ConservancysWorkingWoodlandprojectleverageslandconservationatalargescalefor

advocateandeducatorforourwildlifeneighbors.

,fortheireffortstocleanupthetrashand
debrisalongStarruccaCreek.LedbyDanaRockwell,thisgroupoffamily,friends,and
numerousvolunteersconcentratedtheirinitialeffortsinandalongtheStarruccaCreek.
TheyhavesubsequentlybranchedouttocleanupalongtheD&HTrail,localroadsides,
andthebanksoftheSusquehannaRiver.ThegrouphaspartneredwithPEC,
KeepPennsylvania
Beautiful
,andthe
RailTrailCouncilofNortheastPennsylvania
tocleanupthecommunity.
Todate,thegrouphasremovedandrecycled3,000tiresandtwotonsofscrapmetal,and
removed18tonsoftrashanddebrisfromtheenvironment.

GreaterHazleton
RailstoTrails
(GHRT)volunteercommittee.
For16years,Ms.NasranihasworkedtirelesslytoimprovetheGHRT.Shehaspartnered
withnumerousorganizationswiththegoalofimprovingthetrailandmakingitanassetforthe
communityandthesurroundingregion.
ShehasworkedwiththeGHRTtoobtainsixmilesofrightofwayforthetrail,partnered
withtheNorthBranchLandTrusttoconserveover300acresofland,andpartneredwithmany
otherstoinstallamenitiesforthetrailincludingexercisestations,picnicfacilities,andbenches.
Underherleadership,theGHRTnowhasanEnvironmentalEducationAreaand
interpretivesignsalongthetrail.ShecontinuestoleadtheGHRTforwardbybeingaleaderand
advocatefortraildevelopment.
PaupackWavesInvenTeam,PikeCounty
,foraprojectthatconceptualizedandcreateda
generatortoharnessesthemovementofaboatdocktoproduceelectricityforalightonadockat
LakeWallenpaupack.
Thestudentsnoticedthatthelakewasverydarkatnightwhichcreatedasafetyand
navigationalissueonthelake.Thestudents,withtheguidanceoftheirteacher,partneredwith
WoodsHoleOceanographicInstituteandPPLmentorstorefineandrefocustheireffortstosolve
thisproblemthroughtheuseofcleanrenewablewavepower.
ThestudentswerechosentoshowcasetheirprojectattheEurekafestatMITandwere
alsohonoredatthefifthannualWhiteHouseScienceFair.

Mr.RichmondistheWatershedSpecialistatthe
SullivanCountyConservationDistrict
.Duringhistenure,hehaspartneredwithnumerous
organizationstoimprovethewatershedswithinSullivanCounty.
Hehasworkedoncountlessstreamrestorationprojectsincludingstreamstabilization,
restoringriparianbuffers,controllinginvasivespecies,restoringfisheries,andmonitoringwater
quality.
Hiseducationaloutreacheffortshavebroughthimincontactwithlocalfarmers,
landowners,homeowners,andstudentsregardingissuessuchasstormwatermanagement,rain
barrels,andstreammonitoring.
Mr.Richmondhasbeeninstrumentalinencouragingbettermanagementpracticesofour
waterwaysandenvironmentthrougheducationaloutreachandonthegroundactionsand
projects.
TheEmergingEnvironmentalLeaderAwardwillbepresentedthisyeartoDavidMadl
III,LuzerneCounty
,fordemonstratingleadership,initiation,anddedicationtoprotectingand
promotingahealthyenvironment.
Mr.Madlsinterestinunderstandingandimprovingtheenvironmentledhimtoexplore
andparticipateinnumerousopportunitiesthatwouldallowhimtomakeapositiveimpactonthe
environment.
Mr.MadlobtainedtherankofEagleScoutforaprojectthatcompletedatrailrenovation,
rerouting,blazing,mapmaking,andsignageattheYMCACampKresge.Hisother
accomplishmentsincludehisvolunteerworkwiththePennsylvaniaDCNR,obtaininghisLeave
noTracecertification,participatingintheCrestwoodKeyClub,FlyFishingClub,and
CommunityConnectionstoourWatershedForums.

AssociatewiththeGreaterHazletonAreaCivicPartnership.Amonghisdutiesthereareassisting

Mr.Charlesworthisbeinghonoredforhisdedicationandcommitmenttoimprovingthe
healthandqualityoftheLackawannaRiveranditswatershed.Mr.Charlesworthhasbeena
memberofTroutUnlimitedforover25years,mostrecentlyasthePresidentof
Lackawanna
ValleyTroutUnlimited
,achapterhewasinstrumentalinforming.
UnderMr.Charlesworthstutelage,theLackawannachapterhasreceivednumerous
awardsandaccoladesandnowhasanationallyrecognizedprogramthatengagesouryouthin
watershedandenvironmentalstewardship.
Mr.Charlesworthisaprovenleaderintheenvironmentalarenawhounderstandsthat
withoutpartners,noneofthisworkwouldhappen.
Withthisunderstanding,heestablishedguidelinesforcreatingandmaintaining
partnershipswithlikemindedorganizationsandhasbeenaskedtopresenttheseguidelinesat
severalnationalT.U.meetings.
Oneexampleofhispartneringeffortswasthedevelopmentofanoutreachpilotprogram
targetingyouth,entitledT.U.Teens.Mr.CharlesworthpartneredwiththeLackawannaHeritage
ValleyAuthority,MarywoodUniversity,LackawannaCountyConservationDistrict,Fishand
BoatCommission,DunmoreYMCA,andLackawannaParksandRecreationtoprovide
financing,instructors,andtrainingfacilityvenues.
Hethenreachedouttolocalscoutinggroups,churches,andtheHispanicCouncilof
LackawannaCountytoassistinrecruitingstudentsfortheprogram.Theprogramwassucha
successthatithasbecometheacceptedformatforallotherT.U.Teenclubsacrossthenation.
Hehasinitiatedseveraleventscenteredonflyfishingthataredesignedtoattractstudents
andwomentothesport.Underhisguidance,theLackawannaRiversSection7and8
designationwasadjustedtoClassAWildTroutExceptionalValueWater.
HehasworkedovertheyearstoinstillasenseofstewardshipfortheLackawanna
Watershed.Hisdevotiontotheriveranditswatershedhasinspiredandencouragedothersto
actioninordertobringaboutpositivechange.
Hislegacyisoneofleadershipandpartnership,encouragingotherstodomuchmorethan
oneindividualcaneverhopetoaccomplishalone.

PACoalAlliance,DEPRecognizeMiningCompaniesForLandReclamation

InconjunctionwiththeDepartmentofEnvironmentalProtection,the
PACoalAlliance
recognizedfourPennsylvaniacoalcompaniesforelevensitestotaling850acresofreclaimed
abandonedminelandsonSeptember4.
Eachyear,DEPusesanevaluationprocessbasedonpreminingconditions,reclamation
quality,landownersatisfactionandcompliancewiththeCommonwealthsstringent
environmentalregulations.Thesefullyrestoredsitesreturnthelandtonaturalhabitats,forests
andwaterways.
Thecompaniesrecognizedthisyearinclude:

forsitesin
ArmstrongCounty,Butler&ArmstrongCounty,ClarionCounty,FayetteCounty,Indiana
CountyandWashingtonCounty
CoalLoaders,Inc.
forasiteinWestmorelandCounty

ThePennsylvanialandreclamationprogramisasuccessstoryofthecoalindustrythat
oftengoesuntold.Duringtheinfancyofcoalminingpractices,thecoalcompaniesofprevious
generationsrushedtofulfillthedemandfortheindustrialrevolution,twoworldwarsandthe
rapidgrowthofthenation.
Thenationsneedforcoaltookprecedencecausingalegacyofeffectsonthe
environment.Todayscoalcompaniesarereclaimingtheseabandonedminelandsoneacreata
time.
Manyofthesecompaniestakeonthejobofremediatingtheselegacyeffectsduringthe
postminingreclamationfortheirownproduction.
Additionally,the1977FederalSurfaceMiningConservationandReclamationAct
requirescoalcompaniestopay28centspertonforsurfacecoalminedand12centspertonfor
undergroundcoalminedintoafederallyadministeredfundthatisthenreturnedtothestates
underastatutorilydesignedformula.
Todate,Pennsylvaniacoaloperatorshavepaidalmost$600millionintothefund.
Becausethedistributionformulaisbasedonhistoricalcoalproductiontrendsthatfavor
stateslikePennsylvaniawithalongheritageofcoalmining,thetotaldollaramount
Pennsylvaniahasreceivedfromthefundwithinthistimespanexceeds$1.1billion.
FromtheAbandonedMineLandprogramalone,over67,000acreshavebeenreclaimed
atnocosttotheCommonwealthoritstaxpayers.
Throughindustrycollaboration,bestpracticesandworkingwithenvironmentaland
safetyofficials,Pennsylvaniahasbecomealeaderinmineproductionprocedures.Whilethese
companieswerenotresponsibleforthelegacyeffectsofpastgenerations,theyareaddressing
themtoday.
"AllPennsylvaniaminingcompaniesaredrivenbyastrongcommitmenttolongterm
environmentalstewardship,saidPCACEOJohnPippy."TheEPAsshortsightedregulations
aretothedetrimentofPennsylvaniaslandsandtheseindustryleaderswhohaveestablished
responsiblepracticesdedicatedtoreclamationeffortsshouldcontinuetobeabletodobusinessin
theCommonwealth.

The
WestmorelandConservationDistrict
presentedtwoawardsforoutstandingconservation
serviceataceremonyonSeptember9,atanopenhousetypereception,whichrunsfrom6:00
p.m.until8:00p.m.attheDistrictslocationonDonohoeRoad.

KatherineMabisMcKennaFoundation.J.RoyHoustonConservationPartnershipAward
sponsoredbyPeoplesNaturalGas.
2015ConservationFarmersoftheYear
MikeandInaBazleyhavebeenfamiliarfacesatareafarmersmarketsformorethan22
years,buttheproductsforsaleontheirtablehaveneverstayedthesame.
Wevealwayskeptitfreshandinteresting,andraisedjustabouteverythingyoucan
raise,fromhoneytohogs,Mikesaid,andwevereallyenjoyedit.
Throughallthedecadesandallthecreativeagriculturalwaystheyhaveusedtheir53
acresinDerryTownship,theBazleyshavebeengoodconservationstewards.Theyhave
installedmeasurestoreduceerosion,encouragepollinators,limitsedimentpollution,and
improvepastures.
Theconservationmeasurestheyinstalledhavebenefittedtheiragribusinesstwohigh
tunnelstructuresextendtheirgrowingseasonandproducehighlydesirablecrops,includinglush,
uniformheirloomtomatoesandnosprayraspberriesthatstoreaslongassevendays.
TheBazleysconservationmeasuresalsobenefitthecommunity.Thetwostabilized
streamcrossingsandthepollinatorplantrichbufferstheycreatedonbothsidesofthestream
thatflowsthroughtheirfarm,forinstance,helptoimprovewaterqualityinMcGeeRun,a
streamandwatershedthatisthecurrentfocusofamajorconservationeffort.
Intheearlydaysoftheirfarming,theBazleysfocusedtheireffortssolelyonvegetable
production,raisingnontypicalformarketcropsthatMikehadidentifiedinhisstudiesthe
previouswinterasbeingindemandyellowwatermelon,Pattypansquashandthethenrarebut
noweverywherekale.
Today,MikeandInacontinuetoraisevegetables(lookformicrogreensandbaby
vegetablesatnextyearsfarmersmarket),buttheBazleysemphasisismoreonanimals,
includingcattle,sheep,andMikesnumberoneagriculturalpassion,poultry.
TheBazleysraisechickensaswellasgrassfedTexasLonghorncattleandlambs.They
usetwoseparaterotationalgrazingsystemswithatotalofsevenpaddocks.
Theyinstalledaspringdevelopmentandawateringsystemfortheanimalsandananimal
walkwaysystemtoprotectsteepareasoftheirfarmfromerosion.
WevelearnedfromandworkedwithMotherNatureandFatherTimeovertheyears,
andgottenalotofhelpfromtheconservationfolks,Mikesaid.
2015J.RoyHoustonConservationPartnershipAward
KatherineMabisMcKennawasanaccomplishedwoman.Asayoungwoman,she
studiedpaintingattherenownedCapeCodSchoolofArt,studiedabroadforayear,andthen
graduatedfromtheUniversityofWisconsinin1918.Herpassionforthenaturalworldled
hertostudyhorticultureintheNetherlands,Ikebanastyleofflowerarrangingduringseveral
tripstoJapan,andlandscapedesignatthethenPennsylvaniaSchoolofHorticultureforWomen.
AtherhomeandattheGreensburgGardenandCivicCenter,shecreatededucational
landscapes,wherevisitorscouldnotonlyenjoytheaestheticqualitiesoftheplantingsbutalso

learnabouttheircharacteristicsandcare.
Inherlateryears,shedidmuchtoenhancethequalityoflifeinourregion,andcreateda
foundationinmemoryofherson,Mennel,tocontinuethatwork.
TheWestmorelandConservationDistricthasbeenfortunatetobetherecipientofsupport
fromherlegacy,theKatherineMabisMcKennaFoundation,formorethan20years.

Thefoundationhasalwaysencouragedcollaboration,andbeenaleadsupporterin
colocatinglikemindedconservationagenciesfirstinDonohoeCenter(in1994)andthen,as
theygrew,ontheexpandedconservationcampus(1998,2007,and2014).
In1995,thefoundationhelpedtheDistrictexpandandrevitalizeAnnRuddSaxman
NatureParkinHempfieldTownship.
Thefollowingyear,thefoundationhelpedtocreatetheMonasteryRunImprovement
Project,bringingtogetheracoalitionofagenciestopioneertheuseofpassivewetlandstotreata
streamdegradedwithpollutionfromabandonedcoalmines.
Andformanyyears,theKatherineMabisMcKennaFoundationhashelpedtosupport
regionaltraildevelopmentandcreatedoneofthelongestandbesttrailsintheUnitedStates,
theGreatAlleghenyPassage.
TheKatherineMabisMcKennaFoundationisledbyChairmanLindaMcKennaBoxx,
ViceChairmanZanMcKennaRich,andTreasurerNathanMcKennaBoxx.
TheJ.RoyHoustonPartnershipAwardissponsoredbyPeoplesNaturalGasCompany.
RoywasthevolunteerchairmanoftheWestmorelandConservationDistrictfor40yearsthe
longestvolunteercommitmentintheDistrictshistory.Royworkedformanyyearsas
marketingmanageratPeoplesGasanditwasthatcompanyscommitmenttoemployee
volunteerismthatintroducedRoytotheWestmorelandConservationDistrictin1968.
TheJ.RoyHoustonPartnershipAwardwasestablishedin2011andhasbeengivento:

TheWestmorelandConservationDistricthelpspeopleuseresourceswisely.
Theorganizationwasestablishedin1949,whenlocalfarmers,seekinghelptoconserve
theirsoilandwaterresources,approachedtheCountyCommissioners.
Asthecountyhasgrownandchangedinthe66yearssincethen,theDistricthas
respondedwithnewprogramstohelpensureminimalnegativeimpactonallaspectsofthe
countysnaturalwealthitssoils,forests,streams,andopenspaceaswellasitsvaluable,
productivefarmland.Inadditiontoitssciencebasedefforts,theDistrictservesasa
clearinghouseforconservationinformation.

TheSenateandHouseRepublicanstoldtheirrespectiveCaucusesFridaytheyarepreparinga
limitedstopgapbudgetproposaltoprovideschooldistricts,humanserviceagenciesand
nonprofitswithsomeleveloffundinginGeneralFund,EducationCodeandFiscalCodebills.
ThegameplanistohavetheSenatepassthestopgappackagewhenitcomesbackto
sessionSeptember16,17and18andthenhavetheHousefinishactiononthebillswhenthey
bothreturntheweekofSeptember21.
Thedetailsofwhatwillbeinthestopgaphasyettobeworkedout.
AspokespersonforGov.Wolfsaid,nodecisionshavebeenmaderegardingastopgap
budget.Gov.Wolfiscommittedtoworkingexpeditiouslytowardafinalbudgetagreementthat
fundseducationthroughacommonsenseseverancetax,providespropertytaxreliefto

HouseDemocratsGetFunding

RiverfloodingonCapitalRegionWatersalternaterawwaterintakestructure,wastewaterpump
stations,andthewastewatertreatmentplant.
BasedontheresultsoftheirCREATriskanalysisofdroughtandfloodingthreatsontheir
waterandwastewaterandassets,CapitalRegionWaterisconsideringanumberofpotential
adaptivemeasuresthatwillincreasetheirresiliencetothesethreatssuchashydrologicbarriers,
floodwaterdiversion,equipmentretrofits,floodriskmanagementplan,climatetrainingfor
personnel,elevatingelectricalequipment,replacingpumpswithsubmersiblesandbackflow
preventionatpumpstations.

LakeErieCleanupSeeksVolunteersToCleanUpShorelineSept.19

TheDepartmentofEnvironmentalProtectionWednesdayinvitedthepublictojointhemand
partnerstocleanupandimprovetheLakeEriewatershedbyparticipatinginthe
Pennsylvania
LakeErieInternationalCoastalCleanup
onSeptember19,from9a.m.until12noon.
Throughthisannualevent,morethan13,916dedicatedvolunteershaveremovedmore
than115,033poundsofdebrisandtrashfromtheLakeErieshorelineandwatershedduringthe
pasttwelveyears.
Thisisthe13thannualcleanupalongtheLakeErieshorelineandtributaries,DEP
NorthwestRegionalDirectorJohnGuthsaid.Pasteventshavebeensosuccessfulandso
wellattendedthatthisyearweveaddednewersitesinTheCityofErieandtheEdinboroarea.
Werelookingforwardtoanotherstrongvolunteerturnouttohelpusmaketheevent
anotherhugesuccess,continuedGuth.
Thisyearseffortwillfocuson17sitesalongtheLakeErieshoreline,fromRaccoon
CreekinwesternErieCountytotheNorthEastMarina,20MileCreekandFreeportBeachon
theeasternendofthecounty.
RecentsiteshavebeenaddedinEdinboroBoroughandTheCityofErieandwillinclude
EdinboroUniversityandMalloryRun,theoutletofEdinboroLakeandtheEastAvenueBoat
Launch.
Thelocalcleanupeffortisavolunteerdrivenevent,andwethankeachandeveryoneof
themfortheirongoingsupportandcommitmenttoacleanenvironmentintheErieCountyarea,
DEPCoastalResourcesManagement,EnvironmentalPlanner,JakeMooresaid.Hehas
coordinatedthecleanupforthepastseveralyears.
InternationalCoastalCleanup,theoldestandlargestvolunteerprojectofitskind,is
celebratingits29thanniversarythisyear.Since2003,DEPsCoastalResourcesManagement
programhasbeenthemainsponsorofthePennsylvaniaLakeErieInternationalCoastal

.Theserviceisfreeand
anonymous,noquestionsasked.
TakeBackDayisanationalinitiative,conductedinpartnershipwiththeU.S.Drug
EnforcementAdministration,aimedatencouragingthepublictodisposeofexpired,unusedor
unwantedprescriptiondrugsthatarepronetoabuseandtheft.
From10a.m.to2p.m.,unwantedprescriptionmedicationsmaybedroppedoffatselect
statepolicestations.Nopersonalinformationisrequiredfordropoff.
TheNationalPrescriptionDrugTakeBackDayaimstoprovideasafe,secure,and
environmentallyresponsiblemeansofdisposingofprescriptiondrugs,whilealsoeducatingthe
generalpublicaboutthepotentialforabuseandtraffickingofmedications.
Thisisimportantbecausethenonmedicaluseofcontrolledsubstancemedicationsisat
analltimehigh,with6.8millionAmericansreportinghavingabusedprescriptiondrugsin2012,
accordingtotheSubstanceAbuseandMentalHealthServicesAdministrationsNationalSurvey
onDrugUseandHealthreleasedin2013.
Thatsamestudyrevealedmorethan54percentofpeoplewhoabuseprescriptionpain
relieversgotthemthroughfriendsorrelatives,astatisticthatincludesraidingthefamily
medicinecabinet.

TheU.S.EnvironmentalProtectionAgencyWednesdayannouncedtheawardof$800,000in
brownfieldsgrants:$400,000totheMunicipalityofNorristownand$400,000tothe
MontgomeryCountyRedevelopmentAuthority.
ThefundingwillbeusedtoassessabandonedindustrialsitesinNorristownand
Pottstown,Pa.,thatmaybepotentiallycontaminatedwithhazardoussubstancessotheycanbe
cleanedupandredeveloped.
Brownfieldsenvironmentalassessmentshelpremoveoneofthecriticalbarriersto
redevelopmentandreuse,saidEPAMidAtlanticRegionalAdministratorShawnM.Garvin.
ThisfundingsupportsNorristownsandPottstownsplansforimprovingthequalityoflifeof
theirresidentsbyreclaimingareasforhousing,commercialdevelopmentandopenspaceandat
thesametimeprotectingpublichealthandtheenvironment.
Brownfieldsarepropertieswhererealorsuspectedenvironmentalcontaminationhas
preventedproductivereuseofthoseproperties.
RegionalAdministratorGarvinmadetheannouncementtodayfromNorristowns

LafayetteExtensionarevitalizedcorridoratLafayetteandFordstreets.ThislatestEPA
fundingbringsthetotalto$800,000awardedtoNorristownforbrownfieldsassessments.
Withitsfirst$400,000grantawardedin2013,Norristownidentified60brownfieldssites
andassessed10propertiesforpotentialredevelopment.TheMunicipalitywillusethissecond
granttoexpanditsinventoryofbrownfieldssitesforfuturemixeduseresidentialand
commercialdevelopmentandopenspaceareas.
MontgomeryCountyRedevelopmentAuthoritywilluseits$400,000brownfieldsgrant
tosupporteffortswiththePottstownAreaIndustrialDevelopmenttoconductatleast10
environmentalimpactassessmentsatpropertiesthathavebeenidentifiedforpotentialreuse.
TheseassessmentssupportPottstownsredevelopmentplanstomaketheborougha

TheDepartmentofEnvironmentalProtectionwillholdapublicinformationsessionregarding
thePowderlyCreekNortheastUndergroundMineFireReclamationProjectinCarbondale,
LackawannaCounty.
ThesessionwillbeheldonSeptember23,at6p.m.attheCarbondaleCityHalllocated
at1NorthMainStreet.
Theproject,locatedonapproximately108acresnearthecity,isdesignedtoeliminatean
abandonedundergroundminefireandreclaimapproximately82acresofnearbyabandonedmine
lands,includingdangerous130foothighwallsmadeofcoalrefuseandsurroundingdebrispiles.
Workontheprojectisgettingunderway,andthismeetingwillallowforlocalresidents
andofficialstolearnmoreabouttheplannedworkandtoaskquestions.EarthmoversUnlimited,
Inc.ofKylertown,PAhasbeenawardedthecontracttocompleteworkatthesiteatabidprice
of$8,947,731.84.

BecauseoftheenormityofthisruleanditsmanyimplicationsforPennsylvania,which
alreadyhasitsownsuccessfulprogram,theDepartmentofEnvironmentalProtectionaswellas
membersofthePennsylvaniacongressionaldelegationrequesteda120dayextensiontoreview
andcommentontherule.

"Throughtheseblanket,nationalregulations,ithasbeenmadeclearOSMREdoesn't
consider,orplantoconsidertheexacerbatedcostsassociatedwiththeimmensenumberof
overreachingcompliancerequirements,"saidPCACEOJohnPippy."Thiswillforcecoalto
becomeunprofitableandimpossibletoextract,ultimatelystranding200years'worthofthis
domesticenergyresource,billionsforthestateeconomyandthousandsofPennsylvaniajobs."
Eachstatehasuniquecharacteristicsandgeologicalfactors.Currently,thosewhoare
closesttoandbestabletocomprehendthelandscapeofourCommonwealth,makethese
daytodaydecisionsthatimpactPennsylvania'swatersandindigenousspecies.
TheFederalstandardsunderSMCRAserveasafloorforPennsylvania'srobustprogram,
withPennsylvania'sCleanStreamsLawholdingoperatorstoamorestringentandstatespecific
standard.
"Sincethe1980'sthewaterqualityofPennsylvania'sriversandstreamshasimproved,
demonstratingthatthecurrentregulationsareworkingasintended,"saidRonMusser,a
GeologistatMusserEngineering."Theimpactsoftheserelentless,additionalregulationsonthe
coalindustryarereal.Productionisdownandtheyaretighteningtheirbelts.Wehavealready
hadtoreduceourownoperationbyfivepeople.WhatistheOSMpretendingtotryandfixand
atwhatcost?"

DepartmentofConservationandNaturalResourcesSecretaryCindyAdamsDunnThursday
announcedthatthedepartmentwillholdanopenhouseonSeptember22tobegintotalkwith
localresidentsaboutplansforthefutureof
RyersonStationStatePark
inGreeneCounty.
DCNR,alongwiththeReVisionRyersonStationStateParkTaskForce,isworkingto
determinewhatfeaturesarepossibleattheparktorestoreopportunitiesforlocalresidentsand
visitorstoenjoytheoutdoors.
"Publicinputandparticipationisessentialtothisprocessandwehavebeenimpressedby
theideassofarandthewillingnessfromcommunitymemberstoseetheparkinadifferentway,"
Dunnsaid."Outdoorrecreationhassomanybenefitstoourcommunitiesandeconomy,andwe
wantthoseopportunitiestoexistforresidentsandvisitorsinGreeneCounty."
DukeLakeatRyersonStationStateParkwasdrawndowninJuly2005forsafetyreasons
afterinspectionsofthedamrevealedseepageanddamfoundationmovement.
Replacementofadam
thatcreatedthelakeiscurrentlynotpossiblebecauseofcontinued
groundmovementandanunstablefoundation,resultinginthedepartmentwithdrawingitspermit
applicationtorebuildthestructure.
OnAugust19,ataskforcemadeupofstateandlocalofficialsandstakeholdersmetto
discusstheproject.Thegroup,originallytheDukeLakeTaskForce,renameditselfthe
ReVisionRyersonStationStateParkTaskForce.
HarryGillispie,acochairmanofthetaskforce,said"Thetaskforceiseagertobegin
reenvisioningtheparkandbuildingnewattractionsatRyerson.Weareworkingonanew
approachtomaketheparkattractivetobringresidentsbackoutdoorstothepark,andattract
visitors."
Gillispienotedthatitemssuchasbuildinghikingandbikingtrails,updatingthe
campgrounds,andimprovingthepoolmaybeabletobecompletedintheshorterterm,while
ideassuchasstreamrestorationandrestoringfishhabitatandaccesscouldbelongerterm

efforts.
ThemeetingonSeptember22willbeheldfrom4:30to6:30p.m.andfrom7:00to9:00
p.m.attheWestGreeneMiddleSeniorHighSchoolAuditorium.Therewillbeshort
presentationsat4:30and7:00p.m.,andtheopportunityforcitizenstocirculatetoinformation
stationsandtalkwithDCNRstaffaboutoptionsandideas.
Afacilitatorisassistingwiththerevisioningprocessthatwillincludepublicsurveysand
additionalmeetings.
InApril2013
,DCNRandConsolEnergy,Inc.settledalawsuitrelatedtotheimpactof
longwallminingintheareaonthedam.Accordingtosettlementterms,theCommonwealthhas
noadditionalrecourseagainstConsolforanymovementordestabilizationofthedam.
Sincethesettlementpaymentwasnotrestrictedtoonlyrebuildingthedam,DCNRhas
theopportunitytousethesettlementmoneytodootherthingsinthepark.
Theallocationfordamreconstructionwasestimatedatabout$25million.Thatamount
hasbeenencumberedthroughthecapitalbudgetprocess.DCNRisworkingtoensureitcanbe
usedforotherinfrastructureprojectsatRyersonStationStatePark.
RyersonStationStatePark
hasaswimmingpoolrusticcampingandcampingcottages
environmentaleducationprogramsinthesummerisopenforhuntingandprovideslotsof
winteractivities.

AgricultureQuarantines2ndBerksCountyTownshipForSpottedLanternfly

BerksCountyhasanothertownshipunderquarantineduetothe
SpottedLanternfly
.Theinvasiveinsect,whichwasnewtothe
UnitedStateslastfall,continuestoimpactthecounty.
ThelatesttownshiptobeaddedtothequarantinezoneThursday
isLongswampTownship,whichalsoincludestheboroughof
Topton.Colebrookdale,District,Earl,Hereford,Pike,Rockland
andWashingtontownshipsandtheboroughsofBallyand
Bechtelsvillewerealreadyunderquarantine.
WhilewehaveseenthespottedlanternflyrecentlymoveintoColebrookdaleandnow
LongswampTownships,thesewerenotunexpectedgiventheproximityofthetownshipstothe
corezone.Bothfindswerefoundontheborderoftownshipsalreadyinthequarantinezone,
saidAgricultureSecretaryRussellRedding.Aswecontinuetosurveythearea,thereisalways
thepossibilitythatwemayseethatthepesthasspreadbeyondtheinitialquarantinezone.But

thisiswhywesurvey.Thiswayweknowwhereitisandwheretofocusoureffortstoeliminate
theinvasivepest.
Anecdotally,surveyorshaveseenthenumbersdecreaseintheoriginalquarantinezone.
Thegeneralquarantinerestrictsmovementofanymaterialorobjectthatcanspreadthe
pest.Thisincludesfirewoodorwoodproducts,brushoryardwaste,remodelingorconstruction
materialsandwaste,packingmateriallikeboxes,grapevinesfordecorativepurposesoras
nurserystock,andanyoutdoorhouseholdarticleslikelawnmowers,grills,tarpsandanyother
equipment,trucksorvehiclesnotstoredindoors.
BusinessesinthegeneralquarantineareaneedtoobtainaCertificateofLimitedPermit
fromthedepartmentinordertomovearticles.Criminalandcivilpenaltiescanbeimposedfor
violationsbybusinessesorindividuals.
TheSpottedLanternfly,whichhasnoknownimpactstohumanhealth,isaninchlong
black,redandwhitespottedpestandisnativetoChina,India,JapanandVietnam.Itsan
invasivespeciesinKorea,whereithasattacked25plantspecieswhichalsogrowin
Pennsylvania.
SpottedLanternfly,Lycormadelicatula,attacksgrapes,apples,pinesandstonefruits.It
oftenattachestothebarkofTreeofHeavensometimesreferredtoasParadiseTreean
invasivespeciessimilartoSumacthatcanbefoundaroundparkinglotsoralongtreelines.
Adultsoftenclusteringroupsandlayeggmassescontaining3050eggsthatadhereto
flatsurfacesincludingtreebark.Freshlylaideggmasseshaveagreywaxymudlikecoating,
whilehatchedeggsappearasbrownishseedlikedepositsinfourtosevencolumnsaboutaninch
long.
TreesattackedbytheSpottedLanternflywillshowagreyorblacktrailofsapdownthe
trunk.
Thedepartmentcontinuesitsinvestigationofboththequarantinedandneighboringareas
toassessthepestsspreadandimpact.Asanaddedprecaution,surveillancecrewsbegan
monitoringLehighandMontgomerycountiesinJulytoensurethattheSpottedLanternflyhad
notspreadbeyondBerksCounty.
AllPennsylvaniansareencouragedtowatchfortheSpottedLanternflyandofferedthe
followingsuggestions:

Congresshasachancetosaveit.
Youmaynothaveheardofasmall,butvitalfederalprogram,butyou

havesurelybenefitedfromit,whetheryouenjoythegreatoutdoorsornot.
Ifyouenjoycleanwater,freshair,healthylands,vibrantcommunitiesandarobust
economy,you'vebenefitedfromtheLandandWaterConservationFund.
AndunlessCongressactssoon,it'sabouttoexpire,leavingyou,meandeveryAmerican
withanenormouslostopportunitytofurtherinvestintheverythingsthatwecherishmost.
Since1965,theLandandWaterConservationFund(LWCF)hasusedasmallpercentage
ofrevenuefromoffshoreoilandgasdrillingtoinvestinlands,water,recreationandworking
landscapes.LWCFusesnotaxpayerdollars.
None.
Itsinvestmentshavecreatedorenhancedlocalandstateparks,workingfarmsand
forests,wildliferefuges,nationalforests,historicbattlefields,culturalsitesandaccessfor
huntingandfishing.
Thoseinvestmentshavebeenmadenearyou.Pennsylvaniahasreceivedapproximately
$295millioninLWCFfundingoverthepastfivedecades,protectingplacessuchasthe
Flight93
NationalMemorial
,
GettysburgNationalMilitaryPark
,
ValleyForgeNationalHistoricalPark
,
AppalachianNationalScenicTrail
,the
AlleghenyNationalForest
,andmorerecentlythe
Cherry
ValleyNationalWildlifeRefuge
.
Fundinghashelpedall50statesand98percentofallU.S.counties,supportingthe
protectionof3millionacresofrecreationlandsandmorethan29,000recreationfacilities,
matchedbylocalmoniesanddrivenbylocalpriorities.
Acrossthecountry,nationalparks,refuges,andforestshavebeencreatedorenhanced
throughLWCFfunding.Thesenationallandsprotectourhistorytheyensureoutdoorrecreation
opportunitiesthattallyupsome407millionvisitseachyeartheysecureopportunitiesfor
fishing,hunting,hikingandcountlessotheractivities.
WhenCongressauthorizedthefun50yearsago,lawmakersdidsoknowingthatoutdoor
recreationisfundamentaltoourwellbeingandhealthycommunities.
Andwenowbetterunderstandthathealthynaturalplacescanhelpsafeguardour
communities.Forestsserveasnaturalfiltersforourdrinkingwater.Saltmarshesandshellfish
reefscanblunttheimpactofcoastalstorms.
HealthyLands,VibrantEconomy
Theseinvestmentsnotonlyenhanceandsafeguardourwayoflife,theyenhanceour
economy.
Hunting,fishing,campingandotheroutdoorrecreationactivitiescontributeatotalof
$725.5billionannuallytotheeconomy,supporting6.15millionjobs(oneofevery20jobsinthe
UnitedStates)andstimulating8percentofallconsumerspending.
Therippleeffectofoutdoorrecreationactivitiesisevengreater,withanestimated
economicimpactof$1.2trillionandanestimatedemploymentimpactof12millionjobs
annually.
Thateconomicimpactisrealfromthelocalscalefromanangler'spurchaseofbaitand
sodatothecollectivestrengthofmillionsofoutdoorrelatedpurchaseseachyearthroughout
thecountry.
TheOutdoorIndustryAssociationhasfoundthatactiveoutdoorrecreationgenerates
$21.5billionannuallyinconsumerspendinginPennsylvania,supports219,000jobsacrossthe
statethatgenerate$7.2billioninwagesandsalaries,andproduces$1.6billionannuallyinstate
andlocaltaxrevenue.

Itallsoundsgreat,right?
TheChallengetoSaveLWCF
Well,theLWCFisinserioustrouble.Butrightnow,wehaveaslimopportunitytosave
it.
TheLWCFissettoexpireonSeptember30.IfCongressdoesnotreauthorizeLWCF,we
can'tcontinuetomakethesewiseinvestmentsinourgreenspaces,ourparksandtrails,the
placesthatmakeourselvesandourcommunitieswholeandhealthy.
Andwhiletheprogramisauthorizedtoreceiveasmallpercentageofoffshoreoilandgas
revenuesupto$900millionperyearmostofthosefundshavebeendivertedelsewhere.With
Americalosing1millionacresofworkingfarms,forestsandrancheseachyear,it'scriticalthat
LWCFreceiveitsfullfundingforfuturegenerations.
AsSept.30comesnear,yourCongressionalrepresentativesneedtohearfromyou.
ManyofPennsylvania'slawmakershavebeensupportiveofrenewingLWCF,andithas
historicallyhadstrongbipartisansupport.
Butsincethisneedssuchurgentaction,Congressneedstoheartodayhowmuchtheir
constituentsvaluetheLWCFforallitdoestohelpoureconomy,safeguardourcommunitiesand
improveourwayoflife.
Theclockisticking.IhopemyfellowPennsylvanianswillspeakup,andthatour
representativesinCongresswillhelpensurequickactiontorenewandfullyfundthiscritical
program.

SFIandtheNWTFagreetorecognize,supportandpromoteprogramsofcommon

Waterqualitystaffmonitoredanearbypondandstreamforcontamination.
Stafffromtheminingprogramgaveinvestigatorsvaluableinformationonsitegeology
becausetheplanecrashedonpartofareclaimedsurfacecoalmine.Thesite,afterall,wasa
crimesceneandithadtobeinvestigatedcarefully.
DEPstafffrommanyprogramswererotatedinandoutofthesiteforweeksdealingwith
environmentalissuesthere.Therotationwasnecessarynotonlybecauseofthework,but
becauseitwasdifficulttobeatthesiteofsuchtragedyforverylong,especiallyduringvisitsby
thefamiliesofthosewhoperishedinthecrash.
Althoughasmalltowngrewupatthesiteofthecrashwithhundredsofpeople,trailers,
ATVsandequipment,everytimeacarorbuscarryingfamiliescametothelittlevillageit
becameveryquietandstillasthefamiliespassedthrough.

Oneincidentinparticularaffectedmanypeople.Onaroutineruntotakewatersamples,
twoDEPstaffersfoundanearlyintactBible,itselfamiracle,withanoteinside.Itwasfromone
ofthepassengerswritingtoalovedoneforthelasttime.
DEPandPennsylvaniaofferedstaffandequipmentsupporttoNewYorkCitytohelp
themdealwithairquality,wasteandotherenvironmentalissuesinandaroundtheWorldTrade
Centersite.
AgoodexamplewasfieldingarequesttoallowlandfillsinPennsylvaniatostayopen
longertoallowregulartrashfromthecitytobedisposedofhere.Regularserviceslikegarbage
pickupweresignificantlydisruptedbythemonumentalresponsetothetragedythere,something
basicthatyoujustdon'tthinkabout.
IntheweeksafterSeptember11,DEPemployeesagainplayedkeyrolesinhelpingto
respondtothescarecreatedbytheanthraxattacks,runningdownpotentialthreatstopublic
watersupplies,dams,nuclearpowerplantsandotherinfrastructure.
Emergencyresponseproceduresandlocalstateemergencymanagementpartnershipsput
inplaceinPennsylvaniaafterfloods,mineaccidentsandthe1979accidentatThreeMileIsland
servedtheCommonwealthwell,albeitafterthosehardlessons.
Manypublicemployeesandvolunteersfromfirstresponders,local,stateandfederal
governmentswillrememberthatday,butthosewhowerethereatthecrashsiteofFlight93on
thatdayandthemanydaysthatfollowedhaveaveryvividandpersonalmemoryofwhat
happened,justlikeallthoseattheWorldTradeCenterandthePentagon.
