1. Select the top N cells with lower TBF establishment success rates.
NOTE:
Removing these cells can increase the overall TBF establishment success rate.
The following operations should only be performed on the top N cells.
2. Check whether RL9A08:Rate of Transmitted Error Frames is larger than 1%. If yes, bit errors
have occurred during Abis transmission. In this case, contact transmission engineers.
3. Check whether L3188A:MSG DEL IND Messages Sent on Abis Interface is larger than 10. If
yes, the CCCH is seriously overloaded. In this case, run the MML command SET GTRXCHAN
to configure extended broadcast control channels (BCCHs).
4. Find out the causes of TBF establishment failures.
TBF establishment failures are generally caused by insufficient channel resources and no MS
response.
If TBF establishment failures are caused by insufficient channel resources, the values for
the following counters are large:
If TBF establishment failures are caused by no MS response, the values for the following
counters are large:
5. To troubleshoot TBF establishment failures due to insufficient channel resources, perform the
following steps:
Run the MML command LST GTRXCHAN to check whether Channel Type for the
problem cell is set to PDTCH. If no, run the MML command SET GTRXCHAN to
reconfigure the parameter.
Run the MML command DSP PSCELL to check whether the value for R9506:Maximum
Number of PDCHs Occupied on DSP is 48 on the digital signal processor (DSP) that
serves the problem cell. If yes, run the MML command SET PSCELLTODSP to migrate
the problem cell to the DSP with the smallest value for R9506:Maximum Number of
PDCHs Occupied on DSP.
NOTE:
A DSP number consists of the subrack number, slot number, and DSP number.
Run the MML command LST GCELLPSCHM to check whether Maximum Rate
Threshold of PDCHs in a Cell for the problem cell is smaller than 30.
If yes, run the MML command SET GCELLPSCHM and set Maximum Rate
Threshold of PDCHs in a Cell to 30.
If the value is larger than or equal to 30, retain the value.
Run the MML command LST GTRXBASE to check the values for the following
parameters:
If the two parameters are not set to the recommended values, run the MML command
SET GTRXBASE to reconfigure the parameters.
Run the MML command LST GCELLPSCHM to query the values for PDCH
Uplink Multiplex Threshold and PDCH Downlink Multiplex Threshold.
If the value for PDCH Uplink Multiplex Threshold is smaller than 70, run the
MML command SET GCELLPSCHM and change the value to 70.
If the value for PDCH Downlink Multiplex Threshold is smaller than 80, run the
MML command SET GCELLPSCHM and change the value to 80.
Check whether the subrack where the DSP serving the problem cell is located is
the subrack accommodating the Abis interface board.
Run the MML command DSP PSCELL to query the value for Subrack No.,
which is the number of the subrack where the DSP serving the problem cell is
located.
Run the MML command LST GTRX to query the value for Out-BSC Subrack
No., which is the number of the subrack accommodating the Abis interface board.
If the two subrack numbers are different, run the MML command SET PSCELLTODSP
to migrate the problem cell to the DSP that is located in the subrack accommodating the
Abis interface board.
Setting Allow E Down G Up Switch to Open may decrease the EDGE download rate.
b. To troubleshoot TBF establishment failures due to no MS response, perform the following
steps:

If the uplink TBF establishment success rate is low, run the MML command SET
GCELLEGPRSPARA to set Uplink Default MCS Type for the problem cell to
MCS1.
If the downlink TBF establishment success rate is low, run the MML command
SET GCELLEGPRSPARA to set Downlink Default MCS Type for the problem cell
to MCS2.
Check the uplink and downlink quality counters to determine whether the Um
interface quality is poor. If yes, improve the Um interface quality.
If the uplink TBF establishment success rate is low, perform the following steps:
Run the MML command SET GCELLPSBASE to increase T3168 to a value not
more than 2000.
A small value indicates a short interval for an MS to determine a TBF
establishment failure. As a result, when a TBF fails to be established, the average
delay for PS service access decreases, but the TBF establishment success rate in
an adverse radio environment also decreases. In addition, the probability of PS
service reaccess increases. Consequently, the number of reassignments
increases, wasting system resources.
A large value indicates a long interval for an MS to determine a TBF establishment
failure. As a result, when a TBF fails to be established, the average delay for PS
service access increases, but the TBF establishment success rate in an adverse
radio environment also increases.
Run the MML command SET GCELLPSPWPARA to change the values for
ALPHA and GAMMA.
Small values for the two parameters indicate a high output power for MSs and a
strong signal strength received by BTSs, but an increase in cell interference.
A large value indicates a low output power for MSs and a decrease in cell
interference, but a weak signal strength received by BTSs.
Therefore, change the values for these two parameters according to site
requirements. Generally, smaller values are appropriate for densely populated
areas and larger values for remote areas.
Run the MML command SET GCELLCCACCESS to increase the value for PS
RACH Min. Access Level. The recommended value is -109.
Increasing the value for PS RACH Min. Access Level improves the TBF
establishment success rate, but decreases the number of admitted subscribers and
the traffic volume.
Run the MML command SET GCELLCCACCESS to increase the value for
Random Access Error Threshold. The recommended value is 225.
A small value allows more random access signal errors and easier MS random
access, but leads to a high misreporting rate.
A large value reduces the misreporting rate, but reduces the number of admitted
subscribers and the traffic volume too.

If the downlink TBF establishment success rate is low, perform the following
steps:
Run the MML command LST BSCPSSOFTPARA to check whether Retry Times
of Downlink TBF Polling is set to 5. If no, run the MML command SET
BSCPSSOFTPARA to reconfigure the parameter.
A large value increases the downlink TBF establishment success rate, but
increases the congestion rate during peak hours too.
A small value decreases the congestion rate during peak hours, but decreases the
downlink TBF establishment success rate too.
