ReStore celebrating first year in Germantown

The ReStore is closing in on its oneyear anniversary in Germantown.


The ReStore, which is operated by
Habitat of Humanity of Washington and
Dodge Counties, is located at W188
N10707 Maple Road, just south of
Gander Mountain. The store sells
donated items ranging from construction
material to windows, furniture, tools and
appliances. It is staffed by volunteers.
"We are grateful for those who have
donated and shopped so far," said
Bernie Hletko, manager of the
Germantown ReStore. "We're continu-

ing to pursue people who


don't know of ReStore and
our mission of building
affordable housing for residents of Washington and
Dodge counties."
Among the donated
items accepted by the
ReStore are appliances,
cabinets furniture and windows, millwork and trim,
roofing, flooring, hardware and lumber. Hletko
noted that the ReStore
does pick up donated
items.
The proceeds raised from the sale
of items at the ReStore go toward the
Habitat for Humanity of Washington
and Dodge Counties goal of providing
affordable housing in the area.
Habitat for Humanity has built homes
for individuals, with the individual
homeowners involved contributing
250 labor hours toward the construction of the residences. Habitat for
Humanity serves as the financier for
the project. The loans are paid back to
Habitat for Humanity without interest.

Village to re-bid grading contract for TIF 6

The Germantown Village Board
approved a motion Aug. 31 to re-bid the
cost of grading and erosion control for the
village's sixth Tax Incremental Finance
(TIF) district after changes to the project
added $650,000 to the original bid.
The village's sixth TIF is located in an
area between Appleton Avenue, Lannon
Road and Division Road. In a TIF, taxes
normally directed toward local government units (municipal, school district, technical school district, county) are instead
used to pay for infrastructure improvements, with the local government units later
benefitting from the increased property
value generated by the improvements.
While the village originally had a tenant lined up for the TIF at this time last
year, the company later dropped its plans
for expanding into the area. The grading
and erosion control contract with Super
Western originally came in at $1.497 million last year. However, with changes to

the plan, an additional $650,000 was


added to the cost of the revised project.
Josh Regent-Smith, project manager
and estimator for Super Western, said
the industry for excavators "has completely changed" over the past year.
"Last year, we were at a time when all
our scrapers and the rest of the industry
scrapers were all parked, everybody was
looking for scraper work. This year, it's
completely opposite," Regent-Smith said,
referring to equipment used to grade the
land.
Regent-Smith cited the recent approval
of a subdivision by the village as part of
the growth. As a result, people in the industry have had to start renting scapers to do
the additional work. Regent-Smith added
that materials prices have "skyrocketed"
due in part to the Zoo Interchange project.
Village Engineer Brionne Bischke said
the village should re-bid the project. He
said the risk in doing that would be losing
a potential tenant for the business park.
"There's really nothing we can do

about this. These costs exceed 15 percent


of the cost of the contract," Bischke said.
Regent-Smith said he later agreed with
Bischke's recommendation to re-bid the
project.
"Right now, you're not going to find
any excavating company that's going to
give you numbers that you guys are looking for, whatever your budget is," RegentSmith said. "It's the industry right now,
everybody has enough work to finish up
the rest of this year.
Regent-Smith added that there were
risks in doing the project before the end of
this year "are huge" and are part of the
reason for the increased costs. He noted
that a rainfall on Friday and Saturday
delayed work for other projects for several
days because the ground was wet.
Village Administrator David Schornack
added that costs have skyrocketed in specific areas of the contract.
"I don't think there is a lot of question
here, this will have to be (re) bid out,"
Schornack said.

He added that with the current numbers "this thing is too risky" and said the village should examine if there's ways to
reduce the excavation costs. Village
Attorney Brian Sajdak said that if a project's cost increase by more than 15 percent, the village is required to re-bid the
project.
Village President Dean Wolter said this
would be a good time for the village to
"regroup" to get village staff and representatives from MLG (which is developing
the TIF) to examine options regarding
costs for the project going forward.
"As stewards of that TIF, we need to
really seriously look at that and make sure
we're making the right decision and that
we are being financially astute in how we
start that process," Wolter said.
Wolter said he favored re-bidding the
project but also meeting with all entities
involved in the TIF to prevent the village
from being in a similar situation in the
future.

Court sides with Richfield in Scenic Pit dispute


A Washington County Circuit Court
Judge ruled in favor of the village of
Richfield in a challenge to the village's
ordinances to regulate certain aspects of a
proposed clean fill site,
Scenic Pit LLC sought a temporary
restraining order against the village June 5
but it was denied by Washington County
Circuit Judge Andrew Gonring. Scenic Pit

He added that the village "is well-prepared to respond to a petition to the Court
of Appeals and we are also similarly prepared to process any application made to
the Village Board regarding the local
approvals necessary for Danah and Tom
Zoulek (Scenic Pit LLC) to apply for with
regard to their stated desire to operate a
clean fill landfill at 609 Scenic Road."

Bruce McIlnay, an attorney for Scenic
Pit, indicated that barring any unexpected
developments, Scenic Pit will appeal the
ruling as soon as the written order is
entered by the court.
Richfield Village Administrator Jim
Healy was pleased by the court ruling.
"The Village is thankful that the Hon.
Judge Andrew Gonring found merit in the
architecture of the Villages legal analysis," Healy said. "The findings by the judge

A female subject was taken into custody on a Watertown warrant at 7:02 p.m.
Aug. 24 after she came into the
Germantown Police Department to pay a
warrant for a friend.
A female subject was detained in
Cudahy on a Germantown warrant at
2:22 p.m. Aug. 25.

Falls Patio Players auditions


Falls Patio Players will hold open auditions for the musical Christmas Carol on
October 5 and 6, 2015. We are looking
for a large and varied cast of children and
adults ages 7 to 70. Auditions for
youths ages 7-14 will be held on Monday,
October 5th. Auditions for those ages 15
and up will be held on Tuesday, October
6th.Call backs, if necessary, will be held
on October 7th.
Performance dates
are December 4, 5 and 6. Cast members
must be available for school shows during
the day on Friday, December 4th.

Football: Mistakes costly for Germantown in loss to Memorial


Field possession and mistakes combined to turn a close game between
Germantown and Waukesha Catholic
Memorial into a lopsided contest, as the
Crusaders won 28-0.
"It was field position tonight and when
it swung the other way, that's what really
hurt us," Germantown Coach Jake Davis
said.
The teams opened the first quarter
trading possessions on the Catholic
Memorial side of the field. The Cruaders
got on the board with an 80-yard, four
play drive that ended with a 4-yard run
by Josh Karfonta with 26 seconds left in
the first quarter. The extra point kick hit
the goal post and was no good.
Germantown's defense kept Memorial
out of the end zone for the second quarter, as Germantown's defense contained
Memorial.
"That was the game we wanted to be
in to test us and learn from, and we've got
to let that drive us the rest of the way,"
Davis said.
The Crusader's next score came at the
2:22 mark of the third quarter as Karfonta
finished a drive which was started by a

The tournament is the traditional big
event the first weekend on the girls volleyball season, featuring several of the top
teams from the state.
Menomonee Falls started with losses to
Burlington (21-25, 25-21, 13-15) and West
Bend East (19-25, 14-25) before finishing
the first day of the tournament with a 25-8,
25-11 win over Thomas More. The Indians
started the next day with a 25-20, 25-23
win over Germantown but lost to Brookfield
East, 19-25, 23-25. Menomonee Falls then
split its next two matches, defeating
Kimberly 25-18, 25-17 before finishing the
tournament with a 25-23, 24-26, 19-21

loss to Muskego. In the second game of the


Muskego match, Menomonee Falls held a
20-14 lead before the Warriors rallied to
win the game. In the final game,
Menomonee Falls forced a tie on at least
three occasions before Muskego scored
two points to seal the victory.
"(A) young team, still working on a lot
of different things. Played a lot of different
lineups today," Menomonee Falls Coach J.
C. Bruns said afterward. "We saw some
things that worked and a lot of things we
have to work on."
Bruns said his team was close with
Burlington, leading 13-10 in the third game
before losing.
"We knew that we could compete with
one of the teams that was in the championship," Bruns said, referring to the

(25-17, 25-12), Kenosha St. Joseph (25-12,
25-23) , Tomahawk (25-21, 23-25, 15-11)

Moving Wall coming


to Germantown
The Germantown American Legion
Post 1 is sponsoring efforts to bring the
Moving Wall to Germantown in
September 2016.
The Moving Wall is a half size replica
of the Vietnam Veterans Memorial in
Washington, D.C. According to themovingwall.org Web site, the miniature wall has
been touring the country for more than 30
years.
During the Aug. 24 School Board
meeting, Superintendent Jeff Holmes said
he met with representatives from the
American Legion Post 1 in Germantown
last year about their efforts to bring the
wall to Germantown. He said representatives from the Legion approached the district about displaying the wall on the
Kennedy Middle School property.
Ric Ericksen, district director of business

and auxiliary services, is representing the


district on a subcomittee with the Legion.
He said the Moving Wall is planning to be
in Germantown Sept. 1-5, 2016.
"They are going to need lots of volunteers," Ericksen said, adding The Moving
Wall can be viewed for 24/7 while in
Germantown and will be lit.
"It's not a big celebration, it's rather a
somber display and Veterans and their
families and other interested parties will
obviously be able to see this wall,"
Ericksen said.
Ericksen said the length of the wall is
almost the size of a football field and 60
feet in depth. Organizers are expecting to
have between 10,000 and 15,000 visitors
to the wall.

Marching Band Madness is Sept.
19 at Germantown High School
Marching
Band
Madness,
Germantown High Schools invitational
marching band show, is set for Saturday,
Sept. 19, at 6:30 p.m., at Datka Stadium at
the high school.
The popular field show will feature performances by high school competitive
marching bands from Germantown,
Cedarburg, Sussex-Hamilton, Waukesha
South, Fond du Lac and Columbus. The
evening concludes with an all-inclusive
grand finale featuring more than 600 student musicians. For many of the bands, the
event is the first stop on their journey to the
State Marching Band Championships at
UW-Whitewater in mid-October.
These students approach music with a
tremendous amount of enthusiasm and
dedication, said Jonathan Bell, band
director at Germantown High School.
Marching Band Madness provides an
opportunity for them to showcase their talent and hard work.
Tickets are available at the door and
are $7 for adults, $5 for seniors age 60
and older, and $3 for kids ages 4 to 17.
The gate opens at 5:45 p.m. and concessions will be available throughout the
evening. The show will move to the high
schools gymnasium in the event of
inclement weather.
Warren's Cranberry Fest senior

Area seniors are invited on a trip to
the 43rd annual Warren's Cranberry Fest.

Living Christ Oct. 1

van drivers
The Germantown Senior Center is looking for volunteer van drivers for the Senior
Van Program. Volunteers must have a valid
Wisconsin driver's license and a clean driving record. A vehicle will be provided for
use. The van runs weekdays from 9 a.m. to

More than $2 million available
for housing repairs
The Wisconsin Department of
Administration (DOA) Division of Housing
awarded $2,138,776 in Phase 2 funds to
the Southern Housing Region for the
Community Development Block Grant
(CDBG) Housing Program.
The Southern Housing Region is represented by the counties of Columbia,
Dodge, Jefferson, Kenosha, Ozaukee,
Racine, Rock, Sauk, Walworth and
Washington. The following entitlement
communities are not eligible for the
Southern Housing Region: Racine, Beloit,
Janesville and Kenosha.
These funds provide resources across
Wisconsin to address affordable housing
and community development. The funds
are available for the following types of
projects:
Owner occupied households.
These funds will be lent to income eligible
households for eligible home repairs. The
loan is a 0% interest, deferred payment
loan you do not pay it back until you sell
the house, no longer live there or 30 years
from the date of the note.
Homebuyer assistance. These
funds will be lent to income eligible tenants
for down payment and closing cost assistance. There may also be funds available
to make repairs to the home that is purchased. The loan is a 0% interest,
deferred payment loan you do not pay it
back until you sell the house, no longer live
there or 30 years from the date of the note.
Landlords. Installment loans are
available for landlords who rent to tenants
that are low- to moderate- income. The
loan is a 0% interest loan.
The funds can be used for handicap
accessibility, windows, doors, siding, roofing, electrical, plumbing and heating.
Funding for these competitive biannual
awards is provided by the U.S. Department
of Housing and Urban Development.
Grants were awarded based upon the age
of housing in the area, the low-to-moderate
income population, unemployment rate
and affordability.

Essential Job Functions:
Ability to run complex forming operations along with proper back gauge
transfers between steps.
Must have a full understanding in blueprint reading and tolerances in
how they relate to the finished part.
Ability to differentiate between material types, thickness and grades.
Maintain a clean, orderly and safe work environment.
Fill out all required documents for all jobs, quality and ISO9001.
Properly clocking in and out of jobs and recording all needed information.
Assist other operators to complete their duties.
Insure all quality requirements are met with first piece and in-process
inspections
