it will be pre-financed by the
company and paid back over several years of budget allocation.
The President, in order to ensure the quality of the proposed
structure, has insisted that procurement be done to recruit
the services of an independent and internally-recognized
contracting firm to serve as the Owners Engineer(OE) to
oversee the construction of the Terminal.
The next decision reached by the full Cabinet, Mr. Moniba says,
focuses on a broader and longer term approach to the airport.
As international airlines continue to gain interest in utilizing
Liberias strategic location, it will be key to build an airport
city that will not only boast a modern terminal, but in addition
to that, conference halls, an expensive hotel network, an
airport industrial park and warehouse, air cargo and logistics,
as well as offices. These initiatives, it is envisioned, will be
implemented over the next decade/foreseeable future.
The new Modern terminal will include updated security
and immigration features, shopping center and passenger
amenities and host two large body planes at the same time.
The departure Lounge will host a minimum 500 people at
a time; there will be two large conveyor belts for arriving
passengers; there will be also be two jet way walking bridge
to enable passengers to walk directly from the terminal onto

the aircraft. The current terminal has the capacity to handle


330 passengers every 30 minutes, and passenger numbers
currently stand at 115,800 outbound and 112,500 inbound as
of the last operational year.
Given the current trajectory, total passenger numbers for RIA
are projected to grow to at least 450, 000 over the next few
years. Officials at the Liberia Airport Authority say there is the
potential for a further significant increase in both carrier and
passenger numbers over this period as investments in Liberia
continue to increase.

The other portion of the RIA redevelopment involves the
dilapidated runway.
The estimated cost of the entire RIA modernization and
rehabilitation project has been put at US$60.3 million, and the
Government of Liberia has already concluded arrangements
for the project to be financed by several means including the
Saudi Fund for Development which is providing US$20 million;
the Arab Bank for Economic Development for Africa which is
providing US$10 million; the Government of Liberia, US$3
million, and credit from the European Investment Development

In November 2014, the European Investment Bank (EIB) agreed
to provide Liberia with a US$27.3mn loan facility over 20 years
to rehabilitate the RIA. The EIBs long term loan is expected
to address safety issues and commence the upgrading of the
runway. Earlier this year, the Senate received for ratification
the EIB loan agreement in the amount of US$27.3 million.
Currently only a few airlines operate at the RIA: Brussels
Airlines, Royal Air Maroc, Kenya Airways, Air Ivoire and the
cargo airlines DHL Delta Airlines. Air France previously used
the runway but have since discontinued flights to Liberia.
The airport upgrade is essential for Liberia and the
investment will allow Liberia to rehabilitate and re-brand
the airport, ensuring a compliance with international civil
aviation standards. The Scope of the rehab will focus on the
improvement of the drainage system, construction of the
runway, and improvement of the runway lightning system. The
project, which is being implemented by the Liberia Airport
Authority (LAA), also includes the provision of assorted items
of operational and safety-related airport equipment; to include
among other things, fire tenders, ambulances, firefighting
equipment, forklifts, conveyor-belt loaders, passengers stairs
and passenger buses.
The airport was initially built with two runways but now has
a single 3,400m-long runway. Two aprons were constructed
in asphalt pavement measuring around 57,000m2. They were
extended by 85,000m2. The secondary runway was abandoned
and is currently being employed as parking area for off-duty
military aircraft.
To date, four companies Effiage(France); Lagan(Irish);
Sinohydro(China) and Dawnus(British) have submitted bids
but it is unclear which company is likely to be awarded the
contract.
The RIA has an asphalt runway measuring 11,000 ft (3,353m),
which is being used by international carriers. The RIA currently
uses two of its ancillary terminals and its asphalt runway to
service international carriers as well as the United Nations
Mission in Liberia (UNMIL). UNMIL maintains a helicopter and
an airplane facility at the same airport.
With less than two years remaining, the airport rehabilitation
is seen as key to the Sirleafs development agenda. Bearing
potential bottlenecks and bureaucratic loopholes, the race
against time is in already in play to see whether Liberia will
have a semblance of modernity to its airport and at least an
upgrade to its current condition.

THE LONE STAR BANNER: FLOATING GRACEFULLY


OVER THE VICISSITUDES OF HISTORY

OF LATE, The National Oil Company of Liberia has been in the


news for all the wrong reasons.
REPORTS OF BANKRUPTCY, bad management and overspending
of limited resources spurred speculations lately that the
company was on the verge of collapse.
THEN ON June 23, 2015, President Ellen Johnson-Sirleaf
called on the board of NOCAL to nullify all resolutions passed
approving excessive benefits for departing senior managers
and board members, targeting specifically a November 2011
resolution that allowed management to benefit from no ceiling
parting gifts.
ALL THIS amid concerns expressed in a leaked memo from
NOCAL board members on June 9, which stated that Liberia
had lost potentially much needed money in signature bonuses
from the slow pace to close the bid round while giant American
oil companies Anadarko and Chevron either walked away or
held fire on investments in Liberia in a stunning, unfortunate
and embarrassing reversal of fortune for the country.
THEN LAST FRIDAY, Employees and staffers received the news
many expected but dreaded that they were all out of jobs.
CLLR. SEWARD COOPER, Chairman of the NOCAL Board, Cllr.
informed employees about their fate for which they had been
forewarned, as he explained to staffers last Friday, why the
decision was necessary and gave an estimated timeline of three
months before the exercise took full effect.
TWO MONTHS LATER, at a meeting with staffers last Friday,
the board chair reminded the employees of the meeting two
months earlier and thanked each employee for their service
while informing all that September 30th would be their last day.
NOCAL WILL REPORTEDLY give out severance packages to
employees who are being downsized by September 30, 2015
in accordance with the labor laws and the revenue tax code,
meaning that laid off employees would be made to pay taxes and
no extra benefits including transportation and rental aid would
be part of the package.
WHAT IS STILL NOT clear is the fate of Dr. Randolph McClain,
Chief Executive Officer for NOCAL, whose position was not
among the list of casualties submitted when the board notified
President Sirleaf about their decision last Friday.
THE TRUTH of the matter is, Dr. McClain is at the crux of the
problems at NOCAL. It was under his watch that a bloated
payroll listing surfaced, mostly political appointees, said to be
more than 170 surpassing a payroll of a reported US$600,000
monthly, for a small oil company in a small nation still shy of
striking commercial quantity in oil.
THE NOCAL BOARD in its submission to the president did not
include Dr. McClains name among those sidelined for firing,
leaving it to the President who has the power to do so. Sources
say that the President/Ceo Dr. McClains termination was not
included in the plan because the board felt it had no authority to
fire him but that the President insisted that McClain be added to
the list with immediate effect.
IT IS OUR HOPE that President Sirleaf will do what is right
by Liberia and NOCALs immediate and foreseeable future by
setting an example on the architect of the entitys near collapse.
DR. MCCLAIN cannot and should not be spared when scores of
others are bracing themselves for the unemployment line.
IT IS BELIEVED that pressure is mounting from both the Senate
and the House for McClains removal from NOCAL which has
taken a turn for the worse under his reign.
WE ALSO HOPE that the President will take keen note of the
right sizing plan which includes recommendation that the board
and senior management along with the rest of the companys
employees be terminated then re-vetted for employment at a
much smaller NOCAL.
IN A BID to cut off wasteful spending, we hope that the
administration can come up with a strategic plan for moving the

Simply Thinking Thoughts


n my thinking thoughts, I retrospect the trend in the history
of Liberia, the divisiveness wrought by the Americo-Liberian
supremacy doctrine that birthed confusion, malice, wars,
and the resultant gross mistrust and lack of transparency
that have become ours. Despite this retrospection, my pain was
soothed by the mere fact that through all the vicissitudes or
changes of our history, whether it was war or peaceful assembly,
political filibustering or arm twisting; whether it was corruption
and squandering of the nations wealth, abuse of human rights or
respect for rule of law, the Liberian Flag still floated gracefully and
Flag Day was always the appointed day to celebrate the revered
Lone Star Banner.
The Vicissitudes
You will agree with me that this Lone Star Banner has passed
through very turbulent and tumultuous times and changes in
Liberian history, and hence deserves to be celebrated more
appropriately as the reverent national symbol it stands for.
From the time the first dark skin President of Liberia, E. J. Roye
allegedly attempted to skedaddle or run away, and drowned, to
the time the Colemans resisted arrest and got killed, the Lone
Star still floated gracefully. From President Barclays Fernando Po
human trafficking scandal to Tubmans 24 years of unproductive
rule; from comrade Albert Portes incessant advocacy to Baccus
Matthews April 14, 1979 Rice Riot; from President Tolberts
Total Reliance to Samuel Does ruthless military coupe; Emmett
Harmons tenure as Elections Commissioner to Samuel Does
controversial elections victory over Jackson F. Doe and Ellen
Johnsons resignation from the Senate, the Lone Star Banner still
floated. From Charles Taylors civil war to the advent of LURD
rebels, of course, the Lone Star still gracefully floated.
The Lone Star Banner has floated in recent time as well. From the
time President Ellen Johnson Sirleaf declared zero tolerance for
corruption as public enemy number one and as bloody doggone
blood sucking vampire to the collapsed of the messy education
system in Liberia, the Lone Star still continues to float, and
gracefully too, though.
But while we were busy acclimatizing with the vicissitudes and
changes of history, there was always one symbol that neither
changed nor lost its identity: the Flag of Liberia, the Lone Star.
I remember as a Red Cross Field Officer commuting between
Dr. Amos Sawyers IGNU of Liberia and Charles Taylors Greater
Liberia, one thing I always saw unchanged was our flag, the Lone
Star. Both leaders and their believers gave equal obeisance to the
Lone Star, revered it equally, and saluted it with the same passion
and edifications of soul although they behaved as foreigners in
two different countries with two different presidents but with the
same Lone Star Banner.
During the time of this nonsensical divide, and the five-president
government, each time the Lone Star soccer team played, we all
would rise and sing with all the passions in our souls, our patriotic
song, The Lone Star Forever, as we faced a flag, a symbol and
a mantra that has never changed nor waivered in spite of our
dunces and foibles, but remained majestically perched and waving
gracefully like a mother on a balcony meticulously watching over
her mischievous children wrestle one another over legacy.
Each time the Lone Star flag was hoisted, it did not matter any
longer whether one was Special Forces Commando, ULIMO-K & J,
NPFL rebel, Lofa Defense Force rebel, Prince Johnson Fighter, or
any of the bellicose factions as all of us stood in obeisance to our
banner in one accord. What a beautiful and serene situation there
was, to behold.
The Lost pageantry, Pomp and Reverence
These days, it appears like the once revered Lone Star has lost
relevance. These days, attendance at Flag Day celebration
programs has become voluntary and no more officially nor
patriotically compulsory; the pomp and pageantry which bridled
Flag Day has grossly diminished; government officials rather take
a day off counting their blessings from their exploits as they lay
in their comfortable couches at home, rather than attend a dull,
lopsided lukewarm Flag Day program.
You see, back in the day, August 24th was a memorable time for
almost all Liberians including students, the military and civil
servants. As a member of the St. Thomas Episcopal Boy Scouts
Troop, each year I anticipated competition among fellow scouters;
the best dressed and the one that demonstrated more pranks; we
also watched out for how many schools missed the eyes right

company forward, especially during the global downturn of oil


and gas prices.
IT IS PARTICULARLY NECESSARY that the Sirleaf administration
do all it can to get this right when the rightsizing of NOCAL is
completed.
BUT LONG before that, the ongoing process to conclude
production sharing contract arrangements related to the 2014
Liberia Basin Bid Round For Oil Blocks 6,7 And 17 is as important

salute at the BTC or the Executive Mansion.


On Flag Day, as my highly respected Tubman High school led all
of the schools, we would march from the Centennial Pavilion,
through principal streets up to the Executive Mansion smartly
dressed. During the parade, we would pause before huge crowds
to allow our special units and majorettes demonstrate all the
values they embodied by the intricate dance steps, and drill
maneuvers.
School boys being boys, we looked forward to Flag Day because
it placed into our arms, our little girlfriends whose parents never
allowed them out except for school functions. Nothing could
match how much we cherished the few moments shared with
those young fresh lasses before they went running back home
like little innocent Cinderellas, before midnight changed them to
whipping pumpkins.
Truly, gone may be those days, but the Lone Star banner still
floats gracefully since freedom raised her glowing form on
Montserrados verdant heights (Edwin Barclay).
The Charge to keep
Now fellow compatriots, take heed because we have a charge to
keep and a God to glorify by our service to a nation. As we observe
the 165th Flag Day this August 2015, let us introspect, and
introspect well. Does the Lone Star Banner deserve such lopsided
celebrations as have been over the last decades? Considering the
vicissitudes of our history and the turbulent waves that this flag
has braved and gracefully floated, doe she not deserve much more
befitting recognition? Should we only be concerned with our
personal wellbeing and place the banner, the symbol that unites
us, on the back burner?
From where I sit, I think it behooves us to rise up, reminisce,
ponder, and decipher the message in President Barclays patriotic
lines which he bequeathed upon us as our unifying voice. Having
done so, let us rise up and celebrate the Lone Star banner the way
it should. Le us therefore make it compulsory to celebrate the flag
and celebrate it well. So help us God.
The Benediction
Now, may you go forth with a renewed resolve to observe this
historic day, not despaired nor lamenting but allowing your
voices to reverberating from Lofa to Yekepa, from Cape Mount to
Cape Palmas with the verses of the Patriotic song, The Lone Star
Forever.
When freedom raised her glowing form, on Montserrados
verdant height
She set within the doom of night, midst lowering skies and
thunderstorms
The star of liberty
And seizing from the waking mourn, its burnished shield of
golden flames
She set within her proud name, and roused a people longed
furlong, the Star of Liberty

Savior Jesus gives that allays all our fears and calms all our doubts.

DOWNSIZING A COMPANY which crippled itself by overstaffing,
overspending and mismanaging the countrys emerging oil sector
is a good start. But what happens next will gauge the seriousness
of the administration in its bid to avoid the pitfalls of political
appointees which transformed NOCAL into a dumping ground for
political has-beens and recycled former officials.

Directors of MOH&SW could not come up with US$300,000.00 which
was for transportation, training and hosting of trainers to bring in
US$5,000,000.00 Medical Equipment by Hawaii, so it was given to
Nigeria.

A cause is not important to a man until he's willing to lay all down

WHY IS CENTRAL
BANK OF LIBERIA
AFRAID OF AUDIT?

hy is the Central Bank afraid of a real audit?


(Re"PPCC COMPLAINS OF CENTRAL BANK
NON-COMPLIANT POSTURE").
Every time you talk about auditing the Central
Bank of Liberia (CBL), Dr. Mills Jones, the CBL Governor,
gives you the middle finger, and declare that the Bank has
already been audited!
But there's one big problem, Governor. We're NOT
talking (and he knows it) about a financial audit of
CBL's books, which was done by your external auditors
(PricewaterhouseCoopers)!
When we talk about auditing the CBL, we're talking about
a comprehensive audit of the Bank's operations, especially
the management of its Micro Finance Program a.k.a the Loan
Extension and Availability Facility (LEAF) Program for freeloaders!
Can someone ask Governor Jake Milton Jones if he knows
the difference between a financial audit and comprehensive
audit?
If he doesn't respond, say "Governor, I know you skip your
auditing class (on Cuttington) to chase Kpelle women, but
there is a BIG difference between a financial audit and
comprehensive audit, so let me educate you:"
You ready, Governor?
A financial audit seek to express an independent opinion
on the truth and fairness of an government's unit financial
records.
Whereas, a comprehensive audit seeks to ascertain whether
a government's unit is achieving economy, efficiency, and
effectiveness in its employment of public resources! It's
also performed to combat waste, fraud, abuse and illegal
activities!!
That's why the people's representatives (lawmakers)
commissioned the PPCC (the people's auditors) to do a
comprehensive audit, but you and your unaccountable audit
committee keep telling them that ONLY the CBL can audit
itself or pay someone (PricewaterhouseCoopers) to audit
it....That's nonsense!
But such nonsense shouldn't be tolerated by our National
Legislature! The supreme law of the land (Constitution,
Article 89) specifically grant the legislature the power
to enact law (pass a bill to audit the CBL) for the smooth
operation of the government.
So if Dr. Mills Jones refuses to comply with House's audit
request, they should hold him in contempt for obstructing
the people's work, and lock his ass up for 48 hours!
Stop shaking in your boots, Governor! If you have nothing to
hide, you have nothing to fear, right??

(CHRISTIANIZING LIBERIA)

The Editor,

ew months ago, Liberia witnessed heated debates


on Proposition #24 of the ongoing Constitution
Review process, the said preposition called for
changing Liberias organic law from its secular
nature to religious state mainly Christian State. The action
faced Pros and cons, supporters and oppositions but
while debates and intellectual discourses were going on,
everyone was keenly waiting presidential action which
has to be considered before submitting final draft to the
Legislators.
Further, Her Excellency Madam President has been silent
on this issue since Gbarngas Conference ended on last
April. Nevertheless, she has finally made clear her stand
by expressing her rejection and objection to the idea.
Moreover, the Executive Branchs disapproval of changing
Liberia status from secularism to religious states is based
on two major points:
First, it is a divisive instrument of long standing religious
tolerance, cultural diversity and equality and freedom
of every one to worship whatever he or she believes in.
Second, considering it as unconstitutional at all, because
the organic law of the land insures freedom of worship for
all, but this movement ( Christianizing Liberia) impliedly
contravene and contradicts that spirit of the constitution,
Democracy and of course the Rule of Law.
Besides, the action should be served as a starting point of
well - meaning of constitutionalism , rule of law and sociopolitical reforms for all Liberians, which if it is done- will
play major role in maintaining our young democracy, and
relative economic success.
Finally, this action of Her Excellency, President Sirleaf ought
to be considered as a win-win situation for all Liberians
not a segment of the society . May Almighty continue to
bless Mama Liberia !!!!!

decision has reportedly been
reached to downsize the
struggling oil company in
order to save it from collapse.
The decision, FrontPageAfrica
has learned, will mean scores
of employees and seniorlevel managers Including
the Chief Executive Officer,
Dr. Randolph Mcclain and
the entire board of directors
will be out of their jobs by
September 30th.
Multiple Sources confirmed
to FrontPageAfrica that
the decision was reached
following lengthy discussions
by the embattled companys
board
who
ultimately
presented President Ellen
Johnson Sirleaf with a
detailed plan of austerity
measures that included Right
Sizing the institution. The
Right Sizing plan submitted
included recommendation
that the board and senior
management along with
the rest of the companys
employees be terminated
then
re-vetted
for
employment at a much
smaller NOCAL.
Sources
say
that
the
President/Ceo Dr. Mcclains
termination was not included
in the plan because the board
felt it had no authority to fire
him but that the President
insisted that Mcclain be
added to the list with
immediate effect.

expands the number of

generated significant income
for the state and the company
through signature bonuses
and licensing of seismic data
by the successful bidders.
NOCAL
also
said
the
process
will
ensure
the
commencement
of
new
drilling
activities
and increase chances of
commercial discoveries.
Dr. Mcclain acknowledged
during a joint hearing of
the House and Senate that
because of the current
financial difficulties facing
the company it was forced
to suspend payments on
all existing requests and
declined all new ones for
the remainder of Fiscal Year
2014/2015 Budget Year.
Dr. Mcclain also told the
committee that NOCAL has
deferred all new scholarships
offering to next academic
year.
The President, on June 23,
called on the board of NOCAL
to nullify all resolutions
passed approving excessive
benefits
for
departing
senior
managers
and
board members, targeting
specifically a November
2011 resolution that allowed
management to benefit from
no ceiling parting gifts.
The
Presidents
move
followed a leaked memo
from NOCAL board members
on June 9, which stated that
Liberia had lost potentially
much needed money in
signature bonuses from the
slow pace to close the bid
round while giant American
oil companies Anadarko
and Chevron either walked
away or held fire on
investments in Liberia in a
stunning, unfortunate and
embarrassing reversal of
fortune for the country.
As the oil industry globally

Dirty Police Uniforms Put Liberia Police Officers in a Dull Light

In the 2013/2014 national
budget, the Liberia National
Police was allotted US
$15,441,178
with
US$
15,046,872 disbursed as per
the fiscal outturn released by
the Ministry of Finance.
Some police officers who asked
for anonymity said they are
surprised that the dinginess
of their uniforms has not
caught the attention of the
government to act in ensuring
that uniforms are periodically
supplied the police.
Expressing disdain over the
filthy condition in which they
find themselves, the police
officers in separate interviews
told FrontPageAfrica that each
officer only receives one set
of uniform upon graduation
from National Police Training
Academy.
The police officers said because
each officer is provided only
one set of uniform, they appear
dirty and the public does not
have respect for them.
Besides this one set of uniform
we get after our training, we
receive no other uniform and
are cautioned to maintain the
one we have until otherwise,
said one officer.
A female officer said, Up to
this date, I am surprised that
our government still depends
on foreign aid to get uniforms
for its police.
She continued: We are often
ashamed to carry out arrest

as people insult us over how


we look dirty in our faded
uniforms; a situation that does
not show respect for us as
officers of the law.
Another
female
officer
expressed that the only group
of LNP officers privileged to
have extra uniforms are those
of the Police Support Unit
(PSU) and the Emergency
Response Unit (ERU).
These units ---one of which
I am a part --- are trained
in other activities including
crowd and riot control. We
are provided with benefits
that the rest of the Liberian
National Police do not have,
she explained.
According to her, the one
benefit ERU, PSU and ordinary
LNP officers have in common
is the insurance that covers an
officer and his/her immediate
family members (husband/
wife and children).
You tell me, what becomes of
your only suit if you continue
using it throughout the week?
You wash it over and over
with no other pair to wear.
It will surely fade; as seen
on officers standing in the
streets directing traffic and
performing other duties. It is
not that police cannot keep
clean; it is that the government
is not caring for us, the female
officer asserted.
A male officer who runs a taxi
during the day and reports to
work at night also confirmed
receiving a single uniform set
during graduation and nothing
else afterward.
We should receive uniforms
every six months, I have three

pairs, two of which I bought


myself in a store along UN
Drive.
We earn less than
US$130, and for each pair of
uniforms I pay by installment
the amount of US$20 for four
months, the officer said.
According to the officer, the
faded pair given to him during
graduation is the one he uses
at work, while the two new
pairs are used for occasions
and to visit his people.

commuter told FPA that
sometimes he gets bother
with the smelliness from the
officers when he is arrested. I
can tell you, if they arrest me
sometimes, I get embarrass
with their smell, I think they
should work on supplying
uniforms.

another taxi driver said he
was wondering why the
Government spent so much on
cars and not on building the
capacity of police officers.
Some of the gears of the police
officers cannot be noticed
as they will say it has been
broken. My badge got missing
when we went on an operation.
Also my cap too is faded like
my uniform, so how will the
people respect us? This needs
to stop, a female police officer
expressed.
It can be recalled Police
Director Chris Massaquoi said
the issue of uniforms seems
to be of prime concern to the
authorities of the LNP as Police
officers are seen all around the
country in uniforms that are

already fading.
Col. Massaquoi said the LNP
in its 2013/2014 fiscal year
proposed US$25 Million in
the Budget, but received an
amount less than that.
He spoke when was invited to
give reasons why there are no
Police officers in rural Liberia.
Police
Chief
told
the
Representatives that security
is an expensive venture,
especially for a post-war
country like Liberia, and called
on the Legislature to restore
the cuts in the LNPs allotment.
Massaquoi noted that the
LNP needs sustained financial
support to enable it beef up its
manpower in rural Liberia and
acquire logistics to make the
force more functional.
Responding to the Police
Directors
statement,
the
lawmakers said they did
not tamper with the police
allotment.
The lawmakers maintained
that the draft police budget
submitted to them by the
Executive Mansion was around
US$15 million, adding that
they made some increment in
the allotment.
The Representatives said they
attached importance to the
security of the state and its
people, and as such they will
work with the LNP authorities
to ensure that the presence of
the police is felt throughout the
country.

At night in Monrovia, many of
the officers are seen with tiny
flashlights that cannot inspect
vehicles properly.
Also some of them have to
place their head in the vehicles
before they inspect.
Officers at the sometimes are
seen without gears mainly
during the rainy season as they
put planks down at night as the
checkpoint.
Meanwhile, Deputy Police
Spokesperson Lewis Norman
said the Police Director has
a plan to supply uniforms to
officers at the end of the year,
though he did not state when.

But the problem, according


to sources, the recruitment
process was flawed and many
bad apples infiltrated into the
force.

when elected, the City remains
in darkness for over nine years
of the President regime.
The
Liberia

relies
on
generators to supply the city
which has led to unstable
supply of the essential

service. People revert to


use of alternative sources of
power including generators,
something that is greatly
impacting businesses.
Some Liberians, including
former Managing Director of
the Liberia Petroleum Refining
Company Harry Greaves, have
been pushing for reform in
the electricity sector with
the proposal of an electricity
reform legislation.
The legislation has been
lingering at the Legislature
after
a
public
hearing
sometimes ago with the
lawmakers yet to pass the

legislation.
In the wake of the delay in
passing the electricity reform
legislation,
FrontPageAfrica
has gathered form credible
sources that the United States
Government is planning to
withhold an amount of US$250
million payment to Liberia
from the Millennium Change
Compact in October until the
legislation is passed by the
Legislature.

According to sources, House


Speaker Alex Tyler has been
alerted on the warning from
the US Government to withhold
the money.
One legislative source hinted
FPA that Legislature is working
against time to pass the
electricity reform legislation
before the body goes for
its usual agriculture break,
expected to commence on
September 1.

The source disclosed that the


legislature hired a consultant
from Ghana (Kweku Awotwi,
former CEO of the Volta
River Authority, sponsor of
the 340MW CENPOWER IPP
electricity generation project
in Ghana to compare the
Brescelco bill with President
Sirleaf's bill and come up with
a compromise bill that includes
a defined role for LEC.
Mr. Awotwi has since left the

country after arriving on last


week Monday to provide his
expertise into the bill. He is
expected to submit his report
to the lawmakers this Friday.
In an effort to carry out
further deliberations on the
electricity reform legislation,
a joint Senate/House hearing
is expected to be held on
Wednesday at 11:00 am.
The hearing according to
the legislative source will be
specifically on the bills and
is expected to draw together
the stakeholders including the
Ministry of Lands, Mines and
Energy.
The Government of Liberia is
working with partners on the
revitalization of the Mount
Coffee Hydro dam which
served as the main source of
electricity to Monrovia and
environs before the outbreak
of the civil war.
Initially, the dam was expected
to come into operation in 2015
but the outbreak of the deadly
Ebola has pushed the project
to 2016.

private enterprise in developing countries. We have worked in partnership with local people in 130
countries - mainly with the generous support of USAID - designing, implementing, managing, and
evaluating a wide range of market driven solutions along the entire value chain of a company or industry.
We are proud that we have helped create more than one million jobs throughout the world, leaving behind
a legacy of increased economic stability and skills, burgeoning private businesses, and strengthened public
and private institutions where they are needed most.

In Liberia, IESC implements the Investing for Business Expansion (IBEX) program. This four-year program
is funded by USAID through a Leader with Associate Award under the Volunteers for Economic Growth
Alliance (VEGA). The program works with commercial banks and SMEs to facilitate increased access to
commercial finance. Under this program, IBEX is seeking an Enterprise Development Specialist (EDS). This
is a full-time position based in Monrovia and anticipated to last through the end of May 2016.

Under the supervision of the Chief of Party (COP), the Enterprise Development Specialist will work with
organizations and enterprises from eight (8) sectors; Agribusiness, infrastructure, construction, general
merchandise/Trade, transportation, Healthcare, Energy, and hospitality. The EDS will conduct outreach
to educate small and medium enterprises (SMEs) on the role of credit in growing businesses and cultivate
a pipeline of SMEs that would benefit from debt or equity financing. Working with these SMEs, the EDS
will provide counseling and technical assistance to improve their credit readiness and develop their loan
application and supporting documentation.

The Enterprise Development Specialist will be responsible for keeping accurate records of their activities
and reporting them to the programs Monitoring and Evaluation Specialist. The EDS will also follow up with
IBEX clients through periodic visits to their business to assess progress and identify potential impediments.
The EDS will work closely with the component 2 team.

he Liberian leader, President Ellen
Johnson Sirleaf, has praised the
Swedish outgoing Ambassador
accredited near this capital, H.E.
Sofia Strand for her tremendous efforts in
ensuring increased mutual relationship
between Liberia and Sweden.
According to Executive Mansion release,
the Liberian President wished Ambassador
Strand farewell after a productive two-year
tour of duty in Liberia. She recalled Swedens
critical role in promoting the Common
African Position within the context of post2015 vis-a-viz the Sustainable Development
Goals (SDGs).
She extolled Swedens strong support in
the areas of peacekeeping, vital assistance
in the face of UNMIL drawdown, technical
commitment in feeder road construction in
central Liberia, among others.
President Sirleaf said she was pleased with
the decision of Sweden to formally reopen its
Embassy in Monrovia and acknowledged that
it was symbolic of trust and confidence in her
administration.
The Liberian leader reflected on the
relationship between Liberia and Sweden
which dates back to many decades
essentially during the Swedens Joint
Venture Partnership in what was then the
Liberia Swedish American Mining Company
(LAMCO). The people of Liberia and Sweden
became integrally connected throughout the
many years of socioeconomic cooperation
backed by fraternal and mutual co-existence.
Also speaking, outgoing Swedish Ambassador
described her stay here as very eventful and
noted her coming to Liberia to represent her
country was a unique opportunity as the first
Ambassador to Liberia since 1989.

Ambassador Strand said her initial priorities


upon arrival were to set up the organization
and structure for the Swedish Mission in the
country. Our embassy, she said, remained
open throughout the outbreak of the Ebola
outbreak and recounted her countrys
enormous support totaling Swedish Kroner
239.3 million in the fight against Ebola in the
worst affected countries.
The Swedish envoy said she was delighted
about Liberias progress after the country
was declared Ebola-free by the World Health
Organization (WHO), which she attributed
to President Sirleafs astute leadership.
Amid the recent cases, the outgoing Swedish
Ambassador said she was proud that Liberia
now has the capacity to effectively respond
and contain any reoccurrence.
She then expressed the hope that concrete
and determined efforts will be made soon to
explore new areas of bilateral cooperation for
the next five years between the two countries.
Ambassador Strand informed President
Sirleaf that a small technical team from
Sweden was still in the Liberia, particularly
Sinoe County and is expected to be providing
needed assistance for some time.
Meanwhile,
Ambassador
Strand
has
congratulated Liberia for the hard work
under the leadership of President Sirleaf for
its accession to the World Trade Organization
(WTO).
She briefed the President that two Swede
experts have been deployed at the Ministry
of Commerce & Industry working with
their Liberian counterparts to facilitate
the final push to the WTO. She termed
Liberias ability to sail through at the Nairobi
Summit as a significant part of the countrys
transformation.

Liberia International Calls To Go Up With New LTA Order

international calls. This
was the reasoning behind a
recent LTA order (001-0731-15) imposing a surcharge
on all outbound international
calls. According to the LTA
Order, international calls will
be charged a surcharge of 5
US cents for every minute.
So if one calls a relative in
the United States for 10
minutes, they will have to
pay 50 cents to the LTA for
the call, which is in addition
to the rate charged by service
providers. The regulatory
surcharge, which is not
considered a tax, would be
paid to the LTA and used as
additional funding for the
LTAs budget. The LTA, which
is known for its exorbitant
spending on salaries, foreign
travels, expensive vehicles,
and high rents, would be
directly placing the burden
for their extravagant budget
on ordinary consumers.
There are over 350,000
Liberians living in the United
States alone. Most Liberians
at home make regular calls
to their relatives abroad
soliciting assistance to meet
their basic needs in the
midst of economic hardships
in Liberia. These poor and
vulnerable Liberians will now
have to pay more to speak to
their families simply to fund
business class international
travels for commissioners
and the purchase of new
Sports Utility Vehicles. Such
insensitivity of the plight of
ordinary Liberians comes
at a time when the average
Liberian must survive on less
than a dollar a day. Liberias
economic growth has come to
a complete halt with iron ore
and rubber export earnings
down due to low global
commodity prices, thus
undermining efforts at job
creation. Such a dire situation
will no doubt contribute
to increased prevalence of
poverty and further erosion
of social safety nets.
In a conversation with a
manager from one of the local
telecommunication service
providers on the new Order,
the manager responded
that we have no fish to fry
in this matter. Whatever
surcharges the LTA imposes
will be passed on to the
consumer who will pay for it.
We have nothing to do with
this new cost. However, we
are concerned that imposing
such arbitrary surcharges
will lead to reduced call
volume due to the proposed
increase in the cost of making
an international call. Any
reasonable person should
know that means there will
be less revenue, thus less
taxes will be paid. We have

done everything to offer


the lowest possible rates
to the public and this new
surcharge will only reverse
the gains we have made to
create affordable tariffs.
An industry expert revealed
that the new order imposing
the 5 US cents surcharge
runs
contrary
to
the
Telecommunications
Act.
According to him, the Law
states as one of its objective
the provision of affordable
communications services.
The LTA website states that
one of its principal objectives
is to promote affordable
telecommunications access
in all parts and regions of
Liberia, relying on market
forces and private sector
investment when feasible
and Government initiatives
where appropriate. Adding
a surcharge works to the
contrary. It undermines price
affordability. The consumer
already pays a 15% GST,
while service operators are
paying license fees, spectrum
usage fees, and numbering
plan fees. Then there is
another surcharge imposed
on incoming international
calls of 14 US cents per
minute. The accumulation
and increase in these charges
works directly to increase
communications tariffs.
The Telecom Act requires
that decisions made by
the regulator should be
transparent and involve
public participation. The
Order to institute a surcharge
on international calls did
not involve a transparent
consultative
process.
There were no reports
presented and the selection
of
stakeholders
lacked
transparency.
According
to a study undertaken by
the Georgia Institute of
Technology on the Liberia
telecom sector, it emphasized
the need for transparency
in internal decision-making.

The Study states that, While


the LTAs internal strategy
document is being prepared,
there are several points
which should be considered.
There must be an emphasis

on public participation where


relevant. Town meetings are
a good idea but they must be
institutionalized and become
a regular part of the LTAs
operations. In addition, while

the 2006 Act states that most


decisions should be made
public, the process at arriving
at a decision should also be as
open as possible and include
stakeholder
consultations

where feasible. These should


be part of any internal
operational guidelines.
However, the public is totally
unaware of the processes of
decision making within the
LTA and how decisions are
arrived at. Most decisions
made by the LTA lack
transparency; stakeholders
are secretly and arbitrarily
selected, there are no
consultations reports (refer
to the LTA website), and key
stakeholders are normally
left out of so-called public
consultations.
According to an inside source,
the Ministry of Post and
Telecommunications was not
favorable to this order, but
the LTA played their politics
and pushed through the
Order. The source disclosed
that although a surcharge
is supposed to support
regulatory functions, the LTA
pitched the surcharge as a
major revenue source for the
government that would bring
in millions of dollars. Who
would go contrary to such an
argument? Minister Norkeh
has become just a rubber
stamp, while Madam Weeks
calls the shots?
The
LTAs
political
manipulation
has
undermined
its
very
independence by merging
policy formation and policy
implementation.
The
intent of the Telecom Law
was to separate the policy
formulation function from
the policy implementation
function,
thus
allowing
for
independence
and
accountability.
However,
the Minister of Post and
Te l e c o m m u n i c a t i o n s ,
described by many as
weak, has failed to assert
his statutory role as the
policy maker. Thus the LTA
Commissioners are both
lawmakers and enforcers,
giving unto themselves so
much power that the essence
of checks and balance has
been lost.
But one observer commented
that when things hit the
fan with public outcry, and
people start to stand up to
government, Madam Weeks
will be quick to say that
she is only implementing
the policy of government
policy approved by the
Ministry
of
Post
and
Telecommunications.
The privileged minority,
such as the well-paid LTA
Commissioners,
cannot
expect to get away with
further exploitation of poor
Liberians who know what
it is to go to bed without
proper shelter, food, and
medical care. And how can
one expect a woman who
can charter a private jet to
fly her mother from Liberia
to Europe to understand the
common peoples plight? The
disconnect of most public
officials with the reality of
living on under one dollar
a day is so pervasive that
insensitivity and greed is the
order of the day in Liberia.
But this cannot continue to
go on without a response
from the underprivileged
majority. A hint to the wise is
quite sufficient.

The Bong County Technical College invites applications for the position of COMPTROLLER. The comptroller is
the chief financial officer of the college

Reporting directly to the president, the Vice President for Academic Affairs is responsible for developing,
implementing, and managing the instructional programs and academic outreach activities of the College. The
ideal candidate will demonstrate the following skills and abilities:

Reporting directly to the president, the Comptroller is responsible for planning, organizing and supervising
accounting-related functions for the College, including general accounting, policy development, cash
management, budget, audit preparation, forecasting revenues and expenditures, purchasing and accountingrelated contract compliance.

Realizing the need for developing individuals in technical disciplines, the Liberian Fifty Second (52nd)
Legislature passed into law the establishment of the Bong County Technical College in 2010. The college
is accredited by the National Commission on Higher Education to offer the bachelors degree in Computer
Science, Mining Engineering, Civil Engineering, Agriculture Technology, Science Education and Nursing. The
college opened its doors to students on November 18, 2013 with 414 students. The current enrolment of the
colleges stands at over one thousand students.

Leadership
Act as a primary advisor to the President, representing both academic programs and academic support
services.
Initiate and shape strategic and operational planning for curricular and academic program needs.
Guide the academic department heads in the selection, evaluation, promotion, retention, tenure, and
professional development of faculty.
Direct resources and personnel of the academic departments and academic support offices to achieve the
academic mission of BCTC.

Management
Ensure that library, academic services, and information technology are compatible with the instructional
goals of BCTC
Coordinate all budgetary aspects of the various academic units. Monitors expenditures of these units.
In consultation with the President and BCTCs policies, establish and approve salaries for existing and new
faculty members.
Supervise the planning and scheduling of all instructional classes and ensure the delivery of classes and the
publication of necessary schedules and requirements.
Supervise and manage instructional programs within the guidelines established by BCTC and governing and
accrediting agencies.
Meet with students, parents, and other interested parties to resolve questions and issues about BCTCs
policies and procedures relating to academic and student concerns.
Coordination
Work closely with the President, Vice President for Administration and Financial Comptroller to effectively
establish and achieve the goals and mission of BCTC.
Work closely with the Vice President for Administration and Comptroller to enhance and maximize the
academic and student services function of BCTC, including student recruitment, admission, advising, transfer,
financial aid, and other student activities.

EDUCATION and EXPERIENCE
The position of Vice President for Academic Affairs requires an earned terminal degree from an accredited
institution of higher education and a minimum of three years of academic and/or administrative experience. A
Candidates with a Masters degree with five or more years of experience working in a higher education setting
with direct involvements with academic related responsibility maybe accepted in this position.

2. Research, evaluate, develop and recommend general financial policies/procedures/manuals and
modifications to existing methods to improve effectiveness and efficiency.
3. Prepare or oversee the preparation and review of financial statements, reconciliations, and reports related
to the Colleges financial affairs; provide information, specific analysis, and appropriate training to others on
financial and budgeting issues, etc.
4. Respond to concerns and inquiries from students, parents, vendors, state and county agencies, employees,
etc. related to accounting matters. Oversee the resolution of students financial obligation problems within
policy guidelines of the College.
5. Review account activities on funds to ensure accuracy and conformity with applicable controls and
guidelines. Notify appropriate persons and/or take corrective actions as necessary. Review and strengthen
financial and accounting internal controls to ensure protection of the College financial resources. Formulate
and enforce policies and procedures regarding College cash disbursements.
6. Prepare/review adjusting entries and schedules for annual audit; schedule audit and work with auditors
in answering questions, providing necessary information and explaining accounting/financial system; review
audit results and implement necessary/recommended internal controls and/or other revisions.
7. Coordinate preparation of College budget and other related documents. Analyze budget revenues/
expenditures as needed. Prepare department budget requests and monitor expenditures for compliance with
approved budget. Supervise the compilation and preparation of all budget programs in all College Funds.
8. Review daily cash balances and makes all shortterm investments. Supervise the encumbrance system and
monitor account balances.
9. Supervise investment of College funds and monitor College vending contracts.
10. Review grants reports and cash requirements for all grants of the College.

REQUIRED QUALIFICATIONS:
The ideal candidate for this position will possess a Master in Business Administration with two years
experience working in a senior level financial management position. Candidate with a Bachelors degree in
Accounting and three to five years relevant work experience may also be considered for this position. Candidate
with a Bachelors degree and working towards earning an MBA or a MPA degree with strong background in
budget and financial analysis maybe considered for this position. All candidates applying to this position must
have a strong working knowledge of the Public Procurement Commissions procedures. Thorough knowledge
of accounting practices in the public sector, including grant and fund accounting; budget analysis; preparation
of financial statements; internal auditing of transactions; accounting software; and, general supervisory
practices is required.

Monroviahe Government of
Liberia (GOL) held a
Memorial Service for
the late General Suraj
Alao Abdurrahman, former
Commanding Officer In Charge
(COIC) of the Armed Forces of
Liberia (AFL).
The late General Abdurrahman
was a pillar in the formation
of the new AFL following
Liberias civil war. He died
on 28th January 2015 and no
Memorial Service could have
been held at the time because
Liberia was battling the deadly
Ebola Virus Disease (EVD).
The Nigerian General served
the Armed Forces of Liberia
from June 2007 to February
2014 and during that time
he was instrumental in
the formation of a new
and disciplined AFL which
subsequently
produced
a Liberian Chief of Staff,
Brigadier General Daniel D.
Ziankah.
The Government of Liberia
via the Ministry of Defense,
as a sign of appreciation and
respect to the late General
Abdurrahman, invited his

family from Nigeria to attend


the Memorial Service where

several institutions were
in
attendance to pay tribute to
the fallen Nigerian soldier.

envoy of the United Nations
Mission in Liberia (UNMIL)
and other non-governmental
organizations

present at the Memorial
Service held at the Monrovia

Abdurrahman told the family
of the fallen general that it
was with heavy hearts that
Liberians and officials gathered
to pay homage to a great friend
of Liberia. She stressed that
the country remembers him
for the quality of leadership
and regimentation he imbued
in personnel of the AFL.
The Liberian leader also
paid tribute to General
Abdurrahmans
immediate
predecessor,
the
late
Lieutenant General Luka Yusuf,

former Chief of Army Staff of


the Nigerian Army, for laying
the foundation of the new AFL
upon which Major General
Abdurrahman constructed.
The
AFL
Commander-inChief described the late
General Abdurrahman as an
exemplary officer of Nigeria
and acknowledged that he will
be missed for his rich military
experience,
exceptional
leadership and unmatched
commitment brought in the
discharge of his onerous
assignment.
She emphasized that this
won him the respect of the
Government
and
people
of Liberia, as well as the
Chief of Defense Staff of the
sub-regional
organization,
ECOWAS, at the same time
bringing honor to his country,
Nigeria. "He was a dedicated
public servant, an outstanding
General,
a
professional,
a scholar, a mentor and a
dear friend. His personality
represented the finest of
leadership," she noted.
The Liberian leader recalled
that when she first interacted
with
the
late
General

Abdurrahman in 2007, his


poise, frankness, rich insight
of the military that he brought
from the Nigeria Army and
his assertiveness gave her
full confidence about his
preparedness to take on
the task of transforming the
Armed Forces of Liberia. "True
to his professionalism, he took
my direct orders and with the
colleagues at the Ministry of
National Defense, directed the
line of efforts in the successful
transformation of the Armed
Forces of Liberia as a "Force
for Good" under the Defense
Sector Reform Program.
She furthered stated, It
was because of his immense
sacrifices that he rendered
the Government and people
of Liberia that I awarded
him the AFL Distinguished
Service Order in 2009. I also
decorated him in 2014 with
the Distinction of Knight Grand
Commander in the Humane
Order of African Redemption,"
President Sirleaf said.
She extended the gratitude
of the Liberian Government
and people to her Nigerian
counterpart and people for

(MoFDP) is dragging its feet
to disburse the countys
money.
Rivercess Legislative Caucus
Chair, Representative Alfred
Juweh, said hes hopeful
that issues about the social
development funds from
the National Oil Company
and other companies in
the county will be resolved
soon. Juweh admitted that
the county has not received
its share of the national
budget along with social
development funds since
2011 adding that there have
been hurdles over what the
county should receive as
social development fund.
The Rivercess County District
#1 lawmaker disclosed to
FPA that the caucus and

package will provide better
economic governance and
atmosphere for investment.
Osakwe said the December
gathering of the WTO will
make
a
determination
in accepting Liberia as a
member.
We are going to have
technical
meeting
in
December in Nairobi for
Liberia to be a member. It
will go to the legislature, Dr.
Osakwe said.
The WTO official added that
the delegation is impressed
with level work been done in
Liberia.
Dr.
Osakwe
said
the
importance of the package is
to create a platform to reform
to international market.
Dr. Osakwe noted that
reducing tariff and ensuring
that transaction at ports is
transparent and effective will
help boost economic growth.

Liberianization policy.
The WTO package does not

policy. It is meant for a level
playing field for everybody,

The visit is a part of the
standard
protocol
of
accessions to the WTO for
acceding countries that have
reached a critical period in
the process and are close to
concluding their accession.
The team during the visit met
with President Sirleaf and
the heads of the legislative
branch and the private sector.

its
application in 2007 under
the leadership of former
Commerce and Industry
Minister Olubanke King
Akerele.
The
process
gathered
momentum
under
the
leadership of former Minister
Miatta Beyslow. Minister
Axel Addy, Liberias current
Minister of Commerce and
Industry,
inherited
the
portfolio and has since been
facilitating the process and
leading the negotiations.
After seven years of work
with technicians across
several
ministries
and
agencies
with
several
studies and stakeholders
engagements, in May of 2014
President Sirleaf in a letter to
the Director General of WTO,
Roberto Azevedo, expressed
Liberia need of assistance
to fast track its accession
process in time for MC10.
President Sirleaf appointed
the Minister of Commerce as
the chief negotiator.
The first of several critical
meetings that will lead to
the conclusion on bilateral
negotiation and the drafting
of the factual summary and
draft working party report
is currently underway in
Geneva with the Liberian
delegation.

absence of the CDF or SDF.

opposition movement dating
back decades, says it remains
committed to peaceful activism.
President Abdel Fattah al-Sisi
approved an anti-terrorism law
this month that sets up special
courts. Human rights groups
say the law uses security threats
as a pretext to curtail political
freedoms won in a 2011 uprising.
