The Public Policy and Management group is a multidisciplinary


group of active researchers and teachers from diverse social

Course Structure

After joining the programme students have to go through a


course work phase for the first two years. They complete at
least 90 credits before being inducted into the research phase
after successfully passing their Comprehensive Qualifying
Examination.
The academic group that a student joins is treated as the major
area, while a student will be required to choose another
academic group as a minor area of specialisation.
During the first year, students have to take up at least 15
compulsory 3-credit courses as decided by their academic
groups. Students in most of the academic groups also need to
take the compulsory non-credit course in Qualifying
Mathematics.

Institutional Support

During the summer vacation at the end of the first year, students
undertake project/research work (under the guidance of faculty
members) which is treated as equivalent to a 6 credit course.
The qualifying CGPA for the first year is 5.5, while that for the
whole period of coursework is 6.0. Students failing to meet the
cut-off CGPA will be required to withdraw from the programme.
After a successful completion of coursework, a student takes
the written and oral parts of Comprehensive Qualifying
Examination (CQE). After a successful completion of CQE, a
student moves into the thesis or dissertation phase.

During the second year, students have to take the following


course load:

Graduates of the other IIMs who have a CGPA of 6.00/9.00 and


above (or its equivalent) are eligible for direct admission to the
second year of the Fellow Programme. For others, waiver of all
first year courses or for a specific course is decided by the FPR
Committee on a case-by-case basis.

Dissertation Work

8 courses in the major area (out of which at least 6 should


be doctoral-level advanced courses; if a student has already
taken any doctoral-level course in the first year, s/he needs
to take the remaining number of doctoral-level advanced
courses in the second year)

3 courses (3 credit each) from the students designated


minor area

A student undertakes her/his dissertation work under the


guidance of a Thesis Advisory Committee (TAC) chaired by a
Thesis Supervisor. We encourage inter-institutional
collaborations by enabling academic participation of
academicians outside IIM Calcutta in TACs. A dissertation is
evaluated by a panel of two external experts from outside IIM
Calcutta and an internal expert from within the Institute. A
student also has to defend her/his thesis in a public defence in
the presence of a panel of examiners.

The Institute provides substantial financial and infrastructural


support to FP students.
No tuition fee is charged. Currently, each student is given a
stipend that starts at Rs.27,000 per month and goes up to
Rs.30,000 per month. In addition, a contingency grant of
Rs.25,000 per year with an additional computer grant of
Rs.40,000 is also provided in the first year. These grants can be
used to buy books, conduct field research, and to attend
academic conferences. The stipend and contingency grants are
given for four years, and can be extended for up to one more
year on demonstration of satisfactory progress in dissertation
work.
Additional financial support is available in the form of extra
funds of up to Rs.50,000 for field research. Moreover, students
can take up teaching assistantships as and when available, that
pay up to Rs.11,000 per month (in addition to the stipend).

The Institute also provides full financial support to students to


attend up to three international conferences. Students can also
participate in one international workshop in lieu of a conference.
Fellowship students are expected to reside on campus during
the course of their programme. The Institute provides singleroom accommodation to all students, and has limited family
accommodation for married students.
The cost of living on campus includes a rent deduction which
is Rs 750 per month for hostel accommodation. The rents for
one room studio apartment and two bedroom apartment are
Rs. 1200 and Rs 2000 per month respectively. If a student
chooses to join a mess then basic charge is around Rs. 3500Rs. 4500 per month which varies from hostel to hostel and also
depends on food preferences. 1

Infrastructure and Facilities

Fellow Programme students are provided state of the art


infrastructure and facilities to enable them to conduct high
quality research work. There are four air conditioned computer
labs in the Institute exclusively for FP students where each
student is provided an individual desktop after a successful
completion of CQE. Apart from the computer labs, there is a
computer centre with state of the art workstations that are
available to all students across all programmes. The computer
centre is the repository of all the hardware and software
computing requirements of FP students. The computer centre
hosts statistical software like STATA, SPSS, and SAS, computing
software like MATLAB, LINGO, and qualitative analytical tools
like NVIVO over its network for all our students. 24x7 highspeed wireless broadband is available to all students providing
freedom and flexibility of location. Apart from the wireless
network, all hostel rooms are equipped with high speed LAN
infrastructure as well. The labs also have printer and scanner
facilities. Along with the computer centre and the FP computer
labs, students can also avail a one-time grant at the time of
joining the course to purchase hardware and software tools
customised to their individual research requirements.
The B.C. Roy Memorial Library at IIM Calcutta is regarded as one
of the most contemporary libraries in the country. The library
has access to almost all the major journals in the world, including
electronic access to journals, e-books, and remote access facility
for FP students. In the library, the FP students are provided
separate areas where they can sit and read in their own cubicles.
The library also provides access to databases like Prowess, ACE,
Lexis Nexus, Capital line, CRISIL among others to cater to the

research requirements of students across disciplines. In the


year 2013, the Institute started a world class finance lab which
provides access to databases like COMPUSTAT, Reuters and
Bloomberg terminals. The finance lab can also host lab-based
experiments for FP students.
The FP course emphasises sound methodological knowledge.
Seminars by eminent scholars are organised all through the
year. Training on tools and databases is provided by vendors
like IBM, and CMIE as well as subject matter experts. During
the summer term, research methods workshops are organised
in which professors from within and outside the Institute are
invited to deliver lectures. Students from within the institute
and from other institutions participate in these workshops.
Students are also encouraged to attend similar workshops
offered at other reputed management schools.
In March 2014, an MoU was signed between IIMC and Ivey
Business School for the establishment of the IIMC Case Research
Centre. The MoU is about joint development of case studies
and co-branding of case studies between the two institutions.
The Case Research Centre has already released cases in
association with organisations like Microsoft. Students are also
encouraged to participate in case writing workshops and
competitions conducted annually by prestigious institutes
across the globe.
IIMC provides further support to the FP students in the form
of video conferencing facilities, dedicated classrooms, and
discussion rooms. The Institute also supports students with
audio and video recording facilities for any research
requirement.

Admissions

An applicant to the Fellow Programme is required to have:


EITHER
First Class Masters degree in any discipline or CA/CS/CMA with
minimum 55% marks and a three-year Bachelors degree with
at least 50% marks in the aggregate;
OR
First Class Bachelors degree in Engineering.
In addition, the applicant must have obtained a minimum of
50% marks in the aggregate in either the Secondary or the
Higher Secondary Examination of a Board (or equivalent).
A final-year student appearing for the Bachelors degree
examination in Engineering or Masters degree examination in

any discipline can also apply. Such a candidate, if selected, will


be provisionally admitted provided s/he completes all
requirements for obtaining the degree before 30th June, 2015.
Admission of the candidate will remain provisional until s/he
produces mark sheets proving that s/he satisfies the eligibility
criteria. The deadline for submitting the final year degree mark
sheets is 31st December, 2015.

Admission Tests
An applicant can apply to at most two areas of specialisation.
S/he needs to have taken the Common Admission Test (CAT)
in 2014 or, depending on chosen specialisation(s), alternative
test(s) in lieu of the CAT as specified in the following table. The
test score(s) should be valid on 24th January, 2015.

Exemptions
An applicant who is a graduate of any one of the two-year fulltime Post Graduate Programmes of any one of the Indian
Institutes of Management with a Cumulative Grade Point
Average (CGPA) of no less than 6.00/9.00 (or its equivalent), or
has completed the PGDBM Programme of IIM Calcutta with a
CGPA of no less than 6.5/9.00 does not need to take any
admission test. S/he can apply directly using the FP online
application process. S/he has to pay the application fee and
meet the application deadline. The selection procedure followed
for such a candidate will be identical to that of all other
candidates.

Selection Process
The evaluation process of applicants for the fellow programme
consists of test scores in qualifying exams, overall academic

record, alignment of research interests with the faculty members


in concerned departments, statement of interest, and strength
of recommendations, among others. The cut off for each test
score is decided every year and is a prerogative of the committee
that looks into the application process. We strongly encourage
applicants to look at the faculty profiles and their research
interests.
The Institute shortlists students from the pool of applicants in
any year for an interview process at IIM Calcutta campus.
Interviews are usually held in March.
Interviews are conducted in two rounds. In the first round,
candidates are interviewed by faculty members in the area(s)
of specialisation to which the candidates have applied. Those
who qualify in the first round take a Research Aptitude Test
and are subsequently interviewed by the Fellow Programme
and Research Committee for final selection.

I came into academics after spending over ten years in industry. When I was looking for a doctoral
programme in strategy in India - I must confess - my first choice was IIMA, as I had done my PGP
from there. As luck would have it, they stopped their strategy Fellow Programme for a few years
and I came to IIMC. This turned out to be one of those life changing events in my life. In retrospect,
I feel I got so much from my doctoral experience at IIMC, which I sincerely believe I would not
have got from any other school national or international. As a part of building the foundations
of the strategy Fellow Programme at IIMC, the group went out of the way to provide inputs by
inviting scholars from around the world. In particular, my young advisor Prof. Sougata Ray
(younger than me!) stressed the importance of publishing in top tier journals early in the

I spent one of the most enriching periods of my life as a doctoral student at IIM Calcutta. The
FPM at IIMC offers an excellent combination of high quality theoretical inputs and sound
methodological training. Most importantly, the programme altered my perspectives on key
issues, and provided me with the ability to think critically, and question extant knowledge and
understanding. I would attribute substantial credit for this to IIM Calcuttas excellent faculty,
and especially to my thesis supervisor Prof. Rohit Varman. Prof. Varman and his fellow academicians
at IIMC symbolise what makes this institution so special a vibrant academic atmosphere, deep
understanding of research, and encouragement of multiple ways of exploring, learning and
knowing. Becoming a good academic is a long process that takes time and immense effort. For
those wishing to embark on this journey, IIMC would be a great place to start!

IIMC was my first exposure to a serious institution of higher learning, and some of the outstanding
teachers I encountered made a deep impression not only as teachers but also as human beings
Professors SK Chakraborty, Shyamal Ghosh, and NK Rao, to name a few. IIMC gave me some
wonderful friends, including Prof. Ramu Aiyer, who remained my well-wisher and mentor for as
long as he lived. The verdant green of Joka, late nights spent rowing in the lake, sitting on the
tractor tyre in front of the hostels; and all those gallons of chais and the singharas and rossogollas
downed at Mihir Das at the front gate are some of my favourite memories! And yes, nothing
can detract from the fact that whatever career I was able to build for myself was built upon the
foundations laid at IIMC.

The distinct feature of IIM Calcutta FPM is its collegial academic environment and access to
diverse intellectual resources for pursuing interdisciplinary research and faculty members,
particularly from Behavioural Science Group, encourage this right from the beginning. Rigorous
doctoral course-work ranges from behavioural aspects of organizations to interdependence
between organizations and markets. Beyond regular classroom sessions and research seminars,
I have also learned enormously from mingling and bouncing ideas with other fellow colleagues
and faculty members during my doctoral day.

My decision to join the Fellow Programme at IIMC was, in retrospect, one of the best decisions
I ever took. Apart from the rigour that the programme instilled in me, I look back fondly at the
interactions that I had with my advisor and several other members of the faculty. They treated
me as a junior colleague, and this went a long way in making me confident in what I did, although
I was just starting out in academia. Even now, fifteen years later, when neither my advisor nor
I are still at IIMC, we remain the best of friends

it. The quantitative focus of IIMC improves not only your research skills but also your overall
decision making prowess. The Fellow Programme is benefited by the contributions of the
excellent teachers and researchers that IIMC has. They inculcate a sense of pride in your being
an IIMC Fellow. My doctoral supervisor provided me not only the necessary academic support
but the whole gamut of pastoral care needed at every stage of building a successful academic
career. I remain eternally grateful to him.

The most enriching phase of my life was spent at IIM Calcutta as a Ph.D. student. The programme
entailed a rigorous and relevant course-work, followed by ample independence to think, rethink, waste, and write. It has provided the perfect grooming ground for future thinkers of
society, whose scholastic contributions are not merely confined to ivory-tower research, but are
strongly rooted to reality. I cherish the memories and every bit of my association with IIM-C
