Scope and Fee Proposal for Work Order #11; Old Red Courthouse Facility Programing and
Master Planning Services
SCOPE OF SERVICES
ARTICLE I
TASKS / SCOPE:
Task 1: Project Initiation
1.1
Existing Facility data collection - AT will collect available relevant documents from
Dallas County and the Texas Historical Commission (THC). The relevant documents
will be scanned and or copied for use in the planning process.

Courtroom Inventory - AT will prepare a document that will describe the existing
areas of the building that historically provided courtroom and courtroom support
spaces, describe their current use(s) and their potential use as courtrooms.

4.1.1 On site meetings with representatives from up to four (4) county departments will
be held to determine longrange goals and determine staff projection for each.
Information collected will be recorded on Programming Data Sheets of the current
space utilized and projected space needs.
4.1.2 Ideal Functional adjacency requirements will be reviewed and recorded.
4.2
Best Practices Analysis - AT will undertake an analysis of the reuse of the historic
courthouse using our extensive experience to describe the key elements of
successfully utilizing a historic courthouse for state of the art county administrative
and/or judicial functions in large urban settings.
4.3
Adjacency Requirements -AT will prepare a document that will clearly illustrate ideal
functional relationships and adjacencies for the plan.

COUNTYS RESPONSIBILITIES
1. Provide copies of existing site surveys, drawings, reports, or studies pertaining to the scope of
work in this proposal
a. Provide CAD floor plans of the courthouse to be used for the feasibility study
b. Provide access to county sites

Give prompt written notice to FNI whenever COUNTY observes or otherwise becomes aware
of any development that affects the scope or timing of FNIs services.

ARTICLE II
ADDITIONAL SERVICES: Additional Services to be performed by Consultant, if authorized by DALLAS
COUNTY, which are not included in the Contract or listed above described basic services, are
described as follows:
1. Planning for the relocated Museum in the School Book Depository
If it is determined that the Old Red Museum of Dallas County History & Culture is to be
relocated to the School Book Depository or other facility, we will develop a conceptual plan with
the assistance of a Museum Consultant to determine feasibility.
2. Cost Estimating
Project cost estimating for the rehabilitation of the historic courthouse and for the relocation of
the Museum of Dallas County History & Culture.
3. Presentation Drawings
Colored renderings illustrating the new design for the rehabilitated historic courthouse
including interior perspective views of the primary interior public spaces and courtrooms.
4. Project Consultants
MEP Engineering, Structural Engineering, Museum Consultation, Security, A/V and IT
Consultation are not included in this proposal. We have qualified consultants on our IDIQ team
in these areas and can contract with them if needed.
5. As-built or existing building drawings can be provided as an additional service.
6. Additional presentations and/or meetings can be provided as an additional service.
7. Preparing applications and supporting documents for government grants, loans, or planning
advances and providing data for detailed applications.
ARTICLE III
SCHEDULE
Freese and Nichols will comply with the following design schedule in execution of this Task:
1. FNI will complete the tasks in this proposal within 90 days from initiation of the project.
COMPENSATION
FNI proposes to provide the services described above for Professional A/E service for a Lump Sum
Fixed Fee of Twenty-Three Thousand Five Hundred Ninety Dollars ($23,590.00). This Includes:
