01010 - Summary of Work

Part 1: General

1 01

Summary

This section describes the Works to be performed under this Contract. Detailed requirements and extent
of the Works are stated in the applicable Specification sections and as mentioned in the Contract
Documents.

Organization and Interpretation of Contract Documents


The Contract Documents establish the performance, quality requirements,
location and general arrangement of materials and equipment, and establish the
minimum standards for quality of workmanship and appearance.
Should there be questions concerning the applicability or interpretation of a
particular section or Drawing, such questions should be directed to the Engineer.
Any part of Works that is necessary, or required to make each installation or item
of work satisfactory, operable and fit for its intended purpose, even though it may
not be specifically included in the Specifications or in the Drawings, shall be
performed as incidental work as if it were described in the Specifications and
shown in the Drawings.

Area Use Plan


The Contractor shall submit to the Engineer, within 15 calendar days after issue
of the Notice to Commence, an Area Use Plan, designating intended use of the
areas within the Project boundaries. This plan shall include, but not limited to, the
following: drawings showing temporary electrical installations; temporary water
and sewage disposal installations; construction plant and installations; material
storage areas; access roads, parking areas, security services, temporary fences
and gates disposal areas and office facilities. The Contractor shall not begin
construction of the mobilization facilities prior to the acceptance of the Area Use
Plan described above, by the Engineer.

Dust Control
The Contractor shall be required to control objectional dust in the work areas,
access roadways, by means of controlled vehicles speed and dust palliatives.
Vehicles transporting sand, cement, gravel or other materials creating a dust
problem shall be covered, as directed by the Engineer, or in accordance with
local laws.

Cleaning Up
The Contractor shall keep the premises free at all times from accumulations of
waste materials and rubbish. Construction materials shall be neatly stacked.

Care and Protection of Property


The Contractor shall provide protection for the public and for the preservation of
all public and private property, and use every precaution necessary to prevent
damage thereto. If any direct or indirect damage occurs to public or private
property by or on account of any act, omission, neglect, or misconduct in the
execution of the Works, the Contractor shall restore such property to a condition

similar to that existing before the damage was done, or make good the damage
in another manner acceptable to the Engineer.
The Engineer's review/approval of the Contractor's methods of construction shall
in no way relieve the Contractor of his fundamental responsibilities to select and
implement appropriate methods of construction, to provide all protection
necessary for the preservation of all public and private property and to make
good any damage that occurs as a direct or indirect result of the construction
operations.

Nuisance Caused by Littering of Public Areas


The Contractor shall be responsible for any nuisance by littering of the public
streets with earth, mud, debris, and the like, falling off vehicles used for the
purpose of the Works. Failure to comply with this requirement will permit the
Engineer to employ labors or take other necessary action to comply with antilittering requirements, and the cost incurred thereby will be deducted from any
sums due or to become due to the Contractor.

Mock-Up for Identical Units


For the purpose of the Engineers check and approval on the materials, suppliers
and workmanship, the Contractor will prepare and establish complete mock-up
for identical building units to reflect the final installing and finishing of all fixed
furniture; electrical and electromechanical items including lighting, low current
systems, HVAC, plumbing, fire fighting, fire alarm; finishing patterns; doors and
windows including hardware; reflected ceiling; and all other fixtures as complete
finished for handing over.
The Contractor shall be responsible without extra cost to incorporate any
modification that may be requested by the Engineer on the mock-up due to any
rectification required or change in the location or the type of the furniture,
connections, electromechanical items, doors, etc. until the Engineers approval is
obtained.

English Speaking Representative


At all times when any performance of the Works at the Site is being conducted by
any employee of the Contractor or his subcontractors, the Contractor shall have
a representative present on Site who has the capability of receiving instructions
in English language, written and verbal, and explaining the work operations to the
persons performing the work in Arabic. The Engineer shall have the right to
determine whether the proposed representative has sufficient technical and
lingual capabilities, and the Contractor shall immediately replace any individual
not acceptable to the Engineer at no cost.

Construction Risk Management Program (CRMP)


The Contractor shall develop and submit to the Engineer for acceptance, a
Construction Risk Management Program (CRMP) to establish a "base-line" of
prior existing conditions in the work Site and those areas adjacent or otherwise,
to the work Site which can be affected in some manner by the Works.
The Engineer shall not issue the Notice to Commence until the Contractor has
submitted the CRMP and received the Engineer's final acceptance of the CRMP.

The Contract is based entirely on unit rate as stipulated in the Contract Documents, unless otherwise
indicated.
Final design based on the preliminary design as indicated in the Contract Documents is part of the
Contract.

Award of Contracts

The Employer has awarded or will award a contract or contracts as indicated below.

Employer's Responsibilities:
01.0 Employer will arrange for and deliver reviewed Shop Drawings, Product
Data, and Samples, to the Contractor.

03.0 On delivery, Employer will inspect products jointly with the Contractor.
04.0 Employer will submit claims for transportation damage and replace
damaged, defective, or deficient items.

Measurement and payment methods and procedures delineated in the individual Sections of Division 02
to Division 16 complement the requirements of this section. In the event of conflict, the requirements of
the individual specification section shall prevail.
. The Engineer will verify all final measurements and quantities.

1 03 Unit Quantities Specified


Quantities indicated in the Bills of Quantities are for bidding and payment purposes only. Quantities
supplied or placed in the Work and verified by the Engineer will determine all payments entitled by the
Contractor unless otherwise indicated.
If the actual Work requires more or fewer quantities than those quantities indicated in the Bills of
Quantities, the Contractor shall provide the required quantities at the unit rate inserted in the Bills of
Quantities for the relevant items unless otherwise indicated.

Measurement Devices:
01.0 Weigh Scales: Inspected, tested and certified by an independent Agency
within the past year unless otherwise indicated.
02.0 Platform Scales: Of sufficient size and capacity to accommodate the
conveying vehicle. Platform scales shall be tested and certified by an
independent Agency within the past year unless otherwise indicated.
03.0 Metering Devices: Inspected, tested and certified by an applicable
independent Agency within the past year unless otherwise indicated.

Measurement by Weight:

Reinforcing steel, rolled or formed steel or other metal shapes will be measured by handbook weights.
Welded assemblies will be measured by handbook or scale weight.

Measurement by Volume:

Measured by cubic dimension using mean length, width and height or thickness.

Measurement by Area:

Measured by square dimension using mean length and width or radius.

Linear Measurement:

Measured by linear dimension, at the item centerline or mean chord.

SI Units

All measurements shall be made and presented in SI units.

1 05 Payment

Payment Includes

Full compensation for all required labour, products, tools, equipment, plant, transportation, services and
incidentals; erection, application or installation of an item of the Work; ancillary works, overheads and
profit.

Final Payment

Final payment for Work governed by unit rate will be made on the basis of the actual measurements and
quantities accepted by the Engineer multiplied by the unit rate for all works which are incorporated in or
made necessary by the Work.

1 06 Defect Assessment
Replace the Work, or portions of the Work, not conforming to specified requirements.
If, in the opinion of the Engineer, it is not practical to remove and replace the Work, the Engineer will
direct one of the following remedies:
- The defective Work may remain, but the unit rate of the defective work will be
adjusted to a new rate at the discretion of the Engineer.
- The defective Work will be partially repaired according to the instructions of the
Engineer, and the unit rate will be adjusted to a new rate at the discretion of the
Engineer.
The individual specification sections may modify these options or may identify a specific formula or
percentage price reduction.
The decision of the Engineer to assess the defect Work and identify payment adjustment is final.

1 07 Non-Payment for Rejected Products and Work


Payment will not be made for any of the following:
01.0

Products and work wasted or disposed of in a manner that is not


acceptable.

02.0

Products and work determined as unacceptable before or after


placement.

03.0

Products and work placed beyond the lines and levels of the required
Work.

04.0

Loading, hauling, and disposing of rejected Products.

The individual Specification sections may modify these options or may identify a specific formula or
percentage price reduction.

General Procedures

The Engineer will advise of minor changes in the Work not involving an adjustment to Contract Price or
Contract Time by issuing supplemental instructions.
The Engineer may issue a Notice of Variation/Change which includes a detailed description of a proposed
change with supplementary or revised Drawings and specifications, a change in Contract Time for
executing the change and the period of time during which the requested price will be considered valid.
Contractor will prepare and submit an estimate within 3 days unless otherwise indicated.
The Contractor may propose a variation/change by submitting a request for change to the Engineer,
describing the proposed change and its full effect on the Work, with a statement describing the reason for
the change, and the effect on the Contract Price and Contract Time with full documentation and a
statement describing the effect on Work by separate contracts or other contractors.

Unit Rate Variation/Change Order


01.0

For pre-determined unit rate and quantities, the Variation/Change Order


will be executed on a fixed unit rate basis.

For unit costs or quantities of units of work, which are not pre-determined,
execute Work under a Construction Variation/Change Directive.

03.0

Changes in Contract Price or Contract Time will be computed as


specified for Force Account Variation/Change Order.

Force Account Variation/Change Order

Submit itemized account and supporting data after completion of change, within time limits indicated in
the Conditions of the Contract.
The Engineer will determine the change allowable in Contract Price and Contract Time as provided in the
Contract Documents.
Maintain detailed records of work done on Force Account basis.

1 03 Construction Variation/Change Directive


01.0

The Engineer may issue a document, signed by the Employer, instructing


the Contractor to proceed with a change in the Work, for subsequent
inclusion in a Variation/Change Order.

The document will describe changes in the Work, and will designate
method of determining any variation/change in Contract Price or Contract
Time.

Provide full information required for evaluation of proposed changes, and


to substantiate costs of changes in the Work. Maintain detailed records of
work done on a force account basis.

1 05 Submittals
Submit name of the individual authorized representative of the Contractor to receive variation/change
documents, and be responsible for informing others within the Contractor's organization or the
Contractor's Subcontractors of changes to the Work.
Promptly revise Bills of Quantities and Application for Payment forms to record each authorized
Variation/Change Order as a separate line item and adjusts the Contract Price accordingly.
Promptly revise progress schedules to reflect any change in Contract Time, revise sub-schedules to
adjust times for other items of work affected by the change, and resubmit progess schedule.
Promptly enter all variation/changes in Project Record Documents.

1 06 Execution of variation/Change Orders


The Engineer will issue Variation/Change Orders for signatures of parties as provided in the Conditions of
the Contract.

The Contractor shall submit as an appendix to his bid:

structure.
02.0 Details of differences to base price and Contract time between base bid and the
alternative
03.0 Details in changes in Quantities in other Sections required if the alternative is
selected.
04.0 Estimates of differences in maintenance and replacement costs between the
base bid and the alternative.
The above are required to facilitate the choice of alternatives by the Employer.
Alternatives will be reviewed and accepted or rejected at the Employers and/or
Engineers discretion before or after Contract award.

may be administered by the Employer, the Engineer, or the Contractor.

1 02 Co-ordination and Site Conditions


01.0 Co-ordinate scheduling, submittals, and Work of the various Sections of the
Project to ensure efficient and orderly sequence of installation of interdependent
construction elements, with provisions for accommodating items installed later if
required.
02.0 Verify utility requirements and characteristics of operating equipment are
compatible with building utilities. Co-ordinate work of various Sections having
interdependent responsibilities for installing, connecting to, and placing in
service, such equipment.
03.0 Co-ordinate space requirements, supports, and installation of mechanical and
electrical Work, which are indicated diagrammatically on Drawings. Follow
routing shown for pipes, ducts, and conduit, as closely as practicable; place runs
parallel with lines of building. Utilize spaces efficiently to maximize accessibility
for other installations, for maintenance, and for repairs.
04.0 Co-ordinate completion and clean-up of Work of separate Sections in preparation
for Preliminary Handing-over and for portions of Work designated for Employer's
occupancy.
05.0 After Employers occupancy of premises, co-ordinate access to Site for correction
of defective Work and Work not in accordance with Contract Documents, to
minimize disruption of Employer's activities.

1 03 Pre-construction Meeting
01.0 The Employer or the Engineer will schedule a meeting after Notice of
Award/Letter of Acceptance.

1 04 Site Mobilization Meeting


01.0 The Employer or Engineer will schedule a meeting at the Project Site prior to
Contractors occupancy.
02.0 Attendance required: Employer, Engineer, Special Consultants, Contractor,
Contractor's Site Manager, and major Subcontractors unless otherwise indicated.
03.0 Agenda will include but not be limited to:
-Use of premises by Employer and Contractor.
-Employer's requirements and occupancy.
-Construction facilities and controls provided by Employer.
-Temporary utilities provided by Employer.
-Survey and layouts.
-Security and safety.
-Schedules.
-Procedures for Quality Assurance and Quality Control.
-Procedures for maintaining record documents.
-Requirements for start-up of equipment.
-Inspection and acceptance of equipment put into service during construction
period.
04.0 Record minutes and distributes copies within two days after meeting to
participants, with one copy to the Employer, Engineer, and those affected by
decisions made unless otherwise indicated.

1 05 Progress Meetings
01.0 Contractor shall propose to the Engineer and administer meetings throughout
progress of the Work at maximum monthly intervals unless otherwise indicated.
02.0 The Engineer will make arrangements for meetings, prepare agenda with copies
for participants, and preside at meetings.

1 06 Pre-installation Meeting
When required in individual specification sections or by the Engineer, convene a pre-installation meeting
at the Site unless otherwise indicated prior to commencing work of the Section.
Require attendance of parties directly affecting, or affected by, work of the specific Section.
Notify the Engineer three days in advance of meeting date unless otherwise indicated.
Prepare agenda and preside at meeting:

02.0 Review co-ordination with related work.
03.0 Record minutes and distribute copies within two days after meeting to
participants, with one copy to the Employer, Engineer, participants, and those

Nominate a professional land surveyor acceptable to the Engineer to perform survey work.

1 03 Submittals for Review


On request, submit documentation verifying accuracy of land survey work.
Submit a copy of drawings signed by the land surveyor and showing that the elevations and locations of
the Work are in conformance with Contract Documents.

1 04 Project Record Documents


Maintain a complete and accurate log of control and survey work as it progresses.
On completion of foundation walls and major site improvements, prepare a signed survey illustrating
dimensions, locations, angles, and elevations of construction and site work.

1 05 Survey Reference Points


Survey control and reference points shall be located, established and protected by the Contractor.
Promptly report to the Engineer the loss or destruction of any reference point or relocation required
because of changes in grades or other reasons.
Replace dislocated survey control points based on original survey control. Make no changes without prior
written notice to the Engineer and receiving approval of the same.

Jurisdictional Authorities

The Contractor shall adhere to all requirements of jurisdictional authorities in the Work and in the
employment of personnel. Such adherence shall extend to all work performed for the works both on-site
and off-site.
Where reference is made to jurisdictional authorities, or, local authorities, or authorities having
jurisdiction, or similar terminology it shall mean all authorities which have within their constituted
powers the right to enforce the laws of Great Socialist People's Libyan Arab Jamahiriya. Requirements
of jurisdictional authorities shall apply to the works in precedence to the requirements of the Contract
Documents, except those more stringent requirements of the Contract Documents shall take
precedence over requirements of jurisdictional authorities.

Local Laws and Regulations


Taxes

The Contractor shall take due notice of the tax laws and regulations in Great Socialist People's Libyan
Arab Jamahiriya. He shall properly keep his books of account and have them audited by a licensed
auditor registered to practice in Libya. All taxes shall be paid on due date.

Custom Duties

The Contractor shall at his own expense obtain all necessary Government approvals, licenses,
certificates and the like required in conjunction with the import of any plant, materials, equipment,
components and the like under the Contract. He shall provide certificates of origin for all goods and be
responsible for loading, unloading, transporting or other physical handling of shipments of materials as
may be required for his due performance under the contract, including all movement at the customs
area and from port of entry to the site. The Contractor shall be held responsible for any illegal disposal
of items imported by him or any of his subcontractors.
Custom duties shall be included in the Contract price.

Labour

The Contractor shall comply with the local labour and insurance laws. He shall be bound by the labour
law, practices, customs and controls in regard to hiring and firing, mandatory wage scales, workman's
compensation, medical fund and insurance contributions, vacation pay, severance pay, overtime,
holiday pay, seventh (7th) day of rest in Libya, legal notice or pay in lieu thereof for laying off
employees, slowdown and curtailed schedules during religious holidays and the applicable ratio of
Libyan work force employed under the Contract in comparison to others.

Codes, Regulations, Bylaws, Standards and the Like

It shall be the responsibility of the Contractor to inform himself of any building codes, regulations,
bylaws, standards and the like or any other national, regional or municipal restrictions, which may affect
the work under the Contract. Products and execution shall conform at all times to any such building
codes, regulations, bylaws, and the like.
Reference is made to applicable publications and standards as indicated in the individual specification
Sections
The Contractor shall without additional expense to the Employer be responsible for obtaining any
necessary licenses, building permits and approvals in connection with the execution of the Works.
Contractor shall be responsible for all damage to persons or property that may occur as a result of his
fault or negligence. He shall take proper precautions to protect the work, the workmen, the public and
the property of others in strict accordance with the Contract.

Use of Explosives

The Contractor is not permitted to bring explosives on to the site for use in the works without the prior
written permission from the Employer and the Engineer. The Contractor is solely responsible for the
handling, storage and use of explosive materials should their use be permitted, and the Contractor will
indemnify and hold harmless the Employer, the Engineer and all of their agents against any or all loss,
damage, cost and expense caused by the use of explosives.

Fire Prevention and Protection and Safety


Fire Prevention and Safety

The Contractor shall enforce fire prevention methods, good housekeeping, and adherence to local fire
regulations. Provide fire extinguishers and other fire fighting services and equipment required by the
jurisdictional authorities, except where more explicit requirements are specified.
Maintain clear emergency exit paths for personnel at all time.
Use only fire resistant tarpaulins and similar protective covering on Site.

1 02 Definitions
Allowance - is a monetary amount or a quantity which is not otherwise defined by the specifications and
drawings, but which the Contractor is required to include in the project: cash allowance is a monetary
amount to cover the cost of certain items to be determined at a later time, quantity allowance calls the
Contractor to include a specified quantity of a product in the scope of the work even though the location of
the product is not defined on the drawings or in the specifications (see: Provisional Sums).
Alteration work - special procedures in connection with existing construction, products or site conditions
to integrate, extend, accommodate and assimilate the Work in accordance to the individual specification
Sections, e. g. transitions from existing walls, floors, fences, etc. (see patching).
Alternate - see alternative
Alternative - allow flexibility in bidding: is a defined portion of the work, which shall be quoted separately
and thus, provides an option for the Employer in selecting the final scope of the Project. The alternative
may be simply a choice between two materials or products or can include the deletion or addition of a
major portion of the work
Architectural design - includes preliminary and final architectural design, working- and shop drawings
and the like necessary and appropriate for the completion of the Works.
As-built drawings - final stage of approved working drawings, representing the final status of the Work
executed by the Contractor under the Contract.
Certificate - (1) issued or confirmed by a third party (an authorized, independent Agency, Laboratory,
etc.), certifying compliance with certain requirements: products, workmanship, etc. (2) Manufacturers
certificate, stating that such materials or assemblies fully comply with the requirements of the Contract.
These certificates shall be signed and stamped by the manufacturer. The application, form and
distribution of manufacturers certificates shall be as approved by the Engineer.
Variation/Change Order - issued by the Engineer as a modification to the contract in writing, including
the scope of work, quantity, price and contract time or as allowed under the Contract involved in the
change.

Contingencies - expenditures for unforeseen work or costs to be covered in the contract by allowances
or Provisional Sums.
Contract Documents All written and graphic documents forming part of the Contract and containing
legally enforceable requirements when the Contract is signed
Design - include all preliminary and final architectural and engineering design necessary and appropriate
for the completion of the Work.
Drawings - the graphic portion of the Contract Documents
Engineer - Representative of the Employer. Rights and authority of the Engineer are as defined in the
Contract Documents
Engineering design - include all preliminary and final design, in particular structural design and
calculations, field engineering, electrical and mechanical design works, except architectural design.
Equivalent - the equivalency of products, standards, etc. is subject to approval, which may preferably be
obtained by the Contractor in the course of the bidding procedure.
Fabrication manufacture of part of the work in the shop or factory
Final design - include shop and working drawings with all necessary structural, electrical and mechanical
calculations, indicating all materials, products and systems.
Force account works - is sometimes referred to as cost-plus work. The Contractor is reimbursed for the
actual cost to him of labor, materials, equipment, insurance and taxes, plus an allowance for profit and
overhead.
Indicated - information given somewhere in the Contract Documents.
Main contract - is a single contract directly agreed between Employer and Contractor for the complete
works on a site. The Contractor may employ one or more subcontractors.
Master Specifications - general specifications with alternative choices for the development of individual
project specifications.
Multiple prime contracts - more than one main contract for the same Project, with one or more
Engineers to the Employer and no single contractor will be responsible for the entire Project.
Notice of Award/Letter of Acceptance - letter signed by the Employer notifying one Bidder that he has
been selected as Contractor.
Notice of Variation/Change - letter signed by the Engineer and issued to the Contractor with a detailed
description of a proposed change (Specifications, drawings and time of execution) requesting Contractors
quotation.
Notice to Commence - stipulates the date on which it is expected the Contractor will begin the
construction and from which date Contract time will start be counted.
Patching - 1) repair work in individual specification Sections making good any failure in specified finishes
e. g. 03300 Cast-In-Place Concrete. 2) Procedures of alteration work for cutting and patching one portion
of work to accommodate and assimilate the installation of another.
Plans - see Drawings
Preliminary design - include drafts and preliminary drawings, layouts and calculations which act as the
basis for the final design
Project Co-ordinator - is responsible to the Employer in case of multiple prime contracts. The Employer
may assign one of his Engineers of the Project for this task.
Project Specifications - developed for an individual project out of general or master specifications.
Provisional Sums - is defined as a sum provided for work or for costs which cannot be entirely foreseen,
defined, or detailed at the time the tendering documents are issued (see: Allowance).
Record drawings see working drawings; related to mechanical works sometimes called record
drawings.

System description - explains the required characteristics or specific requirements not shown in
drawings or other parts of the Specification.
Working drawings - construction drawings, scaled 1:50 or larger unless otherwise indicated, used by the
Contractor as basis for the Work; developed from the final design either by the designer or the Contractor
as indicated in the Contract Documents. Finally becoming as-built drawings as part of Contract Closeout
Documents.
Work - the furnishing of all labor, materials, equipment, and incidentals necessary or convenient to the
successful completion of the Project and the carrying out of the duties and obligations imposed on the
Contractor by the Contract

Specification Format

These Specifications are organized into Divisions and sections based on Construction Specifications
Institute (CSI) 16-Divisions MASTER FORMAT
Each section acts as a portion of the Project Specification covering one portion of the total Work or
requirements.
Each section is divided in 5 Parts (General, Products, Execution, and Method of Measurement, Basis of
Payment), an additional Part for tables and figures, and an additional Part for Specified Information.

Language

If the language used in Specifications and other Contract Documents is the abbreviated type, words and
meanings will be interpreted by the Engineer as appropriate. Words that are implied, but not stated shall
be interpolated as the sense required.

1 04 Standards and Codes


1 04 01

General

Codes and referenced Standards referred to in the Specification text shall be deemed to form part of the
Contract. The Contractor shall be responsible for adherence to all requirements forming part of a
Standard.
Other Standards indicated under Part 1 of the individual Specification sections as applicable Standards,
but not referred to in the Specification text are intended to establish the quality of material and
workmanship expected from the Contractor under the Contract in case of alternatives, substitutions,
modifications, variation/change orders, additional works, etc. Compliance with such Standards may be
required and accepted by the Engineer if appropriate.
Reference Standards referred to in the Specification intend to establish minimum requirements. Material
and Work or performance exceeding those minimum requirements will be considered to conform with the
Specification.
If an equivalent Standard is submitted for approval, a copy of the full Standard shall be submitted to the
Engineer, accompanying Contractors report and indicating the equivalency between the Standards. The
Engineer will determine when an alternative Standard conforms to the intent of the referenced Standard.
All Standards, Codes and references required, referenced and approved for the performance of the
Contract shall be made available by the Contractor at Site and accessible to the Engineer.
Should specified Standards conflict with other Contract Documents, request clarification from the
Engineer must be obtained before proceeding.

Verify that demolition is complete and areas are ready for installation of new Work.
Beginning of restoration Work means acceptance of existing conditions.

3 02 Preparation
Cut, move, or remove items as necessary for access to alterations and renovation Work. Replace and
restore at completion.
Remove unsuitable material not marked for salvage, such as rotted wood, corroded metals, and
deteriorated masonry and concrete. Replace material as specified for finished Work.
Remove debris and abandoned items from area and from concealed spaces.
Prepare surface and remove surface finishes to provide for proper installation of new work and finishes.
Close openings in exterior surfaces to protect existing work and/or salvage items from weather and
extremes of temperature and humidity. Insulate ductwork and piping to prevent condensation in exposed
areas.

3 03 Installation
Co-ordinate work of alterations and renovations to expedite completion.
Remove, cut, and patch Work in a manner to minimize damage and to provide a means of restoring
products and finishes to original or specified condition as indicated.
Refinish visible existing surfaces to remain to specified condition for each material, with a neat transition
to adjacent finishes.
Complete areas, rooms, space, and finish as indicated.
In addition to specified replacement of equipment and fixtures as indicated restore existing plumbing,
heating, ventilation, air conditioning, electrical, and other systems as indicated to full operational
condition.
Re-cover and refinish Work that exposes mechanical and electrical work exposed accidentally during the
work.
Install products as specified in individual Sections or otherwise in the Contract Documents.

3 04 Transitions
Where new Work abuts or aligns with existing, perform a smooth and even transition. Patch Work to
match existing adjacent Work in texture and appearance.
When finished surfaces are cut so that a smooth transition with new Work is not possible, terminate
existing surface along a straight line at a natural line of division and make recommendation to the
Engineer.

3 05 Adjustments
Where removal of partitions or walls results in adjacent spaces becoming one, rework floors, walls, and
ceilings to a smooth plane without breaks, steps, or bulkheads.
Where a change of plane of 6 mm or more occurs, request instructions from the Engineer.
Trim existing doors as necessary to clear new floor finish. Refinish trim as required.
Fit work at penetrations of surfaces as specified.

Project Meetings

The Contractor shall schedule and hold regular progress meetings monthly and at other times as
required by the Engineer, or as required by progress of the Works.
The purpose of the meetings will be to review the progress of the Works, maintain coordination of
efforts, discuss changes in scheduling, and resolve other problems that may develop. The meetings
shall be attended by the Contractor's Site superintendent, Contractors Quality Control (CQC) System
Manager, the Engineer and the Employer or their designated representatives. Contractor may request
attendance by representatives of his suppliers, manufacturers, and other subcontractors.

Technical and Other Meetings

Technical meeting for discussing issues related to the design shall be held as required by the
Engineer, attended by the consultants. Other meetings may be held to discuss matters relative to the
Works and performance issues at the request of the Contractor, the Engineer, or the Employer.
The Engineer shall define actions required and appoint those responsible for actions and shall keep
and distribute the minutes.

01310: PROGRAM OF THE WORKS

Part 1: General
1 01

Critical Path Schedule

Within fifteen (15) calendar days after the Notice to Commence, the Contractor shall submit a critical path
schedule covering all work to be carried out on the Project. The firm or individual employed by the
Contractor to prepare the critical path schedule shall be competent and experienced in critical path
scheduling. The schedule shall be in the form of a computer implemented and modified CPM (Critical
Path Method) with an activity-on-node dependency/precedence diagram and associated listings on
computer printout and electronic files generated using Microsoft Project or Primavera Project Planner
software. The Contractor and his representative who will prepare the CPM schedule shall meet with the
Engineer and the Employer, to determine acceptability of hardware, software, and format.
The Contractor shall give careful consideration in the preparation of the milestone schedule to the
information contained in the Contract Documents.

1 02

Dependency / Precedence Diagram

The dependency/precedence diagram shall be sufficiently detailed to indicate such activities as Workshop
Drawing submittal and review, test excavation, sub-contractors' items of work, surveys and reports.
Construction activities of less than one-day duration or more than 28 days duration shall be kept to a
minimum. The diagram shall be prepared so that the final diagram will be A1 size. Each activity on the
diagram shall be labeled with the following information: description, duration, scheduled start date, latest
completion date, and total float. The critical path of activities shall be indicated on the diagram by an
easily read symbolized format acceptable to the Engineer.
One or more macro networks shall be produced, in a format satisfactory to the Engineer to accumulate
the detailed activities into larger segments of the Works, for review by the Engineer.

Listings

Two chronological listings of the information in the dependence diagram shall be prepared: one for
scheduled early start dates and one for late completion dates. In addition, a list shall be prepared
indicating activities in ascending order of total float. Each listing shall show activity numbers, description,
scheduled early start date, and duration in workdays, late completion date, and total float for each item in
the dependence diagram.

Submittals

The initial critical path schedule and subsequent revisions shall reflect the actual progress of the Works to
within seven days prior to submittal. The Contractor and his representative who prepared the schedule
shall meet with the Engineer and the Employer to review the initial schedule and each subsequent
revision. The meeting will be held in the office of the Employer or the Engineer.
The dependence diagram shall include quantified activities, which coincide with the entries of the Bills of
Quantities (Book 5). Large items of work, materials, or equipment shall be listed separately.
At least five copies of the dependence diagram, Gantt charts, and listings shall be submitted. In addition,
one disk copy of all related files in IBM compatible Microsoft Project or Primavera Project Planner format
shall be submitted. A revised construction schedule including dependence diagram, Gantt charts, and
listing shall be prepared and submitted at least every 28 days.
If the initial schedule or any subsequent revision is not acceptable to the Engineer, the schedule shall be
revised and resubmitted as many times as necessary until the schedule is acceptable to the Engineer.
Acceptance of the schedule will not be unreasonably withheld.

Workshop Drawings Schedule

At the time the initial critical path schedule is submitted, an abstract of the schedule shall be submitted
showing the items of work, materials, and equipment for which Workshop Drawings are required by the
Contract Documents. For each required Workshop Drawing, the date shall be given for intended
submission of the drawing to the Engineer to avoid delay in any activity beyond the scheduled start date.
Sufficient time shall be allowed for initial review, correction, and resubmission, final review and
acceptance by the Engineer. In no case will a schedule be acceptable which allows less than the review
time specified for each review by the Engineer.

Construction Schedule Progress Reports

At the end of each month, the number of activities that will have been completed with their actual start
and completion dates, and a list of the activities on which work will be still in progress at the time of writing
the report, and the number of Workshop days required to complete each, shall be submitted to the
Engineer.
If at any time during the Project, any activity is not completed by its latest schedule completion date, the
Engineer shall be notified within 7 days of the Contractor's plans to reorganize the work force to return to
the schedule and prevent delays on any other activity. The Employer shall require the Contractor to add
to his plant, equipment, or construction forces, as well as increase the Workshop hours, if operations fall
behind schedule.

1 07

Equipment and Materials Delivery Forecasts

The Contractor shall prepare and submit a listing of delivery forecasts for each significant
material/equipment requisition for the Works. The listing shall contain target order, shipping and receiving
dates and quantities of material/equipment for each requisition. All target dates shall be based on the
requirements established in the CPM schedule.
The target dates shall be shown on the CPM schedule with installation of material/equipment dependent
on the target delivery date. The Contractor shall update this listing every 28 days.

Progress Reports

Five copies of the progress report shall be furnished to the Engineer with each application for progress
payment. If the Works fall behind schedule, the Contractor shall submit additional progress reports at
such intervals, as the Engineer shall request.
Each progress report shall include sufficient narrative to describe current and anticipated delaying factors,
their effect on the construction schedule, and proposed remedial and corrective actions. Any work
reported complete, but which is not readily apparent to the Engineer, shall be substantiated with
satisfactory evidence.
Each progress report shall include a copy of the construction schedule progress report.

Schedule of Payment

Within 28 days after receipt of the Letter of Acceptance from the Employer, the Contractor shall furnish to
the Engineer five copies of a schedule of estimated monthly payments. The schedule shall be revised
and resubmitted each time an application for payment varies more than 10 percent from the estimated
payment schedule. The schedule shall be in a form satisfactory to the Engineer, shall be consistent with
the resource loaded construction schedule and provisions of the Contract, and shall be in sufficient detail
to permit the Engineer to prepare a cash flow projection for the Employ.

ENGINEERING DATA

1 01

General

Engineering data covering all equipment, material, fabricated materials and design, which will become
part of the Works shall be submitted to the Engineer as specified in the applicable section and herein, for
review. Data shall include drawings and descriptive information in sufficient detail to show the kind, size,
arrangement, and operation of component materials and devices; the external connections, anchorage
and supports required; performance characteristics; and dimensions needed for installation and
correlation with other materials and equipment.
All submittals to the Engineer shall be submitted by the Contractor regardless of origin and shall be
stamped with the approval of the Contractor and identified with the name and number of this Contract, the
Contractor's name, and references to applicable Contractor Document and drawings. Each submittal shall
indicate the intended use of the item in the Work. When catalog pages are submitted, applicable items
shall be clearly identified and items not applicable shall be crossed out. The current revision, issue
number, and date shall be indicated on all drawings and other descriptive data. Submittal to the Engineer
by the Contractor shall be carried out as specified herein.
The Contractor's stamp of approval signifies to the Engineer and the Employer that the Contractor
accepts full responsibility for determining and verifying all quantities, dimensions, field construction
criteria, materials, catalog numbers, and similar data, and that he has reviewed and coordinated each
submittal with the requirements of the Works and the Contract Documents.

Transmittal Forms

A transmittal form, acceptable to the Engineer, shall be prepared by the Contractor and shall accompany
the required submittal. The transmittal forms shall be numbered consecutively and the resubmitted, if any,
shall be suffixed alphabetically, e.g. transmittal No. 10, first resubmitted No. 10-A, second resubmitted
No. 10-B, etc. All pertinent information required by the transmittal form shall be supplied. Each transmittal
shall be limited to one Specifications section and in no instance shall a transmittal include requirements of
more than one section. A separate transmittal form shall be used for transmitting welder's certification and
welding procedure qualifications. Transmittals, including work of more than one section or lacking
Specifications paragraph numbers or other data, shall be returned without action and required to be
corrected and resubmitted.

Certificates of Compliance

Any certificates required for demonstrating proof of compliance with the Specifications shall be executed
in 6 copies unless otherwise specified. Each certificate shall be signed by an official authorized to certify
on behalf of the manufacturing company and shall contain the name and address of the supplier, the
Project name and location, and the quantity and date or dates of shipment or delivery to which the
certificates apply.
Copies of laboratory test reports submitted with certificates shall contain the name and address of the
testing laboratory and the date or dates of the tests to which the report applies. Certification shall not
relieve the Contractor from furnishing satisfactory material if, after tests are performed on selected
samples, the material is found not to meet the specified requirements.

Workshop Drawings

Reproduction Requirement

The submittal of print copies of construction drawings or reproduced portions of construction drawings as
Workshop Drawings shall not be acceptable. Submittals on thermofax or other instant copy reproduction
methods that are subject to fading shall not be acceptable.

1 04 02

Routing

Drawings, data, and pertinent correspondence for Workshop Drawings submittals shall be routed as
follows:
Supplier (if any) to Contractor (through representative if applicable) for preliminary check.
Contractor to
Supplier - when resubmittal is required.
Engineer - if acceptable to Contractor, for review and acceptance.
Engineer to
Contractor - when resubmittal is required.
Distribution - When acceptable.
Repeat with each resubmittal.

1 04 03

Submission to Engineer

The Contractor shall submit Workshop Drawings, products and samples data to the Engineer for review
and acceptance. Each copy shall be stamped and approved by the Contractor. Workshop Drawings,
which have not been properly approved by the Contractor, will be returned without review.
All deviations from the Contract Documents shall be identified on each submittal and shall be tabulated in
the Contractor's form of submittal. Such submittals shall, as pertinent to the deviation, indicate essential
details of all changes proposed by the Contractor (including modifications to other facilities that may be a
result of the deviation).
The Contractor shall accept full responsibility for the completeness of each submission, and, in the case
of a re-submission, shall verify that all exceptions previously noted by the Engineer have been taken into
account. In the event that more than one resubmission is required because of Contractor's failure to
account for exceptions previously noted, the Contractor shall reimburse the Employer for the charges of
the Engineer for review of the additional resubmission.
The Engineer's review of drawings and data submitted by the Contractor does not relieve the Supplier of
furnishing accurate drawings and data and will cover only general conformity to the Contract Documents,
and dimensions which affect the layout. The Engineer's review does not indicate a thorough check of all
dimensions, quantities, and details of the material, equipment, device or item indicated. The Engineer's
review of submittals shall not relieve the Contractor from responsibility of errors, omissions, or deviations,
nor responsibility of compliance with the Contract Documents.
The Engineer shall have authority for final acceptance or rejection of the Workshop Drawings. Purchase
orders shall not be finalized and fabrication of equipment or other material shall not be authorized before
final acceptance of the associated Workshop Drawings has been obtained.
Number of Workshop Drawings Copies:
The Contractor shall submit to the Engineer the required copies with the original submittal. At least 3
originals of documents, which are not reproducible with equivalent quality to the original document, such
as catalogues, pictures, and bound documents, shall be submitted.
One set of documents with review comments will be sent to the Contractor by the Engineer. The
Contractor shall be responsible for reproducing, copying corrections, and distributing copies of the
returned Workshop Drawing submittal, if this is necessary, for providing this information to Suppliers, sub2

contractors, and CQC System Manager. The accuracy and completeness of these additional copies of
submittals are the sole responsibility of the Contractor.

Review Period:
The Workshop Drawings and data will be reviewed and sent back within 14 days after its receipt in the
Engineer's office.
Workshop Drawings and sample submittals shall be submitted in accordance with the accepted schedule
of Workshop Drawing submission. Any deviation from the schedule may delay the Engineer's response to
the submittal.
If multiple submittals and resubmittals are made within short periods of time, an extension of the review
period may be required. The Contractor shall set a priority for the review of the submittals and
resubmittals.

Re-submittals:
When the drawings and data are returned marked REJECTED or RETURNED FOR CORRECTION, the
corrections shall be made as noted thereon and as instructed by the Engineer, and resubmitted.
When corrected copies are resubmitted, the Contractor shall, in writing, direct specific attention to all
revisions and shall list separately any revisions made other than those called for by the Engineer on
previous submissions.
When the drawings and data are returned marked ACCEPTED OR ACCEPTED WITH COMMENTS,
work/manufacturing can proceed with the comments incorporated and no additional copies need to be
furnished.
Re-submittals shall be made within 7 days of the date of the letter returning the material to be modified or
corrected.
Any need for more than one resubmission, or any other delay in obtaining the Engineer's review of
submittals, will not entitle the Contractor to extension of the Contract period unless the delay is directly
the result of a change in the work authorized by a change order or an amendment or by failure of the
Engineer to return any submittal within time period specified herein.
The Contractor's letter of resubmittal shall list the date of his original submittal letter, the date of the
Engineer's letter returning the submittal, and the dates of submission and return of any previous
resubmittals.

Distribution of Working Drawings:


The original and two copies of the accepted Workshop Drawings and data will be submitted for Engineer
reference on site.

Setting-Out Data

The Contractor shall keep neat and legible notes of measurements and calculations made by him in
connection with the setting-out of the Works. Copies of such data shall be furnished to the Engineer for
use in checking the Contractor's setting-out, as provided under lines and grades. All such data considered
of value to the Employer shall be transmitted to the Employer through the Engineer along with other
records, upon completion of the Works.

Survey Data

All field books, notes, and other data developed by the Contractor in performing surveys required as part
of the Works shall be available to the Engineer for examination throughout the construction period. All
such data shall be submitted to the Engineer with the other documentation required for the final
acceptance of the Works.

Construction Photographs and Videos

The Contractor shall be responsible for the production of construction photographs and videos as
provided herein.
Photographs and videos of the entire Site, or pertinent features thereof, shall be taken before the
commencement of Works and promptly submitted to the Engineer. The same views shall be rephotographed upon completion of all construction activities and a complete edited video shall be
submitted with the Contractor's application for final payment. Additional photographs and videos shall be
made each month throughout the progress of the Works at such times as requested by the Engineer, and
submitted with the Contractor's application for progress payment.
The minimum number of different photographs shall be the following:

All photographic and video work shall be carried out by a qualified, established commercial photographer
acceptable to the Engineer. Four prints of each photograph shall be furnished promptly to the Engineer
each month with the partial payment estimate, plus three copies of videos every 3 months recording all
activities. Each print shall have date and time embedded on the negative and produced with a glossy
finish and be mounted on a substantial cloth backing. The overall dimensions of each mounted print shall
be 200mm x 250mm with 30mm flexible binding margin on the short left-hand side.
The Engineer will transmit two prints of each photograph plus two copies of video to the Employer.
The film negatives shall be retained in the files of the photographer until the completion of the project at
which time the negatives shall be turned over to the Employer.
Each photograph shall have attached to the cloth backing a paper label, approximately 60mm wide by
45mm high, containing thereon in neat lettering in English and Arabic languages:

All test equipment shall comply with applied Standards and shall be available at the site in complete and

materials, components, and the Work, appropriate limits shall be adhered and verified as approved by the
Engineer.

Source Quality Control

Perform quality control methods at the source at location of manufacture, fabrication and assembly of

Contractors quality control representative shall be responsible for the approval and release of material

Quality records received from suppliers, manufacturers, fabricators and the like shall be kept by the
Contractor to ensure availability of data for assessment of quality.

1 01

Scope

The Contractor is responsible for quality control and shall establish and maintain an effective Quality
Control System. The quality control system shall consist of plans, procedures, and organization
necessary to produce an end product, which complies with the Contract requirements. The system shall
cover all construction operations, both on-Site and off-Site, and shall be keyed to the proposed
construction sequence.
The Contractor shall establish a Quality Control System to perform sufficient inspection and tests of all
items of Work, including that of his subcontractors, to insure conformance to the requirements of the
Contract Document with respect to the materials, workmanship, construction, finish, functional
performance, and identification. This control shall be established for all construction work performed
pursuant to the Contract except where the technical provisions of the Contract provide for specific
Employer control by inspections, test, or other means. The Contractor's Quality Control System shall
specifically include the surveillance and tests required in the Technical Provisions of the Contract
Documents.

The Contractor's Quality Control System

The Contractor's Quality Control System is the means by which the Contractor assures that construction
complies with the requirements of the Contract Document. The controls shall be adequate to cover all
construction operations, including both on-Site and off-Site fabrication and will be keyed to the proposed
construction sequence. The controls shall include, as a minimum, three phases of inspection to be
conducted by the CQC System Manager for all definable phases of construction as follows:

Preparation Phase

This phase shall be performed prior to beginning work on each definable feature of work and shall
include:
a)

A review of each paragraph of applicable Specifications.

b)

A review of the Drawings.

c)

A check to assure that all materials and/or equipment have been tested, submitted, and
accepted.

d)

A check to assure that provisions have been made to provide required control inspection
and testing.

e)

An examination of the work area to assure that all required preliminary work has been
completed and is in compliance with the Contract.

f)

A physical examination and tests verifying compliance of required materials, equipment,


and sample work to assure that they are on hand, conform to accepted Workshop
Drawings or submitted data, and are properly stored.

g)

A review of the appropriate activity hazard analysis to assure safety requirements are
met.

h)

A discussion of procedures for constructing the Works including repetitive deficiencies


documents construction tolerances and workmanship standards for that phase of work.

i)

A check to ensure that the portion of the plan for the work to be performed has been
accepted by the Engineer.

A notification of the Engineer at least twenty-four (24) hours in advance of the beginning
of any of the required action of the preparatory phase. This phase shall include a meeting
conducted by the CQC System Manager and attended by the superintendent, other CQC
personnel (as applicable), and the foreman responsible for the definable feature. The
results of the preparatory phase actions shall be documented by separate minutes
prepared by the CQC System Manager and attached to the daily CQC report. The
Contractor shall instruct applicable workers as to the acceptable level of workmanship
required in order to meet the Specifications.

Initial Phase

This phase shall be accomplished at the beginning of a definable feature of work. The following shall be
accomplished:
a)

Check of preliminary work to ensure that it is in compliance with Contract requirements.


Review minutes of the preparatory meeting.

b)

Verification of full Contract compliance. Verify required control inspection and testing.

c)

Establishment of level of workmanship and verify that it meets minimum acceptable


workmanship standards.

d)

Resolution of all differences.

e)

Check of the safety to include compliance with, and upgrading of, the safety plan and
activity hazard analysis. Review the activity analysis with each Site operation.

f)

Notification of the Engineer at least twenty four- (24) hours in advance of beginning the
initial phases. Separate minutes of this phase shall be prepared by the CQC System
Manager and attached to the daily CQC report. Exact location of initial phase shall be
indicated for future reference and comparison with follow-up phases.

g)

Repetition of the initial phase for each new crew to work on-Site, or any time acceptable
specified quality standards are not being met.

Follow-Up Phase

Daily checks shall be performed to assure continuing compliance with Contract requirements, including
control testing, until completion of the particular feature of work. The checks shall be made a matter of
record in the CQC documentation. Final follow-up checks shall be conducted and all deficiencies
corrected prior to the start of additional features of work, which may be affected by the deficient work.

1 02 04

Additional Preparatory and Initial Phases

As determined by the Engineer, additional preparatory and initial phases may be conducted on the same
definable features of work if the quality of on-going work is unacceptable, if there are changes in the
applicable CQC staff, on-Site production supervision or work crew, if work on a definable feature is
resumed after a substantial period of inactivity, or if other problems develop.

Quality Control Plan

The Contractor shall furnish for review by the Engineer, not later than fifteen (15) calendar days after
receipt of Notice to Commence, the Contractor Quality Control (CQC) Plan proposed to implement the
requirements of the "Inspection of Works." The plan shall identify personnel, procedures, control,
instructions, test, records, and forms to be used. The Engineer will consider an interim plan for the first
thirty (30) calendar days of operation. Construction will be permitted to begin only after acceptance of the
CQC Plan or acceptance of an interim plan applicable to the particular feature of work to be started.
Work outside of the features of work included in an accepted interim plan shall not be permitted to begin
until acceptance of a CQC Plan or another interim plan containing the additional features of work to be
started.

Content of the CQC Plan

The CQC plan shall include, as a minimum, the following to cover all construction operations, both on-Site
and off-Site, including work by subcontractors, fabricators, suppliers, and purchasing agents:
a)

A description of the quality control organization, including a chart showing lines of


authority and acknowledgment that the CQC staff shall implement the three phase control
system for all aspects of the work specified. The staff shall include a CQC system
manager who shall report to the Contractors manager or someone higher in the
Contractor's organization. The Contractors Manager in this context shall mean the
individual with responsibility for the overall management of the project including quality
and production.

b)

The name, qualifications (in resume format), duties, responsibilities, and authorities of
each person assigned a CQC function.

c)

A copy of the letter to the CQC System Manager signed by an authorized official of the
Contractor which describes the responsibilities and delegates sufficient authorities to
adequately perform the functions of the CQC System Manager, including authority to stop
work which is not in compliance with the Contract. The CQC System Manager shall issue
letters of direction to all other various quality control representatives outlining duties,
authorities, and responsibilities.

d)

Procedures for scheduling, reviewing, certifying, and managing submittals, including


those of subcontractors, off-Site fabricators, suppliers, and purchasing agents. These
procedures shall be in accordance with Section 01310 Program of the Work.

e)

Control, verification, and acceptance testing procedures for each specific test to include
the test name, Specifications paragraph requiring test, feature of work to be tested, test
frequency, and person responsible for each test.

f)

Procedures for tracking preparatory, initial, and follow-up control phases and control,
verification, and acceptance tests including documentation.

g)

Procedures for tracking construction deficiencies from identification through acceptable


corrective action. These procedures will establish verification that identified deficiencies
have been corrected.

h)

Reporting procedures, including proposed reporting formats.

i)

A list of the definable features of work. A definable feature of work is a task, which is
separate and distinct from other tasks and has separate control requirements. It could be
identified by different trades or disciplines, or it could be work by the same trade in a
different environment. Although each section of the Specifications may generally be
considered as a definable feature of work, there is frequently more than one definable
feature under a particular section. This list will be agreed upon during the coordination
meeting.

Acceptance of Plan

Acceptance of the Contractor's plan is required prior to the start of construction. Acceptance is
conditional and will be predicated on satisfactory performance during the construction. The
Engineer reserves the right to require the Contractor to make changes in his CQC plan and
operations including removal of personnel, as necessary, to obtain the quality specified.

Notification of Changes

After acceptance of the CQC plan, the Contractor shall notify the Engineer in writing a minimum of
seven calendar days prior to any proposed change. Proposed changes are subject to acceptance
by the Engineer.

1 04

Coordination Meeting
Before start of construction, and prior to acceptance by the Engineer of the Quality Control Plan,
the Contractor shall meet with the Engineer or an Authorized Representative and discuss the
Contractor's quality control system. During the meeting, a mutual understanding of the system
details shall be developed, including the forms for recording the CQC operations, control
activities, testing, administration of the system for both on-Site and off-Site work, and the
interrelationship of Contractor's Management and control with the Engineer's Quality Assurance.
Minutes of the meeting shall be prepared by the Engineer and signed by both the Contractor and
the CQC System Manager. The minutes shall become a part of the Contract file. There may be
occasions when subsequent conferences will be called by either party to reconfirm mutual
understandings and/or address deficiencies in the CQC system or procedures which may require
corrective action by the Contractor.

Quality Control Organization


The Contractor shall identify an individual within his organization at the Site who shall be
responsible for overall management of CQC and shall have the authority to act in all CQC matters
for the Contractor. This CQC System Manager shall be on the Site at all times during construction
and will be employed by the Contractor, except as noted in the following. An alternate for the
CQC System Manager will be nominated in the plan to serve in the event of the System
Manager's absence. Period of absence may not exceed two (2) weeks at any one time, during
the contract period. The requirements for the alternate will be the same as for the designated
CQC Manager.

CQC Staff Organization

The Contractor shall provide a CQC staff, which shall be at the Site at all, times during progress,
with complete authority to take any action necessary to ensure compliance with the Contract.
CQC Staff
The following are the minimum requirements for the CQC staff. These minimum requirements will
not necessarily assure an adequate staff to meet the CQC requirements at all times during
construction. The actual strength of the CQC staff may vary during any specific work period to
cover the needs of the work period. When necessary for a proper CQC organization, the
Contractor shall add additional staff at no cost to the Employer. This listing of minimum staff in no
way relieves the Contractor of meeting the basic requirements of quality construction in
accordance with Contract requirements. All CQC staff members shall be subject to the
acceptance by the Engineer.
CQC System Manager
The CQC System Manager shall be a graduate civil engineer, with a minimum of ten- (10) years
construction experience on similar type of construction called for by this Contract.

Supplemental Personnel
The Contractor shall provide as part of the CQC organization, as a minimum, specialized
personnel for the following areas, Civil, Structural, Electrical, Mechanical and Architectural Works.
These personnel shall assist and report to the CQC System Manager. These personnel will be
responsible for assuring that the construction complies with the Contract requirements for their
area of specialization. These individuals shall be employed by the Contractor, unless waived in
writing by the Engineer; be responsible only of the CQC System Manager; be physically present
at the construction Site during work on their areas of responsibility; have the necessary education
and/or experience to ensure Contract compliance. A staff shall be maintained under the direction
of the CQC System Manager to perform all CQC activities. The staff must be of sufficient size to
ensure adequate CQC coverage of all work phases, work shifts, and work crews involved in the
construction. These personnel may perform other duties, but must be fully qualified by experience
and technical training to perform their assigned CQC responsibilities and must be allowed
sufficient time to carry out these responsibilities. The CQC plan will clearly state the duties and
responsibilities of each staff member.

Organizational Changes

The Contractor shall obtain the Engineer's acceptance before replacing any member of the CQC
staff. Requests shall include the names, qualifications, duties, and responsibilities of each
proposed replacement.

Quality Assurance

1 06 01

Codes and Standards

Reference to the standards of any technical society, organization, or association, or to codes of


local authorities, shall mean the latest standard, code, specification, or tentative standard adopted
and published on the date of Contract, unless specifically stated otherwise.
In the absence of a specified referenced code or standard, the Contractor may propose other
recognized international codes and standards, and in such a case the Contractor shall
demonstrate to the satisfaction of the Engineer, suitability and equivalence of the substitute codes
and standards as well as provide proof of previous successful use.
Work specified by reference to the published standard or specification of a government agency,
technical association, trade association, professional society or institute, testing agency, or other
organization shall conform to or surpass the minimum standards of quality for materials and
workmanship established by the designated standard or Specifications.
Where the specific date or issue of the standard is not included with the reference to the standard,
the latest edition, including all amendments published and available on the date of Contract shall
apply.
Where two or more standards are specified to establish quality, the product and workmanship shall
conform to or surpass the requirements of both. In case of conflict between referenced standards,
the more stringent shall apply.
Where a standard and a brand name are both specified for a product in the Contract Documents,
the proprietary product named shall conform to or surpass the requirements of the specified
reference standard.
The listing of a trade name in the Contract Documents shall not be construed as warranting that
such product conforms to the respective reference standard.
Copies of applicable referenced standards have not been bound in the Contract Documents.
Where copies of standards are needed by the Contractor for superintendent and quality control of
the work, he shall obtain a copy or copies directly from the publication source and maintain in an

orderly manner at the job site available to the Contractor's personnel, subcontractors, Employer
and Engineer.
The Contractor shall clearly identify and submit for acceptance any requests to use products
conforming to printed standards or publications with a different publication date from that effective
under the Contract. The Contractor shall clearly indicate the changes in product or workmanship
quality involved in the proposed change, if any, and reasons for the request.

Quality of Materials

Unless otherwise specified, all materials and equipment furnished for permanent installation in the
Works shall conform to applicable standard specifications and shall be new, unused, and free
from defects and imperfections, when installed or otherwise incorporated in the Work. No such
materials or equipment shall be used by the Contractor for any purpose other than that intended
or specified unless such use is authorized by the Engineer.
Where so specified, products or workmanship shall also conform to the additional prescriptive or
performance requirements included within the Contract Documents to establish a higher or more
stringent standard of quality than that required by the referenced standard.

Tests

1 07 01

Testing Procedure

The Contractor shall perform specified or required tests to verify that control measures are
adequate to provide a product, which conforms to Contract requirements. Testing includes
operation and/or acceptance tests when specified. The Contractor shall make all arrangements
needed and will pay for all relevant costs to perform the required tests in independent laboratories
approved by the Engineer. The Contractor shall perform the following activities and record and
provide the following data:
a)

Verify that testing procedures comply with Contract requirements.

b)

Verify that facilities and testing equipment are available and comply with testing applicable
standards.

c)

Check test instrument calibration data against certified standards. Periodical calibration shall
be carried out and at times requested by the Engineer.

d)

Verify that recording forms and test identification control number system, including all of the
test documentation requirements, have been prepared. Test forms shall be signed by
preparer and a checker.

e)

Results of all tests taken, both passing and failing tests, will be recorded on the CQC report
for the date taken. Specifications paragraph reference, location where tests were taken, and
the sequential control number identifying the test will be given. If accepted by the Engineer,
actual test reports may be submitted later with a reference to the test number and date
taken. An information copy of tests performed by an off-Site or commercial test facility will
be provided directly to the Engineer. Failure to submit timely test reports as stated may
result in nonpayment for related work performed and disapproval of the test facility for the
Contract.

Inspection of Works

Definition

"Works" shall mean the Permanent Works, Temporary Works and include, but are not limited to,
materials, workmanship, manufacture, fabrication, installation and commissioning of components.

a)

Inspection System
The Contractor shall maintain an adequate inspection system and perform such
inspections to ensure that the Works carried out conform with the Contract requirements.
The Contractor shall maintain complete inspection records and make them available to the

Employer and Engineer. All work shall be conducted under the general direction of the
Engineer and is subject to inspection and test at all places and at all reasonable times
before acceptance to ensure strict compliance with the terms of the Contract.
b)

The Engineer's inspections and tests are for the sole benefit of the Employer and do not:
i) Relieve the Contractor of responsibility for providing adequate quality control measures;
ii) Relieve the Contractor of responsibility for damage to or loss of the material before
acceptance;
iii) Constitute or imply acceptance; or
iv) Affect the continuity rights of the Employer after acceptance of the completed work
detailed herein.

c)

The presence or absence of an Employer inspector does not relieve the Contractor from any
Contract requirement, nor is the inspector authorized to change any term or condition of the
Contract Documents without the Engineer's written authorization.

d)

The Contractor shall promptly furnish, without additional charge, all facilities, labor, and
material reasonably needed for performing such safe and convenient inspections and tests
as may be required by the Engineer. The Employer may charge to the Contractor any
additional cost of inspection or test when work is not ready at the time specified by the
Contractor for inspection or test, or when prior rejection makes re-inspection or re-test
necessary. The Employer shall perform all inspections and tests in a manner that will not
unnecessarily delay the Works.

e)

The Contractor shall, without charge, replace or correct work found by the Employer or
Engineer not to conform to Contract requirements. The Contractor shall promptly segregate
and remove rejected material from the premises.

f)

If the Contractor does not promptly replace or correct rejected work, the Employers may (a)
by Contract or otherwise, replace or correct the work and charge the cost to the Contractor
or (b) terminate for default Contractor's right to proceed.

g)

Unless otherwise specified in the Contract, the Employer shall approve as promptly as
practicable after completion and inspection, all work required by the Contract or that portion
of the Works the Engineer determines can be accepted separately. Acceptance shall be final
and conclusive except for the latent defects, fraud, gross mistakes amounting to fraud, or
the Employer's rights under any warranty or guarantee.

1 08 03

Acceptance and Approval

"Acceptance" or "Approval" by the Engineer shall have the following limitations:

a)

When given in respect to samples of materials, workmanship or methods of construction


submitted in accordance with the Specifications shall not be interpreted in denoting any
degrees of satisfaction with the materials used in, or the execution of the Works.

b)

When given in respect of Workshop Drawings, documents, or schemes called for by the
Specifications or proposed by Contractor is only for conformance with the design concept
and design information given in the Contract Documents, or contained in any subsequent
Employer's instructions.

Completion Inspection
At the completion of the Works or any increment thereof established by a completion time stated in
the Specifications. The Engineer together with the CQC System Manager shall conduct an
inspection of the Works and develop a "punch list" of items which do not conform to the Drawings
and/or Specifications. Such a list of deficiencies shall be included in the CQC documentation, as
required by paragraph Documentation herein, and shall include the estimated date by which the
deficiencies will be corrected. The CQC System Manager or staff shall make a second inspection
to ascertain that all deficiencies have been corrected and so notify the Engineer. These

inspections and any deficiency corrections required by this paragraph will be accomplished within
the time stated for completion of the entire Work or any particular increment thereof if the Works
are divided into increments by separate completion dates.

Documentation
The Contractor shall maintain current records providing factual evidence that required quality
control activities and/or tests have been performed. These records shall include the work of
subcontractors and suppliers and shall be on an acceptable form that includes, as a minimum,
the following information:
a)

Contractor/subcontractor and their area of responsibility.

b)

Operating plant/equipment with hours worked, idle, or down for repair.

c)

Work performed each day, giving location, description, and by who.

d)

Test and/or control activities performed with results and references to


Specification/drawings. The control phase should be identified (Preparatory, Initial, and
Follow-up). List deficiencies noted along with corrective action.

e)

Quantity of materials received at the Site with statement as to acceptability, storage, and
reference to Specifications/Drawings requirements.

f)

Submittals reviewed, with Contract reference, by whom, and actions taken.

g)

Off-Site surveillance activities, including actions taken.

h)

Job safety evaluations stating what was checked, results, and instructions or corrective
actions.
i) Instructions given/received and conflicts in plans and/or Specifications.
j) Contractor's verification statement.

These records shall indicate a description of trades Workshop on the Project; the number of
personnel Workshop; weather conditions encountered; and any delays encountered. These
records shall cover both conforming and deficient features and shall include a statement that
equipment and materials incorporated in the work and workmanship comply with the Contract.
The original and one copy of these records in report form shall be furnished to the Engineer daily
within twenty four (24) hours after the date(s) covered by the report, except that reports need not
be submitted for such days on which no work is performed. As a minimum, one report shall be
prepared and submitted for every seven days of no work and on the last day of a no-work period.
All calendar days shall be accounted for throughout the life of the Contract. The first report
following a day of no work shall be for that day only. Reports shall be signed and dated by the
CQC System Manager. The report from the CQC System Manager shall include copies of test
reports and copies of reports prepared by all subordinate quality control person.

General

Unless otherwise indicated, the Contractor shall make his own provisions with prior approval of the
Engineer. The Contractor shall bear the costs related to the installation, connection and maintenance of
all temporary utilities and the consumption of water and electricity during the entire duration of the Project.

Temporary Electrical Utilities

1 03 02 01

Electricity and Lighting


01.0 The Contractor shall make all the necessary arrangements for a temporary
electrical service, pay the costs of the electricity consumed by him and his
Subcontractors.
02.0 In the event that the Site cannot be connected to a local electricity network or
where the available power is insufficient, the Contractor shall make his own
temporary provision and maintain such temporary installation until the permanent
supply is effective.
03.0 Temporary lighting system shall be furnished, installed and maintained by the
Contractor as required to satisfy the minimum requirements for safety and
security. The temporary lighting system shall provide adequate general
illumination to all site areas under construction and general illumination
adequate for watchmen and emergency personnel to the satisfaction of the
Engineer.
04.0 Temporary equipment and wiring for power and lighting shall be in accordance
with the applicable provisions of governing Codes and Standards. Temporary
wiring shall be maintained in a safe manner and utilized so as not to constitute a
hazard to persons or property.
05.0 When the permanent electrical power and lighting systems are in an operating
condition, they may be used for temporary lighting and power for construction
purposes, provided that the Contractor obtains the written approval of the
Engineer, and assumes full responsibility for the entire power and lighting
systems, and pays all costs for operation of the systems.

Immediately after handing-over the Site, the Contractor shall take the necessary steps to obtain
telephone lines on site. He shall be responsible for all installation charges and periodic telephone costs.
The use of radio communication equipment is prohibited without the written approval of the Employer
upon approval by the authority concerned.

Temporary Water
01.0 Install temporary pipe lines and connections from the permanent utility line
necessary or, when permanent utility lines are not available, provide water
reservoirs as appropriate.
02.0 If the permanent water supply and distribution system has been installed, it may
be used as the source of water for construction purposes, provided that the
Contractor obtains the written approval of the Engineer and assumes full
responsibility for the entire water distribution system, and pays all costs of
operation and maintenance of the system.

If any waste material is dumped in unauthorized areas, the Contractor shall remove the material and
restore the area to the condition of the adjacent undisturbed area. If necessary, contaminated ground
shall be excavated, disposed of as directed by the Engineer, and replaced by suitable filling material,
compacted and finished with topsoil layer.
All costs shall be borne by the Contractor.

Temporary Fire Protection

The Contractor shall provide and maintain adequate fire protection in the form of barrels of water with
buckets, fire bucket tanks, fire extinguishers, or other effective means of extinguishing fire, ready for
instant use, distributed around the Project and in and about temporary fire resistant structures during
construction of the works.
Gasoline and other flammable liquids shall be stored in and dispensed from safety containers approved
by the Engineer.
Torch cutting and welding operations performed by the Contractor shall have the approval of the Engineer
before such work is started and a chemical fire extinguisher shall be available at the location where such
work is in progress.
The Contractor shall follow the instructions and regulations of the Civil Defense Department or equivalent
authority.

The Contractor shall provide all power for the operation of his plant and equipment, and for any other use,
including office lighting and air conditioning.

Engineer's Site office.

Temporary lighting and air conditioning

The Contractor shall provide lighting and temporary air conditioning for all offices to protect the Works

The Contractor shall provide and install circuit and branch wiring, with area distribution boxes located
such that power and lighting are available throughout the construction by the use of construction-type
power cords.

The Contractor shall provide, erect and maintain all staging and scaffolding for use during the

Such staging and scaffolding shall be erected in sufficient time and in a proper sequence so as not to
delay the Works. The above facilities shall be constructed and maintained in accordance with the

Laboratory

The Contractor must use site suitable laboratory to carry out the on-site tests under the Engineers
management. Off site tests must be carried out in an official laboratory and approved by the Engineer
under the contractors own cost.

Transportation

The Contractor shall provide for use by the Employer and Engineer's sponsored personnel Two (1 for the
Engineer 1 for the Employer) motor vehicles, as described below. These vehicles shall be the latest
improved model in current production at time of delivery, shall be of new manufacture including all parts,
components and accessory items, including current registration, radio, tape deck and compliance with
safety requirement. The vehicles shall be maintained in operating condition at all times. The Contractor
shall provide all fuel, maintenance, parts, labor, drivers, and lubrication required to maintain the vehicles
in an operational status to the satisfaction of the Engineer. The Contractor shall provide insurance for the
vehicles to the full requirements of Egyptian law. The vehicles shall be provided no later than thirty (30)
calendar days after the Site Handover.

Maintenance

a)

Replacement Vehicle: Maintenance, including major repairs shall be accomplished in


a timely manner. When repairs require more than a one (1) day effort, a similar substitute
vehicle shall be furnished for the Employer's and the Engineer's use.

b)

Temporary Vehicles: The Contractor shall furnish for Employers and Engineers personnel
temporary vehicles as described above within ten (10) calendar days following the Site
Handover. The temporary vehicles will be provided until such time as permanent facilities are
available.

Field Offices and Sheds

The location, construction, operation, maintenance and removal of the site offices, Contractor's camps
and storage facilities and of any other temporary buildings or establishments of all persons or parties
within the perimeter of the site, operating or associated as subcontractors to the Contractor shall be

The Contractor shall submit to the Engineer, prior to commencement of any temporary installations,
details showing the proposed position of such site offices, storage and any other buildings of a temporary
nature.

Other Facilities

The Contractor shall, for his own and of his subcontractors use, furnish and maintain suitable offices,
stores and auxiliary facilities on the site. He shall include for general use the following.
01.0 Messing Facilities : The Contractor shall provide and maintain suitable messing
facilities for his staff including allowance for the Engineer and his staff. The
facilities shall be furnished complete with food preparation, serving, storage and
refrigeration equipment as indicated.
02.0 Sanitary Facilities : Toilets, showers and washing facilities shall be provided and
maintained on the site or as directed by the Engineer. Toilets shall be individually
partitioned and the enclosures provided with lockable doors.
03.0 First Aid Facilities : The Contractor shall provide adequate first aid facilities for
the use of his staff and of his subcontractors and for the Engineer and his
personnel. They shall be made available at no extra cost.
04.0 Sample Room : The Contractor shall provide and maintain a storeroom with
appropriate shelving for the storage of a complete set of the approved samples of
the project. The Contractor shall dispose of and remove the samples after the
minutes of the preliminary handing over are approved.

Maintain areas free of waste materials, debris, and rubbish. Maintain site in a clean and orderly condition.
Remove debris and rubbish from pipe chases, plenums, attics, crawl spaces, and other closed or remote

Broom and vacuum clean interior areas prior to start of surface finishing, and continue cleaning to
eliminate dust.
Collect and remove waste materials, debris, and rubbish from site periodically and dispose off-site.

Inspection of Adjoining Premises

The Contractor shall, before commencing the works, arrange together with the Engineer, an inspection of
any nearby buildings in the presence of their respective owners. Notes and possibly pictures shall be
taken of the existing condition of any buildings, structures, paving, kerbs, channels, fences and the like,
likely to affect or be affected by the building operations under the Contract, as the Employer will not take
any responsibility whatsoever for any damage to any property inside or beyond the boundaries of the site.
The Contractor shall take every precaution to protect nearby buildings, structures, paving, kerbs,
channels, fences and the like on the site or nearby properties against damage, and he shall be solely
responsible for any damage to property caused as a result of not having taken adequate precautions
against such damage.

Site Access

The Contractor shall be responsible for making arrangements with and obtaining necessary permits from
jurisdictional authorities to ensure access to Site for construction personnel, delivery of products and
construction equipment, and performance of work. The Employer will not be responsible for obtaining
permissions for access or for any payments required by jurisdictional authorities for provision of access.
Maintain clear access for roads and sidewalks on the Employers and public property.

Protection of Existing and/or Partially Occupied Works

Where an existing building is to be altered or extended or where partial occupation of the works is
required, the Contractor shall make provision for all measures necessary to protect the existing and/or
partially occupied works to ensure that they are not damaged and he shall remove such protection upon
completion. The Contractor shall also provide for any necessary temporary pedestrian and vehicle
protection, walk ways and drive ways, temporary waterproofing and other necessary protection.

Temporary Coverings

The Contractor shall protect finished surfaces, including jambs and soffits of openings used as
passageways or through which materials are handled, against possible damage resulting from the
conduct of work.
Adequate protective material shall be laid under all materials stored on finished surfaces and shall be laid
before moving materials over finished areas. Wheelbarrows used over such areas shall have rubber type
wheels or as appropriate for the intended use.

Accuracy of Previous Work

Where an existing building has to be altered or extended or where a previous contract has to be
continued and completed the Contractor shall within two (2) weeks of taking possession of the site, check
the existing levels, profiles and the like and satisfy himself as to the accuracy of the setting out of the
work done under the previous contract and that no patent defects are present in the work. Should any
such defects be found the contractor is to immediately notify the Engineer in writing and afford the
previous Contractor every facility to repair such defective work. If no such notification is received it shall
be deemed that the Contractor executing the project is satisfied with the accuracy of setting out of such
work and that no patent defects exist, in which case he will be held solely responsible for any costs
incurred in rectifying such defaults in future.

Work on Boundaries

Where a building is situated on the boundary of the site, the Contractor shall make his own arrangements,
if necessary, with owners of adjoining properties in order to expedite this work, as no claim for extra cost
in this regard will be entertained.

Contents: Prepare a Table of Contents for each volume, with each product or system description
identified, typed on white paper, in three parts as follows:
01.0 Part 1: Directory, listing names, addresses, and telephone numbers of the
Engineer, Contractor, Subcontractors, and major equipment manufacturers and
suppliers.
02.0 Part 2: Operation and maintenance instructions, arranged by system and
subdivided by specification Section unless otherwise indicated. For each
category, identify names, addresses, and telephone numbers of Subcontractors
and suppliers. Identify the following:
a. Significant design criteria.
b. List of equipment.
c. Parts list for each component.
d. Operating instructions.
e. Maintenance instructions for equipment and systems.
f. Maintenance instructions for special finishes, including recommended
cleaning methods and materials, and special precautions identifying
detrimental agents.
03.0 Part 3: Project documents including the following:
a. Shop drawings and product data.
b. Air and water balance reports.
c. Certificates.
d. Photocopies of warranties and bonds unless otherwise required.
Submit one draft copy of completed volumes 15 days prior to final inspection, unless otherwise indicated.
This copy will be reviewed and returned after final inspection, with Engineers comments. Revise content
of all document sets as required prior to final submission.
Submit 6 (six) sets of revised final volumes, - three (3) in English and three (3) in Arabic within 15 days
after receipt of Engineers comments unless otherwise indicated.

1 07 Spare Parts and Maintenance Material


01.0 At Provisional Handing-Over of the Project the Contractor shall furnish
comprehensive information on spare parts, maintenance materials and tools for
all equipment included in the manuals and for such other materials equipment,
components and the like supplied and/or installed under the Contract.
The following information shall be submitted in English and Arabic and shall
include but not be limited to:
A complete list of spare parts, maintenance materials and tools with current
unit prices and source of supply, including the Contractor's proposal for
the quantities of each spare part item and the related period for which these
spare parts are intended.
A list of additional parts, maintenance materials and tools recommended by the
manufacturer to assure efficient and continuous operation for the period as
indicated after the date of final handing-over of the Project.
02.0 The Contractor -after submittal of the above lists- shall take the Engineer's
approval for the lists and shall provide the agreed quantities and type of spare
parts within a period of one month after receipt of approval to a location required
by the Engineer.
03.0 The above mentioned submittals shall not relieve the Contractor of any
responsibility under the various guarantee sections of the Contract.

1 09 Maintenance Service
Perform service and maintenance of components and installations during the warranty period as indicated
in the individual Specification Sections.

written approval of the Employer.

Prepare instructions and data in technical language by personnel experienced in maintenance and
operation of installed products and components.
All instructions, data and manuals shall be submitted in Arabic and English unless otherwise instructed by
the Engineer.

1 04 Contents of Each Volume


Table of Contents: Provide title of Project; names, addresses, and telephone numbers of the Engineer,
consultants, and Contractor with name of responsible parties; schedule of products and systems, indexed
to content of the volume.
For each product or system: List names, addresses and telephone numbers of subcontractors,
manufacturers and suppliers, including local source of supplies and replacement parts.
Product data: Mark each sheet to clearly identify specific products and component parts, and data
applicable to installation. Delete inapplicable information.
Maintenance drawings: Supplement product data to illustrate relations of component parts of equipment
and systems, to show control and flow diagrams. Do not use Project Record Documents as maintenance
drawings.

For each item of equipment and each system:


Include description of unit or system, and component parts. Identify function, normal operating
characteristics, and limiting conditions. Include performance curves, with engineering data and tests, and
complete nomenclature and model number of replaceable parts.
Panel-board circuit directories:
Provide electrical service characteristics, controls, and communications; typed and labeled unless
otherwise indicated.
Include color coded wiring diagrams as installed.
Operating procedures:
Include start-up, break-in, and routine normal operating instructions and sequences. Include regulation,
control, stopping, shutdown, and emergency instructions. Include summer, winter, and any special
operating instructions.
Maintenance requirements:
Include routine procedures and guide for preventative maintenance and trouble shooting; disassembly,
repair, and re-assembly instructions; and alignment, adjusting, balancing, and checking instructions.
Provide servicing and lubrication schedules, and lists of lubricants required.
Include manufacturer's printed operation and maintenance instructions.
Include sequence of operation by controls manufacturer.
Provide original manufacturer's parts list, illustrations, assembly drawings, and diagrams required for
maintenance.
Provide control diagrams by controls manufacturer as installed.
Provide Contractor's coordination drawings, with color coded piping diagrams as installed.
Provide charts of valve tag numbers, with location and function of each valve, keyed to flow and control
diagrams.
Provide list of original manufacturer's spare parts, current prices, and recommended quantities to be
maintained in storage.
Include test and balancing reports as specified in Section 01400.
Additional Requirements: As specified in individual specification Sections.

1 06 Instruction for Employers Personnel


Before final inspection, instruct Employers designated personnel in operation, adjustment, and
maintenance of products, equipment, and systems, at agreed upon times.
For equipment requiring seasonal operation, give instruction for other seasons within six months unless
otherwise indicated.
Use operation and maintenance manuals as basis for instruction. Review contents of manual with
personnel in detail to explain all aspects of operation and maintenance.
Prepare and insert additional data in operation and maintenance manual when need for such data
becomes apparent during instruction.
