8.2.3 Main rehabilitation works

I would propose to adopt option A, B and C. Views from other stakeholders may
be sought
01: Mosque
No rehabilitation is required. Agreed
02: UNICEF, VIP Latrine
The whole place stings. This needs to be dismantled from Public Health perspective
03: Physiotherapy
Repair the cracks with cement and motor and give a fresh coats of paint.
04: Incinerator
It being used and appears perfectly fine. Lets change the chimney only.
05: Male Surgical Ward
No tiles are required. We need to fix taps and wash basin. Carry out other repairs.
06: Unfinished laboratory
We will have light roof structure (beams and purlin) and CGI sheet to avoid
unwanted load and likely cracks in future. Flooring and concreting as usual.
Washbasin to be installed where necessary. The unfinished building looks fairly
strong. The Laboratory Department should move in it, once completed.
07: Mental health building:
The building needs to be retained as psychiatric word. Hospital has several stores.
Equipment things/items from this ward are to be moved into actual stores. We will
ask hospital to lead the change.
08: EPI store
Will go to RHO once the new building is completed. Minor repairs to be carried out.
This could be given VCT and SHIFAT Program Manager, now located adjacent to
OPD. The present VCT room could be used as OPD extension. Moving VCT and PM to
another location was also suggested to Hospital Director. We dont need to have
additional structure in OPD area.
09: Store
This should be repaired as there will be future expansion and space requirement.
This store is centrally located and is convenient. A new construction would be
expensive.
10: Kitchen
I do not suggest any thing in kitchen. If need arises in future the present diet store
could be moved to adjacent location and adjustment made.
11: Laboratory
I feel that this entire Laboratory will move to new/unfinished building. We may
repair this and hospital administration may decide as what to do.
12: Female Medical Ward
Lets not put tiles as we are not doing for any of the ward, I believe. If we propose
tiles, then entire wards are to be tiled. Undertake whatever repairs are required
including installation of taps/washbasin/repair/painting.
As far as I know tiles are mostly used in delivery rooms, OT, wash basin, bathrooms
wall etc. I have seen tiles mostly slippery and may cause injury. Views from other
Stakeholders is essential.
13: Laundry

Carryout the repairs and build a drying shed. This shed could decongest present
laundry.
14: Maternity Ward
Carryout all repairs. I do not suggest tiles on the floor but could be in the bathroom
walls. A new ceiling is essential. Views of other Stakeholders may also be
considered.
15: Theatre
Rebuild the crack wall adopting technology available as hospital cannot function
without an OT. Repair and refurbish as necessary.
The other alternative is build a new one, continue to use present OT and repair it to
be used for other purposes once the new OT comes up. Views from other
members may be sought.
16: Pediatric Ward
Change of ceiling, repairs of wall, fixing of taps/washbasin are suggested wherever
essential. Suggestion to have new toilet, shower and septic tank if essential. Tiles
on the floor could be slippery. If we have solar heating other wards like maternity
may need to have. Discussion with other stake holders mays allow us to
come to the conclusion
16: Man Surgical Ward
Except minor repair/replacement of washbasin, taps etc no other activities are
suggested.
17: X-Ray
Agreed on suggestion. If it is possible lets not demolish the building. We will reequip
the X-ray room.
18: OPD
We could move VCT and the Office of the PM, SHIFAT to new location and provide
this space for consultation.
Have washbasin, water supply etc. to be replaced.
Other stake holders should comment on reroofing and demolishing and a
new construction.
19: Consultation
As they are located in OPD, the suggestion is in line with OPD department.
20: Administration Building
If there is any way to save this building lets save it. We will be short of space if we
dismantle so many buildings. Carryout major repairs, have partitions wherever
necessary. Other stake holders should comment feedback.
21: Morgue
Carry out repairs as necessary.
22: Mechanical workshop
Undertake the necessary rehabilitation and replacement of items as suggested.
23: Generator room
Carryout repairs as suggested.
24: Stores
We undertake minor repair.
25: OPD waiting shed
Should be sufficient if we move some of the OPD services to present VCT/SHIFAT
rooms.

26: RHO Building

This is new. No comment.
27: Water Supply
Water expert/Engineer may suggest. To me it is fine.
28: Electricity Supply
Let Engineer suggests after the study. The Hospital Director says there is no
problem with the supply.
Health and Safety etc are probably covered in bidding documents.

A borehole and rain harvesting facilities need to be in place considering prevailing

climatic conditions including rainfall pattern in Las Anood, Sool Region. This may
entail additional cost initially, but in the long run it may reduce operational cost and
offer a permanent solution to water woes in the hospital.
All GI pipes/polythene pipes, taps, washbasin etc requiring replacement in wards
and other units have to be incorporated in the BoQ.
