1. Description and Scope
a. Summary of Work Requested
This SOW is written in order to satisfy the requirements of the contract between
the City of Culcutta (Kolkata) and the Contractor chosen in the bidding process. The
work entails the construction of a single route line Metro system with 17 stations as part
of the Citys Mass Rapid Transit System plan to eleviate traffic congestion .

The main problem that the Metro Project faced was not bad luck but simply a failure in
planning on the part of the Project Manager. This was evident when you first look at the case
study and see that construction started in the center of the route line instead of one of the
terminating ends of the line. Also a major problem was the fact that the funding was not
sufficient and obviously was not secured for the project. There was no planning for the rerouting
of traffic in order to move heavy equipment for the construction project. Amoung the things not
planned for were;

Another problem is that the labours saw the benefits of having housing, schools, and medical
centers readily available to them while they were on the project and there was no motivation for
them to complete the project on time, and saw this as an opportunity to milk the situation.
