VACANCY CALL FOR PROGRAM DEVELOPER AT PMU

A. About the Project and Project GIS Work

The Odisha Forestry Sector Development Project (OFSDP) is implemented by the Forest
and Environment Department, Government of Odisha with the support from Japan
International Cooperation Agency (JICA). The objectives of the project are to restore
degraded Forests and improve the income level of villagers by promoting sustainable forest
management, JFM and community/tribal development with the overall goal of improving
environment and alleviating poverty. The project is implemented through the Odisha
Forestry Sector Development Society, an autonomous body. The project is implemented in
10 districts of Odisha, covering 14 forest divisions. The project has a large dataset of GIS
information, maps, satellite imagery etc. at Project Management Unit (PMU) and Divisional
Management Unit (DMU) offices. A GIS facility is available at the PMU to carry on all GIS
activities.

B. Work Location:
The Program Developer will be engaged at the Project Management Unit of OFSDP located
at SFTRI campus, Ghatikia, Bhubaneswar, Odisha. He/She will be required to make field
visits to the project areas as and when required.
C. Scope of Work:
The Program Developer will contribute in coding/development of web based GIS
applications/modules for the GIS Centre.
Specifically, the Program Developer is expected to perform the following:

 Design and develop web based user interfaces in HTML and JavaScript with PHP as
the scripting language. Design and develop backend data processing algorithms
with PHP as the scripting language and SQL as the database query language.
Design and develop backend database connectivity, data conversion and
presentation algorithms in PHP.
Integrate GIS data & non-GIS data from databases, files and external data sources
with the web based infrastructure.
Any other relevant work assigned by PMU / GIS cell in-charge as and when required.
D. Qualification:
B.E/B.Tech in Computer Science, IT, Electronics and Telecommunications (or) Bachelors
degree in science with MCA
E. Expertise and Experience:
At least 2 years work experience in PHP development
Expertise in at least two of the following domains: PHP, JavaScript with Ajax, HTML
with CSS, SQL, MySQL/PostgreSQL administration, Linux Server Administration,
C++, Android Applications development, Java, Web GIS APIs(Google
Maps/Openlayers), JQuery/Bootstrap
Applicants must have working knowledge of office productivity applications like word,
excel etc.
Applicants must have good experience of finding solutions to issues from Internet
and web applications independently
Understanding of GIS & geography concepts like GIS data types, coordinate systems
etc. will be an added advantage
Good written, oral and graphic communication skills are desirable
F. Remuneration:
Consolidated monthly remuneration of Rs. 18,000/- for a candidate having less than
5 years experience and Rs 20,000/- for a candidate having more than 5 years
experience.
