is appointed as Head of the State /
Regional / Local Flying Squad to conduct surprise check of the various Institutions and examination centres
noted against his / her name for the Board Examination (both Theory and Practical) to be held during the
academic year 2015 2016. The tentative dates of commencement of Board Examination for all courses are as
follows:
1. Practical Examination
: 29-09-2015 / 19.03.2016
2.
Theory Examination
: 13-10-2015 / 05.04.2016
The Head of the Flying Squad is requested to select two / three staff members (Instructor / Lecturer
category only-) from his / her Institution and appoint them as Flying Squad members and intimate the
appointment of the members to this Office.
The Head and Members of the Flying Squad are authorised by the Chairman, Board of
Examinations to enter any of the Institution / Examination Centre allotted to them and check the
conduct of Practical Classes / Examination / e-Governance attendance particulars without prior
notice or permission from the Chief Superintendent / Principal or any of the official of the Institution /
examination centre. However, they may show the appointment order of the Chairman, Board of
Examination to the Principal of the Institution / Chief Superintendent of the examination centre if
necessity arises.

INSTRUCTIONS TO HEAD OF FLYING SQUADS
Head of the Flying Squad is requested to go through the Instructions given below carefully and
follow them scrupulously during their surprise visits.
1. Duties and Responsibilities of the Flying Squad
The Head of the Flying Squad will plan, programme and schedule the surprise visits of the flying
squad and lead the members of the flying squad.
The Head and members of the Flying Squad will act as the representatives of the Chairman,
Board of Examinations when they carry out the duties of the Flying Squad. The Head of the Flying
Squad is requested to keep the programmes of surprise visits strictly confidential.
The Head of the Flying Squad can make use of the Institute vehicle for the squad duty. If
Institute vehicle is not available, he/she may request the neighbouring Government / Aided Institutes
where car / Jeep is available to spare the vehicle for the above duty. If he/she is not able to get the
vehicle as stated above, he/she can engage a private vehicle for the squad duty and should furnish a
certificate to that effect stating Private vehicle is engaged for squad duty since no vehicle is available
in the institute. The attendance certificate and the vouchers for the claim should be submitted in
triplicate duly countersigned by the Head of the Flying Squad. He/She may also use his/her own
vehicle if it is not possible to engage vehicles as stated above. In this case, he/she has to furnish
necessary certificate to this effect furnishing the vehicle number.
2. Remuneration and TA-DA. Claims:
Whatever be the mode of conveyance, the Head of the flying squad should claim the TA at the
rate of Rs.8/- per K.M as per Finance(pay cell)Department,G.O.Ms.No.237,dated 1st June,2009.The
Head and members of the flying squad can claim the D.A. and remuneration as per G.O. (2D)
No.94/Higher Education (B1) Department, dated 03.10.2008. Necessary attendance certificate should be
furnished along with the Remuneration claim, and TA-DA bills (TNTC-form-52-A, ). The Head of the
flying squad can claim Remuneration and T.A-DA and members can claim Remuneration and DA only
as one vehicle is used for the conveyance.
The Head of the flying Squad is requested to avoid travelling long distance at a stretch without
visiting the Institutes available en-route.

Whenever the Head of Flying Squad is away from his/her Institution on squad duty during the
period of Theory Examinations, the Internal Additional Chief Superintendent appointed by the
Chairman will act as the Chief Superintendent.
After completing the flying squad work, the bills of claim for remuneration and TA-DA may be
addressed to RO-IV or P Section superintendent.
3. Checking of e-Governance Attendance particulars of the students
The Head of the Flying Squad is instructed to check the maintenance of e-Governance student's
attendance registers at the time of his/her visit during the semester and sign in the master attendance.
If the maintenance of attendance registers are not in accordance with the instructions issued by this
office in the LetterNo.58130/M5/2003 dated: 16.07.2003and69502/M1/2007 dated: 18.12.2007,
28.12.2007, 31.12.2007 and 30.01.2008, the fact may be brought to the notice of the Chairman, Board
of Examinations, Chennai 600 025. He/she has to also verify whether periodical reports are being
properly sent to this office regarding the attendance shortage.
4. Checking of Continuous Internal Assessment marks:
The Head of the Flying Squad is instructed to check.
1. Test papers and signature of the students obtained in the test paper.
2. The registers of assignment marks.
3. Mark entries for assignment, test and attendance entered in the personal log book of the staff
handling the subject, both for theory and practical subjects.
4. Entry of marks for all the exercises in the practical record.
5. Whether Internal marks are awarded as per norms.
5. Checking the Conduct of Practical Classes:
The Head of Flying Squad is requested to make surprise visit at least once during the middle
of the semester and inspect the conduct of Practical Classes in the Institutions allotted to him/her. The
irregularities noticed in the conduct of Practical Classes may be brought to the notice of the Principal
for taking further action. He / She is also requested to check the availability of Equipments
/Machineries in working condition, in each Laboratory/Workshop to conduct the experiments as per
syllabus requirement and inform this office, if there is any shortfall in this regard.

6. Surprise check during Theory Examination:
While checking, the squad should look into the procedure being adopted for the conduct of
Board Examinations, maintenance of discipline and control, facilities available in the centre for the
candidates and Hall Superintendents. The squad is also requested to inspect specifically the following:
1. Proper seating arrangements and adequacy of examination halls.
2. Ventilation and lighting facilities in the examination hall.
3. Availability of drinking water and toilet facilities.
4. The Chairman appoints sufficient numbers of External Hall Superintendents. Verify whether all
the External Hall Superintendents appointed by this office turned up for duty; if not, make
alternate arrangements with eligible staff members from nearby institutions. Possession of
Identity card by the staff is to be insisted.
5. Checking the candidates for possession of any bits of written materials or involvement in any
kind of malpractice. Verifying the procedure followed in conducting enquiries and reporting the
malpractice cases
6. Verification of Hall tickets of the candidates and their identification.
7. Checking the safe custody of Question papers, the procedure followed in opening and
distributing the Question papers, accounting the balance Question paper and their safe custody.
8. Checking whether the EX2 form used has all Register Nos. of candidates.
9. Verifying whether the packing procedure is adopted strictly as per the instructions issued for
packing Answer books
10. Verifying whether Answer Book packing register, Duplicate Hall ticket register and Answer Book
Accounts Registers are maintained in order. Verifying whether the amount collected for the
issue of Duplicate Hall Ticket of the previous exam has been paid in to Govt. accounts.
11. Checking whether the Answer Book bundles are despatched in time as per the instructions given
by this office and Postal/Courier receipts are recorded in order.
12. Checking whether the warning notice regarding malpractice is displayed in all Notice Board of
Polytechnic Colleges.
If any irregularities/malpractice cases are found in the centre, they shall be immediately pointed
out to the Chief Superintendent of the Centre in writing with a copy marked to the Chairman, Board of
Examinations, Directorate of Technical Education, Chennai- 600 025.

7. Surprise check during Practical Examinations
The Head of flying Squad is requested to check the following matters in the case of Practical
Examination. He / She is also requested to obtain the time-table copies of the various practical
examinations to be conducted in the institutions allotted to him/her before proceeding for surprise
check.
(i)
Whether both Internal & External Examiners are present at the time of Practical Examinations
Possession of Identity card by the staff is to be insisted..
(ii)
Verify whether all the experiments given in the syllabus are covered in the Practical Examination,
if not, obtain the list of experiments not covered in the Practical Examinations with reasons and
send the report to Regional officer-III for taking further action.
(iii) Checking the record notebooks submitted by the candidates and their evaluation.
(iv) Checking whether the irregularities if any pointed out during previous visit is rectified.
(v)
Checking whether the Practical Examinations are conducted as per the duration and Time Table
displayed in the Notice Board.
(vi) To check if the randomised Practical Exam question paper received from DOTE is maintained
under safe custody and issued to students.
The Flying Squad is expected to make surprise visits to each centre allotted to them once/twice
during the semester, once during Theory Examinations and once during practical Examinations. If
found necessary, they can make another visit either during theory or practical examination to any
centre allotted to them. Only under unavoidable circumstances, the head of a flying squad may
authorise one of his/her senior staff to head the squad on his/her behalf for one or two days and
such acts should be informed to the Chairman, Board of Examinations immediately.
8. Maintenance of Log Book:
The Head of the flying squad is expected to maintain a Log Book for their visits of various
examination centres in a standard format that is enclosed for reference. The logbook should be
prepared in duplicate. One copy of the Log Book should be enclosed along with their TA-DA claim and
another with the flying squad report. He / She is also requested to submit the flying squad report
immediately as mentioned in the sub heading 10, Submission of Report below.

9. Special Attention:
The irregularities and malpractices in the Board Examinations are being controlled in the recent
examinations to some extent due to the surprise visits of the Flying Squads. However, to make the
visits more effective and less expensive, few observations noticed from
the squad reports of the previous exams are being stated below, so that such acts are not repeated by
the squads in the forthcoming examinations.
1. Few Squads have furnished 'NIL' reports only, on all the days of visit; but this office from other
sources regarding the concerned Institutes has received contradictory reports.
2. Few Squads have visited only one Institution in a day, leaving the very nearby Institution for
another day. The squad should visit more number of Institutions in a day as far as possible.
3. Some Squads have made visits on few days only- All Institutions attached to them have to be
visited at least thrice during the Board Examination (Once during Practical Classes and twice
during Theory and Practical Examinations)
4. In some cases, the Head of Flying Squad had not accompanied the squad; only the members
have visited the Institutions- Such visits will not be fully effective and hence to be avoided.
10. Submission of Report:
The Head of the flying squad is requested to prepare the report on the basis of
individual institutions and send the report to the officer mentioned below in order to take immediate
action.
