Scope and Fee Proposal for Work Order #11; Old Red Courthouse Facility Programing and
Master Planning Services

Dear Mr. Pilla:


Freese and Nichols, Inc. (FNI), is pleased to submit this proposal for professional Architectural
Programing and Master Planning Services for the historic Old Red Courthouse in downtown Dallas,
Texas. The purpose of this planning study is to evaluate the existing use(s) of the courthouse and
develop a program and master plan that would better utilize the building and facilitate in the
comprehensive renovation and repurposing of the Records Building and the Records Building Annex.
These services will be performed under our A/E Consultant Services Indefinite Quantity Contract
(Contract).
Outlined below is a detailed description of the scope of work for this project. This proposal is based
on our phone call that occurred on Wednesday August 5, 2015. FNI will be managing the project,
with our sub-consultant ArchiTexas preforming a majority of the work. Tasks 1-6, as noted below,
will be led and performed by ArchiTexas.
If there is a conflict between this Proposal and the A/E Consultant Services Indefinite Quantity
Contract (Contract) the Contract takes precedence.
We propose Tom Roessler, AIA as FNIs project manager and your primary point of contact.
FNI will utilize the following sub-consultants on this project:
Facility Programing and Master Planning ArchiTexas (AT)

SCOPE OF SERVICES
ARTICLE I
TASKS / SCOPE:
Task 1: Project Initiation
1.1

Existing Facility data collection - AT will collect available relevant documents from
Dallas County and the Texas Historical Commission (THC). The relevant documents
will be scanned and or copied for use in the planning process.

1.2

Kickoff meeting - AT will conduct an initial meeting to review the existing


conditions, historical significance and evolution of the building; describe the
programming process that will be undertaken; and review the project schedule.

Task 2: Existing Conditions Assessment


2.1

Historical Significance - AT will prepare a document that identifies:


a. Preservation needs for the rehabilitation of the courthouse to improve or retain
its historical integrity;
b. Compliance requirements with historic regulations in any planned rehabilitation;
c. Impact on permitting for construction.

2.2

Courtroom Inventory - AT will prepare a document that will describe the existing
areas of the building that historically provided courtroom and courtroom support
spaces, describe their current use(s) and their potential use as courtrooms.

2.3

Space Utilization - AT will prepare a document that illustrates current space


utilization including all existing functions and support spaces.

Task 3: Goal Setting Workshop


AT will conduct an extended workshop session that will establish Dallas County's goals for
the courthouse, space utilization potential for various functions within the courthouse, or
relocation of existing functions to other county assets. The workshop agenda will include a
report on the Existing Conditions Assessment. General concepts will be considered.
Task 4: Staffing and Adjacency Requirements
4.1

UserNeeds Questionnaire and Interviews

4.1.1 On site meetings with representatives from up to four (4) county departments will
be held to determine longrange goals and determine staff projection for each.
Information collected will be recorded on Programming Data Sheets of the current
space utilized and projected space needs.
4.1.2 Ideal Functional adjacency requirements will be reviewed and recorded.

4.2

Best Practices Analysis - AT will undertake an analysis of the reuse of the historic
courthouse using our extensive experience to describe the key elements of
successfully utilizing a historic courthouse for state of the art county administrative
and/or judicial functions in large urban settings.

4.3

Adjacency Requirements -AT will prepare a document that will clearly illustrate ideal
functional relationships and adjacencies for the plan.

Task 5: Space Needs Assessment


5.1

Space Programming - AT will prepare a comprehensive document that will include:

Program summary

Courtroom needs summary

Department space tables

Adjacency requirements

Space Utilization Concepts - AT will provide a graphic representation that illustrates


potential space utilization of the courthouse.

Task 6: Needs Assessment Findings


Interim Report Deliverable - AT will prepare an interim report that includes all findings
from Tasks 1 through 5.

COUNTYS RESPONSIBILITIES
1. Provide copies of existing site surveys, drawings, reports, or studies pertaining to the scope of
work in this proposal
a. Provide CAD floor plans of the courthouse to be used for the feasibility study
b. Provide access to county sites
2.

Give prompt written notice to FNI whenever COUNTY observes or otherwise becomes aware
of any development that affects the scope or timing of FNIs services.

EXCLUSIONS:
1.

Renderings or 3D images.

2.

Predesign Texas Accessibility Review (TAS).

3.

Life cycle cost analysis.

4.

Any design required for the abatement of hazardous materials is excluded.

5.

Construction or Bid Documents.

ARTICLE II
ADDITIONAL SERVICES: Additional Services to be performed by Consultant, if authorized by DALLAS
COUNTY, which are not included in the Contract or listed above described basic services, are
described as follows:
1. Planning for the relocated Museum in the School Book Depository
If it is determined that the Old Red Museum of Dallas County History & Culture is to be
relocated to the School Book Depository or other facility, we will develop a conceptual plan with
the assistance of a Museum Consultant to determine feasibility.
2. Cost Estimating
Project cost estimating for the rehabilitation of the historic courthouse and for the relocation of
the Museum of Dallas County History & Culture.
3. Presentation Drawings
Colored renderings illustrating the new design for the rehabilitated historic courthouse
including interior perspective views of the primary interior public spaces and courtrooms.
4. Project Consultants
MEP Engineering, Structural Engineering, Museum Consultation, Security, A/V and IT
Consultation are not included in this proposal. We have qualified consultants on our IDIQ team
in these areas and can contract with them if needed.
5. As-built or existing building drawings can be provided as an additional service.
6. Additional presentations and/or meetings can be provided as an additional service.
7. Preparing applications and supporting documents for government grants, loans, or planning
advances and providing data for detailed applications.

ARTICLE III
SCHEDULE
Freese and Nichols will comply with the following design schedule in execution of this Task:
1. FNI will complete the tasks in this proposal within 90 days from initiation of the project.

COMPENSATION
FNI proposes to provide the services described above for Professional A/E service for a Lump Sum
Fixed Fee of Twenty-Three Thousand Five Hundred Ninety Dollars ($23,590.00). This Includes:

FNI Project Management (41 hrs)

$9,075.00

Facility Programing and Master Planning ArchiTexas

$14,515.00

Total Fee

$23,590.00
