Right to Education (RTE) Checklist

The Right of Children to Free and Compulsory Education Act or Right to Education
Act (RTE), which was passed by the Indian parliament on 4 August 2009, makes education
a fundamental right of every child in India. In addition, the law also prescribed standards
that must be adhered to by all the schools (private run and NGO run), failing which, the
school will be closed.
All Ashas projects that run formal schools are also required to conform to RTE rules and
regulations. A few Asha funded schools in Uttar Pradesh have already been closed down,
because of their non-conformity with RTE norms and regulations. At this point of time, it is
critical for us as an organization to understand the status of RTE implementation in all the
formal schools that we support, and take necessary steps to prevent further closure of Asha
supported schools.
A questionnaire has been prepared to obtain information from Asha project partners on RTE
implementation in their schools. Please understand that it is urgent for Asha to get this
survey done as quickly as possible, so that necessary steps can be taken at the earliest to
prevent unfortunate closures of Asha schools for noncompliance with the RTE law. Please
return this questionnaire after answering the questions to the best of your knowledge by

General Questions
Q1. Have you heard about the RTE Act 2009? (Y/N)
Ans. Yes.
Q2. Do you know if the provisions of the RTE are applicable to your school/project?
(Y/N/Not sure) (If No, please provide the reason you believe the RTE does not apply to your
case. You do not need to complete the rest of this questionnaire).
Ans. For Tomorrows Foundation Model School RTE is applicable.

Q3. What is the age group of students studying in your school? (If your school has children
between the ages 6-14, the provisions of RTE might be applicable to your school. If none of
the children in your school are in the age group of 6-14, the RTE provisions do not apply)
Ans. Age group of students studying in Tomorrows Foundation Model School is from 6yrs to
10+yrs
Q4. What type of education does your school provide (Formal/Non-Formal)? (If you run a
school, the school needs to comply with all the provisions of the RTE as per the regulations
of the state where the school is functioning. If you are running an after-school tuition center
or after school vocational training center etc, the provisions of the RTE *might* not apply)
Ans. Tomorrows Foundation Model school got approval from Kolkata Municipal
Corporation(K.M.C) and it provides formal education.

Ans. Yes .It is urban.
Q2. Do you run your school under the National Institute of Open Schooling (NIOS)? (NIOS
currently does not recognize any institution for children between the ages of 6-14)
Ans. No.
Q3. Has your school received Government recognition (Y/N)? If not, are you aware of the
procedures to get Government recognition? Have you submitted the required forms to the
District Education Officer? (Each state has outlined the procedures and requirements that
you need to fulfill to get Government recognition. Most of the requirements that the school
needs to adhere to are covered in the following questions and supporting materials
attached/referenced. Please familiarize yourself with the requirements if you havent
already. Some prescribed norms are provided at the end of this document)

10th July 2010.

private partnership) model.

Q8. Do all students in your school get free education? (Y/N). If there is a fee for students,
how many students pay the fee? How much is the fee?
Ans. There is no fee for students but there is community contribution. TF provides all
teaching learning materials (worksheets, activity books, pencil, crayons, colours etc),
uniforms ,teachers salary and also arrange exposure trip for students. Parents are involved
in self help group (SHG) and they also participate in different workshops, health training
programmes organized by TF.
Parents contribute monthly Rs. 35 but there is no compulsion .The collected money is
deposited in the SMC account. At the end of the year as per decision and consent of the
parents that amount spent to support any head under programme cost.
Q9. If your school is private/unaided or belongs to a specified category, does your entry
level class have children belonging to the prescribed background? If yes, how many?
(For a private, unaided school or a school in the specified category, section 12 of the RTE
Act mandates at least 25% of the students to be from a prescribed background, who will
pay no fees. The Government will subsidize the cost of educating these children via the
schools bank account. Alternately, if the school is partly funded by the government and
receives X% of its annual recurring expenses, in funds from the government, then at least X
% or 25% of its students (whichever is greater) must be admitted based on the prescribed
background.)

Ans. There are three disabled students in our school. They have Down syndrome, speech &
hearing problem and locomotor problem.

Ans. All students are from under privileged background and they are coming from nearby
slums .All are SC.
Q13. What is the population density of the area in which your school is located? What type
of other (primary/secondary/high) schools do you have in that area? How many of each type
do you have?
Ans. Total population in ward 83 - 24381 (2001 census).
Q14. What is the curriculum in your school? Do you follow CBSE/ICSE/State syllabi? If not,
are you confident that the school curriculum meets the prescribed RTE norms?
Ans. Tomorrows Foundation Model School follows state syllabus and also follows
instruction given by KMC.
Q15. Does your school provide free text books, writing materials and uniforms to all

requirement should be provided with all materials required for their study)
Ans. Yes. As it is a PPP intervention so KMC provides text books and Tomorrows
Foundation provides writing materials ,uniforms etc.

Ans. Every year teachers receive 5 times training .They received trainings on Activity based
learning methodologies, adolescent mental health, life skill and reproductive health.
Tomorrows Foundation itself has training team who have the experience to conduct training
on Activity based learning methodologies and also they developed training manual in Hindi
and Bengali .Experienced resource person conducted health and life skill trainings.

Ans. There is a grievance cell in Tomorrows Foundation which also address the concers of
teachers.
