Members present: Sally Maldonado, Heath Chasanov, Joe Jones, Donna Johnson, Sharon Digirolamo,
Jason Conway, Bill Doolittle, Ken Hutchins, Jay Owens, Chantel Janiszewski, Gerri Marshall, Penny
Schwinn, Ryan Reyna. Members absent: Jeff Klein, Ed Emmett, Kevin Fitzgerald, David Ring, Theodore
Boyer. Member-at-large: Mark Holodick.
The AFWG welcomed Mr. Bill Doolittle from the Delaware PTA to the team.

Chantel shared that DDOE received more than 6,200 surveys as a result of grassroots efforts to gather
community input on the new accountability system.
Ryan facilitated a discussion around Part A Metrics. A summary of the discussion is as follows:
The AFWG confirmed their recommendations to:
o Continue to use the Full Academic Year business rule
o Use December 1 count for identifying student subgroups
o Use 4-, 5-, and 6-year cohort graduation rate
Members of the team were asked to continue to seek input from colleagues on proration of data
(for ELA, Math, Science and Social Studies)
Interest in incorporating more measures at the high school level for College and Career
Readiness as either/or measures was expressed (for instance, AP, IB, dual enrollment, industry
recognized credentials, etc.):
o The AFWG will be presented with metric and business rule options around this measure
at the next meeting
There was a concern about whether including Smarter Balanced assessment in the CCR metric
would be considered double counting because it is part of the methodology of the Academic
Achievement measures:
o The AFWG felt that the additional re-take options in 12th grade may address this issue
The AFWG engaged in continued conversation about the On Track metric (i.e., focusing on 9th
grade). Discussion points included:
o How to account for different school schedules in measuring whether a student is ontrack
o The metric may be too heavily connected to the incoming student population
o This is the only interim measure at the high school level for parents to know whether
students are receiving the services/supports they need to graduate
o The AFWG requested further information about how the business rules could
incorporate incoming status of 9th grade students (i.e., 8th grade performance)

School Report Card

The AFWG reviewed example report cards from other states (specifically Illinois, Chicago Public Schools,
New Mexico, Ohio, Kentucky and Florida)
Suggestions regarding orientation of information, color, font, and graphics for the graphical
representation of Delawares report card were made

Survey results and


community feedback

The AFWG reviewed data from the statewide accountability survey, which closed on December 31, 2014.
Based on the AFWGs review of the survey results, initial recommendations to include the following
indicators in Part B were made:
Academics:
o Report Kindergarten readiness
o Incorporate Closing the Achievement Gap through a 3-year rolling average (potentially
using a Super Subgroup)
o Incorporate Post High School Success as a graded measure
o Report Dropout rate
o Do not include Comparing similar schools
o Graduation rate, graduation with college level credit and/or industry recognized
credential are already potentially captured through Part A metrics, so do not need to
include

Next Steps

Culture/Climate:
o Report survey information from students, teachers and parents
o Do not include Suspensions and expulsions (it is reported elsewhere as a federal
requirement)
o Offer a narrative report for schools/districts to capture Civic Engagement (i.e., ask that
schools address a specific question about this)
o Report Social-Emotional Learning through survey responses (same survey as above)
o Continue to work on definition of parent attendance at conferences and Staff attendance
These measures may need to be Coming Soon on the first version of the
report card to allow time to standardize the definition and collection of data
