There are many action types available in the actions list on the Shipping transaction form.
Now we want to customize action list and restrict some actions based on user role so that user can apply

Solution:

Yes, you can restrict some or all actions and can remove from the actions list on the shipping form.
You can define new shipping execution role with selected actions.
Step 1:
Go to Shipping Execution responsibility > Setup > Grants and Role Definitions
Open Define Roles form
Step 2:
Define new or customize existing shipping execution role type and select action types which you want to enable
for this role.
