This letter responds to your recent Freedom of Information Act (FOIA) request received
by the Federal Communications Commission (FCC or Commission) and assigned to the
Consumer & Governmental Affairs (CGB) and Enforcement (EB) Bureaus. Your request
seeks copies of complaints received at the FCC that contain the word "Football."
CGB and EB conducted a search of the databases containing informal complaints.
According to the Commission's Records Control Schedule for Informal Complaints
("Records Control Schedule"), the Commission is not required to maintain informal
complaints and related correspondence for more than three years after the case is closed.
See N1-173-07-1 , FCC Disposition Authority. Therefore, all complaint records prior to
January 1, 2012, have been purged pursuant to the Records Control Schedule. CGB
identified approximately one hundred fifty complaints responsive to your request. Copies
of the responsive documents are enclosed. EB found no additional responsive documents.
All personal identifying information relating to the individuals who submitted or are
named in the enclosed complaints or inquiries has been redacted based on Exemption 6 of
FOIA, which permits agencies not to disclose files that would clearly invade personal
privacy. 1 Please be advised that the Commission receives many complaints and
comments that do not involve violations of the Communications Act or any FCC rule or
order. Thus, the existence of a complaint filed against a particular carrier or business
entity does not necessarily indicate any wrongdoing by any individuals or business
entities named in the complaint.

Problem Description
Announcers of the show said a racial slur "Redskins" during the broadcast. Also the
display of a stereotypical Native head-like the kind they would put in the window of
stores where bounty hunters could get paid for turning in the "redskins" of my
ancestors is heinous! As a Native American parent I want this type of unequal
broadcasting of a racial slur against my family to stop.
Everytime a Native child is born they are FORCED to endure this inequality. When will
you listen to my family? There is no time limit on racism. I wasn't born over 40
years ago to file a complaint. I did not even know about complaints until last year.
YET, I am the one too late to file complaints??? NO you are the ones too late to
protect our families from racism. WHEN EVERY OTHER ETHNIC GROUP gets that
protection!!!
I say it is racist. MY NATION says it is racist and it is the second largest NATION
in the USA borders. You think we don't know when something is racits? WE do. We also
know that you are NOT listening. You are denying our rights to equal protection under
the regulations you use to protect others. That is an injustice.
STOP allowing unregulated broadcast of the racial slur "REDSKINS"

Announcer used racial slur "redskin" while speaking of Washington coach. In addition the racial slur "redskin" or
"redskins" was written everywhere. As a Native American belonging to the White fvfountain Apache Tribe, this
usage of a known recognized racial slur is highly offensive and should be halted. Not only is redskin a racial slur
used to dehumanize my people along with other Native tribes, it also describes the barbaric practice of killing
Native Americans and cutting their redskin scalps for a bounty. The disregard for First inhabitants of these lands
needs to stop.

At exactly 33 minutes into the viewing, there is a scene where a football player tells a player on an opposing team "I had sex
with your mother. I cleaned the pool, and then I had sex with your mother in your bed." This is a Rated PG program. I had to
stop the program and prevent my IO year old daughter from watching further episodes. The episode is Season 1 Episode 5. I
know only a low-level employee will read this, so I am going to copy and paste this exact message on Facebook, Youtube,
etc. That way, if you do not do anything, and your superior finds out that you simply "laughed", you will be held
accountable. By the way, my 10 year is a girl who has already experienced a "sexual violation".

Problem Description
During the Patriots/Green Bay football game the camera showed multiple times Tom
Brady on the Side lines yelling "Fuck". He said it multiple times and they showed it
multiple times. My 8 year old grandson was watching the game with me and even
commented that he should not have said that.
I understand the first time it happened that the camera man would not have expected
that but to keep the camera on Tom Brady as he kept yelling was uncalled for.
I put down as 4:30 pm as the time but that may not be the exact time of the Incident.

Problem Description
After the football game where the Cincinnati Bengals beat the Tampa Bay Buccaneers,
WBNS proceeded to televise the football game where the San Diego Chargers beat the
Baltimore Ravens. After the Chargers-Ravens game ended, the transmission broadcasted
a male's voice stating, "That's fucking bullshit". The voice was loud and clear to
anybody watching the football game, and everyone I was watching television with was
left speechless after hearing the statement. I was under the impression that all
broadcasts allowed for some type of delay when transmitting the signal, and this
should have been caught by CBS. Please look into why this happened so that it does
not occur again.

Greetings. My 6 year old children know how to read lips even ifthere is no sound. So why during the telecast is CBS going

During the NFL Football game on Thanksgiving Day between the Bears and Lions that I was
watching with my seven year old son, an anti-smoking commercial came on by the NYS
Department of Health. The explicit and grotesque commercial showed a cancer patient with a
whole in her neck describing the effects of smoking. I'vfy son was shaken by the indecent
nature of this commercial, and I do not believe this type of disturbing material should be
aired during family hours of television.

I was watching :rvtonday Night Football with my 10 year old son and was appalled when as we were watching- the camera
panned to Steve Smith as he clearly utters the phrase, 'fuck that nigger.' I understand football is a passionate sport and the
players are incredibly emotional but to have to answer the question- 'why is it ok for black people to use the 'n' word?' is not
how I wanted to spend the balance of the game. For one- I have no good answer because it is not ok for anyone to use such a
disgusting and base word but to spend the balance of my evening having a serious conversation with my son I wasn't
prepared to have because ESPN or the NFL didn't have the sense is appalling. With the ongoing lack of morals and code of
ethics running rampant in the NFL (Ray Rice anyone?)I have had all I can take with the NFL and ESPN for that matter. All,
meaning Steve Smith, the NFL and ESPN, should be heavily fined for exposing my child to unwanted vulgarity and racial
slurs.

This is every weekend, every network station. The fact that we are watching football with our kids and the words
sex and erection are coming on the TV every time there is a commercial break is ridiculous. Do you use those
words in conversations? Do you say those words to kids? I sure hope not. I am a teacher, and those words
would get kids suspended from school.
If you pull up Facebook on any Saturday or Sunday, there are parents talking about this all weekend. It is
unacceptable that these commercials are playing during the day. Football and baseball games are the only
programming that you can watch as a family other than the Disney Channel, Please clean up these
commercials.

I was watching the Notre Dame vs Arizona St. college football game with my 9 and 12 year old children at about 3:30
pm (11-8-14), when ABC showed a GRAPHIC commercial for their show "Forever." The commercial was all about
hardcore sexual bondage!! I'm not a prude and I don't care what adults do in their own bedroom, but can I not watch
a college football game with my kids in broad daylight and NOT have this filth thrown in my face? I shouldn't have to
explain this to my kids when all we're trying to do is watch a football game!! It's disgusting and it degrades our
culture. Do these ABC people not have children or do they not have respect for ANY type of decorum in a civilized
society? It's ridiculous and I'm fed up with it!! I'm sick of this garbage being shoved down our throats at all times,
from what I thought was a "safe" place: college football on a major network. Please let ABC know this is NOT OK!

to see. I know companies need to advertise their products but Viagra could clean them up some to be more kid

I find the use of the derogatory, racist term "Redskins" on ESPN to refer to the Washington football team to be obscene
and profane. I can't imagine it would be ok to refer to the Saints football team at the Louisiana N!&&3* (n-word) or the
The Tennessee Rednecks, or The Georgia White Trash, or The New York shifty Jews. Why is it ok to subject my children
to hearing derogatory names for Native Americans when they watch ESPN. or for that matter, any sports casters using
this profane, racist term during the day? The term "redskins" is the same as calling a Jewish person, a person of African
decent, or a person from the South an ugly racist name ... so why is this obscene, racist term for Native Americans
allowed??? I demand it be banned from TV because young children should not be exposed to obscene, profane racist
terms on TV. Thank you.

There is no reason commericals for erectile dysfunction should be aired before 1OPM (I would like them banned all togehter

This Tennessee vs Alabama football game broadcast by ESPN2 and viewed by many families across the country allowed
Viagra commercials as early as 8 p.m. and again about 10 p.m. using the words "erectile dysfunction" and the word "sexual"
activity all being presented by a sultry woman speaking to the entire audience. This should NOT be allowed during a prime
time program watched by families all across America. Shame on the network and shame on the FCC for allowing such

in America? Lots of children watch these football games. Surely there is enough money made by college football without

wearing a silky neglige, speaking in a breathy, seductive voice and talking about "erections". They can sell

unacceptable. When my EIGHT-YEAR-OLD is watching and these advertisements come on, what exactly are we supposed

Watching football with my family when commercial comes on for the show/movie "Constantine"
flashes across the screen with scary and gross images of blood and disfigured faces. I don't think it is appropriate to show that

The broadcast itself was fie. ivfy issue was with the choice of commercials. At every commercial break, it was multiple
commercials about erectile dysfunction and graphic stories about breast cancer, not to mention sexually-suggestive beer
commericals. ivfy lOyr old boy and 7yr old girl were watching football with us or at least in the room while we were
watching football. Is a noon football game really the appropriate time to be treated to commercials about erectile dysfunction,
with images of a woman lying in a provocative way on a bed and talking about "ED". And a woman holding up her xray of
her breast and talking about dying and death. Not exactly the questions I want to address during a day time football game.
NFL has to realize weekend day football games are family events. And if they don't, then the network needs to realize. A
night game after 7p, sure, talk about all the penis and breast problems you want. But NOT during a noon football game on a
weekend when many families are watching or at least kids are watching. Have some consideration for what is appropriate.

Around 10.45 during Monday Night Football, ESPN aired an advertisement for Jerry's Subs and Pizza which showed a
family watching open-mouthed as a woman in minimal clothing ate a cheesesteak. The angle at which she held the sandwich
was presumably intended to imply that she was engaging in a sex act, as was the fact that the sandwich was shown to leak
melted cheese onto her breasts. As a woman, I find this ad ridiculously offensive it reduces us to sex objects and was
insanely suggestive for a non pay-cable broadcast. Given that the NFL needs goodwill from women more now than ever,
perhaps TV stations such as ESPN could start by not alienating female viewers with such egregious advertising during
games.

At this point in a family friendly show, we saw ANOTHER commercial for an erectile dysfunction medication. At 8:10pm,
children are awake and football should be accessible to these children. Furthermore, erectile dysfuncion medication
commercials are shown throughout the day, even earlier than 8:10pm, but I did not make a record of when they were shown.
This is also not unique to NBC.
The topic of sex and the fact that men may not be able to have an erect penis is simply not suitable for children. It is
extremely uncomfortable for adults in the room. These are not PG topics and are certainly not G topics. From a TV
standpoint, this might be TV 14 and yet sports should not be TV 14.
Please ban these commercials from prime time television viewing. They are innappropriate. And the chatter on social media
around this tells me my view is not unique.

At the end of the Cowboys vs Seahawks game, Fox switched to the Washington vs. Arizona game. During the
coverage the announcers repeatedly used the racial slur "Redskins." It's higjky offensive that the announcers felt

The term Redskins was used repeatedly on a discussion about changing the name of the
Washington football team. As a Blackfoot I'm deeply offended as i know the true history of
the name where George Washington and other leaders like the Governor of Pennsylvania used
the term redskin to describe the bloodied scalps of our ancestors that had a bounty put on
them to encourage settlers to kill us and bring in the proof. This is not acceptable to me
and my family. It is disgusting and a daily reminder of the racism we deal with constantly.

Seattle played the Washington NFL team and the team's name was mentioned all during the game. The team's name is a racial
slur and offensive to me. I am a full blood Native American and object to the team's name and the use of that name being
broadcast during their games and during all sport and news shows. It's origin came from the bounties placed on the hair
(scalps) of Natives as proof of their murder. Also, some tribes would dye their skin a reddish color which led to the term
redskin which led to using it as a slur, as in "you f'l'****g redskin", "kill the redskin" and many other offensive terms used all
during the years since the invasion of this country even to now. It is offensive to me and to many, many Natives who have
had the racist term used against us. All peoples must stop using this term as it is racist and offensive. Thank you.

Levi's has aired a commercial at noon on a Saturday, "exposing" my 8 yr old boy and 10 year
old girl to a scene where a young girl walks in on her mother, who is sitting on a counter,
straddling her husband, while the camera zooms in on the wife unbuttoning her husbands
jeans. The caption reads "unbutton them". The child walks in and the man jumps up and
starts buttoning his jeans again. I'm disgusted that Levi's has to show this type of

During a commercial break in Sunday night football programing, NBC played a commercial for the show Constantine. It
included a scene of a zombie woman smashed on the front hood of a car, looking at the camera and growling while blood
poured from the woman's mouth. To have this imagery on broadcast television during a sporting event watched by families
was totally inappropriate. Our 5 year old son was in the room when the commercial came on and he saw part of this scene
before we could change the channel. Broadcast channels that play these graphic images in the early evening hours, either
during programming or commercials, should be reprimanded.

I would like the FCC to review and remove the newest Viagra commercials airing during many NFL Football Games. We
watch football each weekend with our children, 9 and 5 years old. I am troubled by the tone, content and aesthetic of
these E.D. commercials that are aired frequently during daytime weekend programming. The latest series of Viagra
commercials has a much different tone. A woman with a 'husky' voice speaks directly into the camera - as if speaking to
the target user of the drug, she is lying on a bed and uses the word "erection" and like words in plain language during
the spot. I have had this same complaint for some time, that these Viagra, Cialis and like brand commercials are
inappropriate for air during the day and on programs where our children frequently are viewing I urge you, please, to
review the tone and content of these commercials and keep in perspective the audience watching.

I am tired of watching afternoon television with my 7 and 9 year old kids and being bombarded with erectile dysfunction ads.
Do I really need to explain to my kids while watching football what an erection is? Come on. This crap has been going on
for years. It would be nice to limit these commercials to late night television so this conversation with innocent children can
be done at an appropriate time.

I sent the below to Dodge, TBS and Fox.
You people are out of you minds with these dart ads. Now the white guy threatens to vandalized the Black guys car. Black
guy backhands him, an assault. This to sell a car. I'm emailing TBS and telling them I will not watch anymore 11LB
playoffs on their station.
These recent Doge Dart commercials are racially insensitive, offensive and seek to promote violence between Blacks and
Whites. I have no idea why Dodge would sign on to these ads or why any broadcaster would air them. They are not cute nor
funny. Each new commercial builds on the last to the point where one expects violence between the people over a car. When
I see one come on I change the channel so my grandkids don't see it. This during 11LB playoffs - I have to change the
channel during Baseball or Football to protect my grandchildren. Whom by the way are mixed race Hispanic, White and
Native American. Sick,sick sick.

l\1y wife, son (14) and I found the Viagra commercial very offensive with the spokeswoman talking aboutif you are a male
having erection problems that Viagra can help. This was very provocative and almost to a "pornographic" level in my
opinion.
These ED adds have been over the top and are getting more and more out of control and they need to respect that perhaps
some teenage boys/girls are likely to be viewing these broadcasts and should not be subject to always "tum the channel" or

During the Thursday Night Football game that I was watching with my 6 year old son, a
commercial for the movie "Annabelle" came on. The commercial showed intense violence and
very intentionally terrifying images. My six year old son was so frightened that he burst
into tears and could not sleep in his room. I have no problem with movies being
advertised, but before 8:00 during a football game that children are watching?
Commercials for horror movies have gone over the edge and are being broadcast when
families are watching television together. Those commercials need to be broadcast at more
appropriate times or the violence and horror needs to be toned way down.

During CB S's broadcast of Thursday Night Football between the NY Giants and the
Washington, DC Football Team, one of the announcers (Jim Nantz) repeatedly uttered a
dictionary-defined slur toward American Indians ("Redskins"). Similarly, throughout
the game CBS aired graphics that also showed this dictionary-defined slur. The slur
has no place on network television, and the harm that it can have on people of
American Indian descent is real.

In order for networks to take this issue seriously, it is important for the FCC to
take a stand and fine broadcast networks and radio stations every time that slur is
uttered and every time a graphic with that slur is shown. Other racial slurs, used

Every football game at every hour football is aired contains commercials for erection drugs. We should be able to watch
Sunday afternoon football with our young daughter without having to answer questions like: "Mommy, what is an erection?
What is erectile dysfunction? What is sex and what does an erection have to do with it?", etc.
It is reckless that the NFL would even consider airing these commercial during day games, but since the NFL is a business
motivated mainly by profit, the government must step in and regulate this. At least consider seeking a new regulation
limiting it to the night games when a large percentage of the youngest kids are sleeping.

The Washington "Redskins" was the name of an NFL football team and that is an offensive racial slur that got
broadcast to children-UNREGULATED
Why is the FCC allowing a dictionary defined racial slur being broadcast! I'm a Cherokee Nation citizen and I find
it very racially disparaging! i\1y nation has a resolution against such harmful and outrageously insulting behavior! I
want my children and our children protected from these slurs-jut like other kids get protected from all manner of
racial slurs! The logo is of a stereotypical Native man and my son doesn't look like that! In combination with te
slur it is meant to inspire racial aggression towards my family! Why is the FCC allowing it! So much slurs at 7:52
at 8:00 pm and display of the racist slur word on screen!
Why are you not regulating the use of this slur!!! Do your job FCC! Native Americans are citizens of the US and a
distict ethnic group-that has racial slurs-why is this being broadcast nationwide!! I am appalled and angry that
Native Americans don't share the same equal protection under the law!!
The National Congress of American Indians has a resolution and well known stance against this slur an logo they represent over 250 Tribal nations. The president has said it's disparaging-so has the attorney general. It is
time for you at FCC to enforce the rules that apply to all other racial groups EXCEPT Native Americans-or stop
enforcing rules on everyone about everything else.

Problem Description
This horror movie trailer for the film Annabelle was shown during prime time college football - early on in the
6:00 pm LSU/ivliss game. The imagery shown was a mother putting her infant into a crib. When she hears
screams, she goes back into the nursery and finds a disturbing, terrifying doll in her child's place. The infant was
obviously taken from her crib. ivly six year old son described this scene to me in great detail this morning (though
we told him to turn away when the ad came on). Two days after seeing the ad! He told me it may give him
nightmares and was very scary. At 39 years old, I find this trailer extremely scary and vivid in its horror
imagery. This was a completely inappropriate time and channel to advertise this movie. We enjoy college
football as a family every Saturday evening in the fall and expect it to be family-friendly. Thankfully my three year
old was not watching at that moment. This ad should not be shown before 9:00 pm.

ESPN airs commercials for "R" rated movies during Monday Night Football programming. The commercials contain graphic
content of horror movies which are inappropriate for children. Tonight, I sat down to watch Monday Night Football with my
children who are 8 and 10 years old. Both children were deeply disturbed by horror movie commercials aired during Monday
Night Football. Both had to leave the room and be consoled before bed. Don't you realize that children can be traumatized by
airing these ads during family programming? A father should be able to watch Monday Night Football with his children
without worrying that inappropriate content will appear at any moment. I am disgusted by the irresponsible behavior of
advertising executives at ESPN.

lv1y family and I were eating dinner and watching lv1onday Night Football when an advertisement came on for the movie
Annabelle. The preview featured what appeared to be a dead baby turning it's head all the way around and an antique doll
with blood streaming out of its eyes. lv1y children immediately reacted with terror to the commercial and ran screaming from
the room. Hours later they still insist they won't sleep in their beds ever again and want to sleep in the living room with the
lights on. I'm not sure if this ad specifically fits the definition of obscenity because there did not appear to be anything to
appeal to the prurient interests or any sexual content or genital exposure. However, I find this ad far more disturbing than
that because it contains scenes of graphic violence and intense horror. lv1y children would not be allowed to see this movie
due to it's rating and my own good judgment. However, because we were watching what I thought was a family friendly
program (lv1onday Night Football), they were accidentally exposed to 30 seconds of truly terrifying horror that none of use
signed on for when we started watching football.

It is wholly inappropriate to be advertising erectile disfunction commercials during prime
time television. I watch ivlNF (and quite frankly many other shows where this occurs with
my young children) and it is offensive that my chlildren need to be subjected to
pharmacuetical commercials that discuss ED and whether or not your heart is healthy enough

It was a Levi commercial. The commercial showed people wearing Levi apparel in various activities. They

As someone who is 100% German, I am extremely offended by the latest Aaron Rodgers commercial that State Farm is
currently airing. Their depiction of Germans and Austrians as muscle bound imbeciles is completely disrespectful and
insensitive. There is NO WAY they would air a similar commercial with people of Black, Asian, Native American, or :tviiddle
Eastern origin as the subject of your stereotyping. So what makes it ok to use Europeans as their bullying victim?
Racism and stereotypes exist cross ALL cultures and ethnicities, and not just people of color. They should be ashamed of
yourselves for thinking this type of advertising is appropriate. To depict Germans as dumb meatheads who only drink protein
shakes and work out is 100% WRONG! Their advertising department has zero class or ethics.
If this world is really to progress and move forward in unity, then this type of nonsense has to stop and it starts with
companies like State Farm. Regardless of the race, creed, religion, or sexual orientation, a group of people should not be
subject to ridicule and jokes as a means for a corporation to sell their product. It is 100% tasteless and I hope you take the

Please explain why Fox & Friends are allowed to joke about Domestic Violence during a moment where a heinous video of a
Football player is knocking out his fiance. I find that more obscene then a naked person because you are telling young people
watching not only is it funny to beat a woman but acceptable as well.

Problem Description
At 7:25pm tonight watching Football with my 8,10 and 16 yr. old sons, a commercial for a tattoo reality show that airs on
Spike TV came on. It had several girls walking a catwalk wearing nothing except pasties and then a Scary movie trailer
came after that we then changed the channel... Isn't it bad enough primetime programming on local channels has been taken
over by sexually explicit filth and every channel has Naked and Afraid and Dating Naked etc ...... but to have this during
Football is ridiculous! Where is the common sense? Why should children be exposed to this SOOOOOO young? Why is
there nudity in PG-13 movies? We as parents get to choose what our children watch and you are raping us of our choice by
showing blatant nudity, sex talk and innuendo and of course the horrifying images we have to sit through during
commercials!!!!!! COMMERCIALS that have no business being aired during family times and programming! Something
has to be done!

During the first ten minutes of the football game the camera stayed on a man with the word "fuckin" on histshirt. People with profanity on their clothes should not be shown on tv (or even allowed in the stadium).
