Dear President Obama:
Since the early 1900s, the economic engines of New York and New Jersey have spurced
massive investments in our regional transportation network. Our states, and the nation, reap the
Ienefits of our akility to sce pst inva state horders snd jointly shoulder infrsteuctore
projects that would otherwise be beyond the reach of individual states. Building regional
infiasrucure to accommodate population growth and continued esonomic expansion is ertcal
not only To ou two slates’ future, but also tothe fue economic strength ofthe nation.
(One of the regin’s eritical major iniastructure projects has, however, languished for
years: a new Hudson River rail tunnel. Acknowledged as a national priority, the rail tunel
‘connects New Jersey with New York, More importantly itis the linchpin for Amtrak's entre
457 mile-long Northeast Corridor route that is used by 750,000 passengers daily and serves eight
states and the Distiet of Columbia, The existing 105-year-od rail tunnel has been deteriorating
for years and is now well beyond critical in its neod for repair. Superstorm Sandy damage
severely exacerbated the station,
Knowledgeable state and federal officals have all proclaimed the urgent need to replace
(he tunnel, The states of Nevr Jersey and New York, the Port Authority of New York and New
Jersey, and elected federal officials in both states agree we need a now tunnel as soon as
possible. Rail delays due to tunnel damage already occur with unfortunate Frequency and we are
Yyoars From completing a nev tunnel ~ even i we started today.
Whats the isue? As usual, the obstacle to progress is funding, The total projet pric
approximately $20 billion. For any public works project ~ especially an infrastructure project —
this isan extraordinary amount of money. To put this in context in New York a new T GuardianAirport will cost approximately $4 billion and a new ‘Tappan Zee bridge will cost about $4
billion. In New Jersey, the cost of rising the Bayonne Bridge to accommodate new larger
vessels passing though the rebuilt Panama Canal is about SIS bilion. The $20 billion seale of

‘The exiting tunnel is an Amitak ovned-and-operated tunnel, and the projet is simply
impossible without federal grant sssstnce, Your own Transporation Department has publicly
highlighted the importance ofthis projet, which we appreciate, but to date no viable financing
plan as been developed
‘As the Governors of New York and New Jersey, we are both commited to funding our
fair share ofthe cost and, at our diretion, the jonlly operated Port Authority of New York and
