Statement of work
1. Description and Scope
a. Summary of Work Requested
This SOW is written in order to satisfy the requirements of the contract between
the City of Culcutta (Kolkata) and the Contractor chosen in the bidding process. The
work entails the construction of a single route line Metro system with 17 stations as part
of the Citys Mass Rapid Transit System plan to eleviate traffic congestion .
b. Deliverables

Pre-Project Meeting/Schedules

Team Members ready to work

Services, Materials, and Equipment requirements agreed upon

List of required Permits, Blueprints, and Certifications obtained by client

c. Expected Benefits

Relocation Bonus, Housing and allowances, Private schools, and Primary


Care Health Facilities available for all workers and their immediate
families.

Possible contract renewel for further expansion projects of Metro System

Early completion bonus of an amount TBD at a later date per employee for
coming in under the deadline date.

Contractor will also provide professional level services, labor,


materials, tools, machinery, and equipment required for the project.

Pre and Post-Traffic control measures will be verified and


implemented by Contractors Team.

3. Change management process

Any changes to any aspect of the project will be submitted as a


proposal for change to include a budget and justification through
the appropriate channels, all changes must be approved prior to
any alterations to the project are implemented.

4. Engagement related expenses

Budgeting will be explained at a later time.

The terms and conditions of the Professional Services Agreement apply in full to the
services and products provided under this Statement of Work.

The main problem that the Metro Project faced was not bad luck but simply a failure in
planning on the part of the Project Manager. This was evident when you first look at the case
study and see that construction started in the center of the route line instead of one of the
terminating ends of the line. Also a major problem was the fact that the funding was not
sufficient and obviously was not secured for the project. There was no planning for the rerouting
of traffic in order to move heavy equipment for the construction project. Amoung the things not
planned for were;

Exclusive possession of the site was not possible


Traffic could not be fully diverted from the roads
Uncharted utilities (sewer, water, gas mains, phone, and electric cables)
Shops around the site had to be provided with view and approach

Another problem is that the labours saw the benefits of having housing, schools, and medical
centers readily available to them while they were on the project and there was no motivation for
them to complete the project on time, and saw this as an opportunity to milk the situation.
