RTI/3/2014 dated 06.08.2014 submitted to your office on 18.08.2014.
Respected Sirs,
I have deposited Rs. 416/= as per your letter bearing memo no. 88 dated 16.01.2015 including
letter issued by the Appellate Authority bearing memo no. 1842 dated 22.12.2014.
Original copy of the deposited receipt of T. R. Form No. 7 (Original) has been submitted to your
office on 29.05.2015.
Earlier, I submitted one RTI application to your office for some information and also paid
money for the same as per the instruction of your office for the information.
In return your office delivered me a Xerox copy a letter to me which your office received from
the society in respect to my RTI application.
Instantly, I took notice to the SPIO, Mr. Jyoti Sankar Mondal, that the document he provided
me was just a letter of the society to the ARCS and the same has been issued after my RTI
application and he should issue me the document which has been generated before my RTI
application, but he ignored my request and scolded me to leave the office immediately
without any further argument.

Considering the aforesaid incident, I would like to check and verify the document first before
taking the same. Kindly share me the schedule for checking and verification of the said
documents for you have asked me to pay.
I sent you one word file named Comparative Analysis to know your reply on some ambiguous
points I have found in the letter bearing memo no. 1842 dated 22.12.2014 which I have received
along with the letter issued by the SPIO to me bearing memo no. 88 dated 16.02.2015.
In the said letter I have found comment / remarks NIL which is ambiguous to me.
I would like to be sure whether you would like to mean document is not available or document
does not exists or document is not to be disclosed by the word NIL.
I understand several meanings by comment / remark NIL:
1. Necessary checking and verification has been made by your office and have found
that the document does not exist.

2. The society has informed that document does not exist and the same has been passed to
me without having any checking and verification by your office.
3. Document exists but the society and / or your office has no intention to disclose the same
to me.
If the actual meaning is different from my observations mentioned above please let me know the
same to me for understanding.
For RTI application 1& 2 pointwise comments have been given but for RTI application 3 point
wise comments have not been given.
Moreover, I have already informed you that I paid charges to the society bearing memo no.
19924 dated 28.09.2014 for the said information against letter given by the Special Officer dated
12.09.2014 referring your letter to the special officer bearing memo no. 1205, 1206, and 1207
dated 26.08.2014.
I have paid Rs. 418.00 to the society for 209 nos pages @ Rs. 2 per page and I also have paid Rs.
416.00 for 208 nos pages @ Rs. 2 per page. Total payment of Rs. 834 has been made for Pages
417 nos.
Please refer the RTI applications where I clearly mentioned that:
Kindly arrange to provide me copy of the relevant data / information only.
I specially request you to provide me copies duly attested / certified by you.

I also request you to provide me a list of documents along with the number of pages in
respect to the above with a scope for checking and verification of the said documents
before paying any charges for the same.

I have asked to provide me Certified True Copy and I hope that each page is to be provided
after proper certification.
I request you to mark the reference no, such as RTI Memo No and Serial No, on the each page of
the document(s) for proper identification as and when required by any honble court of law.
There should not be any ambiguity in future on identification of the document that you have
provided against my RTI application(s) in seriatim. I request you to mark documents separately
since I have placed the requirement separately in my RTI applications.
I also request you to ensure me about the reflection of the points or contents, as I have
mentioned in my RTI applications in seriatim, in the documents which you are offering me.
I would like to take this opportunity to inform you about the services I have received from the
efficient, honest, welleducated officers of your office:
Ms Balaka Ghosh, the exCooperative Inspector, Office of the Inspector of Cooperative
Societies, Serampore Circle, Serampore, Dist: Hooghly, West Bengal, India was involved in a
conspiracy. She pursued to the higher authority favouring to a construction of a cycle stand in
the society by violating or ignoring the Lay Out Plan, the Sale Deed, the Byelaw of the society,
the West Bengal Apartment Ownership Act, the West Bengal Cooperative Societies Act and
applying her official power in a wrongful way. The said Cycle Stand has been constructed by
destroying the Organised Green of the society.
Mr S. Sarkar, the exAssistant Registrar of Cooperative Societies, Office of the Assistant
Registrar of Cooperative Societies, (presently known as Cooperation Directorate, Hooghly
Range Office), Hooghly Zilla Parishad Building (Old), 1st Floor, PO: Chinsurah, Dist: Hooghly, West
Bengal, PIN: 712 101 was involved in a conspiracy. He gave a written permission for construction
of cycle stand(s) by violating or ignoring the Lay Out Plan, the Sale Deed, the Byelaw of the
society, the West Bengal Apartment Ownership Act, the West Bengal Cooperative Societies Act
and applying the official power in wrongful way. The said Cycle Stand has been constructed
destroying the Organised Green of the society.
The registering authority did not take any action in respect to the complaint submitted on
purchase of godown from the West Bengal Housing Board by the Society and has given scope to
the wrongdoers / offenders to go scotfree by adopting timewasting tactics or inaction / delay
in action.
Mr. Neel Kamal Singh and Mr. Jyoti Sankar Mondal, inquiry officers of the registering authority
prepared and submitted bias report ignoring the Lay Out Plan, the Sale Deed, the Byelaw of the
society, the West Bengal Apartment Ownership Act, the West Bengal Cooperative Societies Act
and applying official power in wrongful way. They have given scope to the wrongdoers or
violators or offenders to go scotfree. The said inquiry was organised in favour to the wrong
doers or violators or offenders.
The registering authority did not take any action in respect to the complaint submitted on non
auditing of collection of Puja 2011 by the society and has given scope to the wrongdoers /
offenders to go scotfree by adopting timewasting tactics or inaction / delay in action.

Mr. Gautam Kumar Mazumdar, the Special Officer of the society, representative of the
registering authority, has escaped from the society without giving any resolution in respect to
the complaint submitted on demolition of a Garbage VAT under supervision of an allottee
member of the society during the administration of the special officer and has given scope to the
wrongdoers / offenders to go scotfree by adopting timewasting tactics or inaction / delay in
action.
Mr. Neel Kamal Singh and Mr. Jyoti Shankar Mondal, Cooperative Development Officers
informed that The Cycle Stand also exists in the area meant for organisedgreen in the layout
map/site plan, lying with the society.
The Joint Registrar of Cooperative Societies, Western Zone, Burdwan informed that It (cycle
stand) was not constructed in the organised green area as per plan of West Bengal Housing
Board ...
I have made several complaints to your office against the aforesaid officers for their said
activities but no action has been taken till the date.
The aforesaid officers are being paid by public money even after the aforesaid activities.
I request you to ensure the delivery of all communications into my hand if the same is sent
through by POST.
