A representative of the residents of the Legacy Oaks community in Evesham used town councils Sept. 15 meeting to once
again voice concerns about the
potential of a back end exit to
be built with the Barclay-Chase at
Marlton apartment complex
along Route 70.
Nestled between Route 70 and
Evesboro-Medford Road, the nearly 260-unit apartment complex
would form a u-shape around the
Public Works complex along what
was formerly known as the Aristone Tract near the EveshamMedford border, and would also
contain 6,000 square feet of retail
space.
Its the Evesboro-Medford Road
access that worries those in Legacy Oaks, as they believe left turns
out of the potential back exit
would bring increased traffic and
would negatively impact the residents of Legacy Oaks less than
half a mile down the road.

Lynn, the representative to speak
at the meeting, said his community was disappointed with a lack of
communication between township officials and those at Legacy
Oaks, starting with when the
project first surfaced when Lynn
said township officials communicated there would be no back exit.
On our own initiative, we discovered when we saw the plans at
a township meeting that there
was in fact a back exit, Lynn
said. We were never informed of
that, like I said, until we saw it
with our own initiative.
Lynn said his community was
disappointed it was unable to convince the involved parties that
there was a need for a no lefthand turn exit coming out onto
Evesboro-Medford Road from the
Barclay Chase project.
I feel that I would not be fair to
our community and remiss if I
did not point out that the communication was lacking, Lynn said.

Local elections dont have to get out of hand

time every year. While its an
issue that is associated with biggerbudget elections such as for Congress,
governor and president, its not something that passes by local elections.
And thats a shame a real shame.
Elections at every level should be
about whos right for the job, not who
can raise, and spend, the most money.
Campaign funding reform has been
discussed, and implemented, time and
again, but its not an easy thing to control. There are plenty of loopholes,
and it can be hard to track.
At the local level, though, it should
be easier and it should be regulated.
A few years ago, one local municipality passed a pay-to-play ordinance
that we believe every town in New Jersey should adopt.
Moorestown originally passed an ordinance to align its campaign contribution limits to that of the state

$2,600 for professional business entities and $7,200 for political action committees.
Residents complained, though, and
for good reason. Those numbers were
a substantial increase from the towns
original limits of $300 and $500, respectively.
After signatures were gathered opposing the change, Moorestown reversed the ordinance and returned its
contribution limits to the lower levels.
It was a good move, and one that we
encourage other towns to make, if
they havent already.
Were all for pay-to-play ordinances
that protect local towns from being
run by outside influences such as corporations or other political entities.

Local politics, more so than any other


form of government, should be about
the residents of the town.
Local elections should be about the
candidates involved and what they
will do for the town and its residents.
Period.
It shouldnt be about what businesses want to see or political machines
want to see. Its about the people.
We encourage all local councils,
commissions and committees in New
Jersey to pass regulations on contribution limits, if such regulations arent
already on the books.
Its election season, and as we watch
debates and read about issues from
candidates at the state level and hear
of even more trouble at the federal
level its hard not to lose confidence
in the honesty and integrity of politics
today.
But local elections and local politics
dont have to be that way, as long as we
control it.

Holy Cross parents bring busing concerns to BOE

At last weeks Lenape Regional High
School District Board of Education meeting, a group of Holy Cross parents who represented towns from all over the district
used the public comment session to voice
their opinions regarding busing of the private school students.
According to the state Department of
Education Office of Student Transportation, all non-public school students who reside in a district that provides transporta-

tion to and from school for remote public


school students are eligible for transportation or aid in lieu of transportation. The
term remote means the student lives beyond 2.5 miles from the high school they attend.
Our goal is to have our students bused
the same way the public students are
bused, Leanne Shine of Medford said.
We would like our students to be picked
up in their neighborhood and dropped off
in their neighborhood, and we would like
our students to be picked up at dismissal
instead of an hour after the final bell

rings.
Many students from the area who attend
Holy Cross do not get home until almost 6
p.m. and are often late to school. According
to Shine, in the six days of school Holy
Cross has had, students from the Lenape
district have been late for three of them
due to the busing situation.
These buses are picking up Shawnee students and dropping them at home before
they go to Holy Cross, and while it is a bit

years, away from any project actually coming to fruition at the
site.
Theres a lot of other moving
parts to that project back there,

and we know there are multiple


moving parts that still have to
somewhere land where theyre
going to land, Brown said.
Brown also reiterated councils
belief that there should be a traffic light at the exit, and the township would direct its traffic engineer, along with its other engineers, to investigate that possibility when the time comes.

In May, council approved developer Fieldstone Associates for the
Barclay Chase at Marlton complex. The developer also built the
Marlton Gateway Apartments
along Main Street where the
townships old municipal building once stood.

township has not received any
news of when the developer plans
to look for final approval for the
Barclay project.

Borden is Officer of Month


The Evesham Township Police
Officer of the Month for August
2015 is Patrolman William Borden.
Borden has been a member of
the Evesham Police Department
for 20 years. Borden is commended for his proactive enforcement,
outstanding police work and dedication to the community.
On Aug. 7, Borden located and
arrested members of a NY credit
card fraud ring who six hours
earlier in the shift had rammed
an Evesham police car and led officers on a high speed pursuit.
On Aug. 6, at 9:05 p.m., Evesham Police officers responded to
the Wal-Mart store, 150 East
Route 70 for four males who were
identified by store security as
being part of a large scale credit
card fraud ring that have been
targeting numerous Wal-Mart
stores in the area.
The group attempted to purchase iPads with fraudulent credit cards, but were denied the purchase by an alert store staff.
As the group entered its Ford
SUV with North Carolina regis-

tration, officers
positioned their
vehicles
behind the SUV
and activated
their
emergency lights
and sirens.
The driver
then
placed
BORDEN
his vehicle in
reverse, ramming a police vehicle before fleeing at a high rate of speed.
Officers pursued the vehicle
for a short distance before terminating the pursuit due to the risk
of injury to innocent bystanders.
At 3:26 a.m. on Aug. 7, Borden
proactively assigned himself to a
DDACTS assignment and located
the vehicle six hours after the incident, speeding on Route 73.
A felony motor vehicle stop
was conducted and all four occupants were arrested without incident.
Borden is commended for his
proactive enforcement and outstanding police work.

The Holy Cross parents were
notified the students would be
dropped off within 45 minutes at
their afternoon stop.
Theyre lucky if theyre
picked up at the school within 45
minutes of dismissal, Steve
Gravlin of Marlton said.
Parents were also notified they
will have three group stops at
which the buses will be picking
up and dropping off. These stops
require many students to walk
down busy roads that oftentimes
dont have sidewalks or even
shoulders, so it is a major safety
problem roads such as Taunton
and Tuckerton that Shawnee students do not have to cross to get to
their bus stops.
And while these group stops
were intended for the children to
be driven to, Shine argues it is a
lot to ask of a parent who also
needs to be somewhere at this
time in the morning.
Obviously, some of these students are lucky enough to have
parents take them, but we cant
depend on these parents who
have work to take their kids to
school. It really is a hardship,
Shine said.
The parents called the Garden
State Bus Company, which is in

charge of this situation, and were


told to deal with it or speak to
Sean Daly, according to Shine.
Daly is the transportation director at the Burlington County Special Services School District Educational Services Unit, which
LRHSD contracted to be in charge
of its bus routes. Neither the parents nor the members of the
board have been able to get in
touch with him in regard to this
problem, they said.
Just like all of the parents of
public school students, parents of
Holy Cross students pay the same
taxes in which $884 per student
goes toward busing. There are 96
students who are being bused to
Holy Cross who reside in the
towns covered by the LRHSD.
So thats $84,000 that the district is getting, yet our students
are on the bus until six oclock,
and our students are late for
school, Shine said.
Parents advised the board to
have the BCSSSD reevaluate its
bus routes to accommodate the
private school students and be
more reasonable.
You have delegated the negotiating rights to BCSSSD and they
do not cover your responsibility
of providing safe and efficient
transportation, Gravlin said.
Colleen Zanger of Mount Laurel lives six miles from Holy
Cross, and she had her son track
his bus ride using an app on his
phone. He was on the bus for two
hours and five minutes, she said,

being picked up at 5:50 a.m.
Unfortunately, according to the
board, there is not enough money
for another bus because of the
mandatory cap that is provided
by state law.
The district receives about
$80,000 from the 96 students for
busing, which creates more than
what it needs for the current bus
routes but not enough for another
bus.
While there is a little bit of
room there, there is not room for
the next bus, LRHSD Business
Administrator and Board Secretary James Hager said.
The board said it seems like the
only way to fix this would be to
add a third bus, and while that
would alleviate most of these issues, the taxes from the 96 students in the district who attend
Holy Cross only account for about
$4,000 to $6,000 above what the
contracted cost is for those two
routes.
A third would cost roughly
$35,000 to $40,000 more for the
year, so while the district is receiving more than it needs for two
routes, it is not enough for a
third.
Non-public transportation is a
problem simply because the state
has placed an arbitrary limit at
$884, Hager said.
Last year, there were three
buses, but due to a decline in enrolment for Holy Cross students
in the area, the district is only allowed to spend for two this year.
This is not uncommon territory
for the board, as bus routes are a
problem that many times do not
please everyone involved.
The most scrutinized contracts by the DOE are always
transportation contracts, Taylor
Ruilova of Comegno Law Group
said.
While the parents were not
looking for everything to be settled at the meeting, they stood by
their points and will be hoping
for a resolution in the near future.
Really, all were asking for is
for our students to be considered
in the same way that other students have been considered,
Shine said.

Police apprehend suspects


in Marlton Tavern burglary
The following reports are on
file with the Evesham Police Department:
On Sept. 10, officers responded
to a reported overnight commercial burglary at the Marlton Tavern, 65 Main St. Investigation determined that unknown suspects had
forced entry into the
business and stolen
the cash register.
Investigators
tracked down two suspects to a
house in Hammonton, where
they were arrested and brought
back to the Evesham Police Department for questioning and
processing procedures.
A female, age 22, of Hammonton was charged with third-degree burglary and theft. She was
lodged in the Burlington County
Jail in default of $20,000 bail.
A male, age 28, of Burlington
was charged with third-degree
burglary and theft. He was released on his own recognizance.

to be delivered to Evesham, Cherry Hill and Voorhees homes.
A follow up investigation determined that the suspect
was able to compromise residents identities as part of a scam

picked up the packages from the
homes they were delivered to.
This is an active criminal investigation, and any additional
victims are asked to contact the
Evesham Police Department. All
the tracking numbers were
linked to victims and those victims were contacted by police.
Arrested:
A male, age 40, of Paterson,
was charged with four counts of
third-degree credit card theft. He
was lodged in the Burlington
County Jail in default of $10,000
full bail.

On Sept. 4 at 4:35 p.m., the Evesham Police Department was contacted by an alert UPS driver who
stated that he was delivering an
abnormal amount of American
Express Cards and believed that
he was being followed by a suspicious male in a sports utility vehicle.
Officers responded to the area
of Goldenrod Lane and located
the vehicle described by the driver.
The driver gave officers conflicting stories of why he was in
the area and why he was following the UPS truck.
During a subsequent search of
the vehicle, officers discovered
stolen UPS packages (American

Zone conducted a motor vehicle
stop on Route 70.
During the investigation, Evesham Police K-9 Ciko was called
upon to assist officers with the detection of narcotics.
K-9 Ciko was walked around
the exterior of the suspects vehicle at which time he alerted officers to the presence of narcotics
inside the car.
A subsequent search of the vehicle by officers resulted in the
discovery of heroin and drug
paraphernalia.
Arrested:
A male, age 24, of Turnersville,
was charged with third-degree
possession of heroin and a disorderly persons offense for possession of drug paraphernalia.
He also had an outstanding
warrant and was turned over to
the State Police.
