1 NAME OF WORK
Strengthening of "Joynagar(started from Burorghat)-Moydah-Jibonmondalhat-Mahishmarihat
Road"(from 0km-18.530km) under Diamond Harbour Highway Division in the district of South 24
paraganas.

2 INTRODUCTION
2.1

Project Background
The RURAL INFRASTRUCTURE DEVELOPMENT FUND (RIDF) is a Scheme Dedicated for
infrastructural development in rural areas with a objective of providing better comunication facilities
in rural areas and ensuring reduction of poverty in rural areas. As per assignment of the RIDF
Scheme, the National Bank for Agriculture and Rural Development has envisaged development of
infrastructure in rural area (i.e. Improvement or Upgradation of rural roads) in the state of West
Bengal.

2.2

Location
South 24 Parganas , a coastal district in the south of the State of West Bengal is bounded by
Kolkata and North 24 Parganas on North, Hoogly river on West, Bangladesh on East and Bay of
Bengal on South.
This district is having a geographical area of 8165.05 sq comprising vast rural area, Sundarban
forest area and also urban city area (part of Kolkata Metropolises).
Large road network spread over the district is still deficient in respect of requirement .With growth
of traffic in terms of volume and load many of the existing road which are built on poor road bed of
lower Gangetic alluvial soil are suffering from capacity constraint and structural inadequacy
resulting in deterioration of road pavement mainly due to financial stringency timely improvement
of the roads. A large number of rivers and channels including irrigation and canals provide gaps
blocking thorough movement along many of the road.
While expanding road network particularly in the sector of district has become a necessity, stress
has been given to complete the incomplete roads, strengthening of high density sections of
important traffic corridors which already have been taken up and completion of bridge projects
approved for implementation.
In view of the above, Public Works Department, Government of West Bengal takes a plan for
strengthening of existing carriage way to standard intermediate lane carriage way to meet the
requirement of present and future traffic.

Classification of Road and its Status


The proposed road is a Major District Road.The road serves as the prime connectivity between
Joynagar Station with the habitations of the above mentioned mouzas.The road is 18.53 km with
average crust thickness of 335 mm and an average wearing coarse of 25mm (bituminous) with
earthen shoulders.

Nature of Locality and Inhabitants


The road Terrain is classified as plain terrain.The climatic condition of this region is tropical humid.
Winter starts early in November and ends in the middle of February. Summer lasts till the middle
of June. Soon after this the rainy season commences and continues till the end of August. January
is the coldest month in this region. The mean minimum temperature in the month of January

varies from 10 C to 15 C. The highest temperature is often registered in May (Near about 42 C),
which is the hottest month. The average rainfall in this region is above 1500mm.There are two
harvesting seasons in area, one from middle of March to end of May(75 days) and other is from
start of October to middle of December (75 days)

2.6

History
The propsed road originates at Burorghat (T junction), 1.8 km from Joynagar on the PWD road
connecting Joynagar and Kultoli and terminates at Mahishmari Hat. The road passes through
areas mostly inhabitated by farmers and fisherman. The region around Joynagar, Kutoli was a rich
province and carries historical heritages and importance.

3 NECESSITY & BENEFIT


The proposed road contributes immensly to the the connectivity of the Joynagar and Baruipur.This
road runs parallel to the rail route connecting rail stations namely Dakshin Barasat , Baharu,and
Joynagar. This region is thickly populated with population around 1.2 lakhs considering all the
Blocks and mouzas that it connects on the way. Thus this road serves the population from 10
Mouzas. This road runs through agricultural areas,a good number of farm houses,brick fields (21
number approx),schools ,colleges, banks hospitalsand connects 6 number of markets namely
Chandipur,Maydah Kalibari, Jibon Mondal Haat, Pitambarer More, Dara, Mahish Mari Haat. So
quite a considerable number of commercial vehicle ply everyday. Besides this since the region is
known to be one of the major producers of vegetable which was daily required to be brought to the
urban area to meet its daily need.Thus this road has a tremendous socio-economic impact on the
rural population.

4 PRESENT STATUS OF THE ROAD


a) The proposed road is under Major District Road category of intermediate lane with poor BT.

Present surface condition is undulated , broken Crust, inadequate flanks width and eroded at
many stretches.

5 TOPOGRAPHICAL SURVEYS
Topographic survey true to ground realties have been done using precision instruments like Total
Stations and Auto levels, and bringing out data in digital form (x,y,z format) for developing DTM .
Traverse has been done by total station having angular measurement accuracy of 1 sec. All
leveling for establishing Benchmark are to be carried out as per method adopted by Survey of
India. All leveling are to be carried out with Auto Level having accuracy 2.5 mm/ km. In absence
of GTS benchmark in the nearby location of the road, arbitrary level (R.L) has been assumed and
fixed on TBM pillars accordingly.All data from topographic survey recorded by Auto Level were
takenup and final alignment, plan, profile were prepared and presented in AutoCAD Format.

6 SOIL AND MATERIAL SURVEY


Soil survey has been done by collecting samples of local soils from the embankment / sub-grade
of the proposed road in accordance to the guidelines of IRC :SP: 20-2002. The important tests
carried out on the soil intended for use for subgrade are as under

i). Sieve Analysis


ii). Atterbergs Limits
iii). Standard ProctorTest
iv). Soaked & Unsoaked CBR test
From the test results it is clear that the soil type is Silty Clay with fine sand and the designed CBR
for the soil along the proposed road is 3%. for the total length.

7 TRAFFIC CENSUS
7.1 Classified Traffic Volume Counts
The classified traffic count (7 days in both ways) survey was conducted on the same road . The
count was conducted for 24 hours (0.00 Hour to 24.00Hour) of the day.

7.2

Traffic Forecast
The present day traffic has to be projected for the end of design life at growth rates as per IRC 372001. The design traffic in terms of the cumulative number of standard axle to be carried out
according to Cl. 3.3.6 of IRC 37-2001 , page 14. The traffic in the year of completion of the road
project has been estimated as per equation 3.3.6.1 of the above page 15 of IRC 37 : 2001
mentioned clause.

8 TECNNICAL SPECIFICATION
8.1

Preparation of Ground before Construction of Embankment


Widening of the embankment layers shall be done with earthen layers of thickness not exceeding
200mm in compacted thickness. The soil used in the embankment shall conform to the technical
specifications. At the time of placing the Earth work, layers not more than 300mm thick (loosened
earth) shall be placed only after checking the in-situ moisture content.It is compacted by power
Roller / vibratory Roller to attain the desired MDD at OMC compared to 100% standard proctor
density (i.e. degree of compaction of soil) in slope of embankment including breaking all clods
required quantity of watering as per OMC, filling depression making sufficient number benches on
existing embankment, crest width to proper profile with 2.5% cambering at sub-grade level in
accordance with the procedure of earth work.Clods or hard lumps of earth shall be broken to have
maximum size of 75 mm. when being placed in the embankments and a maximum size of 50 mm.
when being placed in the sub-grade.
600mm wide hard shoulder is proposed on both sides through out the length of the road except for
areas of concrete surfaces as in case of cross drainage structures. Shouldering is done with single
layer of 75mm compacted thickness of brick-bats over which a single layer of 75mm thick jhamametal is to be laid to attain an over-all compacted thickness of 150mm .

8.2

Wet Mix Macadam


Laying ,spreading & compacting approved stone aggregates to Wet Mix Macadam specification
including screening of aggregates and granular materials, mixing the materials in proper grading
using mechanical mixer, adding water to achieve required OMC, laying the mixed materials in
uniform thickness of 75 mm each layer over prepared surface, rolling with 8-10t roller in stages to
proper grade, camber, until the desired density is achieved, as per direction of Engineer-inCharge complete, including cost of quality control. WMM is laid in three layers to attain a desired
thickness of 225 mm.

Patching of pot holes


Existing potholes and cracks shall be repaired and sealed following the conventional methods or
as directed by the Engineer-in-Charge.
8.3

Construction of Bituminous course


Prime Coat
Where the existing surface is granular, all loose materials shall be removed and the surface lightly
watered where the profile corrective course to be provided as a separate layer. Where the profile
corrective course of bituminous material is to be laid over the existing granular surface, the latter
shall, after removal of all loose materials, be primed with as per the stipulations of prime coat over
granular base
This work shall consist of application of single coat of low viscosity liquid bituminous material to a
porous granular surface preparatory to any superimposition of bituminous treatment or mix. Single
coat of Prime coat with low viscosity should be applied over the granular surface MOST gives
guidelines for requirements of viscosity and quantity of bituminous material for priming purpose.
Since the surface is granular the kinematics viscosity of the primer at 60 0 should be in the range of
30-60 centistokes and quantity bitumen should be 0.75 kg per sq.m.
The sequence of laying of the primer should be as detailed in the IRC specification.

8.4

Bituminous Macadam
This work shall consist of construction, in a single course, of 50 mm compacted thickness of
compacted crushed aggregates premixed with a bituminous binder, laid immediately after mixing,
on a base prepared previously in accordance with the requirements of the specifications, and in
conformity with the lines, grades and cross-sections shown on the drawings or directed by the
Engineer-in-Charge.
Tack coat shall be applied in all bituminious layers starting from BM,Premix and Mastic asphalt. In
case of application of tack coat mechanical means adopted for BM and Premixed carpet where as
for mastic asphalt it is to be laid manually.Tack coat in the form of Bituminous emulsion shall be
applied as 0.30 kg/sq.m.
The bitumen shall be paving bitumen of suitable penetration grade within the range S 35 to S 90 or
A 35 to A 90 (30/40 to 80/100) The aggregates shall consist of crushed stone, crushed gravel
(shingle) or other stones retained on 2.36 mm sieve. They shall be clean, strong, durable of fairly
cubical shape and free of disintegrated piece, organic and other deleterious matter, and adherent
coatings. The aggregates shall preferably be hydrophobic and of low porosity. Where crushed
gravel is used as aggregates, not less than 90% by weight of crushed materials retained on 4.75
mm sieve shall have at least two fractured faces. The aggregates shall be proportioned and
blended to produce a uniform mixture complying to the specifications. The binder content shall be
within a tolerance of 0.3 % by weight of total mixture.A tack coat shall be applied as required by
the Contract documents, or as directed by the Engineer-in-Charge.

8.5

Premixed Carpet and Seal Coat


This work shall consist of laying and compacting an open graded carpet of 20 mm thickness in a
single course composed of suitable small sized aggregates premixed with a bituminous binder on
a previously prepared base, in accordance with the requirements of these specifications to serve
as a wearing course. The underlying base on which the bituminous carpet is to be laid shall be
prepared shaped and conditioned to the specified lines, grade and cross section as directed by the
Engineer-in-Charge. A tack coat shall be applied as required by the Contract documents, or as
directed by the Engineer-in-Charge.
The binder shall be bitumen of a suitable grade appropriate to the region, traffic, rainfall and other
environmental conditions as directed by the Engineer-in-Charge, and satisfying the requirements
of IS: 73.

8.6

Mastic Asphalt
25mm thick mastic asphat wearing coarse will be applied on the treated BM top layer. Approved
quality coarse aggregate,fine aggregate,filter material,binder and bitumen in specified proportions as
reffered to in the IRC specification.
After thorough investigation of the road with Engineer-in-charge provision of mastic asphalt have
been made in water-logged areas,market places . The total length for mastic asphalt is 945m.

9 CROSS DRAINAGE WORKS


The existing CD structures are in good condition and are present in sufficient numbers. The list of
existing CD structures are presented alongwith.

10 PROTECTIVE WORKS AND ROAD FURNITURE


Protective works are carried out to stabilise the shoulders and embankment particularly in areas
where water bodies are located adjacent to the embankment. It is carried out using Eucalyptus
Ballah of 100mm and 150mm dia as required upon depending on the depth of the water body. The
list for protective works to be carried out ,chainage wise have been attached alongwith.
Road furnitures in the form of Ordinary km stone, 5th km stone and 200m RC post, guard post
