market crashing Monday as it
plunged the most in over six
years 5.94 per cent or 1,624
points to close at a 12-month
low of 25,741. Rs 7 lakh crore in
market capitalisation of all BSE
listed companies was wiped out
within hours.
This sent the government
into a huddle and Prime Minister
Narendra Modi was said to have
reviewed the economic and financial market situation with
senior ministers and officials.
Indicating more reforms on
the anvil, Finance Minister Arun

the transfer of EDs special public prosecutor who is looking into
the money laundering aspect in
Punjab's multi-crore drug racket
case. Suresh Kumar Batra has

transferred

Chandigarh to Bengaluru.
The special division bench

and PB Bajanthri also ordered
that its earlier stay orders on the
transfer of Enforcement
Directorate's Assistant Director
Niranjan Singh, from Jalandhar
to Kolkata, would continue till

September 23. Niranjan Singh,

Directions have also been issued to the Central Bureau of
Investigation, on an application
moved by advocate Navkiran
Singh, to file its reply on the extradition of various NRIs who are
accused in the drug racket.

Gujarat Governor O P Kohli for
any political activity or any activity against the government.
A kabulatnama or written
undertaking that there will be no
such activity has been made
mandatory for anyone who
wishes to book the Mehdi
Nawaz Jung Hall, named after
the first Governor of Gujarat.
This follows an oral decision by
Governor Kohli.
The Mehdi Nawaz Jung Hall
has been the venue of several
meetings, including those on the
2002 riots, screening of films on
the riots, and where the riot-hit
have spoken out.
More recently, the hall
hosted organisations which
backed Teesta Setalvad, the social activist booked by police for
alleged embezzlement of funds
meant for riot victims, and others critical of the Centres crackdown on NGOs.
The hall is part of the
Himavan complex which is administered by a board of trustees

In its reply, the Governors

they will not use the hall for any
political activity or any activity
against the government, the hall

the Telecom Minister and the
Prime Minister last month, complaining about poor BSNL service in the least developed
among 543 constituencies.
Highlighting the disconnect

complained that when he met

sub-inspector who stopped his vehicle
while controlling the traffic in Chakeri police station area of Kanpur city on
Monday.
According to police, Solankis brother
Faizan was going to his tannery when he
was stopped by Sub-Inspector Devendra
Yadav of Chakeri police station at Durga
Mandir intersection. Yadav was manning
the traffic as there was a huge crowd
rushing to a Shiva temple in the area on
the occasion of the last Monday of the
holy month of Shravan.
Chakeri SHO Rajiv Dwivedi said the traffic was banned to enter the lane which
Faizan was trying to enter, and was open
only to those who had their residences or
offices there. The tannery is run by
Solanki. He further said that the SI
stopped Faizan, leading to an argument
between them. Faizan, however, denied
that the SI was physically assaulted.
Kanpur SSP Shalabh Mathur said he
had ordered an inquiry into the incident.

A CLASS IX student of a private school in


southwest Delhis Chhawla area was brutally beaten to death with wooden sticks,
allegedly by two of his classmates, after
he complained to teachers that they were
misbehaving in class. Police said the duo
used a rock to bash the boys head. Both
juveniles have been apprehended.The
victim has been identified as Shubham
Jindal. Joint Commissioner of Police (JCP)
(southwestern range) Dependra Pathak
said the juveniles, who are cousins, were
jealous of Shubham after he was made
the class monitor. The incident came to
light on Sunday around 11.30 pm. The victims father approached police and informed them that his 14-year-old son had
not returned home. Police immediately
registered a case of kidnapping and several teams were formed to trace the boy,
Pathak said. Four hours later, police found
Shubhams body near a crematorium
500 metres away from his home in
Roshan Nagar.Pathak said their investigation revealed that the victim was last
seen along with two of his classmates.

The court also directed the Union Ministry of Home

ED drug racket case may take years to conclude in
courts; and that Batra being the special proesecutor
cannot be associated with a court case hearing.

the court said clearly.
Appearing for Niranjan Singh, senior advocate
Anupam Gupta vehemently argued that "Niranjan
Singh was transferred because he summoned Bikram
Singh Majithia (Punjab revenue minister). It is unfortunate but absolutely true and the dates would speak
for itself."
He further submitted, "There is a pattern. ED is putting entirely new people in the drug racket case who
have never dealt with such cases. I suspect (the) intention behind this. Earlier, Niranjan was transferred to
Kolkata and now Batra to Bengaluru."
Gupta further submitted that Batra's assistance is
required by Niranjan Singh in probing the case, as
"Prevention of Money Laundering Act is a highly complicated subject. There are very powerful persons involved having roots in Punjab. This is case which requires very strong shoulders otherwise entire process
would come to a not".
Shashi Kant argued, "It is a question of thousands
of human lives being lost and Haryana and Chandigarh
should also be impleaded parties in the case."

The Government wants to roll out the


GST from April 2016. It had, therefore,
moved the GST Bill for consideration in the
Rajya Sabha during the last session.
However, a discussion on it was blocked
by the Congress.
Finance Minister Arun Jaitley said today that the GST Bill will soon see the light
of day. He said the Revenue Department
was getting ready with three Bills to ensure its implementation. Jaitley described
the GST as a monumental tax reform and
said it would benefit all segments of business, increase the tax-base and reduce harassment of taxpayers.

The third reason for India being much
better placed than in June-August 2013 is
its macro fundamentals. The current account deficit in 2014-15 was a mere $27.94
billion or 1.3 per cent of GDP, an improvement over even the $32.4 billion (1.7 per
cent) for the preceding fiscal. Between
August 30, 2013 and now, the RBIs forex
assets have swelled by roughly $83.5 billion and the current reserves of $354.43
billion can finance well over nine months
of imports. The twin deficits (including
the governments finances) arent as serious a concern, even while CPI inflation for
July was just 3.78 per cent.
All said, the confluence of global factors
is not as bleak today for India as it was in
the taper tantrum days. One shouldnt be
surprised to see international investors, too,
make a distinction between India and other
EMEs more so, in a scenario where oil
would hover around $ 40-50 per barrel.

Lokayukta extortion racket
arrested
Bengaluru: THE SIT of Karnataka Police made its tenth
arrest in the extortion case involving the states anticorruption watchdog and Lokayukta Justice Bhaskar
Raos son, Ashwin Rao.
The SIT on Sunday arrested Hotte Krishna a realtor
known to be a close associate of Ashwin Rao from
the Chennai airport. During the preliminary investigation by the Lokayukta police, Krishna was named as a
key member of the extortion gang operating in the
Lokayukta.
Krishna was alleged to have posed on a few occasions
as Krishna Rao, a relative of Justice Bhaskar Rao, to allegedly demand bribes from targeted officials, while
threatening to file corruption cases against them.
On Sunday, he was arrested in connection with a case
where an attempt was made to extort Rs 5 lakh from a
chief engineer of the Public Works Department. ENS

reason attributed for cancellation is that the cost was high and
economically unviable for

agri-logistics players to level allegations that the tenders were
tailor-made so as to help only
major agri logistics companies.

Procurement
and

Construction (EPC) model, are to
come up in Chheharta, Bhulath,

Chawa Payal, Sangrur, Bathinda


and Ajitwal and create a storage
space of 2.87 lakh metric tons.
Earlier, the silos were advertised
for Nurmehal, Macchiwara,
Mullanpur, Patran, Sirhind and
Jalalabad also.
The silos have to be set up
before the next wheat season.,

The company that would set
up the silos would construct it
for the state and operate it for 20
years to recover its cost. The
PWSC would pay them operation and maintenance cost. Later,
these would be handed over to
the state, said sources.
While the tenders under the
EPC model have been recalled,
the PWSC has also readvertised
tenders for 10 more silos in different parts of PPP model.

Chandigarh: The Haryana Police


on Monday registered a case
against Rati Ram, outgoing
sarpanch of Bawana village, and
several others following a complaint from some members of
the scheduled caste community
alleging that they were forced
out from the village they had
been living for several years.
As per the complainants
who belong to the Sapera com-

munity, they were asked to vacate their houses. They also alleged that they were forcibly removed from the site. The
families have shifted to temporary houses on the outskirts of
Mahendragarh.
Police have registered a case
under Sections 147, 149, 323,
379 and 427 of the IPC and
Section 3 of SC/ST Act against
the outgoing sarpanch who also

belongs to the community and


around 15 other persons from
the village.
A panchayat was held in the
village on Monday evening
where it was decided that the
villagers will for the medical examination of those who allege
that they were beaten up.
When the members of the
Sapera community started construction on panchayat land, the

former sarpanch moved the


court against this in 2006. They
lost the case and appealed to the
DC. They lost there as well, Rati
ram said
He adds that the complainants were not forcibly vacated. They were asked to vacate the land, which they did.

case against the Chief Ministers
principal private secretary,
Subhash Ahluwalia.

state government seeking
Ahluwalias repatriation from

Earlier in the day, the BJP had
moved an adjournment motion
on the issue.
Disallowing the Opposition,
Speaker B B L Butail said he
cannot allow discussion on a
subject that was not under the

that the state governments response was also awaited in the
matter.

motion for adjournment to the
government. Once I get the reply, I will consider the issue for
allowing the discussion, the

The case was registered on

Bhupinder Singh, who alleged
that the certificates forged and
attached by Kumar while applying for the post of sports director
were originally of Narinder
Singh and Surinder Singh Bhatia,
who had bagged first and second
positions in hammer throw, respectively, while playing in two
competitions in 1975-76 and
1977-78, respectively.
The complainant alleged that
while applying for the post of
lecturer through PPSC, Kumar
had attached an attested copy of
a certificate as per which he secured first position in hammer

THE PUNJAB and Haryana High
Court has issued notice regarding stay to the Haryana government on its circular issued on
August 12 with regard to the
mechanism of admission to be
adopted in private unaided
recognised schools to admit 10
per cent Economically Weaker
Section (EWS) children from
Class II to VIII as per Section 134A of the Haryana Education
Rules, 2003.
Directions came from the division bench comprising Justices
Hemant Gupta and Raj Rahul
Garg on a petition filed by
Federation of Private Schools
Welfare Association, Haryana.
Appearing for the petitioner, advocate Pankaj Maini had alleged
that the admission criteria
adopted by the Haryana education department was faulty and
in case it is allowed to continue,
it would hamper the legitimate
interest of the Federation.
The court was informed that
the there were two contradictory judgments of the two division benches of the High Court
in two different cases on the
same subject with respect to reimbursement of fees to the private schools.
The state government vide its

block level committees for the

The High Court had, in April,
ruled that private unaided
schools in Haryana would have
to admit 25 per cent meritorious
students belonging to EWS in
Class I and pre-school education,
wherever provided, as per RTE
Act, 2009.
However, 10 per cent EWS
students would be admitted in
all classes from II to VIII as per
Section 134-A of the Haryana
School Education Rules, 2003.
The case would now come
up for hearing on October 20.

said the case, relating to six of its
personnel having fired at two unarmed men, had been closed and
appeared to blame the duo for
the incident.
The youths admitted their
mistake. Had they initially
stopped at the police naka, there
would have been no confusion.
The chase started when they
didnt stop their car. We admit
that our personnel fired on the
wrong people but the case
stands closed. The families said
that they dont want any further
action, SSP Sangrur Pritpal
Singh Thind said on Monday.
One victim, Sunil Kaushal,
still admitted at the DMCH in
Ludhiana, denied the SSPs
claims. Police from Dhuri came
to take our statements on
Sunday night and we clearly
told them that the six policemen fired at us. We want justice.
Police are forcing us to compromise and are offering to foot our
medical expenses but we refused. Tomorrow this could
happen to someone else,
Kaushal said.
The brothers, who were

The incident occurred on the
night of August 18 when six staff
of the Crime Investigation
Agency (CIA) at the Bahadurgarh
police station opened fire on a
white Ford Figo which was being driven by brothers Surinder
Sharma and Sunil Kaushal.
Police claimed they had mistaken the car to be of gangster

chasing.
While Sunil had sustained an
injury on his arm during the incident, Surinder sustained injuries after allegedly being assaulted by the policemen.
The closure of the case, however, leaves a number of unanswered questions.
The polices new claim, that
the two refused to stop at the
naka, sits at odds with their theory that they had been chasing
the gangster before mistaking
cars during the chase. Police had
earlier stated that Ghudda had
shot at a head constable manning a naka, which they claimed
had prompted the chase in the
first place. They now claim that
the two brothers had also refused to stop at a naka.
Moreover, the identity of the
offending six CIA staff is still unknown.
While they had been booked
on attempt to murder charges,
they were never named in the
FIR. While the Sangrur SSP admitted that police had fired on
the wrong people, no probe has
also been ordered on the actions
of the six police personnel.
The SSP, meanwhile, appealed to the city residents to
stop at nakas set up by police so
that police could do their duty.

Sharmas former assistant, was
arrested in a bribery and corruption case on Saturday. Sandhu is
alleged to have accepted lakhs of
rupees promising to influence
the police to drop cases against
the accused.

worker. I needed to make numerous calls to speak to him.

CM seeks Centre help to


deal with agrarian crisis

CHIEF MINISTER Parkash Singh
Badal has appealed for the
Centres help in finding a solution to the agrarian crisis that has
gripped Punjab. According to the
National Crime Records Bureau,
24 farmers had committed suicide last year.
The chief ministers statements came on a day when
thousands of farmers began a
five-day long dharna against
farmer suicides in the state.
Badal also blamed the
Congress for the grim state of affairs. He said that successive
Congress governments at the
Centre had made the issue a central subject when agriculture is

actually a state subject.


He supported this statement
by claiming that the Centre now
fixed the minimum support
price (MSP), prices of diesel, pesticides, insecticides and other
agriculture inputs. The state controls only electricity supply for
tubewells for which the Punjab
government is paying more than
Rs 6,000 in subsidy.
To a question on using the
Swaminathan formula for fixing
price of agricultural produce, the
Chief Minister said that he has
been demanding the same for a
long time and has always advocated this formula, but its the
Centre which has to take the final call in this regard.

A PUNJAB farmers group is doing what the Punjab Agricultural
University couldnt distributing high-yield onion seeds to ensure that the gap between demand and production of onions
is reduced in the next season.
Onion stocks in the country
have been hit due to unseasonal
rain and hailstorms, raising
prices.
The Seeds and Nursery
Producers Association (SAPNA)
has taken it upon itself to market and strengthen PAUs onion
variety, the PB Naroya, which
gives a yield of 150 quintal per
acre.
Speaking to The Indian
Express, P S Pangli, founder and
president of the association said,
PAU has its own infrastructure
and they provide us with technical knowledge. But still, marketing of seeds is lagging.
Farmers do not get to know
about pure and good quality
seeds available with the PAU.
And even if they know, PAU lacks
in production facility. For instance, only 200 of 2000 farmers get the seeds during the
kisan mela due to low production. We are reducing this gap
and urging farmers not to use
duplicate seeds of private firms.
SAPNA members reproduce
seeds and distribute among fel-

low farmers who further reproduce and give seeds to their fellows. Currently, SAPNA has 137
members.
On Monday, SAPNA submitted an application to director of

Onion prices have rocketed
because there is shortage of produce. Had farmers been more
aware and grown varieties suitable to our climate producing
more yield, we might have
avoided this situation, said
Pangli. Apart from onions,
SAPNA is working for basmati,
wheat, barley, mustard, fodder
seed varieties and also provides
PAU recommended varieties for
chillies and tomatoes.

temple at Nashik where I will
eventually leave my body, he

nothing to do with my soul. If we
have a right to live, then we have
a right to die with dignity. This is
our religious practice, our spiritual philosophy. Law should not
hurt the sentiments of the community, he said.

Alemao denied
bail in graft case

A SPECIAL court in Goa rejected
the bail application filed by former PWD Minister Churchill
Alemao Monday. Alemao was
arrested by Goa police on August
6 for his alleged involvement in
the Louis Berger bribery case.
On July 21, the Crime Branch
had registered an FIR against unknown ministers in the then
Congress government and company officials. Besides Alemao,
former Goa CM Digambar
Kamat is also under the scanner.
The district court had earlier
granted anticipatory bail to
Kamat. Alemao, who moved the
bail plea last week, argued that
there should be parity in justice
as he was facing the same
charges. Alemao is booked under IPC section 120-B (criminal
conspiracy) and sections of the
Prevention of Corruption Act in

that India refrain from taking or
enforcing any judicial or administrative measures against

measures necessary to ensure
that restrictions on the liberty,
security and movement of the
marines be immediately lifted to

Latorre to remain in Italy
throughout the duration of the

Countering these demands,
India had asked ITLOS to reject

the submissions made by the


Republic of Italy for the prescription of provisional measures and
refuse prescription of any provisional measures in the case.
The ITLOS order states that
since it will be for the Annex VII
Tribunal to adjudicate the merits
of the case, the tribunal does not
consider it appropriate to prescribe provisional measures...because that touches upon issues
related to the merits of the case.
Placing the arguments from
both countries, the ITLOS order
stated: Considering that the first
and second submissions by Italy,
if accepted, will not equally preserve the respective rights ofboth
parties until the constitution of
the Annex VII arbitral tribunal...
the tribunal does not consider

A SHOP owner and his cousin


have been booked for the murder of a BJP minority leader and
his son here on Saturday.
The politicians two other
sons have also been booked on
attempt to murder charges.
Cross complaints filed by
both parties Sunday revealed
that the murders could be the result of a dispute over installation
of CCTV cameras.
Iliyas Pathan, 50, and Asif, 28,
were shot by two assailants near
their residence on Raiya Road
Saturday. Iliyass eldest son
Akbar (31) suffered stab wounds
while the youngest son Arbaz
was beaten up.
In his complaint to Gandhigram police, Akbar named Abbas
Kachara (21) and Abbass cousin
Sajid Kachara as accused. Abbas
is in hospital while Sajid has
been detained.
Akbar said that his father had
bought space in a building on
Raiya Road 10 years ago. Just below the space bought by Pathan,
Abbas ran a shop that sold seasonal goods.
We installed CCTV cameras.
Abbas suspected that this would
jeopardise his business of selling
illicit liquor from the shop. So
there were disputes, and he attacked my father, he said.
In his cross complaint, Abbas
claimed his family had had disputes with the Pathans since the
latter bought space in the building in 2007.
He alleged that his cousin
Sajid had hatched a conspiracy
against Iliyas.
According to Abbass complaint, he and Sajid went to
Iliyass residence on Saturday
night and attacked them.
Abbas was injured during the
attack while Sajid managed to
flee.
On the basis of Akbars complaint, Gandhigram police
booked Abbas and Sajid for murder and criminal conspiracy.
On the basis of Abbass
complaint, they booked Akbar
and Arbaz for attempt to
murder.

Bihar, the BJP is all set to unleash
the next round from August 26
focussing on the partys agenda
for the state.
BJP leadership claimed that
the partys social engineering
strategy, rolled out during the
first phase, was a huge success
with 25-30 per cent of the voters,
as per party estimates, willing to
rise above caste criteria in their
voting preferences.
According to a senior leader,
the JD(U)-RJD alliance was the
main issue for the BJP in the
Bihar elections. Development,
law and order, shortage of power
and jungle raj all these issues
come within it, said the leader.
He added the BJPs campaign
machinery would go to town
with Prime Minister Narendra
Modis Rs 1.65 lakh crore Bihar
package to highlight the NDAs
agenda for the state.
We will convey to the people that BJP is best for the state.
We will also tell the voters that
Nitish has accepted Lalu Prasad,
against whom he was fighting,
for power, but the loser in this
game will be Bihar, he said.
BJP sources said that the first
round of their strategy, prepared
by Amit Shah, had reached

sources denied that seat sharing

All proposed eco-sensitive zones to be cleared by March

DAYS AFTER notifying an ecological sensitive zone (ESZ) around
the Okhla bird sanctuary in
Noida, Environment Minister
Prakash Javadekar today promised to finalise all the pending
proposals for demarcation of
ESZs around protected areas
445 proposals in all by March
next year.
Javadekar claimed that he
had already approved 176 of
these proposals since taking of-

fice. While 32 of these been notified and are operational, the


others are in the process of being notified.
There are 624 wildlife areas
in the country which are designated as protected areas. These
include national parks, bird parks
and wildlife sanctuaries. There is
a proposal to notify an ESZ
around each of them. Human activities in ESZs are restricted and
regulated, so that the negative
impact of such activities on the
fragile ecosystem within the protected areas is minimised.
Javadekar said after much
prodding from the Centre, the

have been approved, 32 have already been notified. Draft notifications for another 31 are out
in the public domain. We would
soon be issuing draft notifications for the remaining,

When the ESZs were originally proposed in 2002, it was
suggested that all areas within a
10 km radius of a protected area
should be declared an eco-sensitive zone. However, the National
Board on Wildlife had, in 2005,
recommended that the delineation of ESZs should actually be
site-specific. But the Supreme
Court had ruled in 2006 that till
the exact boundaries of the ESZ

were decided, a 10-km radius


around the protected area would
continue to be treated as an ESZ.
Currently, there is a lot of
confusion about what kind of activities will be allowed and till
what distance from the protected
area. We are working overtime to
reduce this uncertainty. And we
are doing it with due diligence in
a very scientific manner with extra teams and in full consultations with the state governments.
We will ensure that the wildlife
areas are protected and development works are allowed to continue without any hindrance,
Javadekar said.

Rahul Gandhi is set to travel to
Jammu and Kashmir next to
meet villagers affected by
Pakistani shelling and to highlight the failures of the PDP-BJP

his three-day trip to the state,
Rahul Gandhi is scheduled to
visit the Line of Control in the
Poonch district.
He will also interact with
Congress workers and address a
rally in a Kashmir village
either in Sopore or Sangrama.
Party leaders said that they
planned to use Rahuls visit to
expose the failure of the PDPBJP regime in all the three regions of the state.
Apart from party workers,
Rahul Gandhi will also interact
with the civil society members,
said Congress leaders.
It will be an extensive tour.

on Monday, the NIA produced
him before the special judge
with a request that Naveed

CrPC. Kotwal referred the case to
the CJMs court pointing out that
confession under provisions of
CrPC must be recorded by a judicial magistrate.
According to sources, Naveed
has confessed to being a Lashkar
terrorist from Pakistan. Based on
his disclosures, the NIA arrested
some people for helping him
stay in the Valley, including the
truck driver who ferried both the
terrorists to Udhampur.

THE GOVERNMENT has opposed in Supreme Court a plea to
bring political parties under the
ambit of RTI Act, saying this would adversely impact their internal working and political functioning. Submitting an affidavit,
the Department of Personnel
and Training (DoPT) has said the
Central Information Commission (CIC) erroneously ruled in
June 2013 that political parties
are public authorities under the
RTI Act and, hence, are accountable under the transparency law.
If political parties are held to
be public authorities under RTI
Act, it would hamper their smooth internal working, which is not
the objective of the RTI Act and
was not envisaged by Parliament.
Further, it is apprehended that
political rivals might file RTI applications with malicious intentions,
adversely affecting their political
functioning, the affidavit stated.
The DoPT claimed that the CIC
had made a very liberal interpretation ofRTI Act, leading to an
erroneous conclusion that political parties are public authorities.
In its judgment, the CIC had
said political parties should be
held accountable under the RTI
Act since their constitution was
akin to setting up a body by the
government and they also performed public functions after
availing various financial aid
and concessions by the Centre.
But this judgment remained on
paper and the parties did not
comply with the mandate of
RTI Act.
Complaining non-compliance, applicants Subhash Chandra Aggarwal and Anil Bairwal of

the Association of Democratic


Reforms (ADR) approached the
CIC which, in March, directed the
DoPT to take action. ADR and
Aggarwal moved a PIL in
Supreme Court, seeking a declaration that political parties are
public authorities and should disclose details of income and expenditure for public scrutiny.
A bench led by Chief Justice H
L Dattu issued notice in July and
the DoPT filed an affidavit last
Friday, stating RTI Act never envisaged to bring political parties
under its ambit. Itsaid the CIC was
wrong in its judgment since political parties cannot be termed as
public authorities because they are
formed neither under the Constitution nor under any law of Parliament. Performance of public
duty is also not a condition mentioned under the law for defining a
body as a public authority, it stated.
About checks on financial
transactions of parties, the DoPT
said there were provisions under
the Representation of the People
Act and the Income Tax Act, fastening a liability on them to make
sufficient disclosure regarding income and expenditure.
Adequate provisions for explanations and penalties, it claimed, were also stipulated under
these Acts and that Election Commission places all requisite information on its website. These
provisions ensure adequate transparency in financial aspects of a
political party, the DoPT said.
With a view to annul the adverse effects of the erroneous
conclusion by the CIC, the government said, a Bill was introduced in 2013 to amend the RTI
Act so as to specifically exclude
political parties from the definition of public authority but it
lapsed with the dissolution of
the Lok Sabha in 2014.

Litigation (CPIL) has alleged that
President Pranab Mukherjee
sought a favour from the Essar
Group for appointment of his
granddaughter at the companys
London office.
This allegation has been
made in an additional affidavit
filed in the Supreme Court
Monday by the petitioner NGO
through its general secretary and
lawyer Kamini Jaiswal.
The PIL has sought a courtmonitored probe into an alleged
nexus of Essar with politicians,
bureaucrats and journalists to
promote its business interests.

In March, The Indian Express


reported on the PIL and how a
former Essar employee decided
to go public with the Essar
Groups internal company communications these have been
attached to the petition as instances of alleged impropriety.
The body of correspondence
includes purported emails and
memos on meetings with government officials and alleged
favours to ministers, bureaucrats
and journalists.
The latest affidavit, based on
the correspondence, claims that
in September 2013, Pradeep
Gupta, secretary of the President,
forwarded an email mail to a corporate affairs executive at Essar.
This email, it is alleged, contained
no text but had an attached copy
of a passport belonging to

Mukherjees granddaughter. This


email was then forwarded to another
Essar
employee.
An internal email exchange
dated October 3, 2013 shows
that Essar discussed and decided
that she be appointed as an intern for one year at their London
office and after the said year she
will be made permanent. It was
discussed that her pay would be
30,000 pounds per year and in
addition to that she would get
other benefits, the affidavit
stated.
Phone calls and text messages to the Rashtrapati Bhavan
spokesperson did not get a response.
The CPIL has also alleged that
an internal communication of
November 2010 mentioned
names of 222 people, including

top politicians, bureaucrats and


journalists, who had been given
iPads.
In March, the court issued
notices to Essar and the Central
government, seeking their
replies on the PIL which is likely
to be listed on September 23.
When The Indian Express
sought a comment on the allegations, a spokesperson for the
Essar Group said: The questions are sub-judice and we,
therefore, refrain from giving
our response. Nothing stated by
us herein should, however, be
construed as an admission of all
or any of your allegations made.

YES, KL Rahul had kept wickets before. In
school, as a junior cricketer for India and even
for two of his IPL franchises. But this was Test
cricket. This was the fifth morning of a potentially epoch-breaking encounter, not just
for Virat Kohli & Co but for Indian cricket.
Only last week the young team had lost their
nerve and collapsed in a heap after having
held sway for three whole daysalmost like
rabbits in front of headlights that werent
even originally headed in their direction.
So when Angelo Mathews edged an outswinger from Umesh Yadav first up on
Monday morning, Rahul simply had to catch
the ball. It wasnt too straightforward. It was
dying on him as it got there, and was headed
in that dreaded gap between the wicketkeeper and the first slip. It was a catch that
would have tested even a regular wicketkeeper, one that does this on a daily basis.
Rahul had to dive. Rahul had to stretch.
Rahul had to hang on, come what may.
Ever since he took over as Test captain

to start off with as a stand-in at Adelaide and


then as the permanent replacement at
Sydney Kohli has harped endlessly and
rather vainly on his young team not seizing
the initiative and on their inability to take the
final step towards glory.
This was the opening. This was the moment. This was the opportunity for India to
emerge from the shadows. And as Rahul rose
up with the ball lodged in his right glove,
India had all but turned the corner.
It was obvious that Sri Lankas hopes and
the duration of the fifth days play would depend almost entirely on how long Mathews
hung around. He was the final peg. The only
obstacle between India finally tasting victory
with Kohli holding the reins. Unfortunately it
was probably what Sri Lanka were thinking
as well. For, once Mathews left, the rest
seemed keener on rushing up the process
and leave Kumar Sangakkara more time to
enjoy his final day as an international cricketer. And R Ashwin was perfectly poised to
hasten the end as he ripped through the middle-order to lead India to a 278-run win, their
first under Kohli and hopefully for them the
first of the new era, and level the series with
one more Sangakkara-less Test to go.

Weather or not
If Mathews was a controllable obstacle,
there was another one that they could do little about lurking in the horizon, and at times
ominously so over the P Sara Oval.
There had been heavy rain the previous
night. The sun had broken on Monday morning with dark clouds for company. There was
rain in the air. But somehow even the Sri

Lankan batsmen didnt seem too keen on


hanging around and getting wet in it. And
they kept exiting the scene quicker than the
passing clouds.
The dark clouds werent really playing
hide-and-seek. It was more like they were
beat cops surveying the area, not sure
whether to raid or not. Around the time,
Dinesh Chandimal played a predetermined
sweep to Mishra and was bowled around his
legs if anything the untoward shot only ruined the aesthetics of an otherwise dream
delivery a chunky dark cloud hovered over
the P Sara Oval. But it passed, and very soon
so did Lankas hopes of hanging on.
By now Ashwin was spinning webs
around the Sri Lankans. Dimuth
Karunaratne, whose record in second innings
outdoes his first by quite a margin, had
waged a lone war after Mathews dismissal.
He had been the only to use his feet against
Ashwin, and put the Indian off-spinner under some pressure. But all it took to mess
with his confidence was an off-break that
pitched on leg and ripped past his outsideedge. Karunaratne never left his crease again.
He didnt last too long either. Ashwin had
him in his grasp. He had him in his spell. Then
came a slightly flatter delivery that pitched
right outside the off-stump, skidded on and
hit the left-handed openers stumps. Lahiru
Thirimanne had already come and gone,
struggling to read Ashwins guile. Then he
jumped out of his crease, tried to flick an offbreak against the turn and offered
Cheteshwar Pujara, who will open for India
come the third Test, an easy grab.
Dhammika Prasad had joked about

wanting to win the Test with his bat for Sri


Lanka after stumps on Day Four when asked
about his preparation for saving the Test. And
he looked like he was actually living up to his
word as he charged at Ashwin and tried hitting him over the sight-screen, but only managing to give Mishra a simple catch.

Quietly effective
Ishant Sharma has quietly had a terrific
series so far, even if wickets havent really
come his way. But then Jehan Mubarak was
ready to oblige, as he edged a length delivery to Kohli at slip off the first delivery he
faced. It was a crucial spell from Ishant. He
was brought on as soon as a cloud-cover took
over the Oval. And he ensured that the batsmen were kept under check, and the spinners were bowling at exactly who they had in
their sights. And soon Mishra had his second
wicket of the innings. India were now a
wicket away from victory. Obviously they
had avoided the rain. But just then the skies
finally opened up, and suddenly Kohli must
have felt like even the heavens were conspiring against his captaincy reign.
But like has been the case in this series,
the rains didnt last long enough to affect the
cricket. And Sri Lanka lasted hardly more
than a couple of minutes upon their return.
Sri Lanka were bowled out for 134 in
Sangakkaras 134th and final Test.
Interestingly, they had scored 134 in each of
his final ODI and T20 match.
Even if the rest of the day was dedicated
to Sangakkara, for India it will be the day
when Rahul took that catch and Kohlis India
finally got a taste of that winning feeling.

An emotional and eloquent Kumar
Sangakkara delivered his farewell speech at
the P Sara Oval following his international
retirement. He remembered to thank everyone from his first coach to his school teachers and got misty eyed while speaking about
his inspiration, his parents. Excerpts:
Your excellency, the President of Sri
Lanka, the honourable Prime Minister,
Members of Parliament, all the well wishers
and the invitees, fans, all my friends, my family who are all here, which is a rare occasion
that all of us are together Virat Kohli and
the Indian team, Angelo and my team, I have
got so many people to thank here.
I will start off with my school Trinity
College, Kandy. Trinity College gave me a fantastic ground there in Kandy. It was an amazing school to go to. I owe a lot of who I am today to the grounding and foundation I got
there. To all my coaches I had so many because my father used to take me to so many
coaches when I was young a big thank you.
To all my past captains, to Sri Lanka
Cricket, to all my team-mates, thank you very
much for everything that you've done for me.
The support that I received, the inspiration,
the drive and the commitment you have
shown, not just to the game but also to each
other and to me, I value all very, very highly.
I am going to miss all that chat we had in the
dressing room...
I didn't have to look far for inspiration.
My parents are here. I had amazing siblings.
I am blessed with a wonderful family. I was
blessed to be born as your children. When I
look up at the box, people that I've known for
30 years, friends, family, everyone is here and
to see that they love me is great and it will be
my greatest achievement.
Lot of people ask me who inspired me
and I always say I didn't have to look far for inspiration. I am sorry I don't want to embarrass you too much, but I didn't have to look far
from my home for inspiration because I have
the most amazing parents that anyone could
wish for.
...All the support, the love that they
showed over the years, whether I played
cricket or not, whether I did well or not, the
only place I could go and feel safe was home
and thank you 'amma' (mother) and
'apachchi' (father). Thank you.
It's been one of the most special privileges of my life to play in front of the Sri
Lankan people and Sri Lankan fans. I'm especially thankful to your love and support.
My innings has ended. I won't play international cricket again. But I'll come with you
Khettarama, to Galle, to Tamil Union, and to
SSC to watch the young cricketers play.
To Virat and his team, thank you most of
all for the wonderful cricket that you've
played. I can't ask for anything more than
tough cricket when I am leaving and you
guys over the years have been our toughest
opponents.
We've planned to beat you, we have at
times and at other times we have failed, but
thank you so much for putting in that effort.
It doesn't matter whether we lost today, we
will try to beat you again in the next game,
but thank you for the toughness, thank you
for giving no quarter, and thank you for really making it a privilege of mine to play
against you.
And to Angelo and the team Angie
you've got an amazing team, you've got an
amazing future and I just hope you will work
hard and enjoy this sport, this sport we only
play for a short times. It comes and goes, but
don't be afraid. Don't be afraid to lose when
you are searching for a win, and keep Sri
Lanka and the flag flying high.

Did Kumar achieve his true potential? I dont believe so

LET ME start by admitting that I was always
on tenterhooks while
watching my son bat. I
don't know how this
sounds but I just knew
when he was going to get
out. It was like an intuition but I was never
wrong, and that's why it would make me
even more nervous. I could pick it almost an
over before it eventually transpired.
That is one of the reasons; I preferred not
watching it live from the ground. Even from
home I would only watch his innings in
phases when I knew he was in good flow, and
his body was getting into perfection position,
eye over the ball.
I have always been his harshest critic. And
he knows about it all too well. For the world,
Kumar was this venerated technician. But in
my opinion, he never reached that level. He
could have done so much better with the
skills he had. Everybody speaks about his average being in the same league of Graeme
Pollock and Garry Sobers, but Kumar could
have done better. He too often let bowlers
dismiss him rather than them having to get
him out.
For me, Don Bradman was the ultimate

batsman. He scored a century once in every


three innings. If you truly consider yourself to
be a world-class batsman, you should be able
to do that. Kumar did well, don't get me
wrong. But did he achieve his true potential?
I don't think so.
I started working on Kumar's cricket from
a very young age. He always had great touch.
You could see that from the way he connects
his shots. But touch and technique are two
totally different concepts. According to me
Mahela Jayawardene had a much better
technique, and a much tighter defence.
Kumar's temperament and grit is what ensured he scored more runs and averaged
more than Mahela. But I still believe the likes
of Mahela, Marvan (Atapattu) and Aravinda
de Silva were more in control of their game
in the middle.
There is hardly a shot Kumar plays that I
haven't mentored him or harangued him
about. He was always very competent
against the short-ball. He had a very good
back-foot technique. The pitches in Kandy always have had more bounce and carry than
those in the south. Kumar grew up batting
on them. Mahela was lucky in the sense he
faced a lot of spin in his early years.

though, and he wasn't comfortable against
them early in his career. He did get better at
it. But he took too long to get there. It also
took a lot of pestering from me, often to his
chagrin. Even now at times, I feel he gets too
leaden-footed.
For me, the one batsman I admired a lot
was Sunil Gavaskar. He was someone who
tired the bowlers out first with his temperament, and then put them to the sword with
his array of strokes. But never did he succumb to their relentless pursuit to raid his
citadel. A successful batsman is a lot like a
boxer. You have to last till the 12th round to
win the battle. And I ensured that Kumar
grew up watching a lot of Bradman and
Gavaskar, and reading about them too.
I wouldn't call Kumar a natural talent. He
has always had very skilful hands.
Not many know this, but he was a very

good tennis player. Tennis was his first sport.


His sister, Saranga, was a more accomplished
player than him. She won the senior national
title when she was just 15. I think she's still
the only up-country girl to have done so. She
went to the US and did really well too, and
had a great future ahead of her but she suffered a shoulder injury that killed her career.
She had a forehand that most male tennis
players in Sri Lanka would have struggled
against. But Kumar was more talented on the
tennis-court. One day Saranga beat him
though in an inter-family battle of the sexes.
That's it. He never played tennis very seriously again. Cricket became his primary passion right after that defeat. I'm sure he won't
agree with me though.
Kumar and I have always had our debates,
on cricket mostly. He has a very modern view
of politics and general life in Sri Lanka, unlike mine. He has travelled the globe and got
great exposure. And he certainly has an opinion about everything. But in most cases, in
my opinion I get the better of him in our
healthy discussions. My wife always feels
he's a lot like me, and that we both are
equally stubborn over our respective views
on everything.
There are some of Kumar's innings that I

remember fondly though not all of them. His


192 in a losing cause against Australia in
Hobart always gets talked about a lot. It was
my favourite knock. It was alright. His four
centuries in four matches in the World Cup
was a good achievement too.
There are many batsmen who have been
tagged as great. But I consider those who really come into their own after they turn 35
and their reflexes start slowing as the true
legends. I do agree that Kumar has scored
plenty of runs after turning 35. Some say he
has hit a purple patch. But I wish he had hit
that purple patch earlier, he could have easily scored many more runs and tons then.
My son might be a cricketer but cricket is
not close to my heart. It has brought too
much of malice into sport. It is no longer the
gentleman's game even if my son played it
with great integrity. The corrupt practices we
hear about from the IPL and T20 leagues have
marred the image of the sport, quite indelibly. I didn't have a problem with Kumar playing in the IPL but I think he never got going
there. His was a game built to be successful
across all formats, but he never reached a
great level in T20 cricket-even if he was there
in the middle when Sri Lanka won the World
T20 last year.

There wasn't much sorrow or anguish


when he informed me about his decision to
retire. We both agreed that his time was up,
and that there was no point hanging around
for much longer.
These days I travel to Colombo a lot to
meet my daughter, Thushari, and her kids. I
am very confident about my grandson
Methvan. He is a combination of Kumar and
Saranga, and I see him becoming an excellent tennis player. I am not sure what Kumar
has planned for his future. I don't see him
taking up law seriously at this stage. I wouldn't advice it. He's 37 now. By the time he finishes his law studies, it will be another five
years and by the time he establishes himself
he will be well over 50. There's no point then.
I do have a new challenge for him, and I
hope he accepts it. I want him to take up golf
very seriously. It's a sport where his touch
and skilful hands will hold him in good stead.
He's been a professional sportsman for two
decades now. That competitive spirit will
never die. Golf will provide him that opportunity and at the same time it's a sport that
he can pursue for another 30 years. Age doesn't really matter as we have seen. And I can
assure you this: I will not be half as nervous
watching him on a golf course.

an unprecedented third world championship 100 metres title in 10.76 seconds at
the Bird's Nest stadium on Monday.
Former heptathlete Dafne Schippers ran
a second Dutch national record of the night
in 10.81 to win silver, while American Tori
Bowie claimed bronze in 10.86.
The 28-year-old double Olympic champion powered home in 10.82 seconds to lead
Nigeria's Blessing Okagbare (10.89) through
from the opening heat. Earlier, Kenya's Vivian
Cheruiyot won a thrilling last lap sprint to
claim the women's 10,000 metres gold
medal, capping her comeback season with
her second world title in the longest track
event.
The 31-year-old, who took 2014 off to
have a child, hit the front with 300 metres to
go and powered her way to victory in 31 minutes, 41.31 seconds to reclaim the title she
won as part of a 5,000-10,000 double at the
2011 world championships in Daegu.
Ethiopia's Gelete Burka stayed with
Cheruiyot when the Kenyan sprinted away
on the back straight but could not handle the
pace down the final straight and had to settle for silver in 31.41.77.

hopes the Jamaican can recover from sore
legs to complete a world championship
sprint double for the third time in his career after what he rated as the athlete's
toughest win yet. Mills was elated after
Bolt upset the form book to win his third
100m world title at the Bird's Nest
Stadium on Sunday with a season-best
9.79 seconds.
The Jamaican ended a 28-race unbeaten run by his American rival, Justin
Gatlin (9.80), while extending his headto-head record to 7-1. "I think this is
toughest victory he's had," Mills told
Reuters. "For the past two years, he's had
significant challenges with his preparation plagued by intermittent injuries and
unfitness and (being) unable to actually
complete. It was a very trying time and it
took a lot of skill and work and determination for him to get (to) what he was able
to achieve by defending his championship."
Bolt, who had struggled for form and
fitness all season, stumbled his way
through the semi-finals and got nowhere
close to the times that Gatlin had been
posting until he surged past the American
over the last 30 meters at the Bird's Nest
Stadium. "It was a lot of mental pressure
and we had to do work on a lot of different things in the last two weeks or so to

round as she stretched out to claim a season's

The fast track caused the men's long
jumpers problems in measuring their runups in the morning session and, while there

not eclipse the 31-year-old Colombian.
Ekaterina Koneva, the Russian considered
the champion's biggest threat, was disappointing as she finished seventh with a best
of 14.37. Bulgaria's Gabriela Petrova recorded
a personal best 14.66 in the fifth round before being cruelly denied the bronze by
Rypakova's final effort.
Knyazyeva-Minenko's silver is only the
third medal to be won at the world championships by Israel since 1983.
The 25-year-old previously competed for
Ukraine and finished fourth in the 2012
Olympic final.

Gatlin scowls at moms heckler


If you heckle Justin Gatlin's mom, he will
respond even if he's in the middle of an
awards ceremony. Standing on the podium
after receiving his 100-meter silver medal
Monday at the world championships, the
American sprinter gestured toward a heckler
who was bothering his mother in the stands.
He scowled and pointed in the direction of
the offender.
"I was like, 'Hey, chill out with that. Be a
gentleman,''' Gatlin told The Associated
Press. Gatlin has been a controversial figure
in the sport since his return from a four-year
doping ban in 2010. After losing to Usain Bolt
in a tight race the night before, Gatlin was
asked over and over if he thought his loss was
good for sprinting. There were some who
portrayed his race with Bolt as "Good vs.
Evil.'' That, he can handle. But this, he insisted, crossed the line. "No one has to talk
disrespectful to anybody,'' Gatlin said. "We're
just here to run. They pay tickets to see us
run. Let us run and do what we do.''
Gatlin made eye contact with his mother
just before receiving his medal from IAAF
President Lamine Diack. He seemed perturbed and his eyes wandered into the stands
as Diack approached to place the medal
around his neck.
Once Diack moved past him to give Bolt
his gold medal, Gatlin glared at someone and
then point with his right finger. Gatlin returns
to the track Tuesday for the opening round
of the 200.
He is trying to forget about his stumble
that cost him a chance at beating Bolt in the
100 and is looking forward to another shot
against the powerful Jamaican.

Babar makes history,


breaks national mark

BREAKING NATIONAL records in the 3000
metre steeplechase is no longer a novelty for
Lalita Babar she's done it thrice in two
years. Yet her latest endeavour at the World
Athletics Championships in Beijing has put
her among the top 20 in the world. Clocking
9:27.86 during the heats on Monday has promoted the 26-year-old to 19th best in this
year's best timings, a push up by 11 paces.
Fourth in the second heats held at the
Bird's Nest, her finish was good enough for
her to qualify for the finals. She qualified for
the final round as one of the six fastest timers
outside three top finishers in each of the
three heats who got automatic qualification.
In sheer timings, she was eighth among
the 15.
Improving her best by almost seven seconds since June's Asian Championships
(9:34.13), Babar's feat has also given her the
distinction of becoming the first Indian
woman athlete to qualify for the final of a
running track event on the world stage. In
fact, only Inderjeet Singh (men's shot put),
Anju Bobby George (women's long jump),
and Vikas Gowda (men's discuss throw) have
reached the finals of their event at the world
event.
Previously, PT Usha , KM Beenamol, Tintu
Luka have made the semis after clearing the
heats. Babar, the girl from Sahyadri's foothills
in Maharashtra, will run in the finals on
Wednesday.
However, for the 26-year-old to be considered a challenger for a podium finish, athletics commentator Rahul Pawar opines that
the runner has to shave off seven more seconds from her timing.
"To be among the medal contenders, one
needs to run under 9:20," he says.
Nonetheless, the fastest timing recorded at
the heats was 9:24.38 by Tunisia's Habiba
Ghribi.
Incidentally, of the 15 athletes that have
qualified for the final of the steeplechase
event, Babar's timing has her slotted as
eighth fastest on the list. "If she finishes in
the top eight in the final, then that would
make her a world class steeplechase runner,"
Pawar adds.

No stranger to hard work


Hailing from Satara, the drought prone
Sahyadri region of Maharashtra, Babar is no
stranger to hard work. With her parents as
farmers and the terrain being rendered difficult for agriculture, the toil during her youth
has given her body the ability to recover
faster than most. This aspect also aids her
versatility as the 5'6" steeplechaser used to
train in the 10,000 metre race along with the
42.195 km marathon.
Yet ever since she has begun specialising
in the steeplechase event, Pawar has noticed
a significant improvement.
"Lalita has sharpened her posture,
rhythm of pace and composure. She's covered plenty of miles in the training which
made her bettered prepared. She's also got
this single minded focus on her training and
firm faith in her ability that she can take on

A PAIR OF formally dressed Japanese businessmen shuffled urgently towards the reception at a posh city hotel. Their enquiries

brought forward Masayuki Shimokawa, the
U Mumba kabaddi team's Japanese player.
Thoughts were exchanged and laughs were
shared, along with a few business cards.
At the other end of the lobby, Rishank
Devadiga was sharing a light moment with a
chef. "We've stayed at this hotel since our
camp two months ago. We've all become

around, taking selfies.

Just as a crowd gathers around a film set,

tournament was the target of amateur shut-

terbugs, scrambling for that perfect shot with


their cell phones even as a group of sternlooking security personnel, hired by the franchise, kept the crowd at arm's length.
Through the narrow lane the group
marched. The bouncers in the front moved
civilians to either side. Fans cheered, stuck
their hands out in hope that a player would
shake it.
On platform No. 7, the mood and curiosity remained the same. Travellers in trains
passing by had their gaze fixed on the group
dressed in black jerseys. While Anup was the
most adored, the Dabbawallas were chanting
the names of Devadiga and Vishal Mane, the
two local boys. Aboard the 3:12 pm slow
train to Churchgate, the group finally had
time for themselves. In a corner, Nada,
Chhillar and Shimokawa had already dozed
off, true to the spirit of train travel.
In turn Jeeva, who worked at the Western
Railway for three years way back in 2003,
Devadiga and Mane asserted that this was
the easiest train ride they've ever had. "We
would normally be hanging outside the train
because of the crowd at rush hour. Playing
kabaddi is easier than tackling the train rush,"
says Devadiga.

As in Andheri, the reception at


Churchgate was one of awe and bewilderment. Students from nearby colleges ran to
catch a glimpse of the players, forgetting they
had to catch their trains. Through public demand, Anup was hoisted along with the 18
kg trophy. But just as it was before, the security crew came forward to usher the players
toward the exit.
Passengers and passersby alike were

Chhillar and Nada had by then regained
their energy as they were the first to begin
waving at the fans. The rest took their lead,
ready to go through the entire procedure all
over again.

Benitez started his stint in charge with a 0-0
draw at promoted side Sporting Gijon.
Suarez netted the winner from close
range after a left-flank cross by Jordi Alba in
the 54th minute at Bilbao's San Mames
Stadium. Messi had a chance to open the
scoring in the first half after a disputed foul
on Suarez inside the area, but the Argentine
playmaker had his low shot from the spot
saved by goalkeeper Gorka Iraizoz. "We won
the game and that's what's important,"
Suarez said.
A disappointing result in the opener
would have raised more questions about
Barcelona after an unusually difficult start to
the season. The club was stunned by Bilbao
last week in the Spanish Super Cup final, losing the title 5-1 on aggregate.
Bilbao presented the Super Cup trophy to
the nearly 50,000 fans that packed the San
Mames on Sunday, but the team could not
keep their momentum going against the

Federer remained perfect in Cincinnati
finals, winning an unprecedented seventh
championship on Sunday while denying
Novak Djokovic the one title that always
eludes him. Federer never faced a break
point during a 7-6 (1), 6-3 victory at the
Western & Southern Open.
Serena Williams got her name on the
Rookwood trophy for the second time on
Sunday, beating third-seeded Simona
Halep 6-3, 7-6 (5) for back-to-back
Cincinnati titles. She heads off to the U.S.
Open trying to become the first player
since Steffi Graf in 1988 to pull off a calendar Grand Slam sweep. I'm ready,''

October. Halep broke Williams' serve to

Williams won four of the last six points

(PUCSC) elections, all student organisations
were seen putting their best foot forward, as

ABVP+PUSU+SAP and NSUI+HPSU+HSA held
rallies across the PU campus on Monday.
Throughout the last week during campaigning across the university departments
and hostels, student parties urged all the students to vote. Many students just do not
turn up to vote, but each vote is very important, which is why we have been stressing
the fact that each and everyone must vote
this year, said Arshpreet Kaur, a supporter
of SOI.

have been appealing to all the voters to at
least cast their votes, irrespective of the party

Chandigarh: Senior leaders of the Punjab
Congress on Monday targeted the
Students Organisation of India (SOI), the
student wing of Shiromani Akali Dal, alleging that the party was using money
and muscle power to intimidate the students in the run-up to the elections to the
Panjab University Campus Students
Council. While former chief minister of
Punjab Captain Amarinder Singh alleged
that the Punjab Police had been asked to
help SOI, Congress MLA Kuljeet Singh
Nagra wrote an open letter stating that
the SOI that has political backing of
Deputy Chief Minister Sukhbir Singh
Badal and Bikram Singh Majithia was using money and muscle power.
Captain Amarinder warned the police officials against involvement in the

Some students are hopeful that the voter


percentage is likely to increase this year, as
the elections are being held on a weekday.
Divyanshu Budhiraja, president of last years
Students Council, said, Last year, on the day
of the elections, it started raining. A higher
voter percentage could have been recorded
last year, but it came down because of the
rain. This year, however, the elections are being held on a weekday, i.e. Wednesday, so we
are hopeful that there will be at least a
turnout of about 65 to 70 per cent.
However, others feel since Raakhi is being
celebrated on August 29, many students
have already gone home. Elections are being held on Wednesday, which is why students have assumed that less classes will be
held throughout the week. Therefore, many
have already gone home, and that might affect the voter percentage this year, said
Rajesh Kumar, a student of PU.
DSW Goyal added, It is very likely that
the voter percentage may go down this year,
since the elections are happening just a few
days before a festival.
The PUCSC elections were likely to be
held on August 28, but later, a recommendation was sent by the PU authorities and the
UT Police for holding the elections on August
26, as many students would be going home
for Raakhi on August 29.

Protest against poll codes; ABVP

codes for the PU elections, members of ABVP
and PUSU protested against the authorities
on Monday night.
Saurav Kapoor, a member of ABVP, said,
This year, the authorities have not allotted
the poll codes in an alphabetical manner. So
far, we were campaigning using a poll code,
which has now been given to SOI.
During the protest, members of SOI and
ABVP clashed, and a member of ABVP,
Mehak Veer Singh, was injured. He suffered
injuries on his head, and was taken to GMSH,
Sector 16, where he received two stiches on
his head.
Singh said, I was assaulted by four
unidentified people who came in an SUV
outside PUs Gate No. 2. The car had a sticker
of the Students Organisation of India (SOI)
on it.

HEALTH OFFICIALS on Monday sealed a private diagnostic centre in Sector 20 for seven
days after it was found violating the PreConception and Pre-Natal Diagnostic
Techniques (PCPNDT) Act.
This followed a raid conducted under the
supervision of Director (Health Services) V K
Gagneja. Four-five diagnostic centres were
raided, out of which M/S New Diagnostic
Centre, Sector 20, was found violating the
Act.
The doctor working in the centre conducted an ultrasound of a pregnant woman
without registering the details. As per rules,
before conducting an ultrasound, the doctor should have asked for the identity proof
of the woman, Form F should have been
filled out, an entry is required in the register. But without checking any details, the
doctor conducted an ultrasound, said the
DHS.

colonies would now be given temporary
electricity connections to bring down the
power theft figure.

the residents of unauthorised colonies,

There are a large number of colony residents who are interested in seeking a temporary connection, but since these colonies

FOLLOWING A number of requests from parents and students, the UT Education
Department on Monday issued a notice stating that in case a candidate could not get a
seat in the first, second and third round of
counselling for admission to class XI, he/she
might submit the application form on
August 27.
Even after three counselling sessions for
admission to class XI, over 150 seats are still
lying vacant in 13 government schools.
Around 450 students in the humanities
stream and 200 students in the science
stream are on the waiting list.

admission forms for these schools: Government Model Senior
Secondary School (GMSSS), Sector 33; GMSSS-46; GMSSS-20 and
GSSS- Dhanas. For the humanities stream, the students can apply at
Government Senior Secondary School (GSSS), Khuda Lahora,
Maloya, Behlana, Kaimbwala and Raipurkhurd
free of cost at the six designated centres:

Secondary Education (CBSE) has asked all affiliated schools to conduct mock parliament
in schools.
The students of classes XI and XII will be
eligible to participate. The teachers have to
familiarise students about the Constituent
Assembly debates held between 1946 and
1950 and will have to identify the issues that
are relevant in the current socio-political context. The board has also directed the schools
to choose a venue to hold the sessions.
As per the boards directions, the school
heads along with the teachers and the students will have to visit the Parliament or state
Assembly to watch debates.
The board has also given a list of topics
that could be debated, such as the governments plans to enforce tribal rights through
appropriate interventions and while retaining and preserving their cultural ethos; re-

THE LAST day of campaigning at the city colleges saw colourful rallies, mass sloganeering, and treats in the canteens. The students
were seen donning party stickers on their attire and waving party flags. The student leaders were also seen wooing voters through
Facebook, Twitter and WhatsApp.
The student organisations at SD College,
Sector 32, held door-to-door campaigning
and were updating their manifestos on their
respective Facebook pages since morning. At
DAV College, Sector 10, the student organisations along with 200 supporters each, took
out rallies in Sector 10, screaming slogans
such as Aayi aayi PUSU aayi and waving
party flags.
One of the presidential candidates at Sri
Guru Gobind Singh College for Women,
Sector 26, Sukriti, said, It was a busy day. A
lot of campaigning took place on the campus. I met the students and apprised them
of my agendas. An assembly was conducted
on the campus and later on an open discussion with the students, where everyone was
given two minutes to speak on college-related issues.
We have not made any Facebook pages
as such, but we are in constant touch with
the students through WhatsApp groups,
she added.

of fair Mohali mayoral

assured the Punjab and Haryana
High Court that the Mohali
mayoral elections will be held
on August 28 in a transparent
manner. Voting for the posts of
mayor, senior deputy mayor
and deputy mayor will be done
by the councillors only.
After taking on record a state
governments reply, the division
bench comprising Justices Surya
Kant and Jaspal Singh disposed
of a petition filed by Mohali
Congress councillor Kuljeet
Singh Bedi seeking video
recording of the elections and
appointment of a neutral election observer.
The elections were to be
postponed to August 28 after
the elections proceedings on
August 18 were marred by a

ruckus.
Elections for the Mohali
Municipal Corporation (MC)
were conducted on February 22.
SAD had bagged 17 seats, BJP
had got six seats, Congress 14,
the Azad Group 11, and the
Independents had got two in the
50-member House.
S Karuna Raju, Divisional
Commissioner of Roopnagar,
informed the court that the
elections would be held at 3 pm
on August 28 and an FIR would
be lodged against the councillors who would try to disrupt
the election proceedings.
He further said that the
councillors would not be allowed to carry their mobile
phones inside the meeting halls
of the MC where the elections
would be held. The councillors
would vote by raising their
hands in favour of a particular
candidate and would have to
bring their identity proofs on
the election day, said Raju.

Surprisingly, Raju mentioned in his reply submitted in


the high court Monday, The
district administration will be
requested to declare a holiday
on the day of the elections.
Raju further said that Section
144 of the Criminal Procedure
Code would be imposed within
a distance of 500 m from the
election venue on the day, barring gathering of more than four
people at the same place.
He added that the election
proceedings would be recorded,

arrangements made.

THE PUNJAB and Haryana High


Court Monday directed the
Chandigarh Administration and
the Government Medical College
and Hospital (GMCH), Sector 32,
not to finalise the admissions for
six MBBS seats for NRI candidates for the academic year
2015-16.
Directions came from Justice
G S Sandhawalia on a petition
filed by Rajat Jain and two other
NRI aspirants for MBBS seats. The
court also allowed the petitioners to appear in the counselling
to be held for NRI seats on August
27. These three candidates were
among the four candidates who
had qualified an entrance test
held on June 21 out of a total of
24 candidates. The petitioners
had approached the high court
challenging
Chandigarh
Administrations decision of
changing the selection criteria after the written entrance test was
conducted.
As per a circular issued by the
Medical Council ofIndia (MCI) on
January 16, admissions to NRI
category MBBS seats were to be
made through a common entrance test for the academic session 2015-16. But later, the

Monday for playing a pivotal role
in getting 50 seats of MBBS restored at Government Medical
College and Hospital (GMCH),
Sector 32. Last year, the number
of seats in the college was reduced by 50 percent, for which
Kher had raised her voice. The
students had also thanked her at

by following their own procedures and quashed the MCIs circular. This judgment was also upheld by the Apex Court.
On August 18, the
Chandigarh Administration, on
the basis of a communication received by the MCI, changed its
criteria and decided that the
GMCH would follow the same
criteria for admissions to NRI
MBBS seats which was followed
in 2014 and that was on the basis
of merit achieved in class XII and
no written test. However, the petitioners submitted that there
was a full-bench judgment of the
Punjab and Haryana High Court
that once the prospectus was issued, the criteria could be
changed. It was also submitted
that GMCH was not a private
medical college and the
Karnataka High Court had issued
the order in the case of private
colleges.
The UT Administration and
GMCH have to file their replies
before the next date of hearing
on August 31.

and motifs from the Mayan civilization to
Islamic architectural influences closer home
these designers may draw inspiration from
varied sources, but their renditions remain
rooted in Indian craft traditions. Even as they
give wings to the fanciful via embroideries
and prints, the accent is on easy silhouettes,
practical separates and contemporary connotations. Here are four collections that
promise to balance the exotic with the
essential at Lakme Fashion Week (LFW)
Winter/Festive 2015 that begins on August
26 in Mumbai:

EASTERN TIME
WHEN PUTTING together

inspiration from the paintings of Britainbased artists, the Singh Twins, this season he
trains his sights on Central Asian textiles and
print inspirations. The Russian influences in
bold and colourful stripes and chintz remind
you of the rich visual intensity of the Central
Asian textile tradition. The Shiraz (a city in
Iran) inspiration takes from their famous mosaics and kilim weaving practices, explains
Tahiliani. Easy silhouettes, ready-to-wear
separates, vibrant prints and autumnal hues
form the crux of Tahilianis fall line. Dhoti
pants, lungi skirts and jumpsuit sarees, along
with capes, kedia jackets, tees, tunics and
peplum gilets give the collection a free-flowing versatility. The prints add to the drama.
The collection embodies the young, hip and
happening Indian, who, although rooted in
the past, is a global citizen and has an individual sense of style, says Tahiliani.

A HISTORY buff, Payal Singhal chanced


upon pictures of pre-historic jewellery
on the online image collective Pinterest
a few months ago. Dating back to 300
A.D., Singhal was mesmerised by the detailing of the pieces, including intricate
filigree patterns and pyramid stacks. The
latter has now found its way into her collection Mayaa, in the form of a triangular motif. Mayaa draws inspiration
from the Mayan, Sumerian and
Egyptian civilizations. If you see
the fashion at that time, like togas, it was not restrictive. My
pieces, crafted out of silk, tulle,
taffetta and mul, feature relaxed
kurtas, dhotis and palazzos. The
geometric-style embroidery is
done using zardosi, pita kora,
mukaish and leather accents,
she says.

through innovative layering, weve

cowled backs and cutaways at waists,
says Priyanka.

gay marriages was announced. I also talk
about porn, my memories of growing up
and the porn ban, says Grover, who wrote
the critically acclaimed film Masaan.
With Grover in Mumbai, Ram and
Rajoura in Delhi, a lot of their work happens
on Skype and a WhatsApp group. There are
no rehearsals that the three ever indulge in
due to logistical reasons. Luckily, we have
the same politics and the same humour. It
works, says Ram.

earned him more criticism than brownie
points. Aamir Khan first did it on his television talk show of social issues, Satyamev
Jayate, and recently after coming out of a
screening ofhis close friend Salman Khans

reported that he cried again after watching
nephew Imran Khan starrer Katti Batti,
it resulted in a field-day for the twitterati

can see him crying.

YET ANOTHER boy band seems set to

Direction, which will release its fifth studio album in March next year, will be
splitting up for a year, the first time they
would do so since the band got together
on The X Factor in 2010. Although the

information about band members Harry

by an Army officer in Pakistan tackle subcontinent
politics through poetry and music

EVEN though the NSA-level talks between


India and Pakistan have been called off,
a different kind of dialogue has ensued on
the internet. When the trio from stand-up
act Aisi Taisi Democracy posted their song
Mere saamne waali sarhad pe recently to
promote the second season of their performance, it became an instant hit in the
two countries and went on to even spawn
its counterpart in Pakistan.
The song, available on YouTube, is part of
a 90-minute act by stand-up comic Sanjay
Rajoura, musician Rahul Ram (of Indian
Ocean) and Varun Grover. Back on stage
with new content, part two of Aisi Taisi
Democracy takes potshots at all involved in
shaping the current political landscape of
India. Humara desh humaare liye khud hi
script likhta hai, says Ram. Modi suit, the
Sardar Patel statue, Rahul Gandhis sabbatical, Swachch Bharat Aandolan, Kejriwals
constant fighting with the centre, the FTII
debaclenow that Mulayam Singh has
made that atrocious rape comment, it
might become part of the script. A fair
amount of improvisation also happens,
says Rajoura.

JUST when External Affairs Minister Sushma
Swaraj was briefing the press in Delhi on the
NSA-level talks, a Rawalpindi-based Major
in the Pakistani Army, Muhammad Hassan
Miraj, was penning these lyrics. He wanted
to make sure that the talks happened at
least at some level.
Titled Aisi Taisi Hypocricy, the political
satire is a counter-narrative to an Indo-Pak
piece on the same lines by Indian outfit Aisi
Taisi Democracy. Both songs are poetic
parodies-cum-messages set to the tune of
RD Burmans Mere saamne wali khidki mein
from Padosan.
Miraj sings, Mere saamne wali sarhad par,
sunte hain ki dushman rehta hai. Sattar baras
hone ko hai kuch ukhda ukhda rehta hai. Sung
by Mujtaba Ali, the song has gone
viral on both sides of the border and in many
other countries.
I heard the song created by Aisi Taisi
Democracy and was impressed. I thought we
must respond. Its not just you, even the people of Pakistan want peace. While I was writing, we had the press briefing by Foreign
Minister Sartaj Aziz, followed by Sushma
Swarajs press conference about the talks,
says 33-year-old Miraj, who is also a writer

of stories about the Partition. The song was


released on Facebook by Miraj since YouTube
is banned in Pakistan. In a matter of minutes,
Indian fans put up the song on YouTube.
The Pakistani Army hasnt had anything to
say on the song yet. They encourage me to
write, says Miraj, who writes travelogues
when travelling with the Army. In the past,
Miraj has been posted in Siachen and patrolled the LoC in 2005. Uski sab filmo aur
gaano mein mujhe dehshatgarh dikhaate hain/
Yahan mere school mein teacher bhi use dushman keh kar bulaate hai, he writes.
Mirajs family didnt migrate from India
but he read Amrita Pritams works on the
Partition. Everyone said Hindus killed
Muslims and Muslims killed Hindus. No one
spoke of the old tonga guy from Chakwal
who saved a Hindu family, or a Sikh, who hid
a Muslim girl and raised her as his daughter,
says Miraj.
Sanjay Rajoura, who wrote the track with
Varun Grover for Aisi Taisi Democracy, says
that it is the timing of the song that makes it
so special. And the fact that it has been written by a Major in the Pakistani Army. This is
a talk through the medium of internet that
didnt require any protocol or a dossier.
He is politically incorrect and makes the
song sound like a polite complaint. We are
stoked with the response, adds Rajoura.
Meanwhile, Miraj concludes with a satire on
the subcontinents politics Tum Dubai mein
bande jama karo/ hum Cheen se
pyaar badhaate hain/ tum BJP ko ballot do/
hum Mulla se jaan chhudaate hain/
Wahan RSS ki sena hai, yahan Zaid ka manjan
bikta hai.
