GENERAL WORKS METHOD STATEMENT

1.0

PURPOSE
The purpose of this method statement is to describe the construction sequence of the proposed
works in a logical, and practical manner in accordance with the requirements of the Contract with
emphasis on the quality of works, safety and environmental issues.

SCOPE OF WORKS
The scope of works included in this Contract consists of:

Within the stipulated time frame and as soon as practicable, the following documents are to be
submitted:

SAFETY AND HEALTH CONTROL


This is to control occurrence of injuries as well as damage to equipment and properties during the
entire construction period. In order to ensure a safe working environment, the following safety
measures will be implemented:

Barricades and Warning Signs to be provided sufficiently and maintained as


precautionary measures during the entire stage of construction to protect the work,
workmen and safety of the public.
Only authorized drivers or operators will be allowed to operate machines or equipment.
Regular check and maintenance of machineries and equipment.
Hold regular tool box meetings for all site management staff, operators and workers.

5.0

ENVIRONMENTAL CONTROL
As soon as Site Clearing works commence, environmental control measures such as improvement,
temporary drainage system and wash through will be constructed to enable the proper flow of
surface water without causing environmental problems to the surrounding areas.

6.0

WORK METHODS AND SEQUENCE


6.1

SURVEY AND SETTING OUT.


Upon site possession, Contractor will appoint a Licenced Surveyor for boundary survey
verification and setting out.
The boundary survey shall be jointly verified by the S.O or his representative.
Also upon mobilization to site, the Contractor shall organize a joint survey with
representative of the Employer for a survey of the adjoining properties before the
commencement of any construction activities. Photographic evidences of the survey must
be kept for record and reference purpose.

6.2

SITE CLEARING.
Prior to commencement, the Contractor shall identify if there is any existing structures or
services within the construction area. Should there be any existence of such items, the
Contractor shall inform the S.O for verification. Should diversion or removal is required, the
local authorities and S.O must be informed.
Site clearing works include the clearing of all trees and undergrowth including grubbing up
of roots, stumps, demolition of existing obstruction and disposal of debris/materials in
accordance with Specifications. All debris from the clearing activities shall be properly
disposed. If the debris needs to be disposed beyond the site boundary, contractor shall
abide to the local authorities rules and regulations.
No open burning shall be allowed as a method of disposing all the debris, unless approval
has been obtained from the Director General of Department of Environment, or the
Controller of National Resources and Environment Board.

6.3

EARTHWORKS
Erosion mitigation measures are to start before commencement of site clearing and
earthworks. This includes planning for diverting surface runoff from the work area.
All unsuitable material excavated from the site shall be disposed off site.
In the event that the temporary access are provided, there shall be enough AWAS sign,
HEAVY CONSTRUCTION MACHINARY CROSSING sign and any others safety
precaution signboard shall be erected to prevent any danger to the public user.
Temporary drainage shall be provided within the construction site to drain-out the surface
water. Effort must be made to channel the surface runoff as much as possible away from
the work areas to avoid ponding. Keeping the site dry will enhance the working efficiency.
If earth filling is required, the filling activities shall be done in layers, each layer of 500mm.
The first layer or working platform may be more than 300mm for the accessibility of
machinery. Each layer shall be properly compacted and tested according to the field density
testing frequency table. The fill may be in gentle slope to prevent water stagnant in order to
keep the site dry.

6.4

PILING WORKS
Reinforced concrete piling works shall be carried out as soon as site clearing and pile
setting out is done. Maintained Load Tests will be carried out after driving of test piles. Upon
completion and approval of Load Tests, pile driving shall proceed.
As-built survey of the installed spun piles ( by others ) shall also be carried out immediately
upon mobilization to site. Upon submission and approval of the as-built survey, pile heads
cutting off will be carried out and followed by pile head preparation.

6.5 SUB-STRUCTURES
This portion of works consist of the construction of Pile cap and foundations for the Lower
Ground.
Excavation for pile cap construction shall commence as soon as the pile heads are cut off.
Reinforcement and formwork for the sub-structures would be prefabricated for fixing into
positions when pile heads preparation works are done.
These substructures would be constructed in a logical and practical manner with those items
deepest below the ground level being first carried out.

6.6 ARCHITECTURAL WORKS


Architectural works will begin with the construction of brickwalls when the formworks and
props are dismantled. Most of the brickworks and plastering works were completed by
others. Therefore PESB will be mainly on the tiling works, window & door installation and
painting works. Separate work method statement will be submitted as per contract
specification in later stage.

6.7

EXTERNAL WORKS
External works such as road, gate, fencing and Guard House are not critical activities .
These works are programmed to commence at the later part of the contract period as shown
on the Works Programme.

6.8

PRIME COST WORKS


All M & E Works, Landscape and Signage Works are Prime Cost Items which are to be
carried out by Nominated Sub-contractors . The Main Contractor is to co-ordinate these
Nominated Sub-contract works. These works include Electrical, Telephone, Air-conditioning,
Fire Fighting, Lift, Extra Low Voltage Services, Internal Plumbing and Water System,
Landscape and Signage.

7.0

TESTING AND COMMISSIONING OF SERVICES


Preliminary testings of completed M&E services shall be carried out by using temporary
water and power supply if required and before permanent supply is available. Final testings
shall be carried out when permanent water and electricity supply are available. The results
of such testings are to be compiled and submitted to the Authorities/ S.O.

8.0

COMPLETION AND HAND-OVER


Upon completion of all required works, testing & commissioning of the services and the final
cleaning, the completed project is then ready for hand-over to the Employer.
