Sewage Diversion for Ibblur Lake

Detailed Project Report (DPR)

Prepared in context of a meeting convened by KSPCB on 30 May 2015 to find solutions to
sewage flowing into Bellandur and smaller lakes leading upto Bellandur lake- in conjunction
with the instructions of Karnataka High Court, as per the daily Orders of WP 36159/2013.

1. Introduction
As per the instructions of Karnataka High Court, issued as per the daily Orders
of WP 36159/2013, the bench instructed the state of Karnataka to take
immediate measures to address the issues of sewage flowing into Agara and
Bellandur lakes. A high level Committee met on 19 May 2015 to deliberate on
these matters. Further, the KSPCB called upon a meeting at the Bellandur BBMP
Ward office on 30 May 2015 with officials from the BWSSB, BDA and BBMP, as
well as local citizens and NGO groups interested in the welfare of lakes in
Bengaluru to discuss Bellandur and upstream lakes like Ibblur, that feed into it.

2. Lake Background
Ibblur lake is situated at Sarjapura Outer Ring road junction at Iblur. It is a lake
comprising a total area of 18 acres, but of that, only 10 acres of it are left to the
lake area and a park (currently maintained by BBMP), on account of land being
ceded to roads all around the lake, as well as encroachments. The Lake is
maintained by the BDA, who has completed one round of fencing of the lake
area from the surrounding roads in late 2013. MAPSAS is a not-for-profit group
that has been working on maintenance of lakes in south East Bengaluru with a
formal MoU with BBMP.
Since the year 2009, raw sewage has been flowing into Ibblur lake and that has
destroyed the lake, its water and aquatic life. In the year 2013, the KSPCB
responding to petitioners from Ibblur lake Forum, sent a notice to BBMP and the
BWSSB, to address the issue of sewage flowing into the lake. The matter has
been pending since then. In the recently concluded meeting, it was agreed upon
that a closed ring gutter diversion could be implemented to save this lake, which
would have no impact on Bellandur lake, but would help save Ibblur lake.

3. Map Schematic for Sewage & Diversion


There are currently 2 major Storm water drain channels coming from Outer
Ring Road (ORR) that are supposed to feed fresh water to Ibblur lake, near to
Sarjapura junction. Since the last 5 years, raw sewage channels have started
mixing into the culvert, and has been making its way into Ibblur lake, effectively
as 1 single point of entry for sewage. The sewage flows uniformly into the lake
and then leaves through one effective point of exit. This pattern makes this very
effective for applying a Ring diversion of sewage.

KSRB12-5-3: Constructing brick masonry circular type manhole 1.22 m
internal dia at bottom 1.68 m deep and 0.56m dia at top, with table
moulded and non modular bricks of class designation 50 in cement
mortar 1:4, inside cement plaster 12mm thick with cement mortar 1:3,
finished with a floating coat of neat cement, foundation concrete 1:3:6
mix using 40mm and down size granite metal and making necessary
channel in cement concrete 1:2:4 mix with 20mm and down size granite
metal, finished with a floating coat of neat cement, with S.F.R.C. cover
and frame ( heavy duty, HD-20 grade designation) 560mm internal
diameter confirming to IS :12592, total weight length of cover and frame
to be not less than 182 kg, fixed in cement concrete 1:2:4 20mm and
down size broken granite metal, providing and removing centering,
shuttering including cost of materials, labour charges, HOM of
mechineries complete as per specifications. ( Excavation, footrests and
12mm thick cement plaster on the external surface shall be paid
