ABOUT THE ORGANIZERS
Rajiv Gandhi National University of Law (RGNUL),
Punjab, was established by the State Legislature of Punjab
by passing The Rajiv Gandhi National University of Law,
Punjab Act, 2006(Punjab Act No. 12 of 2006). The Act
incorporated a University of Law of national stature in
Punjab, thereby fulfilling the need for a Centre of
Excellence in legal education in the modern era of
liberalization and globalization.
Centre for Advanced Studies in Human Rights
(CASIHR)
The Centre for Advanced Studies in Human Rights
(CASIHR) is a centre for excellence established at
RGNUL, Punjab to undertake and promote advanced
study and research in emerging trends in human rights.
CASIHR aims at conducting multi-disciplinary researchin
various human rights issues and creating working
documents serving as advices to policy makers, regularly
organizing conferences, seminars and debates on the
relevant topics.
Institute of Correctional Administration, Chandigarh
The Institute of Correctional Administration, Chandigarh is
a premier training and research Institute catering to the
training needs of the police & prison officers of the region.
It was set-up by the Government of India, Ministry of
Home Affairs in 1989 and is fully supported by the MHA.
It strives for a safer, just and humane society through
empowering correctional professionals and building up
partnerships for an effective criminal justice system. Prison

officers from all over the country come here to attend


various training programmes. ICA sensitizes officers on
latest developments in law, human rights issues, gender
sensitization with particular focus on attitudinal change and
behaviour skills. In addition, ICA also undertakes research
studies in the areas of Criminal Justice System and is also
associated with giving policy-making inputs.
In addition to it, this Institute is also organizing a number
of workshops / conferences and seminars at the regional
as well as national levels on current and relevant issues of
correctional administration and criminal justice to the
functionaries of criminal justice system. It provides vital
professional inputs to the Government of India as well as
State Governments for formulation of policies in this field.
The Institute of Correctional Administration provides for
professional competency development through a process
of continuous training, feedback, research and
development.
CONCEPT NOTE:
Social Justice being the foundation of the Indian society as
well as the Constitution. This seminar aims to first and
foremost sensitizing people belonging to various sections
of society on aspects relating to victim compensation.
Furthermore, it is an effort to reflect and examine all issues
relating to provisions for victim compensation and
restorative Justice and finally to come up with solutions to
these issues. It is an attempt to address and study issues
such as the liability of the state, the problems faced by the
victims and whether or not victim compensation be
provided? Since awareness of laws and access of justice
remains dismal. This seminar aims to raise awareness in this
regard.

GUIDELINES FOR CONFERENCE PAPER
The abstract should contain not more than300350 words
along with the particulars of the author indicating his email
id, contact number and address for correspondence. A
paper cannot have more than two co-authors.
The maximum limit of a paper is 4000 words (excluding
footnotes). The format is Times New Roman, Font Size 12,
1.5 line spacing, on an A4 sheet with 1 margin on all sides,
to be sent in .doc/.docx format. A uniform style of citation
must be strictly adhered to while submitting the paper. The

invited apart from the aforementioned sub-themes relating
to the theme of the seminar.
PRIZES AND AWARDS:
The Winners of the Bill Drafting Competition shall be
given a Certificate and Cash Prizes.

NATIONAL BILL DRAFTING COMPETITION:


A National Bill Drafting Competition shall be organized
wherein participants will be required to Draft a Bill on
Victim Compensation. The Best three bills will be
presented before the Panel and the winners shall be given
cash prizes. All the draft Bills must contain the particulars
of the author indicating his email id, contact number and
address for correspondence. Co-Authorship upto a
maximum of two authors is allowed.
The maximum limit of a Bill is 4000-5000 words (excluding
footnotes). The format is Times New Roman/Garamond,
Font Size 12, 1.5 line spacing, on an A4 sheet with 1
margin on all sides, to be sent in .doc/.docx/.pdf format. A
uniform style of citation must be strictly adhered to while
submitting the Bill. The Bills should be sent to:

CALL FOR PAPERS
Conference papers are invited from the academicians,
practitioners, researchers, scholars and students on the
issues related to the themes. It is also proposed that the
selected papers will be publishedin the form ofan edited
book carrying an ISBN No. Only full papers submitted on
or before the deadline shall be considered for publication.
